INTRODUCTION, PHILOSOPHY, MESSAGE The Poppy and Remembrance some of the most important work done by The Royal Canadian Legion is the most profound expression of our values and our patriotism is the fundraising and support of Veterans and their families. The operational details of our annual campaign are critical in the success of our collections so that we have enough money to help those in need. Poppy Funds are public trust funds and are a sacred trust which we as Legionnaires are honoured to deliver on behalf of our fellow citizens. The following are key points which everyone involved in Poppy fundraising should comprehend: Poppy funds are not the property of any one branch, and if branches run out, they can get shortfall funds from BC Yukon Command s Poppy account to assist those in need who are eligible. The appropriate dissemination of Poppy funds is the responsibility of our organization at every level. Nobody has the right to misuse or misdirect Poppy funds. BC Yukon Command has a zero tolerance policy that will be implemented in any situation of theft or misuse The Legion s Poppy campaign is one of the highest profile expressions of what our organization does to the Canadian Public. We have to always understand what it says about our brand and how we are perceived in the public eye during our campaign period. C. AREAS OF RESPONSIBILITY Please review the Poppy Manual (December 2014) Chapter 2 Responsibilities. D. PLANNING BRANCH CAMPAIGN This is covered in the Poppy Manual (December 2014) and represents a compilation from many successful Branch programs; the participants will welcome any new ideas you have. Heavy emphasis is placed on this section of the workshop, but in advance planning, the Zone Commanders of rural Zones should cut out any portions that have no practical application to their areas. We recommend that participants be permitted to ask questions after each sub-topic. It is also a good tactic to have the presentations be divided amongst two or more presenters to keep the topic lively and interesting. If you find that for some reason your Zone will not have a poppy workshop, the Zone Commander is responsible for ensuring that each Branch receives a copy of these workshop notes for their reference at Branch level. Any Zone Commander who needs assistance in the distribution of the workshop notes should contact the Command office.

3 2 E. PUTTING THE CAMPAIGN TOGETHER - CAMPAIGN CHECK LIST All items are relevant, regardless of rural or urban situations. Insurance note: For branches who are covered under the BC Yukon Command Group insurance program, you carry enough liability coverage for poppy tagging in malls and locations which require certificates of insurance. Many locations will not allow our taggers without adequate insurance for your time in the mall. The BC Yukon Command program has correct coverage, and can issue certificates of insurance for any location that needs it. F. SECURITY AROUND COIN BOXES AND POPPY TRAYS Each year Branches face incidents of theft involving coin boxes and/or poppy trays. It is a shame that often it is only the theft of Poppy boxes is what the media picks up but it does remind everybody that these funds are important. Ironically, the result of theft reports is very positive in that the public becomes so outraged that these Branches see increased donations as a result of the publicized theft. It is important to do everything possible to ensure the poppy containers are safe and to make it increasingly difficult for the receptacles to be stolen or tampered with. Here are some suggestions: Attach containers to a board. In high risk places have more secure containers, i.e. hard plastic that could be secured to counter by using zap straps, chain or wire. Duct tape helps but is not fool proof. Identify each tray/coin box by a number and the name of the business where being displayed. Maintain a master list of where each numbered container has been placed. Where possible provide your poppy canvassers with a laminated picture id if a picture isn t possible make sure it s a professional looking business card identifying the Legion and the poppy campaign. At the very least the volunteer should have a ribbon on the lapel showing they are a poppy volunteer. Where possible have members in Legion uniform. Have a standardized letter which is signed by the business upon delivery of the coin box/tray and countersigned when picked up again. Make sure the business knows that the person who picks up the coin box/trays carries proper photo ID and signs the letter. The letter should be in the hands of the canvasser when they arrive to make the exchange or the delivery. Advise local media of the start of the campaign and try and build public awareness so that everyone is alert and aware of the national poppy campaign and they watch to see that proper id is displayed by all canvassers. Collect the coin boxes regularly daily if possible and more often if the boxes are in high traffic areas. Branches need to minimize the opportunity of theft when the boxes are full. Be sure your clients are advised to release those coin boxes only to members with the authorized identification that you have established for your Branch. The poppy money as collected is to be counted on site at the Branch and deposited forthwith in the Branch Poppy Fund Account. Safety of volunteers is very important and branches can be liable for security of volunteers. The more safety mechanisms are in place for money collection and transport the better.

