3 Mission Statement Protecting Our Future By Striving To Provide a Safe Learning Environment The purpose of the MISD Police Department annual report is to highlight the organizational structure, accomplishments, achievements, and the service provided to the MISD community. The department serves 22 Elementary Schools, 6 Intermediate Schools, 6 Middle Schools, 5 High Schools, 1 Career & Technology Campus, 1 Alternative Education Center, 2 Athletic Complexes, 1 Agricultural Center, 1 Center of Performing Arts, and 4 Administrative facilities. 1

4 Message from the Chief It is my honor to serve as the Chief of Police for the Mansfield Independent School District Police Department. The MISD Police Department takes pride in the work we do on behalf the students, staff, and community. The Annual Report highlights the organizational structure, accomplishments, achievements, and the service provided to the students, parents, and staff of MISD. The MISD Police Department works together with district departments, students, parents, staff, and the entire MISD community to ensure a high quality educational experience for all within MISD. The MISD Police Department strives on a daily basis to exemplify our mission statement: Protecting Our Future by Striving to Provide a Safe Learning Environment. It is our goal to make sure that the MISD community is provided with safety and security services in a professional, respectful manner with the well-being of our students, staff, and community in mind. 6 MISD Police Department Focus The MISD Police Department strives to provide a safe learning environment for our students, staff, and community. To accomplish this mission we are committed to having a strong presence of officers on our campuses as much as possible. To do so, we have a unique deployment strategy that allows for highly visible presence and a quick response. Administration The Mansfield ISD Police Administration consist of the Chief of Police, Lieutenant, and 2 secretaries. The Chief works with District Administrators to ensure that the MISD Police Department is providing the necessary services that are essential in all students and staff having a safe learning environment. The Chief is responsible for providing the leadership for the Police Department to achieve their mission, Protecting Our Future by Striving to Provide a Safe Learning Environment. The Chief must maintain a close working relationship with all school administrators, local law enforcement, the court system, local city services, and all our community partners. The Chief is also responsible for assuring that the Police Department is a financially responsible steward with the District s finances. The Lieutenant, is second in command, oversees the daily operations of the MISD Police Department. This includes overseeing the Police Department Policy Manual, responding to public information request, 2011 security bond program, internal affairs complaints, and the Texas Police Chief s Recognition Program. Supervisory Personnel Uniform Division The Mansfield ISD Police Uniform Supervisory Division consists of 3 Sergeants. The areas of responsibility are 1 Sergeant assigned to the Campuses, 1 Sergeant assigned to the Patrol Division Day Shift, and 1 Sergeant assigned to Patrol Division Evening Shift. The Sergeants are team leaders who supervise officers, and respond to calls. Each Sergeant is also assigned additional duties that include security guard service, truancy, property room management, training, District crossing guard program, extra duty assignments, parking enforcement/appeals, and Police technology. In all, the Sergeants are critical to making sure the MISD Police Department Mission is accomplished. Campus Division The Mansfield ISD Police Department Campus Division consists of 10 Officers. Two officers are deployed at every high school to provide coverage prior to the first bell and after the final bell. The Campus Officer s primary responsibility is to provide a safe learning environment for our students. The assignment of these officers has allowed manpower to be available to provide students with educational information, classroom presentations, work with the campus administrators toward intervention, and also take appropriate law enforcement action as required. 4

7 Patrol Division Day Shift The Mansfield ISD Police Patrol Division day shift consists of 8 officers. The School District is equally divided into 6 patrol districts, with 1 officer per district. Each District Officer is assigned 1 middle school, 1 intermediate and the designated elementary feeder schools. There is also 1 officer at Ben Barber Career Tech Academy / Frontier High School and 1 officer at The Phoenix Academy. Each of these officers are charged with checking in at each campus daily and are available to provide students with educational information, work with the campus administrators toward intervention, and also take appropriate law enforcement action. Patrol Division Evening Shift The Mansfield ISD Patrol, Evening Shift consists 1 Sergeant and 3 Officers. The Evening Shift Officers are tasked with assisting with school dismissals and providing services to campuses after day shift patrol is no longer on duty. Evening Shift Officers routinely work with parents, schools, MISD Transportation Department in assuring all students are home safely. Evening Shift Officers are also tasked with providing a safe environment at MISD Campuses for after school activities. Officers routinely provide a presence at middle school athletic events. Officers also are tasked with the responsibility of providing after hour physical security of District campuses and facilities. Criminal Investigation Division The Mansfield ISD Police Department Criminal Investigation Division consists of 1 Sergeant and 3 Investigators. The main focus of the Investigators is the follow-up and closure of criminal cases that occur within the district s jurisdiction. The Sergeant is the case manager of all investigations and also assist the Investigators with the completion of their cases. Each Investigator has a specific assignment; Crimes Against Persons, Property Crimes, and Gang/Violent Crime. In addition, all Investigators are assigned to work closely with the MISD Human Resources Department to conduct administrative investigations related to any alleged district employee misconduct. Investigators are also tasked with conducting all Police Department employee applicant background investigations as required by Texas Commission on Law Enforcement. Although each Investigator has specific areas of responsibility, they are each cross trained to investigate any type of criminal offense. Emergency Management The Mansfield ISD Police Department Emergency Management Unit consists of 1 Officer who reports to the Criminal Investigation Sergeant. The Emergency Management Officer is tasked with assuring that all MISD campuses and facilities are prepared for any emergency. The Officer is responsible for the training students and staff on the most current emergency response measures. The Officer coordinates and monitors campus and facility safety and security drills. The Officer also conducts all campus and facility audits and prepares reports to the Chief s Office. Every 3 years, emergency management audits are reported to the Board, Superintendent, and the Texas School Safety Center. This past year, there were 380 fire drills, 172 lockdown/perimeter drills, 86 weather drills, and 84 campus/ departmental trainings. 5

