2 The Department of Public Safety (DPS) at MATC is committed to providing the safest possible environment for work and study. An important part of that responsibility involves providing information about campus security to current, as well as prospective, students and employees. This report, prepared in compliance with The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, outlines the College s security policies and discloses campus crime statistics for the three most recent calendar years ( ). 4 Statement Addressing Public Safety: Department of Public Safety Jurisdiction The four MATC campuses fall under the jurisdiction of both the College s Department of Public Safety and the various local law enforcement agencies serving those campuses. Department of Public Safety personnel are granted the authority to enforce college policy and rules, but are not certified law enforcement officers as defined by Wisconsin state statute. The local police agencies (i.e., Milwaukee Police Department, Mequon Police Department, Oak Creek Police Department and West Allis Police Department) possess primary law enforcement authority over all MATC property, including the powers to arrest and detain. Professional Standards and Practices The Department of Public Safety maintains a staff of appropriately skilled and trained personnel committed to delivering professional public safety services. The DPS adheres to specific guidelines for the hiring and training of Public Safety Officers. These standards and practices are subject to ongoing review and modification to ensure that they are properly aligned with institutional strategies and community expectations. On October 30, 2007, the Milwaukee Area Technical College District Board met and approved a staffing plan that would reorganize the Department of Public Safety. This plan created a new grade of officers called Public Safety Specialists with new qualifications requiring them to undergo a background check, physical fitness testing, physical agility tests and drug screening. These new standards required changes in training policies and procedures that must be performed using the same guidelines as local police officers. The Department of Public Safety, while working to meet these requirements, collaborates with law enforcement 4

5 agencies on matters concerning MATC and remains the designated lead agency on all internal security and public safety matters. Reports requiring law enforcement response are promptly forwarded to the appropriate law enforcement agency. Campus Environment Crime statistics in this report reflect incidents that occurred on individual MATC campuses. Each MATC campus includes the buildings and property owned and/or controlled by the College, facilities used in direct support of or in relation to educational purposes, and public sidewalks and streets immediately adjacent to the campus. DPS closely partners with the 6

7 Department of Operations and regional Operations personnel, as these departments are directly responsible for key and access control. Faculty, staff and students may enter MATC buildings during business hours. After-hours access is granted through designated exterior doors via pre-authorization or to designated key holders. Doors to each campus are secured based on business requirements of the individual locations. When MATC is officially closed, all exterior doors are secured. During these instances, entry into MATC buildings is restricted to individuals possessing appropriate authorization. Permission to enter College facilities during these times requires written approval by the individual s academic dean and/or administrative unit head. Public Safety closely monitors facilities access electronically, physically, and via patrols during times of closure. Student Housing MATC does not own or control campus housing. The College does not maintain residential facilities of any type, either on or off-campus. No officially recognized MATC student organization maintains an officially recognized and/or sanctioned on or off-campus housing facility. Statement Addressing the Duty of our Community Members to Accurately and Promptly Report Crimes: Incident Reporting and Response MATC campus community members are advised to immediately report any criminal offense or suspected criminal activity directly to the Department of Public Safety. Emergencies should be reported first to the Department of Public Safety, who then can assist in coordinating with local law enforcement and emergency services. Police, fire and 7