4 3 G. MOBILE GIVING TEXT TO DONATE STRATEGY The Poppy Campaign across Canada hasn t changed substantially in many years. What has changed are three major factors: 1. Branches are seeing a decline in the number of Poppy Tagger volunteers 2. In society less people in particular younger people actually carry cash at all 3. Technology in particular cell phones are everywhere and it is easy for people to donate to charities using the text function on their cell phones. Many major charities are now using mobile giving to bolster their campaigns. Many branches have embraced this added channel for receiving money, and others have seen it as a threat to their local results. Mobile giving is the way of the future and it is here now. BC Yukon Command is fully expecting that this strategy will be implemented everywhere throughout the Command and will serve to increase donations overall. In the early stages of mobile giving, there will be gradual public adoption of this donation method. As the donations increase overall, BC Yukon Command will look at ways of ensuring that the overall increases in Poppy donations will benefit branches by either reducing the assessment at year end, or by fully funding large provincial programs like the Veterans Transition Program without needing to ask branches for help. The option to give by cell phone is allowing us to collect donations at a time from people who would normally not contribute because they didn t come across a box or simply don t carry cash. They simply enter the word POPPY in the text function on their cell phone and send it to Within three seconds they get a confirmation message back saying Are you sure you want to donate?. They confirm yes, and it is done. This program is getting national attention in the media and from other Commands. It has set our Command out as an innovator and leader in the modernization of the organization. Branch participation and support in this is key and will be expected. Right after our campaign in November each year, the Salvation Army has text donation cards at all of their kettles. The use of mobile giving by all of the major charities, and us, will make this a new and standard way for people to give money. BC Yukon Command provides branches with stickers with the mobile giving number to use on all Poppy materials and on the boxes. In addition hand out cards are supplied so taggers can hand them out to people who have no cash with them. H. POPPY FUNDS General information concerning the control, expenditure and administration of Poppy Funds is covered in the Poppy Manual. However, it is the General By-laws that gives the authority. Branches wishing to register for income tax purposes must make application through the Command Office. Permission for such registration rests with the Command Admin Committee. This aspect should be stressed so that there will be no misunderstanding. Unless your Poppy Fund is registered through the Command office with Revenue Canada you will receive receipts marked "not valid" for income tax purposes. The poppy campaign is the Legion's only co-ordinated national appeal to the public for funds to alleviate distress among any persons who are listed in section 401a of the Poppy Manual and who are in need of assistance (referred to as clients from now on in these notes). The organization of the national poppy campaign is shared by all levels of the organization and each level must co-operate fully in the campaign. Dominion Command formulates policy; provides guidance and makes poppy campaign material available. If there are any problems with your order please contact the Dominion Command Supply Department at

5 4 The poppy and the term "poppy day" have both been registered with the Secretary of State. The Legion has sole selling and distribution rights for the poppy, wreaths and emblems in Canada. It is the responsibility of each Branch to have a Poppy Chairman and ensure he/she has an adequate committee. This committee should be appointed early in the year and begin planning well in advance. Command will no longer be placing the names of poppy fund abusers in general information circulars Due to on line privacy issues, we are unable to post the names in that forum. A non-numbered memo will be issued direct to branches with the list instead. Poppy Funds are public funds held in trust by the Legion. In the fall every year BC/Yukon Command places the ad in the Vancouver Sun and Province on behalf of the organization as per the requirements of section 606 of the Poppy Manual: - Public Notice: Prior to commencing the annual poppy campaign, branches shall provide the public with a financial statement through local media either by paid advertising or through a public service announcement or on their locally advertised website. Branches can also coshare such requirements with other branches, districts and zones to minimize expenses. Remember only legitimate ads related to the poppy campaign in conjunction with Remembrance Day can be paid for out of the poppy fund. If you have any doubt with respect to the qualification of the ad being covered by the poppy fund please contact the Command for clarification. As poppy audits are conducted throughout the Command this is the most common mistake that is made, using poppy funds to pay for ads promoting Legion membership not the poppy campaign in conjunction with Remembrance Day. Bursaries: The October 2006 Council meeting established a procedure for the use by Branches if they wish to use Poppy Trust Fund monies for bursaries. Branches are required to exercise diligence in authorizing bursaries from the Poppy Fund. Bursaries are given on the basis of financially needy and on condition that the child or grandchild or great grandchildren of a serving or ex-service person as specified in sub-section 1104.b.iv. You have to use common sense, in most instances you know the families in your communities (particularly in the smaller Branches) so exercise common sense. Sample bursary applications are available through the Command office. Please just ask for one if you are not already using one. With reference to use of Poppy Funds for bursaries, Branches must have returned the signed agreement to the Command office. If a Branch has any doubts about whether they submitted the signed agreement encourage them to contact Joanne Henderson at the Command office. Storage Costs: In reference to amended by-law 1104.c.i.ii,iii, Branches and Commands may charge predetermined storage costs of poppies and wreaths, promotional aids and canvassing supplies to the Poppy Fund, However, it is condition as directed by DEC that the details for such costs will be determined by Dominion Command. In that regard, the following information is distributed: For Branches i. Interior Space within the Branch - a maximum of 3 months (1 Sept. to 30 Nov.) compensation at $7 per sq.ft/year for 200 sq.ft. (total maximum of $350 a year) ii. For Rental of Exterior Warehouse Space - a maximum of 3 months for 200 sq.ft. at $3.50 per sq.ft/year (a total maximum of $175 per year). Because of concerns about building up large surplus amounts in Poppy Fund accounts, Branches are encouraged to expend funds under the special use sections of the General By-laws (1105 through1117) however remember that eight of the 13 categories of Special Use Expenditures operate off of the balance as at 30 September of the year preceding the expenditure.

