2 Outreach DOH Visits DEP Staff are visiting County Health Departments Meet & Greet Keeping lines of communication open Update Contact List Poster on PWS Basics Discuss miscellaneous issues & possible transfers Outreach - DOH Visits Goal is to visit 1 county per month Several DOH offices handle more than one county Visited: Alachua, Bradford, Clay, Duval, Hamilton, Nassau, Putnam, Taylor, and Union Remaining: Baker, Dixie, Flagler, Gilchrist, Jefferson, Lafayette, Levy, Madison, St. Johns, Suwannee DEP Visits & Inspections Effective October 1, 2014, the levels of service changed for drinking water statewide Sanitary Surveys will be conducted every 3 years for all system types Compliance Inspections will be done as needed Complaint investigation Recurring monitoring issues Assistance visits can be requested at any time We are here to help! 2

3 Assistance - Inspections Within several days of an inspection, DEP inspector will list of deficiencies is sent to the owner and operator will have the same table that will be in your final report listing any deficiencies # Deficiency Rule Reference Corrective Action Corrected 1 Inspection Responses Response is needed within 14 days noting the deficiencies have been addressed or a timeframe for when they will be addressed For all deficiencies, even the little ones! A picture is worth a thousand words Without a response, we will have to issue a Compliance Assistance Offer (CAO) letter within 30 days of the inspection. CAO letters require a response within 15 days. Common Deficiencies Operation & Maintenance (O&M) manuals All systems are required to have onsite FRWA has a template available in PDF & Word, Sampling Plans No bacteriological plans on file; submit a copy before your inspection Monthly Operation Report (MOR) Submittal Missing MORs can cause a delay in returning a system to compliance Prevent the deficiency by routinely submitting the reports on time Threaded taps without Vacuum Breakers (VBs) Good idea to carry a few VBs with you 3

4 Tank Inspections Rule (2) Finished water storage tanks with manholes greater than or equal to 11 x 15 must be inspected for structural and coating integrity by a professional engineer licensed in Florida Why is it important? Safety, Safety, Safety Immediate Action Required Distributed to systems with significant deficiencies Chlorine levels Pressure below 20 psi Contact DEP by next business day with corrective action/status update! Monitoring 2015: 2 nd year of the 2 nd Compliance Period of the 9-year Compliance Cycle Small Community Water Systems 4

5 Annual Monitoring Letters Currently being drafted by inspectors All systems will receive one Contact your inspector with questions Paperless!! District goal to reduce paper usage Implementing full electronic process Focus is on Bacteriological results & MORs Data Entry staff will be reaching systems/operators/owners still submitting paper copies to assist in the transition Unlocked PDF s are best One report per document file Multiple reports (documents) can be sent in one How do I submit my report? Submittals can be made by: NED.DrinkingWater@dep.state.fl.us Mail: 8800 Baymeadows Way West, Suite 100 Jacksonville, FL Fax: If you submit by mail, please do not staple different report types or systems together For example, keep the bacteriological and MORs separate 5

6 Bacti/Chem Reports Reports due by the 10 th of the month following the month of sampling or 10 days within receipt of results Best Advice: submit results as soon as you receive them System cover pages are needed for all chemical report submittal (except Lead & Copper Tap) Blank copy available at NED s Webpage Reports for Disinfection Byproducts (DBPs) MUST have the chlorine residual. Chem Cover Page MORs Monthly Operation Reports (MOR) Documents flow data or water usage Must be submitted by the 10 th of the following month For example, February s MOR is due to DEP by March 10th Use that Comment Column Leaking toilet, main break, etc. Complete the calculations Average and maximum flows CT approved systems, be sure to report residuals 6