8 emergency medical services can be reached by dialing from any non-emergency campus phone. When is called, Public Safety must be notified at (414) For non-emergency calls to the Department of Public Safety callers should dial (414) In addition to the Department of Public Safety, crimes may be reported to the Student Life Director at (414) or to the Director of Human Resources at (414) All reports will be investigated. MATC does not have procedures in place for confidential reporting of crime statistics. Law violations will be referred to appropriate law enforcement agencies and, when appropriate, to the Department of Student Life or Human Resources for review. The following is a list of important telephone numbers that provide access to key public safety and social welfare agencies and their services. This list is not fully inclusive of the vast community resources available to members of the College population. 9 Milwaukee County Behavioral Health Division (414) Milwaukee Women s Center Crisis Hotline (414) Sexual Assault Hotline (414) Statement Addressing Crime Prevention and Security/Safety Awareness Programs: Service and Crime Prevention Programs The MATC Department of Public Safety provides a variety of public safety programs and services to members of the campus community. These benefits often extend beyond the Milwaukee campus to include constituents whose education and employment place them at the various regional campuses or at other college controlled off-site facilities. Public Safety Officers regularly patrol the interiors and exteriors of the College s campuses. Off-campus response by DPS is provided on a caseby-case basis. In all situations, Public Safety collaborates with local authorities to ensure the safety and security of MATC affiliated personnel and facilities. DPS strives to develop and maintain collaborative partnerships with all area law enforcement agencies and the various local field offices of state and federal law enforcement agencies. Public Safety also engages key public safety agencies such as local emergency medical services, emergency management and fire departments in its operational planning and incident response efforts. The Department of Public Safety offers the following services and prevention-based programs to the College community: 9

10 Automated External Defibrillator (AED) Program Automated External Defibrillators (AED), located in select College areas, assist trained responders with cardiac emergencies. Department of Public Safety personnel are certified in Cardiopulmonary Resuscitation (CPR) and the use of AED s. Emergency Telephone System Emergency telephones are located both internally and externally on campus, including in classrooms, offices, corridors, select college parking lots, and in high traffic exterior walkways. The phones located in the parking lots are topped with a blue strobe light and are clearly marked Public Safety. These phones are linked directly to the Public Safety Dispatch Center to allow for rapid emergency and non-emergency response. In addition, most of the external emergency phones are integrated with nearby surveillance cameras that permit remote visual monitoring of both the phone and surrounding parking areas. Campus Grounds, Landscaping and Lighting Evaluations DPS personnel routinely work with the Operations Department to identify and correct safety deficiencies relating to campus facilities, grounds, landscaping and lighting. Public Safety Officers are required to report all safety hazards. These reports are forwarded to the Operations Department and Environmental Health and Safety to provide notification and request corrective action. Presentations and Publications Department of Public Safety personnel regularly conduct security and safety presentations covering campus-specific security updates and procedures, general crime prevention awareness and other specific Public Safety topics as requested by community members. The DPS is an active 10

11 participant in the College s various employee and student orientation programs providing Public Safety information to new members of the community. Crime prevention and safety brochures are given to campus community members at no cost. The Department of Public Safety continues to provide and update a district wide emergency response guide, which allows for quick reference during a variety of emergency situations. This guide is provided free of charge to community members. Safety Escort Services Walking safety escorts are available to MATC faculty, staff, students and visitors. Upon request, a Public Safety Officer will escort an individual to and from their destination within the service area. Arrangements for escorts are made either by calling (414) or visiting the District Emergency Response Center/Regional Public Safety Centers or by approaching a Public Safety Officer on patrol. Riding safety escorts are provided to and from campus parking lots through the Operations Department MATC Shuttle Service. The MATC shuttle operates during normal business hours. Tipp Line Crimes or suspicious activity can be reported anonymously to the MATC Tipp Line at (414) The caller can leave a recorded message with as much information as possible. This line is monitored by DPS staff 24-hours a day. 11

12 Statement Addressing Emergency Preparedness: Emergency Preparedness The Department of Public Safety works in close collaboration with college partners and emergency first responders to establish, practice and test college policies and procedures, along with training guidelines in response to critical incidents. The DPS, in conjunction with the Wisconsin Department of Emergency Management, continues to sponsor Incident Command training for top executives and key personnel in the college. The College Community Emergency Response Team (CERT) includes over 160 members. Also, during 2011, the DPS conducted a tabletop exercise and a tactical drill with local law enforcement. The DPS works with local law enforcement to coordinate efforts for campus evacuation and to improve the College s response to an evacuation, if the need arises. Mass Notification System for Emergency Alerts The College maintains a subscription to a third party voice and messaging service (Rave Alert) that enables administrators to create and distribute emergency messages to a list of user voic and accounts, along with text messaging. Voic , and text messaging of emergency alerts is one element of the MATC comprehensive emergency response protocol. The Rave Alert system is used for distribution of emergency alerts to students, faculty and staff directly affected by a critical incident posing an imminent threat to their health or safety while on campus. 12