6 5 Branches must ensure that when poppy fund assistance is given to those who are eligible clients that the utmost confidentiality be maintained. Eligible clients would not come to the Legion for help from the poppy fund if they thought their need was going to be made public. Assistance from the poppy fund must be kept in the strictest of confidence. Poppy Trust Funds must remain within the jurisdiction of The Royal Canadian Legion through designated Legion Members only (Service Officer/Poppy Chair). The Branch Service Officer and or the Poppy Chair shall investigate eligibility and be the approving authority (for confidentiality purposes) and provide the Appendix I Poppy Fund Request for Assistance Form to the designated Branch signing authorities in accordance with Branch By-laws. The Executive Committee/Branch Membership shall not be made aware of the names of the recipients. When the appropriate officer gives the report to the Executive Committee and then to the general meeting, the report merely indicates that X amount of dollars were disbursed for assistance to clients during the previous period. However, for record purposes, the vouchers to support the expenditure must be maintained in the accounting records. During the poppy audits we discovered (not wide-spread) a practice of the Treasurer cutting a cheque made payable to the Poppy Chairman for a lump sum. The Poppy Chairman in turn issued the assistance directly to the client. This procedure was followed because the Branches felt this was the way to protect the privacy of the clients. Unfortunately, there was no supporting documentation to verify who received the assistance other than a record of the Poppy Chairman getting a cheque sometimes in amounts in excess of $600 at a time. Such action places the person who received the cheque in a very awkward position. To protect the Branch Poppy Chairman and the Service Officer, the cheques must be made payable to the supplier and/or the client. By and large we saw the practice in all poppy audits we conducted, where cash was not given directly to the client. Branches provide food vouchers (which read no alcohol or tobacco products to be included); gas vouchers; bus tickets (which cannot be redeemed for cash); and pay for accommodation direct. We saw hydro bills; phone bills and in some cases rent paid directly to the landlord. We saw cheques to medical suppliers for wheelchairs; glasses and dentures. If cash was given it was in small amounts less than $20 at a time. It is very important for Branches to maintain accurate documentation with respect to the military status of those clients who are assisted from the poppy fund. We recognize that in small communities the Service Officer and/or Poppy Chairman know most of the people and there s a general understanding of who has had military service. However, when the poppy audit is done, the Command is looking for verification of military status. Not all Branches were lax in this area. Some Branches had excellent documentation and we have therefore learned from the Branches that were doing an exemplary job and we put together the attached form (APPENDIX I) for Branches to either follow or use to develop their own, Poppy Fund Assistance Request Form. J. PURPOSES FOR WHICH POPPY FUNDS MAY NOT BE USED The General By-laws under Article XI clearly details eligible recipients for assistance from the Poppy Fund and the Special Use Expenditure section tell us the projects/programs that qualify as legitimate expenditures. It is amazing to still find Branches that believe associate members or at least adult sons and daughters of still serving and or exservice personnel are eligible for poppy fund assistance. First of all Legion membership has absolutely nothing to do with eligibility of assistance to a client. Secondly adult children are not considered dependents. If Branches have any doubt as to eligibility of an individual in financial need they are urged to contact the Command office and speak with the Command Poppy Fund Coordinator or the Command Service Officer.

