7 EOP / ESF-1 ANNEX / APPENDIX 1-1 / TAB C EVACUATION TRANSPORTATION PLANNING I. Introduction A. The County Emergency Operations Plan (EOP) outlines procedures intended to help manage and coordinate available resources to safeguard the County s population during an Incident of Critical Significance or any other major disaster posing an immediate or potential hazard and/or threat. B. During such events, prudent actions required to protect the population may include emergency planners and local officials ordering evacuations involving portions of or the entire population the County. II. Purpose A. The purpose of this Tab is to provide emergency planners and local officials with planning considerations to ensure the use of availability public transportation resources during evacuation operations. B. This Tab outlines the planning and operational considerations; and assigns coordination and operational responsibilities to both government and non-government emergency service agencies and organizations supporting evacuation operations once ordered. III. Scope A. The provisions of this Tab apply County-wide and to all natural and/or man made hazards and disasters, requiring either a partial or full evacuation of the population from affected areas within Chatham County. B. Provisions of this Tab shall be implemented to the degree necessary and required to effect a timely evacuation of the designated population(s) from the affected area(s) within the County. This Tab is not intended to replace established jurisdictional emergency response plans and/or procedures. IV. Authority A. This Tab is developed under the authority of the Chairman of the Board of the County Commission, Chatham County, Georgia; and the Director of the Chatham Emergency Management Agency (CEMA) Chatham County, Georgia. This Tab supersedes all similar and previous versions to date. B. CEMA has primary responsibility for compliance with provisions for the County s EOP; and is responsible for ensuring execution of the response activities outlined in this Appendix and supporting documents. C. This Tab is developed in accordance with the following legal references: 1JULY 2010

Homeland Security Presidential Directive #5 (HSPD) Management of Domestic Incidents c. Robert T. Stafford Disaster Relief and Emergency Assistance Act. 2. STATE: a. Georgia Constitution b. Georgia Emergency Management Act of 1981, as amended c. Georgia Emergency Operations Plan (GEOP). 3. COUNTY: V. Assumptions a. Chatham County EOP b. Chapter 4, Article III, of the Chatham County Code, Emergency Management, March 24, A. Provisions in this Tab are designed to accommodate situations requiring the evacuation of either a portion or the whole of Chatham County. B. Decisions made and operational actions conducted prior to and during an evacuation are based on the situation presented, and not on any one factor outlined in this Tab. C. Sufficient notification of an impending need to conduct an evacuation may not always be a possibility, as it would be in the case of a partial evacuation required due to an incident involving hazardous materials (HAZMAT). However, all measures will be taken to provide as much advance warning as possible to the effected population, as the case may be during a full evacuation required due to an approaching hurricane. D. Three governmental levels of emergency preparedness and response are required to support an evacuation: Local (municipal and County), State, and Federal. 2JULY 2010

Evacuation operations are initiated as required at the local level utilizing all available resources to assure an effective and timely response. F. Pre-event planning conducted at all governmental levels of emergency preparedness have identified available and additional resource requirements needed to conduct evacuation operations within Chatham County. G. State and Federal assistance will neither be expected nor requested until local resources and capabilities are known or are anticipated to be insufficient to satisfy evacuation support requirements. H. Executive decision-makers are acquainted with the decision-making considerations outlined in this plan and act decisively when circumstances warrant. I. Decision makers maintain good situational awareness and remain operationally flexible. J. Appropriate Emergency Declarations are made in a timely manner when warranted. K. All parties with roles and responsibilities for evacuation decisions and actions maintain a state of readiness throughout hurricane season, and actively participate in evacuation procedures when called to do so. L. The majority of the Chatham County population will comply with evacuation recommendations and directives; and will self evacuate as required in a timely manner. M. A significant portion of the County s population complying with evacuation recommendations and directives will require transportation assistance. N. Despite all warnings and other available information, there may be a significant portion of the population that will ignore evacuation recommendations and directives and chose to remain in place. O. Accommodations must be made for the evacuation of household pets and service animals that accompany those individuals requiring transportation assistance. P. Throughout this document, the term Population refers to the total number of people to be evacuated from the affected/designated area at the time of the event, residents and nonresidents (including travelers, tourists, and other transients). 3JULY 2010