13 Fire Safety All faculty staff and students (including those with special needs) receive fire safety training at the beginning of each semester through student/employee orientation presentations provided by the DPS and Student Life. In addition, programs that cover emergency evacuation procedures are reviewed regularly with faculty and staff. All faculty and staff are given a copy of the emergency response guide, which provides information on fire safety, along with actions to take during a fire alarm or fire emergency. Additional training is available upon request through the DPS. Milwaukee Area Technical College has no Residential housing. (There were no reportable fire incidents in 2011.) 14 At that time they will dial 9-1-1, and then contact the Department of Public Safety at (414) They must stay on the phone with the dispatcher to provide their name and the fire location, including the building (A, C, Main, etc.) and street address, if known. Campus Crime Alerts In the event of crimes that pose an immediate threat to students, faculty or staff, the DPS will issue crime alerts with as much information as possible to ensure the college community is kept informed of risks that may be present on campus. Statement Addressing Timely Warnings: Timely Warnings When the Department of Public Safety identifies and/or is notified of a serious crime or incident occurring on campus that presents a threat to the campus community, notices and instructions will be communicated to students and employees in an effort to prevent or limit exposure. The decision to make a timely warning announcement is made on a caseby-case basis, determined by factors such as the nature of the crime, the continuing danger to the college community and the possible risk of compromising law enforcement efforts. Timely warning announcements will include the necessary information to promote campus safety and prevent similar crimes from occurring. The details provided in a timely warning could include information about the crime that triggered the warning, as well as safety precautions that should be taken. To facilitate this effort, the DPS also will notify the following administrators and/or their designee who will distribute Campus Crime Alerts to those operating within their scope of responsibility: 14

15 President General Counsel Vice President of Finance Vice President of Information Technology Vice President of Student Services Regional Vice Presidents Associate Vice President of Human Resources Regional Campus Operations Managers Warnings may be distributed through several different mechanisms including: Rave Alert Notification System MATC website postings MATC distribution MATC emergency intercommunication announcements Strategic placement of public notices and/or warnings Strategically placed electronic message boards Other appropriate means of timely communication In addition to timely warnings, the District Daily Report is updated each business day and provides information on all criminal and suspicious activity reported to the Department of Public Safety. Statement Addressing Illicit Drugs / Alcoholic Beverages and Illegal Drugs: Drugs and Alcohol Milwaukee Area Technical College policies and procedures, including Department of Public Safety enforcement practices, are consistent with applicable local, state and federal laws regarding the possession, use and/or sale of alcoholic beverages and illegal drugs. 15

16 MATC is committed to maintaining a drug-free work and campus environment in compliance with the Drug-Free Workplace Act of 1988 and the Drug-Free Schools and Communities Act Amendment of Alcoholic beverages may be served on MATC premises only at functions sponsored by MATC and/or its departments, and then only in accordance with Wisconsin law. The unlawful manufacture, distribution, dispensing, possession or use of illicit drugs and alcohol by employees on MATC property, or as part of MATC activities, is prohibited. Violation of this policy by employees will result in appropriate action, up to and including termination from employment. Students who violate this policy will face disciplinary action, up to and including expulsion from MATC. In the event of a violation, completion of an appropriate rehabilitation program may be required. MATC encourages employees and students with substance abuse problems or concerns to seek confidential counseling and/or referral services. Students may contact Counseling at (414) Employees may contact the Employee Assistance Program (Symmetry) at (414) or (800) Statement Addressing Sexual Assault: Information Concerning Sexual Assault Victims of sexual assault on campus should call the MATC Department of Public Safety or dial to get help immediately. It is especially important in sexual assault crimes to preserve physical evidence in order to assist with any subsequent investigations. Guidelines or Suggestions to Follow After a Sexual Assault: Get to a safe place as soon as you can. 16