SPECIAL USE EXPENDITURES require prior approval by Command 6 Section 1105 Allows a Branch to expend not more than 50% of the balance in the account, except in the case of a registered veterans organization whose aims and objectives are for providing accommodation or care facilities exclusively for veterans and dependents, as of the 30th day of September of the preceding year for: - Purchase, construction, reconstruction, maintenance, renewal, repair, furnishing or refurnishing of housing accommodation or care facilities for elderly or disabled persons and their dependants. Section 1106 of the General By-laws allows a Branch to expend a portion of the monies in its Poppy Trust account, not exceeding 50% of the total available in the account on the date prior approval is requested preceding the expenditure for the following purposes: (a) (b) (c) (d) Medical training and medical research directed to geriatric support or for the community medical appliances which will assist the care of veterans Support of drop-in centres for the elderly or support of meals on wheels services only as long as these provide known support of veterans in the community donations for relief of disasters declared by the federal or provincial government transportation for veterans as necessary for medical appointments and for compassionate reasons. As well as for occasional day trips for Veterans Poppy Manual Subsection 402i Section 1107 allows expenditures, not exceeding 25% of the total amount available in the account on the date prior to approval is requested, preceding the expenditure for the purpose of assisting ex-service personnel of commonwealth countries or allied countries and their dependants in necessitous circumstances. This is the section used when donating to the (RCEL) Caribbean Fund. More than 400 WWII veterans of the Crown and their spouses/widows in the Caribbean remain dependent on our support for the basic necessities of life. The Canadian Office of the Gurkha Welfare Trust shut down its operations. Branches which used to donate to this Fund may now wish to direct donations to the RCEL Caribbean Fund at Dominion Command. We hope priority will be given to the RCEL when considering donations under this section of the General By-laws. Section 1108 allows expenditures for the purpose of maintaining and preserving local monuments to veterans to veterans, in an amount not exceeding 25% of the total available in the account on the 30 day of September in the year preceding the expenditure, provided that the allocated 25% does not exceed 50% of the total funds required to maintain and preserve local monuments for which the funds are allocated. Section 1109 allows expenditures for the purpose of supporting Cadet units which have assisted with the poppy campaign, expend a portion of the monies in its poppy trust account, not exceeding 20% of the total available in the account on the 30 th day of September in the year preceding the expenditure. Section 1110 allows expenditures for the purpose of sponsoring a visit to one or more Branches for Veterans, their spouses, caregiver or a Veteran s widow/widower and their caregiver who may or may not be Legion members, to offer a meal and camaraderie. For this purpose poppy funds may be expended in accordance with the restrictions published in the Poppy Manual provided that alcoholic beverages may not be included in such expenses. Dominion Command has provided the following interpretation to assist Branches in determining appropriate expenditures for providing a meal to our veterans. A meal to our veterans: Branches are permitted to expend from poppy funds the lesser of the actual cost of a meal only or up to a maximum of $ This does not include the cost of any alcoholic beverages or other services such as entertainment. This service is for Veterans and to a spouse/caregiver accompanying a Veteran or a

8 7 Veteran s widow/widower accompanied by a caregiver to offer a meal and camaraderie and can only be provided once a year. Section 1111 allows expenditures for the purpose of conducting the Call to Remembrance program not exceeding 10% of the total available in the account of the 30 th day of September in the year preceding the expenditure. Section 1112 allows expenditures for acquiring a coin sorting/counting/wrapping machine to assist with the Poppy Campaign. Not exceeding 10% of the cost of the machine. Section 1113 A Command or, subject to the prior approval of the Provincial Command, a district, zone, branch or group of branches may make an allotment not exceeding 50% of the balance in a Poppy Trust Fund on 30 th September in the Poppy year preceding the expenditure, to cover the cost of installation, maintenance and repair to personal lifting devices installed in branches for the purpose of assisting ex-service personnel, their dependants and other persons with disabilities. Furthermore, subject to prior approval by Provincial Command, branches are authorized to use Poppy Trust Funds to provide accessibility to the branch itself by ex-service personnel, their dependants and other persons with disabilities through the installation of an access ramp to the branch entrance and by installing or retrofitting the branch s main entrance with a handicap door operator. If necessary, funding for a replacement door in this instance only is also authorized. In addition subject to the prior approval of the Provincial Command, a district, zone, branch or group of branches may make an allotment not exceeding 50% of the balance in the Poppy Trust Fund on the thirtieth (30 th ) day of September in the Poppy Year preceding the expenditure, to cover the cost of installation of a washroom door, toilet and sink for the purpose of assisting Veterans, their dependants and other persons with disabilities. Section 1114 A Command or, subject to prior approval of the Provincial Command, a District, Zone, Branch or group of Branches may, for the purposes of supporting Canadian Military Family Resource Centres (MFRC s) expend a portion of the monies in its poppy trust account not exceeding 10% of the total available in the Poppy Trust Fund on the thirtieth (30 th ) day of September in the Poppy Year preceding the expenditure for site specific, non-funded programs. Section 1115 A Command or, subject to prior approval of the Provincial Command, a District, Zone, Branch or group of Branches may, for the purpose