VI. Implementation A. The provisions of this Tab are implemented upon the recommendation of the CEMA Director, with approval of the Chairman, Chatham County Board of Commissioners, and concurrence of the Mayors of the Municipalities as appropriate (referred within this document as the Command Policy Group or CPG). B. Management of this Tab is accomplished through primary coordinators of established County Emergency Support Function (ESF) Groups. These ESF coordinators make decisions and arrange for resources necessary to support evacuation and re-entry/return operations. ESF Groups with identified support responsibilities in this Tab include: 1. ESF-1, Transportation 2. ESF-2, Communications 3. ESF-5, Emergency Management 4. ESF-6, Mass Care, Housing, and Human Services 5. ESF-8, Public Health and Medical Services 6. ESF-11, Animals 7. ESF-13, Public Safety & Security 8. ESF-15, External Affairs. VII. Concept of Operations A. Self Evacuation Responsibility. During an event requiring either a partial or full evacuation of the County, the evacuating population should either have their own transportation resources or make arrangements to evacuate with others that do. B. Public Transportation Evacuation Assistance. Once an evacuation order is issued, Chatham County will provide available public transportation resources to assist those individuals not able to self-evacuate due to the lack of personal means and/or special assistance requirements. CEMA coordinates through the County Emergency Operations Center (EOC), Evacuation and Re-entry Branch (ERB), for the resources required to provide the appropriate level of public transportation assistance. 4JULY 2010

11 EOP / ESF-1 ANNEX / APPENDIX 1-1 / TAB C EVACUATION TRANSPORTATION PLANNING 1. Planning Considerations During Partial Evacuations. Once the appropriate Incident Commander (IC) makes the decision to implement a Mandatory Evacuation of a designated area(s) within Chatham County, all requests for public transportation support must be routed through CEMA to ESF-1 Partners. a. Primary Coordinator. The CEMA Duty Officer (DO) is the primary coordinator between the requesting IC and appropriate ESF-1 Partners, primarily Chatham Area Transit (CAT) and the Savannah Chatham County Public School System (SCCPSS). b. Primary Public Transportation Resources. CAT is the primary public source for immediate transportation assistance during a Partial Evacuation. Requests for emergency transportation assistance from CAT must be coordinated through CEMA. c. Additional Public Transportation Resources. Additional public transportation resources may be coordinated through SCCPSS. The SCCPSS Pupil Transportation Director, with approval from the SCCPSS Chief Operations Officer, may provide available buses and operators through the SCCPSS contracted carrier. d. Temporary Shelters. CEMA will coordinate sheltering needs of evacuees with ESF-6 as necessary. For isolated events such as HAZMAT releases and/or fresh water flooding, temporary shelters will be coordinated with the IC to ensure they are in a safe location. CEMA will make temporary shelter locations known to the IC and ESF-1 as soon as possible. 2. Planning Considerations During Full Evacuations. Once the decision has been made to implement a Full-Mandatory Evacuation of Chatham County, CEMA coordinates through the EOC Evacuation and Re-entry Branch (ERB) the opening of the Chatham County Evacuation Assembly Area (EAA) to begin public evacuation assistance operations. See Tab B of this Appendix (EAA Coordination and Operations). a. Transportation to the EAA. Evacuees may be able to walk to the EAA, or may be provided a ride to the EAA by friends, family, and/or acquaintances using privately owned vehicles. However, the majority of the Evacuees will arrive at the EAA utilizing CAT buses. When required, CAT will alter all 5JULY 2010

CAT will utilize all available special needs equipped buses (wheel chair accessible). See Exhibit 1 of this Tab (CAT Routes as of June 2010). b. EAA Traffic Management. The EAA is the location where Evacuees will transfer from CAT buses and manifested on to buses departing to designated inland shelter destinations. It is imperative that a traffic management plan is established at the EAA in order to ensure safe and efficient access and egress by transportation resources. c. See Exhibit 2 of this Tab (EAA Traffic Management Plan). d. Transportation from the EAA to Inland Shelters 1) The primary means of transportation from the EAA to inland shelter destinations is by SCCPSS transportation assets (school buses). 2) SCCPSS and its contracted transportation provider will assign drivers and prepare available buses prior to arriving at the EAA. a) SCCPSS and its contracted transportation provider will maintain a list of available drivers that are available throughout hurricane season to operate buses during an evacuation, and will keep them informed as the need for an evacuation develops. If necessary, the SCCPSS transportation provider will prepare evacuation buses to be operated by available CAT drivers. CAT and SCCPSS representatives will document all staff and personnel information and maintain that information for any available reimbursement procedures following the event. b) The SCCPSS contracted transportation provider will make necessary bus preparations including addressing all maintenance issues and ensuring all buses have a full tank of fuel. 3) Buses departing the EAA will be organized into Convoys (Serials). Each convoy will contain no more than 7 buses. 6JULY 2010

