The Volunteer High School Navy JROTC will host a novice drill meet on Saturday, 4 March Competition will take place in the following events: a. Armed Squad b. Unarmed Squad/Element c. Color Guard (Armed) d. Fitness Challenge e. Academic Brawl f. STEM Challenge 2. Judges/Judging a. Judges will be selected from among the local recruiters, reserve units, and ROTC programs. b. Discussion with judges regarding interpretation of drill manuals or judging criteria is prohibited once the meet begins. Any and all communications with judges will be through the meet headquarters. Failure to abide by this rule may result in a school's disqualification from the meet. c. Once assigned an event, judges will remain with that event for its duration to ensure continuity of grading and avoid any disparities in judges' interpretations and scoring procedures. d. JROTC teams will be required to march and call commands in compliance with their respective service manuals. FM , MCO P , and AFMAN will be the drill manuals of record for the drill meet. Per NJROTC Instructions, the senior drill manual for NJROTC teams will be the Cadet Field Manual, followed by MCO P e. Mixing manuals is prohibited and will result in zero (0) points for each movement executed as such (EXAMPLE: an NJROTC unit opens ranks using FM Result: loss of all points for that command.)
2 3. Fees. Entry forms and registration fees are due payable to Volunteer High School NJROTC by Friday, 17 February In the event the meet must be canceled due to inclement weather, Volunteer High School NJROTC will refund half the entry fee. 4. Reporting Aboard. Schools should plan to arrive by 0730, on the day of the meet. Volunteer NJROTC Cadet escorts will lead teams to a classroom that will serve as their staging area throughout the meet. They will be available to act as messengers and guides. The escort may not be used as a gear guard. 5. Commander's Call. Commander's Call will begin promptly at 0800 in the Little Theater (Adjacent to the Main Gym). Instructors are requested to bring only cadet leaders to this briefing. The first graded event is scheduled to begin at Uniforms/Weapons a. The designated uniform will be the Service Uniform, Navy Service Uniform or equivalent. Competitors will not wear camouflage utilities/bdus. The wearing of nonstandard uniform items (sashes, ascots, spats, etc.) will result in a reduction of the team s grade by 50%for each even in which the items were worn. b. Drill rifles will be regulation, demilitarized service rifles (1903A3, M-1, M-14, or the Daisy Drill rifle) weighing a minimum of 8 1/2 pounds. Lightweight/facsimile weapons will not be used in any event. The security of rifles is the responsibility of the respective instructor staff and participating cadets. 7. Team Composition. a. All competitors in this competition must be cadets who are in their first-year of JROTC, with the exception of the drill and color guard commanders who may be an experienced member of the unit. (Amplification: Members may be sophomores, juniors, or even seniors as long as they are in their first-year of JROTC.) b. Unit sizes are established as follows: Minimum Maximum Note (1) Squad 7 11 Includes Commander (2) Color Guard 4 4 None 8. Armed/Unarmed Squad a. All movements must be completed on the respective drill card, enclosures (2) and (3), in the order listed, regardless of a team s 2 of 12
3 service affiliation. However, the commands used to achieve these movements vary from service to service. Commanders must commit all drill sequences to memory. b. During the stationary portion of the drill card, commanders must wait for an UP signal from the head judge before proceeding to the next command. Once a unit begins the marching phase of the drill card, the commander is free to give commands at his/her discretion. Judges will closely monitor cadence and regulation steps. c. Team composition is directed in paragraph 7 of this SOP. In armed drill, all members of the unit must be armed and the commander must carry a rifle, saber, or sword. d. The commander will be evaluated on his/her voice projection, confidence, poise, and ability to lead the unit on the drill deck. The team will be evaluated on its marching precision, cadence, and rifle manual. 