8 Communications Division The MISD Police Department Communications Division consists of 1 Supervisor, 6 Dispatchers, and 1 Fingerprint Technician. Our Communications Division is a 24 hour a day 7 day a week operation that is approved and monitored by the Texas Department of Public Safety. MISDPD dispatchers are responsible taking telephone complaints and dispatching appropriate Police Department Personnel. Dispatchers are tasked with monitoring all Police Officers and Security guards daily activities. The MISD Communications Department has a 911 Barge System. The Barge System allows MISD Communications to monitor any 911 calls from school district phones that originally go to the appropriate City/County dispatch centers. This allows MISD Police to simultaneously respond to calls for service to ensure appropriate response. Dispatchers also monitor all District security and fire alarms and cameras. Other duties include entering warrants, checking license plates/driver license information, running criminal history checks, entering or checking stolen property, entering runaway information as well as many other law enforcement related checks and entries. In addition to monitoring fire and security systems, MISD Communications also monitors all major radio frequencies within the district (Transportation and Maintenance), issue parking permits, issue staff ID cards, and monitor the district s video camera system Although current staffing does not allow an officer to be on duty at all times, a Police Dispatcher is always available. The Fingerprint Technician is tasked with fingerprinting all new District employees, as well as other school district employees throughout our region. Our Technician is also a licensed dispatcher who is available to assist Communications division when needed. More than 3,000 school district employees were fingerprinted this past year. Technical Services The Mansfield ISD Police Department Technical Services Division consists of 3 Technicians; Security, Fire, and Evidence. The Security Technician is responsible for maintaining the district s security cameras and access control systems. The cameras record numerous events that can be used for administrative Investigations and criminal investigations. The access control system requires daily programming to ensure doors are scheduled to lock and unlock at requested times. All District employees are issued an access control key card that gives them necessary access to District buildings. The Fire Technician is responsible for maintaining all District fire alarm systems is licensed by the State of Texas Fire Marshals Office. The Evidence Technician is responsible for saving the recordings for future criminal or administrative proceedings and assist in access control programing and issuing employee key cards. 6

9 Truancy Enforcement The Mansfield ISD Police Department has 2 non-sworn Truancy Officers. The Truancy Officers are tasked with working with school administrators, teachers, counselors, and parents on any student who may have attendance issues. This mission may be accomplished by education, intervention which may include home visits, or as a last resort filing a case in the Justice of the Peace Truancy Court. Truancy Officers also conduct residency verifications to determine if a student is living in the district and within the correct zone for the school they attend. The MISD attendance rate for 2014/2015 was 96.5% with officers only having to file 289 truancy cases. Crossing Guards Section The MISD Police Department uses part-time non-sworn employees to serve as Crossing Guards. Crossing Guards provide a safe environment for students at selected street crossings and schools throughout the District. The Crossing Guards assist students in crossing streets, monitor vehicle traffic in the area to ensure there are no problems with speeders or other dangerous activity, and provide adult oversight while children are walking to and from school or waiting on a ride. The MISD Police Department has a staff of 48 Crossing Guards, 47 who serve in the field and 1 who serves as section supervisor. Contract Security Services The Mansfield ISD Police Department utilizes a contract Security Guard service for our high school campuses and midnight/weekend patrol. The high school Guards cover the parking lots looking for students attempting to enter or leave campus without authorization and are charged with enforcing District Parking Regulations. The Guards provide an additional layer of security at our high school campuses. The Guards assigned to work midnight and weekend duties include, respond to alarms calls, check suspicious persons on MISD properties, and conduct campus/facility checks for any unusual activity. Security Guards are also utilized to assist in parking lot security at our Stadiums and Center of the Performing Arts. 7

10 Athletics / Special Events The MISD Police Department is committed to providing a safe environment for our students, staff, parents, and community visitors at all of District events. To achieve this mission, officers are assigned to work athletic events at Newsom Stadium and RL Anderson Stadium. Officers also are routinely assigned to work athletic events at high schools and middle schools. The MISD Center for the Performing Arts hosts a variety of District and community events. Officers are assigned to work many of these events. The largest events are MISD high school graduations, hosted graduations from outside districts, and the annual MISD/US Marines Toys for Tots. Special events also include school carnivals, band parades, dances, and proms. MISD Police Officers worked over 5,800 additional hours this past year providing a safe and enjoyable experience for our MISD families and the community.