13 EOP / ESF-1 ANNEX / APPENDIX 1-1 / TAB C EVACUATION TRANSPORTATION PLANNING a) Each bus within a convoy will be marked with the Convoy Serial Number and Bus Designator. See Exhibit 3 of this Tab (Sample Bus ID Placard). Serial Numbers and Bus Designators will be utilized during the Evacuee registration process to create accurate Evacuation Rosters and Bus Manifests. See Tab B of this Appendix (EAA Operations). b) (b) Each bus within a convoy will be provisioned with water and snacks prior to departing the EAA. These provisions are meant to sustain passengers only during the trip to the destination inland shelter. c) Planning Considerations for the Special Needs Population. See EOP, ESF-8 Annex, Appendix 8-1 (Special Needs Evacuation). d) Public Transportation Assistance Planning Considerations for Pets and Service Animals. Transportation arrangements must be made for pets and service animals that accompany evacuees and returnees using public transportation during evacuations. See EOP, ESF-11 Annex, Appendix 11-1 (Animals in Disasters Coordination), and Tab B of this Appendix (EAA Operations). C. Evacuation Routes. Once an evacuation order is issued, all major roadway networks within the County will be considered evacuation routes for local travel from the County to inland areas. 1. Routes Inside Chatham County. See Exhibit 4 of this Tab (Primary Evacuation Routes Inside Chatham County). 2. Routes Outside Chatham County. Outside Chatham County. See Exhibit 5 of this Tab (Primary Evacuation Routes Outside Chatham County). 3. I-16 Contraflow. In the event of a Full-Mandatory County evacuation, CEMA will coordinated with Georgia Department of Transportation (GDOT) and I-16 may be reversed to one-way westbound from Martin Luther King Boulevard to US 441 at Exit 51, 7JULY 2010

14 EOP / ESF-1 ANNEX / APPENDIX 1-1 / TAB C EVACUATION TRANSPORTATION PLANNING D. Traffic Control a distance of approximately 125 miles. Eastbound travel may be diverted to GA 280 or US 46. GDOT, Georgia State Patrol (GSP) and other law enforcement personnel will staff traffic control points. 1. Jurisdictional Responsibilities a. Within Chatham County. During evacuations, decisions regarding traffic control requirements at critical intersections, bridges and potential choke points are the responsibility of the local law enforcement authority. See Exhibit 6 of this Tab (ESF-13 Evacuation Priority Intersections). b. Outside of Chatham County. Traffic control outside of Chatham County is the responsibility of State and local jurisdictions through which the routes travel. 2. Traffic Control Points a. Traffic control points (TCPs) will be activated throughout Chatham County as needed during evacuation operations. During Voluntary and/or Partial-Mandatory Evacuations, establishing TCPs is at the discretion of the respective law enforcement officials within each jurisdiction. See Exhibit 7 of this Tab (ESF-13 Traffic Control Point Locations). b. During a Full-Mandatory Evacuation of the County, the EOC is responsible for coordinating TCPs as needed through ESF-13. However, the ultimate decision regarding staffing of specific points is the responsibility of the local law enforcement authority. c. TCPs will remain activated until no longer required to control traffic flow. However, prior to the arrival of gale force winds, officers will be released to seek shelter in accordance with individual agency plans. E. Planning Considerations During Re-entry and Return Operations 1. Following a Partial Evacuation. As soon as public safety officials determine the designated area(s) no longer poses any dangers to the public; the evacuated population most likely will be allowed to return to the area with minimal or no restrictions. When practical, individuals return to the area via the same means used during evacuation. 8JULY 2010