of funding a Veterans Reading Program for Students, expend a portion of the monies in its poppy trust account not exceeding 5% of the excessive funds after all expenses are paid for as of the thirtieth (30 th ) day of September in the year preceding the expenditure. Section 1116 A Command or, subject to the prior approval of the Provincial Command, a district, zone, branch or group of branches may, for the purpose of funding Veterans Transition Programs partnered with registered institutions that are directly related to the training, education and support needs of Veterans, make an allotment not exceeding 25% of the total available in the account on the date prior approval is requested preceding the expenditure. Section 1117 A Command or, subject to the prior approval of the Provincial Command, a district, zone, branch or group of branches may, for the purpose of supporting costs associated with service dongs expend a portion of the monies in its poppy trust account not exceeding 25 percent of the total available in the account on the 30 th day of September in the year preceding the expenditure. All special use expenditures must be approved by a Branch general meeting and then submitted to BC/Yukon Command. There is no amount under which Branches can exercise discretion with respect to Special Use Expenditures they must ALL be approved by Command prior to making the contribution. The written letter of request must include the date of the authorizing general meeting and specific information about the special use

9 8 expenditure. The appropriate balance in the fund, the amount involved and whom the donation is for. To assist Branches, BC/Yukon Command has prepared a Special Use Expenditure application form as per the attachment (APPENDIX II). When conducting poppy audits, the most often found impropriety involves Special Use Expenditures that are made without prior Command approval. It is now a BC/Yukon Command policy that Branches must submit their Special Use Expenditure applications within 30 days of General Meeting approval. Please note all Special Use Expenditures need Command approval no matter the amount even if only $1.00. The Command Treasurer and Executive Director (or representative) approve requests for Special Use Expenditures involving less than $5000. Requests involving more than $5000 are referred by to the members of the Administrative Committee for approval. The process is accomplished very quickly. Remind Branches they cannot cut the cheque to cover the donation until such time as approval is received from Command. Sometimes Branches try to remove the donation from the account so as to avoid the monies being included in the balance at September 30 of each year. Their reasoning is of course a desire to minimize or eliminate the requirement to pay the assessment. Unless Command approval has been received at the Branch, the monies must remain in the Branch poppy account until the Branch has authority to cut the cheque to the authorized recipient. It is important that Branches are given the appropriate recognition within their communities for not only their charitable giving from the Gaming Account but also from the Poppy Trust Account. In general Poppy Committees should disburse a good amount of their collections each year by way of Article XI of the General By-Laws. Poppy Funds are trust funds belonging to the public and must be kept in a separate trust account. Please remember that the signatories on the poppy trust account will be those positions as identified within individual Branch by-laws. The signatories listed in Branch by-laws are authorized for all accounts in the name of the Branch. Effective the 2015/2016 Poppy Year the Assessment will change from an assessment of 15% that was levied against Branches with balances as at the 30 September of each year in excess of $ to a new assessment of 4.5% levied against donations deposited into the Poppy Account throughout the Poppy Year. This is a completely new system based on donations received alone. Poppy account balances that are forward from year to year will not factor into the assessment at all. As this is a completely new system that we are starting for the incoming Poppy year of 2015/2016 it was decided that absolutely no assessment will be paid on the balance as at 30 th September 2015 which would be for the 2014/2015 Poppy Year. Assessment monies paid will still be reported as an expense on the Annual Branch Poppy Fund Statement that is required to be filled in and sent to BC/Yukon Command by 31 October of each year. However, remember do not send an assessment cheque with the Annual Branch Poppy Fund Statement you are sending in. A memo of instruction will be sent out in September of 2015 along with an assessment form which will also be sent out again with the Branch Poppy Fund Statement just to make sure that all Branches not only have the form, but fully understand it. If there are any questions please do not hesitate to Contact myself (Joanne Henderson at ) I am most pleased to assist. The Command Office will issue the Branch Poppy Fund Statement after 1 October. To assist Branches in completion of the statement the opening balance will be entered as recorded on the statement as the closing balance for the previous year. Command will also enter the amount paid by the Branch during the previous year for the assessment. These figures are not to be changed. Attached is a sample of the statement (APPENDIX III). The Command Central Poppy Fund which is supported by the poppy fund assessment levied on Branch poppy funds, is used to help Branches that deplete their Poppy Fund and are without funds to help needy clients. Branches seeking Poppy Fund replenishment are required to provide the following information