17 Contact the Department of Public Safety at (414) or dial for immediate assistance. If is called, then the Department of Public Safety must be made aware of the incident as soon as possible. Try to preserve all physical evidence. Do not wash, use the toilet, or change clothing if you can avoid it. If you do change clothes, put all clothing you were wearing at the time of the incident in a paper (not plastic) bag. Get medical attention as soon as possible to ensure you are physically well and to collect important evidence. Talk with a counselor who will maintain confidentiality, help explain your options, give you information and provide emotional support. Refer to the contact information below. Contact someone you trust to be with you and support you. Victims of sexual assault have the right to receive assistance from the Department of Public Safety in reporting such incidents to local law enforcement. DPS personnel will assist any person requesting assistance and conduct investigations as required. 18 o o Aurora Sinai Medical Center at 945 North 12 th Street, Milwaukee, WI West Allis Aurora Memorial Hospital at 8901 West Lincoln Avenue, West Allis, WI Victims and witnesses are strongly encouraged to make a report to the MATC Department of Public Safety as soon as possible following an assault. Individuals may file a report by phone or in person. In either case a Public Safety Officer will be dispatched to your location. Reports will be held in confidence to the extent possible. MATC will make every effort to accommodate the needs of victims of sexual assault. When requested by the victim and when reasonably available, changes in a student s academic situation may be made. The Provost will coordinate these changes. Campus Disciplinary Procedures in Alleged Sex Offense Cases MATC policies addressing sexual harassment and other professional misconduct apply to students, staff and faculty. These policies, as applicable, may be used to hear and determine sanctions in cases of alleged sexual offenses. Disciplinary sanctions under these policies range from expulsion to termination. The procedures for handling charges under these policies are fully disclosed within them and in related documents. Detailed are the steps for reporting offenses, hearing offenses, making determinations and taking disciplinary action. Grievance procedures are outlined in the student and faculty handbooks. A copy of the MATC policy against sexual harassment may be obtained from the Department of Human Resources located in the Main Building in room M254. When a sexual offense results in a disciplinary proceeding, both accuser and accused have certain rights. The accuser and the accused are 18

19 entitled the same opportunity to have others present during a disciplinary proceeding. Each is entitled to be informed of the final determination made by MATC regarding the alleged sexual offense, as well as any sanction imposed. Statement Addressing Sex Offender Registry: Campus Sex Crimes Prevention Act Effective in 2002, institutions of higher education must include a statement to the campus community explaining how to obtain information provided by the State concerning registered sex offenders. The Wisconsin Department of Corrections maintains a Sex Offender Registry at The site contains detailed program information and an offender search capability by offender name or specific location (Policy Reference District Board Policy GO-301-1). Weapons Policy For health, safety and security reasons ammunition, firearms, explosives, flammables and/or other dangerous weapons of any kind are not allowed on College property. Possession of firearms and other dangerous weapons on College property is cause for disciplinary action, up to and including termination from employment. The Department of Public Safety is fully committed to ensuring a safe and secure campus environment throughout the district. 20 Missing Student Notification Policy Institutions that have on-campus student housing are required to establish and implement a missing student notification policy for students who reside in on-campus housing. Milwaukee Area Technical College has no on campus housing. All reports of missing students are forwarded to local law enforcement. Campus Crime Statistics The Department of Public Safety produces an annual disclosure of campus crime statistics. Information is compiled from the contents of the MATC District Daily Report, a thorough review of all DPS incident reports for the applicable calendar year and thorough information provided by appropriate college officials and local law enforcement agencies. Also included are reports made to designated Campus Security Authorities as defined under The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act. The following tables reflect crime statistics mandated by the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act compiled by the Department of Public Safety. These tables include all reports made to the Department of Public Safety, as well as to officials of the College who have significant responsibility for student and campus activities, along with local law enforcement agencies covering all four campuses. 20