9. Color Guard a. All Color Guard movements are located in enclosure (4) of this SOP. They must be completed in the order listed, regardless of a team s service affiliation. However, the commands used to achieve these movements vary from service to service. Commanders must commit all drill sequences to memory. b. Judges will closely monitor cadence and regulation steps. c. The color guard must consist of 4 members. Two cadets will bear arms; the remaining members will serve as color bearers. The commander must be the National Color bearer. d. Each color guard will be required to comply with its uniformed service regulations regarding staff length and type, pikes, flag size, regulation harnesses, and flag type (i.e., fringed flags, light/short poles or flags). 10. Penalty Assessment. Penalties and point deductions will be assessed in accordance with enclosure (5). Amplification: a. Covers, belts, rifle parts and uniform items that drop to the drill deck due to improper manual of arms or lack of maintenance will be cause for point deductions for each occurrence. Ribbons/badges which drop due to the proper execution of the manual of arms will not be cause for point deductions. b. Units are expected to maintain proper cadence without verbal assistance. Commanders who call cadence will receive a point deduction. 3 of 12
4 11. Drill Deck/Practice Area. The drill decks used in the meet are all indoor surfaces: Event(s) Dimensions Surface Armed/Unarmed events 90' X 80' hard wood Color Guard 65' X 38' padded concrete Outdoor practice areas will be available for teams on a first come, first served basis. Taps, cleats or other metallic/plastic devices on shoes/boots will be prohibited on all drill decks. Rubber butt pads or taped butt plates will be required on all rifles. There will be no practice allowed on the actual drill decks. 12. Food/Concessions. A concession stand will be open throughout the meet. No food/drink will be consumed on the drill decks or in the classrooms. 13. Fitness Challenge a. Units will compete in four events from the Presidents Physical Fitness Challenge with a team of four Cadets in their first year of JROTC. b. Team will consist of two male and two female Cadets in their first year of JROTC. c. Events will be conducted in accordance with the Presidential Physical Fitness Challenge. (1) Curl-ups (2) Shuttle Run (3) Right Angle Push-ups (4) V-sit d. Cadets will be scored using the Normative Data Spreadsheet for their age and gender in each event. 14. Academic Brawl a. Units will compete in an Academic competition using a four (4) person team. All participants will be in their first year of JROTC. b. Format (1) Cadets will answer academic questions to earn team points. Toss Up and Lightening Round questions will come from ninth and tenth 4 of 12
5 grade level curriculum. Bonus questions will be a wide variety of questions, including trivia. (2) 15 Minutes Toss-Up/Bonus. A 10 pt Question Tossed up to the group followed by a 20 pt, four-part question to the team who answers the toss-up correctly. Anyone can answer the toss-up and the team may provide one answer to the bonus question with a 15-second time limit. Incorrect answers will have NO penalty and correct answers will be worth full value. No Cadet can answer more than once per question. (3) 2 Minutes Lightening. A series of 10 pt questions asked with 10 seconds to answer, correct answer gets full value, incorrect answers gets -5 pt. c. Four teams will compete in each round. There will be no final round, the teams will be ranked in order based on the cumulative score from the rounds. d. Academic Challenge 1st Place is worth 100 points and each team will receive five less than the team ranked above it (95, 90, 85, 80, 75, 70, etc). No team will receive less than 50 points. Trophies to 1st, 2nd, and 3rd Place Teams, and to team that travelled farthest to competition. 15. STEM Challenge a. The STEM (Science, Technology, Engineering, and Mathematics) Challenge is a 30-minute event testing the Cadets ability to think through a problem and come up with an effective solution in the STEM category. b. Teams will be comprised of four Cadets in their first year of JROTC. c. All teams will assemble at the end of the meet. They will receive instructions and materials needed for the challenge. At the end of the allotted time, the teams will be judged objectively. Highest score wins, all other teams will be ranked according to score and tie-breaker criteria announced at the event. 1st Place is worth 100 points and each team will receive five less than the team ranked above it (95, 90, 85, 80, 75, 70, etc). 16. Awards a. Awards will be presented immediately following the end of the competition. Team trophies will be presented to the top three finishers in each event. Overall trophies will be awarded to the top three units. 5 of 12
6 b. Overall standings will be determined by averaging the scores from each event. c. All participants will receive a Dr. Seuss Drill Meet ribbon. 17.