10 9 1. Balance at 1 November of the previous year; 2. Receipts from 1 November to the date of application; 3. Breakdown of expenses for same period; 5. Amount disbursed in previous year for period similar to date of application through to 15 November However, it must be clearly understood that Branches can't deplete their Poppy Fund through "special use expenditures and then expect the Command Central Fund to replenish their account to allow them to continue the normal operation of the poppy trust account. Further information on accessing funds from the Central Poppy Fund can be found in the Branch Manual. In years past the Executive Council used the Command Central Poppy Fund to make donations in accordance with the special use sections of the General By-laws but on the instruction of a convention resolution the Command depleted the surplus in the Central Poppy Fund by donating to worthy charitable causes. The Command Central Poppy Fund supports the operation of the Command Service Bureau; the Literary and Poster Contest and the 2 Minute Wave of Silence campaign. L. CONDITIONS OF SPECIAL USE DONATIONS Branches have to ensure they get appropriate recognition of their donations. It is particularly important for donations to be recognized from the poppy fund because we rely on citizens in our communities to make donations during our annual poppy campaign. They need to be reminded of how the poppy fund money is spent. Attached is a sample of the kinds of conditions a Branch should put on their special use expenditure donation (APPENDIX IV). M. GRANT APPLICATIONS FOR ASSISTANCE FROM POPPY FUNDS Branches are inundated with requests from local charitable groups to fund programs. A lot of times Branches are able to use their gaming funds to support these causes but more and more Branches are using their poppy funds to meet those needs that qualify as special use expenditures under the by-laws. Attached is a format you might consider following in trying to determine eligibility of the program/project as a special use expenditure. (APPENDIX V) N. POPPY AUDITS Almost all Branches have had at least one poppy audit in the last two years and in some areas Command has been able to conduct the third audit. Both at the Dominion and Provincial levels we are trying to make sure our Branches get the proper guidance to help them in the distribution of poppy funds. The December 2014 Poppy Manual contains improved information with respect to the Do s and Don ts and this is making it easier for Branch Service Officers and Poppy Chairs. There have been some expanded authorized uses of the poppy funds and these changes are reflected in the poppy manual issued in December From all accounts the previous poppy campaign was extremely successful throughout Canada and our concern is that we will be subjected to even greater scrutiny from the media and the public with respect to how we distribute poppy fund monies. Don t forget the concessions we were given from the Gaming Branch and the opportunities Branches now have to charge some Remembrance Day expenses against the Gaming Account. There s no doubt that we have to recognize that as the number of our older veterans declines, there will be less demand for funds in support of veterans facilities and comforts. However, if the poppy campaign is to be maintained and if we are to remain credible with the public, in the use of poppy funds, we must ensure that the funds are spent in an appropriate manner.

11 10 It is for this reason that Command has taken the initiative of conducting sporadic poppy audits to help Branches. In the event anything is discovered that involve expenditures that aren t authorized under the general by-laws, it s much better for us to address this internally and correct the procedure before any risk of outside involvement. The Executive Council authorized the action to conduct poppy audits and we ask that the appropriate authorities take the time to explain the philosophy behind this effort. It is a lot of work for the Command but the experience to date shows us that the effort is worth it. As improper expenditures were identified we were able to better explain authorized expenditures so that the Branches could continue knowing their funds were expended on authorized programs and activities. O. REPORTS All Zone Commanders are aware of the serious problem that continues to exist year after year, with respect to lack of co-operation by Branches in filing the Poppy Fund Statements by the deadline date of 31 October. Strong emphasis should be given with respect to this matter. Also, payment of the 15% on the Poppy Fund balance at 30 September should be made by 31 October and payment for poppy campaign supplies should be made by 15 December. The Zone Commander is required to submit a written report following the workshop. So that Command gets appropriate feedback on the usefulness of the material contained in the enclosed poppy workshop notes we ask that you use the attached report form (APPENDIX VII) as a guide in submitting your comments. P. SPEAKERS BUREAU COORDINATOR Branches should identify members within their Branch who will act as speakers at the local schools. Speech material is available from the Command Office to assist in this regard. Also encourage Branches to use the Speakers Notes. Unfortunately, Dominion Command has decided not to issue this printed publication any more. Each year the Speakers Notes are updated on the Dominion Command web page and you must now download the Speakers Notes. ( The Command receives lots of calls around Remembrance Day for guest speakers. Often times the callers don t give us much lead-time in finding speakers. The practice the Command follows is to encourage the callers to make contact with the local Legion Branch. However, Command also urges the callers to get back to the Command if they are unsuccessful in getting speakers. There are many occasions when callers are discouraged at the Branch level by whoever happens to answer the phone and they get the advice to make contact with the Command again. We all have to work together to make sure we take advantage of these opportunities for speakers to come out and speak at schools and other public forums on the subject of Remembrance Day and what it stands for. Each year Dominion Command issues us a set of speeches that are applicable to different age groups and that are tailored to be given either by a veteran, peacekeeper or a non-veteran Legionnaire. If you are interested in having a copy of the speech for 2015 contact the Command office in early October we should have the speeches by that time. Copies will no doubt be posted on the Dominion web page as well. Q. NATIONAL YOUTH LITERARY & POSTER CONTEST, BC/YUKON VIDEO CONTEST This is covered in the Poppy Manual and in addition the Youth Committee issues a mailing to all schools in the Command with copies to Branches. Remember the deadline dates: -

