2 Please review the following Rules & Regulations. It is our desire that this Camporee be a safe and enjoyable experience for all participants and staff The 2017 Piedmont District Spring Camporee will be held at 350 Langdon Rd Evington, Virginia on April 21-23, Please contact Chris Anter at antercc@yahoo.comwith any questions. 1. We suggest that each Troop designate an adult that will be attending the entire Camporee to maintain a roster with names and contact phone numbers for all members (youth and adults) of their Troop who will be attending, as well as contact information for the parents of all youth. Also, each Scoutmaster should insure that the Buddy System is used at all times by scouts and scouters. All units shall employ two-deep adult leadership at all times during this event. 2. Registration: The Registration fee is $13 per person (Scouts & Adults). This fee includes insurance, a camporee patch, and event supplies. The Troop s total Registration Fee is due upon the Troop s submission of its registration forms packet, which must be submitted by April 2, The Troop s/attendee s registration fee is non-refundable. 3. Arrival: Troops shall check-in on Friday afternoon, 4:00 PM-7:30 PM. 4. Check-in: Troops shall check-in at Camporee HQ. Vehicles shall then proceed to their campsite, unload and then park in the designated parking area. Only Troop trailers may be left at campsites. Campsites will be pre-assigned based on the size of the registered troop. 5. Meeting: There will be a meeting for Scoutmasters and Senior Patrol Leaders on Friday at 8:00 PM. 6. Food and Water: Each Troop will be responsible for its own food and water. Running Water will not be available. 7. Attire: A BSA field uniform (Class A) should be worn at evening flags and at the closing campfire. Points shall be deducted for failure to comply. It is recommended that all attendees wear a BSA activity uniform (Class B) at other times. 8. Trash: Trash must be managed responsibly by the Troop in accordance with the principles of Leave No Trace. Disposal is the responsibility of each Troop. During program on Saturday and prior to check-out on Sunday, each Troop s site will be inspected for cleanliness and order. 9. Safety: Knives, axes and saws used by units shall be the responsibility of the unit leader. Any unsafe or improper use thereof will result in the lowering of Troop scores and/or additional sanctions. Any Scout using an ax, saw or knife must have a valid BSA Totin Chip. A medical station will be available to take care of any medical emergencies, located at the Camporee HQ. Each unit leader must have medical records for all attendees in the Troop available. 10. Sanitation: Portable toileting facilities will be located throughout the venue. Please strive to keep these facilities clean and sanitary. Units will be required to dispose of all grease and gray-water in a sump hole, per BSA Guidelines. 11. No pets, alcohol, tobacco, fireworks, or firearms are allowed on-site, whether licensed or not. 12. Patrols are limited to 8 Scouts or less due to time-frame of competitions/stations.

3 13. Regarding resolution of all issues and competitions, Camporee staff decisions will be final. Anyone failing/refusing to follow the guidelines may be asked to leave the competition. In the event that an attendee has an issue that needs to be address, it should be taken to the Camporee Headquarters 14. Conduct & Discipline: The Scout Oath & Law are our guides for getting along with others. The Scoutmaster of each unit should handle disciplinary problems that arise within the Troop. Scouts or Scouters exhibiting unsafe acts, belligerent behavior, profane language, harassing behavior, bullying, endangering the safety of others, or noncompliance to the Camporee rules and/or will be dealt with swiftly and clearly. The Camporee staff has the right to pull unruly participants from the competition and will not hesitate to contact higher authority to problems that arise at the event. Profanity or vulgarity will not be tolerated. Unit leaders are encouraged to remember that prevention, awareness, and discipline are the surest way to maintain the safety of all persons present, which is the main goal of the event staff and planners. Please counsel and guide your Scouts accordingly. 15. Campfires: All campfires must be small and supervised at all times, contained within a fire barrel or other containment. Each Troop must provide its own fire equipment and be prepared to extinguish the fire at any time. If in effect, any relevant burn-bans shall be observed. Each unit must have a fire bucket and other fire-maintenance or suppression equipment adjacent to the fire. It is permissible to gather deadwood, but no trees will be cut. Troops are advised to bring their own firewood. 16. All campfires must be properly extinguished, per BSA guidelines (cold to touch), no later than Lights Out, at 11:00 PM on Friday and Saturday. 17. Scouts cannot attend the Camporee without a completed Release Form and Hold Harmless agreement, signed by his parent/guardian/custodian and returned with the Troop registration forms by the deadline. 18. Breaking Camp: By Sunday at 10:00 AM, all campsites will be dismantled. All trash, garbage, wood, campfire ashes, etc., will be removed from site, in compliance with the principles of Leave No Trace. The area will look similar or better to the way in which it was found. Patches will be presented to Troops upon inspection of the Troop s camp site by Camporee staff. 19. Merit Badges: At check out on the morning of Sunday, October 23, each unit will receive their packet with the Merit Badge Sheets in them, if applicable. These sheets will be the yellow cards presented by the Council at Summer Camp. 20. Seating: All participants are encouraged to bring a chair for the closing campfire.