Following a Full Evacuation, the public is allowed to return to the affected area(s) during Phase II of the County s progressive, three phase re-entry/return procedure. Individuals return to Chatham County via the same means used during the evacuation. See Tab E of this Appendix (Post Event Return of the General Population). F. Communications 1. General. Communications during any emergency event will be a challenge. Mass communications networks, along with radio and land-line communications methods routinely used by both government and private agencies may or may not be operational or available. Communications to, from, and between, units/agencies in the field will add to the level of difficulty. Because of this possibility, both government and private agencies must maintain redundant communications capabilities with the County EOC. 2. Communications Methods. Regardless of the location of the County EOC, available communications resources will be coordinated through ESF-2 and may include: a. Commercial Land Line Telephone b. Commercial Satellite Telephone c. 800 MHz Radio d. UHF Radio (ARES) e. VHF Radio (ARES and Public Safety Networks) f. Internet Connectivity g. Message Courier h. Commercial Radio and Television Stations 3. Mobile Communications (Bus Serial Communications). Upon activation of the EAA, a detailed Mobile Communications Plan will be produced addressing the use of available assets. This plan will be distributed as part of the Driver s Information Sheet. See Exhibit 8 of this Tab (Sample Drivers Information). When available the Mobile Communications Plan will contain: a. Telephone Contact Numbers 9JULY 2010

16 EOP / ESF-1 ANNEX / APPENDIX 1-1 / TAB C EVACUATION TRANSPORTATION PLANNING b. Commercial and public radio stations in the region that are broadcasting emergency information c. Available information pertaining to equipment and changes to established procedures as applicable, (i.e., Regional emergency radio network frequencies). G. Public Information. Accurate dissemination of information and the control of rumors are both vital during emergency operations, particularly when evacuation issues are time critical. Both the EOP and Chatham County Code Book pertaining to emergency management assign this responsibility to the County Public Information Officer (PIO). Detailed information regarding Public Information is provided in the EOP, Incident Annex A (Hurricane Incident Management). H. Training and Exercises. During exercises and other emergency planning activities, evacuation operations and return procedures should be considered. Detailed information regarding training and exercises is provided in EOP Annex E (Training and Exercise). VIII. Responsibilities A. General. 1. Prior to each hurricane season the ERB will meet to review EAA responsibilities, support requirements, and to update contact information. Plans will be reviewed and updated annually as required. 2. All agencies and organizations supporting EAA Operations will make arrangements to provide sufficient resources including personnel, supplies, and equipment to sustain operations for a period of not less than hours. B. Chatham County s Population. During any emergency, individuals have a fiduciary responsibility to make whatever arrangements are required to insure their own safety and wellbeing; and to safeguard those individuals for whom they are responsible. C. Command Policy Group. The Command Policy Group (CPG) is comprised of each jurisdictional Chief Elected Official and the CEMA Director. Other personnel may be asked to participate with the CPG on specific matters of concern or action. The CPG focuses on the overall strategy for the response, overall response priorities, and policy requirements. This would include approving recommendations calling for an evacuation of the County, and the activation of the EAA. 10 JULY 2010

The CEMA Director provides for the overall command, direction, and control, regarding the response to and management of an event. He serves as a primary advisor to the CPG when considering emergency declarations, response, and recovery decisions. The Director serves as the EOC Manager, with signature authority and the responsibility to issue and/or make requests on behalf of the County to the Georgia Emergency Management Agency (GEMA) through the State Operations Center (SOC). E. CEMA Assistant Director. The CEMA Assistant Director (AD) provides a leadership role in CEMA Operations. The AD takes recommendations from the CEMA Duty Officer and determines the need for response actions, EOC activations, and other CEMA functions through consultation with the CEMA Director. In the event activation of the EOC is ordered, the AD makes appropriate notifications to CEMA Staff and the GEMA Area V Field Coordinator. The AD s primary role in the EOC is to serve as the EOC Operations Section Chief (OSC). The AD assumes responsibilities of the CEMA Director when required. F. CEMA Duty Officer. The CEMA Duty Officer (DO) serves as the Agency's 24-hour crisis monitor for the County. The DO reports incident-related information to the AD and provides response recommendations; including immediate staff augmentation and EOC activation requirements. In the event an IC makes a request for public transportation resources to assist with a partial evacuation, the DO has the primary responsibility to initiate contact and coordination with the appropriate ESF-1 Partners to provide the support requested. If warranted, the DO is responsible for preparing the EOC for activation. The DO serves as the initial EOC OSC until relieved and/or directed otherwise. G. CEMA Public Information Officer. During a full evacuation of Chatham County, the CEMA Public Information Officer (PIO) works closely with other government and non-government PIOs to ensure accurate and timely information is distributed to the evacuating population. Information provided by the PIO is also critical when preparing for post event Re-entry and Return Operations. H. EOC Operations Section Chief. The EOC Operations Section Chief (OSC) is the primary EOC point of contact, and the EOC Manager s primary advisor regarding all tactical operations initiated from the EOC. The OSC takes recommendations from the ERB Director (ERBD) and determines the appropriate actions regarding evacuation operations. Together with other EOC Staff, during evacuation operations the OSC insures required resources are identified, procured, and made available to the ERB. The OSC assumes responsibilities of the ERBD when required. 11 JULY 2010