12 11 Branches Zone Command - 15 November - 15 December - 15 January For those Branches who receive entries PRIOR to November 11 and that have separate halls into which the public is invited after the cenotaph services, it would be a wonderful opportunity for the public to get a chance to view any of your entries. Also, when you are visiting the schools to promote the 2015 campaign you can extend invitations to students to bring their parents to the Branch to view the entries on Remembrance Day. Obviously you will have to exercise some caution in how the entries are displayed because you will have to ensure they aren t damaged. Guidelines and Entry Forms Guidelines for Judging are available from Dominion Command and are included with each package to Branches in September. Please remind your Branches of the Official Entry Form that must be attached to each submission, a sample of which is also attached (APPENDIX VIII.) It is interesting that the Youth Committee has the biggest problem with the non-completion of the form by the sponsoring Branch and Zone. The form requires completion by the student, the teacher as well as the Branch and the Zone Commander. Please encourage Branches to pay close attention to the requirements of this form. Please emphasize that Branches are to remit only the first place entries to Zone. The Zone then submits only first place entries to Command. When Branches submit their First Place Entries to Zone they must include for the Branch First Place Winners Entry Form see attached. (APPENDIX IX) Deadline for submission is 15 December. Prize Money There is generally an award given to the 1 st, 2nd and 3 rd place winners of the Poster and Literary Contests. In past years Branches have awarded a monetary prize to the winners in the form of a cheque. This has often caused many difficulties with cheques not being cashed by the winners. As a result Branches are now able to give cash awards instead of a cheque for the Poster and Literary Contests. This would avoid the accumulation of outstanding cheques each year for this item. Statistical Reporting All Commands are required to remit statistical reports to Dominion Command on the number of entries received. Branches are therefore required to complete a Statistical Report Form covering all entries viewed at Branch level. Attached is the report form. (APPENDIX X) The cooperation by Branches is critical because at the Zone and Command levels they can only report on the number of first place entries they received. The proof of the program and the success of the program can only be evaluated based on the number of entries received at Branch level. Branch assistance is crucial. Deadline for submission to Command is November 30. The Youth Committee has a specific report form that must be included with the Zone submission for the competition. The form details how many first place entries are being submitted by Zone and for which level of competition. Attached is a copy of that form. (APPENDIX XI) We realize this is a lot of reporting, but the reporting requirements must be met by each level. Mailing of Contest Info to Schools Encourage Branches to contact all schools in their area in mid-september. All schools are provided with the contest material by mail during by the end of August. Branches are sent the exact same mailing and as soon as this is received at Branch level, personal contact with schools should be made.

13 12 Experience has shown that the Zones that had the most success with the contest had Branches making that "personal" contact with their schools. We have struggled for years with respect to the timing of our mailing. We have taken advice from the Ministry of Education, the BC Principals and Vice Principals Association and the Teachers Federation. We mail before the end of August so that the material is on hand at the schools when the teachers start preparation of the year s curriculum. We get the addresses of the schools from the Provincial Government which are supposed to be the most current addresses available for schools in BC and the Yukon. We mail to both public and private schools and this year we are going to send material electronically to the home school site on the internet. BC/Yukon Video Contest Students from Grade 7 12 are encouraged to create an inspired Remembrance Video to honour our men and women in uniform and to explain why Remembrance is important to them and their generation. The deadline is November 15 each year and the Video format has to be 4 minutes or under, submitted by way of a YouTube link. Prizes for 1 st,2 nd and 3 rd place are awarded along with honourable mentions. Submission forms along with Parental Consent must be filled out. Information is posted and updated on a regular basis at Look under Youth Programs. R. TWO MINUTE WAVE OF SILENCE The Wave of Silence campaign in 1999 was considered a millennium project but as a result of resolution adopted at the 2000 Dominion Convention, we are now committed to an annual Two Minute Wave of Silence Campaign. Please note Section 1104(b)(ii) of the General By-laws under the poppy campaign funding of the Two-Minute Wave of Silence program at all levels. The Command PR Committee will be issuing other material promoting the awareness of the campaign but Branches should begin planning for promotion at the Branch level. S. CANDELIGHT TRIBUTE CEREMONIES Candlelight ceremonies can be held at any time of the year. Because the ceremony is dedicated to remembrance it makes sense to include a reference to these ceremonies in these poppy workshop notes. Attached are some guidelines for hosting Candlelight Tribute Ceremonies (APPENDIX XII) more and more Branches are getting involved in these activities and a lot of positive PR is being generated. Remember - these ceremonies don t have to coincide with Remembrance Day. Many Branches host these events during summer months. The added bonus is that although Poppy Funds cannot be used for the purchase of the Candles Gaming Funds can be used for the purchase of the candles and the printing of the programs for distribution at the ceremonies. T. FOUNDATION Please talk about the Legion Foundation. It is the Provincial giving arm of our organization and allows us to fundraise for Legion programs with the ability to issue a tax receipt to donors. Founded in 1997 allows Command to issue receipt for income tax purposes. Allows Foundation to accept bequests and hold funds in trust for specific purposes to ensure continuity of Legion programs.

