1 DUI Task Force Plan at a Glance Fiscal 2014 Mission: The mission of the Gallatin County DUI Task Force is to prevent and reduce the percentage of alcohol-related traffic crashes and fatalities in Gallatin County Vision: The vision for the Gallatin County DUI Task Force is to be the face of DUI prevention by providing education, funding, networking opportunities, enforcement, and public advocacy in Gallatin County. GOAL 1 - ADVOCACY: In 2014, the DUI Task Force will demonstrably engage in effective education and enforcement advocacy and policy debate to facilitate changes to support and promote pro-active traffic enforcement and a reduction in DUI-related crashes. Annual Objectives Advocate with local criminal justice professionals for effective DUI enforcement and adjudication. Responsible Party Timeline Status Task Force Ongoing Scott Swanson interviewed Gallatin County members of the task force, law enforcement officers, prosecutors, defense attorneys, elected officials, judicial officials, defense attorneys, medical practitioners, educators, media representatives and others: 03/2014: Meeting to outline a proposed traffic enforcement and safety management program for law enforcement personnel Conduct an on-line survey of all Gallatin County peace officers assessing officer perspectives of DUI enforcement strengths and weaknesses, and the role of the DUI Task Force in assisting law enforcement. Support the work of the Montana Common Sense Coalition. Scott Swanson Complete Development and administration of an online survey for all peace officers in Gallatin County has been completed and copies distributed to all participating agencies. 06/2014: Analysis in process and report pending by September. Task Force Ongoing 01/2014: Coordinator reviewed documents related to proposed legislative focuses. Forwarded link to past DUI Task Force Chair, Susan Wordal, who contributed extensive input. Work with the Bozeman Community Alcohol Coalition. Coordinator Complete This committee disbanded in January

2 Work on the Bozeman Traffic Safety Plan. Coordinator Complete Complete. Make educational presentations to the county and city commissions and other relevant organizations. Task Force Ongoing December: Drunk and Drugged Driving Prevention Month: Gallatin County Commission: KC read the proclamation to the Commission; Scott made a follow up presentation; Coordinator presented on the changes in the DUI Task Force plan; Bozeman City Commission, Coordinator presented the Proclamation during public comments.at the Bozeman City Commission meeting Coordinator gave the keynote address at the December WATCh graduation April: Coordinator presented in support of the Alcohol Awareness month proclamation made by Alcohol and Drug Services to the County Commissioners. May: Coordinator presented the proposed Fiscal 2015 Plan to the County Commission. GOAL 2 - PUBLIC HEALTH: In 2014, the DUI Task Force will develop partnerships with public health organizations to facilitate making highway safety a top public health priority. Provide education on the use of Screening, Brief Intervention and 01/2014: Coordinator contacted Lauren Vinson, a Referral to Treatment (SBIRT). Ongoing nurse at Bozeman Deaconess who wants to work on a patient brochure, and connected her with resources at MDT. Thank you! I appreciate your initiative in contacting me and getting the resources and articles. Partner with Public Health to encourage health practitioners and pharmacists to actively educate the public about the dangers of chemically impaired driving. Task Force Ongoing Coordinator served on the AL-6 Impaired Driving Committee of the CHSP with a focus on prescription drugs and DUI. She has attended two phone conferences. 2