18 EOP / ESF-1 ANNEX / APPENDIX 1-1 / TAB C EVACUATION TRANSPORTATION PLANNING I. Evacuation and Re-entry Branch Director. The Evacuation and Re-entry Branch Director (ERBD) is the primary EOC point of contact for all Evacuation and Re-entry related issues. The ERBD receives guidance from the OSC, takes recommendations from the EAA Group Supervisor (EAAGS) and determines appropriate actions. The ERBD assumes responsibilities of the EAAGS when required. J. ERB Evacuation Transportation Coordinator. The ERB Evacuation Transportation Coordinator maintains situational awareness of all transportation resources available to support Evacuation Operations; and is the primary point of contact for and between all agencies providing transportation resources supporting an evacuation. If required, the Evacuation Transportation Coordinator will arrange to provide transportation to bring in needed resources from outside Chatham County to support the evacuation. K. EAA Transportation Unit Leader. The EAA Transportation Unit Leader is the on-site coordinator for all transportation resources supporting the EAA. The Transportation Unit Leader coordinates with the EAA Group Supervisor, Registration Unit Leader, and Bus Marshalling Coordinator, to determine how many buses are needed at the EAA. As needed, bus requests are sent to the Dispatcher. All EAA transportation issues are directed to the Transportation Unit Leader for resolution. L. Dispatcher. The Dispatcher is responsible for dispatching buses to the EAA in a timely manner when requested. Prior to being dispatched, the dispatcher will: 1. Ensure buses are fully fueled 2. Ensure each bus has required safety equipment 3. Provide licensed drivers to operate the buses 4. Provide limited vehicle maintenance to the EAA when required. M. Bus Marshalling Coordinator. The Bus Marshalling Coordinator is responsible for organizing all arriving buses into designated serials (convoys). Details regarding the organization of bus serials are found in Tab B of this Appendix (EAA Operations). N. EAA Traffic Control Team. The primary responsibility of the EAA Traffic Control Team is to ensure the efficient, unobstructed flow of bus traffic into and out of the Civic Center parking lot. The Traffic Control Team is also responsible for maintaining the designated TCPs around the perimeter of the EAA. 12 JULY 2010

When required, coordinate with GEMA and the American Red Cross (ARC) for locations of destination host inland shelters 3. Executive Agent: CEMA is the executive agent for Tab management and maintenance. The Tab and supporting documents will be updated periodically as required to incorporate new directives and changes based on lessons learned from exercises and actual events. This section establishes procedures for interim changes and full updates of the Tab. B. Types and Changes: Changes include additions of new or supplementary material and deletions. No proposed change should contradict or override authorities or other plans contained in statute, order, or regulation. C. Coordination and Approval: Any department or agency with assigned responsibilities within this document may propose a change. CEMA is responsible for coordinating all proposed changes with primary agencies, support agencies and other stakeholders. CEMA will coordinate review and approval for proposed modifications as required. D. Notice of Change: After coordination has been accomplished, including receipt of the necessary signed approval supporting the final change language, CEMA will issue an official Notice of Change. The notice will specify the date, number, subject, purpose, background, and action required, and provide the change language on one or more numbered and dated insert pages that will replace the modified pages in the appropriate document. Once published, the modifications will be considered part of the EOP for operational purposes pending a formal revision and reissuance of the entire document. Interim changes can be further modified or updated using the above process. E. Distribution: CEMA will distribute the Notice of Change to all participating agencies. Notice of Change to other organizations will be provided upon request. Re-issuance of the individual document or the entire EOP will take place as required. Working toward continuous improvement, CEMA is responsible for an annual review of the EOP to include all associated and supporting documents, and a complete update every four years (or more frequently if the County Commission or GEMA deem necessary).