14 13 Encourage members to have donations made to the Foundation in lieu of flowers. All members should mention this to their loved ones now while they are happy and healthy, so that when something happens the family is aware of the desire to have the Foundation recognized. Mention the charitable donations to date from the Foundation The Foundation, as mandated, has five broad objectives: To fund activities and programs, which provide medical, social and other services, equipment and facilities, including low rental housing required by seniors with a specific need; To fund, facilitate and promote research into medical problems faced by seniors with emphasis on geriatric research; To fund bursaries and other forms of assistance to enable young people with a specific need to attend post-secondary institutions; To fund programs which enhance the mental and physical well-being of youth and encourage them to be happy productive citizens of Canada; To ensure continuity and stability of funding for Legion projects thereby moving us into twenty-first century. The objective was to create a legally recognized vehicle, which could become part of our members regular giving program. Please emphasize that the Foundation is not meant to be in competition with Branch poppy funds. However, it is recognized that donors would give more to the Legion if they could receive a receipt for income tax purposes. The Foundation is here to benefit all areas of the Command through charitable giving. The poppy fund can be used to make donations to the Foundation and it is the Foundation s responsibility to ensure such poppy fund donations are expended in compliance with what is authorized under the general bylaws for poppy fund uses. When cheques are issued from the Foundation we use Branch officers to participate in the cheque presentation so that recognition is given to the local Legion Branch. Please encourage Branches to think of the Foundation the next time they make donations from the poppy fund or the gaming account. All Branches should be very familiar with the eligible recipients from all Legion giving (from all sources including general donations, Poppy and Gaming funds). A chart detailing all of the pertinent information has been issued to branches and is available at all times in the secure Branch Corner area of the BC Yukon Website. This is an important new tool and should be used as a regular reference document. OPEN FORUM Participants should be encouraged to ask any questions about any aspect of the Workshop. GENERAL NOTES People generally have an attention span of about 20 to 30 minutes. Presentations should be tailored to change up presenters or topics or materials every 20 minutes. This should be kept in mind when allocating topics to various members of the workshop presentation team. It is advisable for the workshop chairman to be prepared to control the Question and Answer Periods, not only to keep the questions relevant and on the topics that have just been discussed, but also ensure that Question and Answer Periods are designed specifically for the answering of actual questions. The Chairman must ensure that participants are not allowed to make speeches or get involved in long-winded oratory. The Open Forum at the end is designed to handle questions of a general nature, but here again; no participant must be permitted to make a speech.

35 Appendix XII BC/YUKON COMMAND The Royal Canadian Legion # Avenue Surrey BC V3S 1L3 or website Candlelight Tribute Guidelines If any Legion Branches want to organize Candlelight Tribute Ceremonies for cenotaph ceremonies you can order them through either BC/Yukon Command or you c a n contact the BC Veterans Commemorative Association (BCVCA). By ordering these candles from within BC you can pay for them through gaming funds. If ordered directly from Dominion Command then Gaming funds cannot be used to cover their cost. It is recommended, if you plan to use the candles at a cenotaph service, that you have four candles. One candle is placed on each corner of the cenotaph representing the Army, Navy, Air Force and Merchant Navy servicemen and women. Branches can order them from BC/Yukon Command by calling into the office at or faxing the order in at and Invoice for same will follow. There are 24 Candles to a Case. Lead time is required for the delivery of the candles so order accordingly. The item number in the catalog is Again if these are ordered from Dominion Command then gaming funds cannot be used to purchase them, gaming funds can only be used if ordered through BC/Yukon Command. The candles are in a red plastic container with a flame-proof, weather resistant gold metal lid and burn for 50 to 60 hours. Branches who order them from BCVCA need to provide the following information: Branch name and mailing address; shipping name and address (if different); contact person; phone number and/or address; any specific shipping instructions; date by which candles are required and the number of candles required (preferably in multiples of 20 as there are 20 candles in a box.) It would be appreciated if as much lead-time as possible could be provided as the candles are in storage and must be retrieved and shipped. Gaming Authorities have now agreed that because these Candlelight Tribute ceremonies are promoted within the communities and there is so much community involvement that reasonable costs associated with the ceremonies can be covered from gaming. Reasonable costs would include the purchase of the candles and the printing of programs. The paperwork within the Branch that supports the expenses against gaming must clearly indicate the costs are related to the community Candlelight Tribute ceremonies to promote culture and heritage. Remember in order for Gaming to pay for these candles them must be ordered from and paid for within BC. To help you in your planning we attach a checklist developed by Branches that have run the ceremonies on more than one occasion.
