1 Sergeant Major s Briefing: All Sergeant Majors meet with Sergeant Major at 1130 hrs. Ser Order By Action Remarks 1 PARADE FALL IN The will be formed up in THREE or FOUR ranks by Companies in the 800 block of Wharf Street. Each Company Sergeant Major responsible for forming their respective Company. Company lay out described at end of this document. All Sergeant Majors will have their Companies facing the route of the parade ready to march off. See Order of March attached hereto. 2 PARADE ATTENTION The will adopt the position of ATTENTION. Once the approaches the intersection of Government St and Belleville St, the parade will right wheel onto the inner roadway at the northeast corner of the Legislature. The parade will then wheel onto the grass area of the Legislature towards the stage. The Colour Party & Rifle Party will break off and wheel towards the fountain at the centre of the Legislature grounds; continue westbound past the fountain The Colour Party & Rifle Party will march into position on the grass near the southwest corner of the Legislature grounds and HALT facing south. -3-

4 12 RIGHT WHEEL HALT Pipe Majors Pipe Bands react as The Pipe Bands will follow the Colour Party & Rifles and wheel out to a position to the rear of the. Pipe Bands will HALT near the water fountain facing south. 13 Sgt/Maj 14 COMPANY HALT Each Coy Sgt/Maj COMPANY ADVANCE LEFT TURN COMPANY RIGHT DRESS EYES FRONT STAND AT EASE Each Company Sgt/Maj takes position at the front of the Legislature Lawn. Ordered as each Company reaches the RCMP Lancers pre-positioned on the Legislature lawn. Each Coy Sgt Maj is responsible to halt their company. Once all Companies are halted each Company Sergeant Major will order their respective Companies to ADVANCE LEFT TURN. Each Coy Sgt/Maj will independently dress and position -4-

5 their contingent appropriately and will stand them AT EASE. After which, the commander takes a position / centers themselves in front of their Company and stands at ease on his/her own time. 15 DRUM HEAD GUARD STAND FAST FIRING PARTY RIGHT TURN IN SINGLE FILE - QUICK MARCH Rifle Party Commander Rifle Party The Firing Party will march west and HALT on the knoll in the southwest corner of the Legislature grounds. 7 DRUM MAJOR, PILE DRUMS Chaplain Turner The Drummers will come to attention, move forward and stack drums in front of the stage. Chaplain Turner will provide a brief history of the Drum Head altar. Command The Drummers come to attention and move forward and stack the drums in front of the stage. A Drumhead Service is a spiritual service conducted "in the field" during armed conflict, often near the battlefront. Lacking a church to attend, the military command used its drums, piled neatly and draped with appropriate colours (national or regimental flags, for example) to create an altar for a Service of Remembrance. In much of the Western World, when military chaplains or padres were expected to conduct Interfaith services for the troops, a drumhead altar was a "generic" altar, suited to its military purpose. -7-

Drummers then pile drums as alter on stand provided. Drummers march back The placing of the Drum Major s Mace across the altar is symbolic of the names of the fallen carried in the head of the mace. 10 OUTWARD TURN REST ON YOUR ARMS REVERSE British Columbia Law Enforcement Memorial 21 PARADE STAND AT EASE - STAND EASY Chaplain Turner members STAND AT EASE Opening remarks by Chaplain Turner. As we begin this, the nineteenth annual, BC Law Enforcement Memorial Service I am saddened to remind us that this has been a costly year in human lives lost in the Line of Duty in this province and across the country of Canada. Today, we are here to honour all Law Enforcement Officers who have been killed in the line of duty. Today there are many similar services taking place in Provinces across Canada and the national service in -10-

11 Ottawa. Your loved one s name may not be read here today because they were killed in the line of duty in another part of Canada. Make no mistake we are here to honour all those who have made the ultimate sacrifice. This year we are privileged to have a number of honoured guests. We are privileged to have representatives from all levels of elected government: Provincial and Municipal as well as Law Enforcement Officers from the United States of America; therefore we will hear the National Anthems, first of the United States, and then Canada. Following the singing of the National Anthems I would ask that without announcement, Elder Joan Morris -11-

Introduction of speeches We are honoured to have representatives for both the Federal, Provincial and Municipal Governments with us today as well as distinguished leaders in the policing community address us today. Then, without announcement, Chief Constable Del Manak of Victoria Police Department And finally, Deputy Commissioner Brenda Butterwort Carr Commanding Officer E Division, Royal Canadian Mounted Police. -14-

15 Minister Farnsworth, Please. 25 Chaplain Turner Thankfully, this year we have not had a member of Law Enforcement in this Province who has died in the Line of Duty. Unfortunately, we have lost members the Law Enforcement family in other provinces. On this day in Ottawa and in other Provinces names of fallen members are being added to the Honour Roll both Provincially and Nationally. I am going to ask four of the most junior members of the Law Enforcement community in British Columbia representing their agencies to read the names of all of the Police and Peace Officers who have lost their lives in the Line of Duty in this Province. The junior members read the roll as a privilege -15-

16 and as a reminder of the price some have been called to pay in the service of the citizens of this great country and this beautiful province of British Columbia. It is my sad duty to relay that though no names have been added to the Roll in this Province names have been added to the National Roll: We will now call on Constable Heidi Bermudez, Saanich Police Department Department #1-29, Deputy Charles MacIntosh of the British Columbia Sheriff Services #30-59, Officer Whitney Matthews of Fisheries and Oceans Canada #