5 2017 Spring Camporee Activity Guide (April 21-23, 2017) A brief description of available activities is presented below. Tomahawks-The tomahawk station will consist of throwing tomahawks at tree trunk sections on which a bullseye is painted. Points would be awarded based on accuracy, scout spirit, and teamwork. Knife Throwing- The knife throwing station will consist of throwing knives at a target with a bullseye. Points would be awarded based on accuracy, scout spirit, and teamwork. Wilderness medicine and backcountry improvisation-at this station, scouts will be instructed in managing first aid situations beyond the golden hour and will demonstrate effective methods of improvising the equipment necessary for modern first aid procedures. Points would be awarded based on creativity, thoroughness, scout spirit, and teamwork..22 Shooting-An NRA rifle instructor and an NRA range safety officer will instruct and supervise scouts in the operation of bolt-action.22 rifles at this station. Points would be awarded based on accuracy, scout spirit, and teamwork. Fire Building- Each Patrol will build a fire using primitive methods to burn a length of string at a set height above the fire ring. Scouts are only permitted to use supplies provided. Points will be awarded based on how fast the fire gets started, how fast the string is burned, scout spirit, and teamwork. Scout Spirit- Points will be deducted from patrols who arrive late to opening and closing flag ceremonies or campfire. Patrols that do not show up at all will not be awarded any points at their first station. 25 Points will be awarded to any patrol who carries/displays a patrol flag throughout the day. Scout Primitive cooking completion-each patrol will present one breakfast, lunch, or dinner item to a team of three hungry judges. Points will be awarded on a curve; the scoring of a given item depends on its relative comparability to the other entries. Adult dessert cooking competition- Each troop s adult leadership will present one dessert item to a team of three hungry judges. Points will be awarded on a curve; the scoring of a given item depends on its relative comparability to the other entries. Campsite inspection-each Troop s campsite will be inspected during the day on Saturday. Campsites will be expected to be free of hazards, to follow the principles of Leave No Trace (Principle #3, dispose of waste properly, especially), to utilize the patrol method and separate patrol sites and duty rosters posted, to observe fire safety and have extinguishing equipment at to the side of the fire ring, and to have any appropriate flags displayed. Free Time- Between dinner and the campfire Scouts will have downtime. Games will be set-up (exact games to be determined). There will be a Cantina set up where scouts can have root beer and snacks and socialize with other scouts.

Turn Right onto Dearborn Rd (Va Route 626) (Starting here we will post the scout logo with arrows) Go Approx. 1.4 miles 6. 9 RELEASE FORM I hereby give permission to Troop of the Boy Scouts of America to take my Scout to the 2017 Piedmont District Spring Camporee in Evington, Virginia, on April 21-23, 2016, for the purpose of a Boy Scout camping outing. I hereby assign and grant the Boy Scouts of America, and Troop 184 the right and permission to create, use, and publish, any photographs or recordings made of my Scout son at this Camporee. I also waive any right to any compensation for the use of the foregoing. In the event of injury or illness to myself and/or my child (the participant), I consent to the administration of such first aid measures as may be determined to be necessary by activity leaders and, if determined necessary, I further consent to the transport (by ground or air transportation) and/or referral to physicians and admission to hospitals for medical treatment. I further consent to emergency medical treatment for myself and/or my child if determined necessary, including but not limited to anesthesia, blood transfusion, injection, surgery, x-ray and medication, if I cannot be contacted immediately for such consent. I understand that reasonable efforts will be made to contact me in such cases. 10 HOLD HARMLESS AGREEMENT In consideration of the benefits derived and in view of the fact that the Boy Scouts of America, the Blue Ridge Mountains Council, the Piedmont District, Troop 184, and the participant s Troop, is an education institution, membership in which is voluntary, and having full confidence that every reasonable precaution to be taken to insure the safety and well-being of the participant by these organizations, I hereby give permission and approval for the undersigned to participate in all activities, including out-of-town trips and camping events sponsored by the aforementioned organizations. I agree to hold harmless and waive any causes of action or claims against the officers, agents, leaders, representatives, and volunteers the Boy Scouts of America, the Blue Ridge Mountains Council, the Piedmont District, Troop 184, the participant s Troop and its leaders, and Property Owners resulting from any and all causes which may arise in connection with any Boy Scouting activities or trips. I further understand that certain risks and hazards may be present when participating in courses and activities of this event. These may include, but not be limited to, injuries, illness, death, property damage and/or loss incurred in any way in connection with any Boy Scout activity or trip. I certify that I am aware of the nature and type of such activities and in consideration for the benefits to be received from participation in the same, acknowledge and accept the potential for such risks, as well as agreeing to the conditions for participation in the same.
