2 IMLM-PWE 1 January 2016 SUBJECT: Net Zero Award Contest INFORMATION PAPER 1. Purpose. To present concepts of the JBLM Net Zero Award Contest 2. Facts. a. In 2011, the Army s Net Zero initiative was created and launched by the Assistant Secretary of the Army for Installations, Energy and Environment (ASA IE&E) as a cornerstone strategy for sustainability and energy security. b. Units from all branches of uniformed military services stationed on JBLM and YTC are encouraged to participate in this optional, biannual competition to win prize money. AR Unit Funds may be spent on activities available to all personnel including off-duty morale, welfare and recreation. Plus additional $3,000 for the grand prize winner. c. The Net Zero competition is designed to encourage units to help JBLM save resources and utility money, protect training lands, and enhance air and water quality. Such actions support the Mission (cost savings, avoidance of training impacts) and improve the quality of life for JBLM members and the surrounding communities. d. The five critical areas of concern addressed in the competition are Energy, Materials and Waste, Training Lands, Air Quality, and Water Conservation. e. Entry into the competition starts with a Commander s Pledge that commits units to simple practices in support of Army and JBLM Net Zero goals. These are actions such as turning off lights when not needed, separating trash from recyclables, and not driving in restricted areas in training lands.

To be eligible to compete for the award, seven general requirements must be met: Establish or update a unit fund account with DFMWR Appoint a member of the unit s leadership as Net Zero POC to oversee unit award actions Have the appointed NZ POC attend Net Zero training Appoint POCs in each of the contest categories Establish and maintain an Environmental Operating Permit (EOP) with DPW Identify all buildings within the unit s footprint Submit pledge signed by the unit Commander g. The award program will operate by a scoring system that grants points in each area based on defined general requirements and elective actions conformant with JBLM guidelines and goals. Additional points can be earned in the Initiatives and Innovations section where units are encouraged to find ways to incorporate sustainability into their specific Mission. Scoring takes into consideration the general and area requirements (30 line items), elective actions (17 line items), disqualifiers and penalties (6 line items), and, if applicable, actions or techniques a unit used to fix a finding s root cause, and initiatives and innovations. h. JBLM is on its sixth iteration of the contest. Each contest has changes to both the requirements and electives this is based on feedback from the units, changes in environmental compliance requirements, and changes of focus for the Net Zero programs. Benefits from the contest to date include: An estimated 4,000 personnel engaged per contest Increased culture of sustainability within organizations Encouraged units to relate sustainability to daily Mission Specific and unique sustainability actions done by units: Organic farm where produce is given to regional non-profits (NWJRCF) Shut off two engines on the C-17s while taxiing (4 th AS) Find alternatives to single-use medical devise or find unique avenues of recycling these items (MAMC) Develop additional routes for GO Transit (4-23 IN) i. Contest period for Net Zero #6 runs from 1 February to 31 May. Registration for Net Zero #7 is expected to start early July with a contest period from 1 August to 30 November.