3 Educate families how to communicate about the risks of misuse of alcohol and other drugs. Former Chair Scott Swanson attended the February Public Health forum and presented on Task Force work. The Coordinator attended the April committee meeting. Task Force Ongoing Ongoing collaboration with organizations and/or coalitions working on this. GOAL 3 EDUCATION: In 2014, the DUI Task Force will proactively educate a variety of stakeholders on the risk of driving under the influence of alcohol and other drugs. Educate the general public, taverns, servers and party hosts to reduce incidents of impaired driving. PI&E Committee Ongoing. 2014_03: Mocktail Contest held, 3/15. Six taverns/restaurants participated. Article about it included in the Spring Task Force newsletter and in the newsletter that goes out to Prevention Specialists. Partner with other groups and coalitions to conduct at least one educational opportunity and/or town hall meeting per year. PI&E Committee 2014_01: Bozeman PD brought the ARIDE training to Bozeman so accomplished one of the goals of the Task Force. Also sponsored, Cops in Courts. Develop and implement one campaign per year targeted at high-risk drivers. PI&E Committee Ski Sober, Drive Sober - winter Chasers Poster: fall 2013, spring Deliver messaged flashlight key chains to the Department of Motor Vehicles for youth getting their first driver s license. Final delivery. Assess and modify the Swimming Upstream Awards. Upstream Committee Tabled indefinitely. Removed from the Fiscal 2015 Decisions on whether and how to move forward on the Swimming Upstream Awards have been tabled. A possible model is to give individual awards much like Saved by the Belt. 3

Educational Stakeholders Include: High risk drinkers & their friends Minors and their families Drivers Education Programs Taverns and Servers The general public Healthcare providers GOAL 4 NETWORK & PARTNERSHIPS: In 2014, the DUI Task Force will enhance its collaborative network and strategic partnerships with a variety of stakeholders (see list below). Confirm and identify the people with whom the Task Force should be regularly communicating. Develop a data base. Various Committees Ongoing 01/2014: Per a memo from former Chair, Scott Swanson, the Task Force was been asked to contribute to updating a list of stakeholders. Identify topics of interest and prioritize for articles and workshops. PI&E Committee & Coordinator Ongoing Not currently a priority project. Continue to develop the website and social media for communication. 192 Followers; following 243; cumulative 464 Tweets Coordinator Ongoing Tweets have been posted for most high risk DUI events. Needs a more consistent schedule. Interest within the Executive Committee in setting a Social Media policy and finding a volunteer to post Tweets or to other Social Media for the Task Force. 01/2014: Coordinator researched Social Media policies. 03/15: Mocktail Facebook page set up and posted to live during the event. April: Tweets related to the newsletter. May/June: continued Tweets as there is information to generate timely news. 4

5 Graphics added to the website and other updates performed whenever accessing the site. Graphics by holiday/promotional period. Develop a newsletter or e-letter template and timetable for publishing. Coordinator Template Complete 02/2014: Winter newsletter sent. Posted to Facebook by Bozeman Deaconess, Saved by the Belt. 05/2014: Spring newsletter sent and forwarded to several hundred stakeholders. Educational Stakeholders Include: MT Highway Traffic Safety Police/Sheriff/MHP/NPS Court Services Juvenile Probation County/City Attorneys Prosecutors Lawyers Office of the State Public Defender Judges Criminal Justice Coordinating Council Bozeman s Community Alcohol Coalition Legislators Local politicians Alcohol Drug Services of Gallatin County Mental Health/Hope House MSU Health Promotion Department Healthcare community & Medical Providers School Counselors Media Gallatin City/County Health Department Taverns and Servers The general public Healthcare providers Voters MSU Students GOAL 5 PROVIDE STATISTICAL DATA COLLECTIONS: In 2014, the DUI Task Force will continue to serve as a source for data about DUI in Gallatin County as required by MCA Data is made available to the public on the DUI Task Force website, utilized in guest columns/editorials, and in presentations to members of the criminal justice system and policy-makers. Complete 2012 April/May comparisons. Coordinator Tabled indefinitely, removed from Fiscal

6 Complete 2013 arrest comparisons to include total alcohol-related crashes and fatalities. Coordinator February/March Plan.. 02/2014: General county-wide arrest report complete. Release to media resulted in several stories. Stats sub-committee of the Advocacy Committee requests, analyzes and communicates results of research completed by the Coordinator. Task Force 04/2014: Update on 2014 distributed to membership. 2013_11: Charter approved. GOAL 6 CEASE AWARDS: In 2014, the DUI Task Force will continue to provide a formalized awarding process that includes mechanisms to solicit applications, award funds using contracts for services in accordance with county purchasing policies and procedures, and evaluate outcomes achieved by the awardee. Update application/evaluation process as needed. CEASE Committee Ongoing. Update pending on how to do in-county awards. Maintain a report with updated line-item budget amounts. Coordinator Bi-monthly Set 2014 priorities for funding and communicate to general membership. 06/14: Major overhaul of forms for change of address, size of response boxes, etc. 2014: Updated. CEASE Committee July & Ongoing Training set as one of three priority project for this fiscal year. Continue to refine the process for soliciting award applications. CEASE Committee Ongoing 01/2014: Former Chair Scott Swanson sends letter to membership asking for thoughts on training (type, specific courses available, positions that should attend, dates and costs) to be forwarded to Jenna. 6