17 and Constable Trevor Speidel, Royal Canadian Mounted Police #80- to the end of the Honour Roll 26 PARADE ATTENTION Chaplain Turner. Following the reading of the Honour Roll the parade is brought to ATTENTION Explanation of the block We will hear the bugler play the distinctive Last Post marking, symbolically, the death of each member killed in the line of duty. One round from a rifle will be discharged to mark the beginning of the period of silence. The period of silence will signify the time spent in the grave. -17-

18 Toward the end of the period of silence there will be a Piper s Lament to denote the sorrow of separation felt by the families that remain. At the end of the Piper s Lament there will be three vollies from the Rifle Party. Rifle Party Commander All Coy Sgt/Maj and Officers not on parade salute during Last Post & The end of the period of silence marking the time spent in the Grave the bugler play reveille to mark the resurrection from the dead to newness of life. Those who are seated please stand for this solemn remembrance of hope beyond the Grave. Once the Bugler has played Reveille please be seated. -18-

Revelation 21: 1 Then I saw a new heaven and a new earth, for the first heaven and the first earth had -21-

22 passed away, and there was no longer any sea. 2 I saw the Holy City, the new Jerusalem, coming down out of heaven from God, prepared as a bride beautifully dressed for her husband. 3 And I heard a loud voice from the throne saying, ANow the dwelling of God is with men, and he will live with them. They will be his people, and God himself will be with them and be their God. 4 He will wipe every tear from their eyes. There will be no more death or mourning or crying or pain, for the old order of things has passed away. 5 He who was seated on the throne said, I am making everything new! Then he said, Write this down, for these words are trustworthy and true. Prayer of Comfort To be added by Chaplain Tracy -22-

23 Eternal God we come into your presence to seek your comfort on who have lost loved ones in both years past and in this year. Those ones whose loved ones have laid down their lives in the service of the citizens of communities in this great Province of British Columbia. Whether the loss is more recent or more distant we are mindful that loss continues to be a price that is paid daily by: Fathers and Mothers, Wives and Husbands, Brothers and Sisters, and Children. We think of the sorrow that is borne by the police and law enforcement agencies and its members whose colleagues have paid the ultimate price to Maintain the Right and see enforcement of the rule of law in our great country of Canada. We are -23-

24 aware of the impact of a Line of Duty death on our communities and the sorrow that is felt by all. We remember that in our country s capital Ottawa there is a similar service of remembrance. Remembering those who have paid the ultimate price we are saddened that we have been forced to add to the Roll in this Province - to a Roll that is far too long, inscribed at the cost of too many lives. These who are remembered today and in Ottawa are truly heroes in our hearts and in the history of this great country of Canada. O God we have the assurance that they will be remembered with honour and dignity. O God we are mindful of our deep need for spiritual healing that those -24-

25 who have lost loved ones might find wholeness again. We are mindful of our need for your healing touch on the agencies that have lost colleagues. O God we ask for your comfort and healing. We trust your power and mercy to meet our need. Respecting all faiths, I ask this in the name of my Lord Jesus Christ Amen 28 Chaplain Turner Laying of wreaths We will now see the laying of wreaths by various agencies and people connected with Policing. The first wreath will be laid by Brad ASCHENBRENNER will lay this wreath on behalf of all families who have lost loved ones. -25-

28 We would ask that we might be ever vigilant remembering the unique blessing of freedom that we enjoy. We would ask that we might rise to the challenge before us as previous generations have done. We would ask that in a day to come it might be said that this generation of law enforcement stood united and met the test that was placed before them. We ask for your protection on the women and men for serve our country through law enforcement. Day in and out as they serve with integrity and dignity. We ask that you will bless the families who have lost loved ones. Our prayer is that you will bring around them individuals and communities that will provide a caring touch in your name. 29 mercy this coming year we might be preserved from adding any more names to a Roll already far too long. We ask that we as communities may truly appreciate the blessing we have to live in peace and prosperity in this great country of Canada and this beautiful province of British Columbia. Review Party consisting of 1. Honourable Mike Farnsworth; 2. Chief Constable Del Manak; 3. Doug Forsdick - Chief Conservation Officer; 4. Deputy Commissioner Brenda Bitterworth Carr will then walk north down center path to the Dias on Belleville St for the march past. 33 PARADE WILL MOVE TO THE RIGHT - RIGHT TURN Once the Review Party is in place on the Diaz, parade right turns. The pipe bands and other bands move into position to march off. PARADE WILL MARCH PAST IN -30-

31 COLUMN OF ROUTE 34 PARADE BY THE LEFT AND RIGHT QUICK MARCH A Company will follow the Colour Party, Rifle Escorts and lead Pipe Band. The remainder of the Companies will stand fast until advised to step off by their Company Sergeant Major. Each Company will allow sufficient space for the remaining Pipe Bands to fall into formation. The will Right Wheel towards the Totem pole on the northwest corner of the Legislature lawn, then onto the inner roadway. 35 B COMPANY - BY THE LEFT - QUICK MARCH B Coy B Coy B Company will step off once the Pipe Band has fallen in behind A Company.