7 Continue to fund & promote: CEASE Ongoing Committee o Consistent identification and arrest of DUI drivers by law enforcement Applicant MHP overtime patrols funded. o Multi-jurisdiction DUI patrols and /or safety checks Applicant 2014_11: Awards made to MHP & NPS. o Compliance Checks Applicant Compliance checks have been carried out by Bozeman & MSU PD without Task Force support. o o Bar checks for over-service to obviously intoxicated persons. Encourage the public to report over-service to local law enforcement. Equipment purchases & other law enforcement/criminal justice projects as consistent with DUI Task Force mandate and annual budget. Costs to be proportionate to the equipment s use for DUI processing Applicant Applicant o Safe ride home programs/projects PI&E Committee /Applicant o Education & Training relating to DUI enforcement and successful adjudication of arrest Applicant o Public Information & Education projects as PI&E Committee proposed and reviewed by the PI&E Workgroup Bar checks are being carried out by Bozeman PD without Task Force support. 2013: Court Services purchases PBTs 06/ 2014: Approved 3 radar units for Gallatin County Sheriff s Office and a camera for Manhattan PD 01/2014: Cops in Courts workshop hosted by Bozeman PD. See separate worksheet. GOAL 7 - DUI TASK FORCE: In 2014, the DUI Task Force will have an active and engaged DUI Task Force membership that guide the DUI Task Force in meeting its mission based on nonprofit best practices for board governance. Develop a succession plan for DUI Task Force officers. Executive 7

8 Committee Pending. 05/2014: Update of Officer Jobs completed. Succession & qualifications addressed. 06/2014: Bylaws update to address succession when an officer is unable to fulfill their job pending. Create a DUI Task Force recruiting and orientation/training process and manual. Coordinator& Task Force Complete 09/2013: Policy approved. Member manuals distributed. Manuals are updated as needed throughout the year. Create an advisory council to assure input from specific individuals and agencies and past DUI Task Force members. Task Force Revised 2014: Community outreach by former Chair Scott Swanson helped raise awareness of Task Force goals and activities. Review, evaluate & update as needed: the bylaws, governance calendar, and internal financial reporting guidelines Coordinator and Members Ongoing. 04/2014: By-laws change in the works to accommodate changes in structure and supervision of the Coordinator. 05/2014: Update of Officer Jobs completed. Succession & qualifications addressed. GOAL 8 - STAFFING: In 2014, the DUI Task Force will continue to have a well-trained and competitively compensated Coordinator as well as a volunteer administrative assistance that are charged with coordinating DUI Task Force member efforts in carrying out the strategic plan and documenting the results. Create job descriptions for a volunteer administrative Coordinator assistant and for other volunteer assistance Ongoing 01/2014: May be more important to frame job descriptions around particular needs. The graphics volunteer has been wonderful. Very clear what she is volunteering to do and 8

9 Attend at least four trainings and workshops per year to increase skills in running a board and providing effective DUI education/advocacy Coordinator Ongoing therefore easy to work together. 08/2013: Coordinator completes an online stats class. 10/2013: Attended the Montana Non Profit Association Conference and some of the presentations at the Montana Board of Crime Control. 11/2013: Scott Swanson attended the statewide DUI Task Force meeting in Helena; Coordinator attended for one day. 01/2014: Coordinator attends Cops & Courts training. 05 & 06: Coordinator attended presentations on leadership and Social Media. 9
