By Order of the Commander Air Education and Training Command (AETC), this Guidance Memorandum is the first instance of a to-be issued AETC publication governing technical training operations. Compliance with this Memorandum is mandatory. To the extent its directions are inconsistent with other AETC publications; the information herein prevails in accordance with (IAW) AFI , Publications, and Forms Management. 2. ACCESSIBILITY: Publications and forms are available for downloading or ordering on the e-publishing web site at 3. RELEASABILITY: There are no releasability restrictions on this publication. 4. This GM applies to the Total Force Active Duty (AD) Air Force (AF), Air Force Reserve (AFR), Air National Guard (ANG), and Department of the Air Force (DAF) civilians assigned to HQ AETC, Second Air Force (2 AF), Keesler AFB, MS.; 59 Medical Wing (MDW), JBSA-Lackland AFB TX.; 502 Air Base Wing (ABW), JBSA-Randolph AFB, TX.; and 37 Training Wing (TRW), JBSA-Lackland AFB TX. Exception: Personnel under the administrative control of the 59 MDW, but under the operational control of a non-aetc agency or school will comply with the guidance and requirements as established in a memorandum of agreement (MOA), memorandum of understanding (MOU), or training affiliation agreement (TAA) between those agencies or schools and the 59 MDW or its subordinate units. These agencies and schools include, but are not limited to non-aetc United States Air Force (USAF) organizations, the United States Army (USA), United States Navy (USN), Department of Defense (DoD), Defense Health Agency (DHA), and the Medical Education Training Center (METC). 5. Where the interim guidance (attachment 1) does not specifically address roles and responsibilities or the associated processes and programs for the execution and management of technical training, the organizations identified in the aforementioned paragraph will adapt and

2 align the roles and responsibilities, programs, and processes of the following instructions to match the new mission and organizational structure of the 59 MDW, until such time an AETC publication governing those technical training operations is issued. a. 3 Attachment 1 Interim Guidance for Technical Training (TT) Operations 1.1. Overview. This interim guidance implements AFPD 36-26, Total Force Development and provides provisional guidance for the functions and phases of Instructional System Development (ISD) for AETC formal technical training (i.e. initial, advanced, and supplemental skills) provided by the 59 Medical Wing (MDW), JBSA Lackland AFB TX Initial Skills. Instructional systems designed to provide rudimentary institutional (values) and occupational (technical) knowledge and competencies required to meet an occupation s entry-level (e.g. apprentice-level) position training requirements Advanced/Supplemental Skills. Instructional systems designed to provide complex and enhanced occupational (technical) competencies to individuals who have completed initial skills training. This type of training is required when additional or increased knowledge, skills, and abilities (e.g. journeyman- or craftsman-level and/or mission support training) are needed to meet a specified skill-set, occupation, or mission requirement Objective. Produce trained personnel with the requisite institutional and occupational competencies (e.g. abilities, knowledge, skills, and values) required to sustain the force in order to fly, fight, and win in air space and cyberspace Obligations. All AETC personnel (Officer, Enlisted, and Civilian) have the duty to ensure the AETC mission, recruit, train, and educate professional Airman to sustain the combat capability of America s Air Force, as stated in Air Force Mission Directive (AFMD) 3, is completed in a safe, effective, and efficient manner Official Air Force Publications. Publications, as defined in AFI , Publications and Forms Management are the only approved vehicles for issuing official policy and/or guidance. Note: When more detailed guidance is needed to execute the mission, than is provided in a higher headquarters publication, commanders should establish directive publications (e.g. operating instructions, manuals, instructional checklists, or guidance memorandums) and/or nondirective publications (e.g. pamphlets or handbooks) IAW AFI , to identify roles, responsibilities, programs, processes, or procedures specific to their mission Compliance Terminology. For the purposes of this instruction and its supplements, the following definitions apply: Shall, Must, Will - Indicate mandatory requirements; will is also used to express a declaration of purpose for a future event Should - Indicates the preferred method of accomplishment May - Indicates an acceptable or suggested means of accomplishment Waivers to mandatory (compliance) requirements Purpose. An approved waiver provides temporary relief from mandatory requirements (compliance items) in existing guidance until such time, the cost of

4 compliance no longer creates an unacceptable risk to a higher priority task, when the cost of compliance has been mitigated, or when training resource issues have been resolved. Note: As with all directive publications, compliance with this guidance is mandatory; therefore, individuals must have a waiver (written approval) to be less restrictive with any mandatory requirements Duration Waivers to tiered compliance items expire and become void 30 days after the waiver approval authority s (e.g. MAJCOM or Wing commander) change of command or when canceled in writing by the approval authority, the publication is revised, or the requested waiver period expires Waivers to non-tiered compliance items become void, when canceled in writing by the approval authority, the publication is revised, or the requested waiver period expires If the need for relief still exists after one of the abovementioned events, then the affected organization will submit a new request for noncompliance to the waiver approval authority (gaining commander) for consideration Waiver authorities IAW AFI , the Director AETC/A2/3/10 or their deputy is the approval authority for Tier 1 (T-1), Tier 2 (T-2), and non-tiered compliance items mandated by this instruction IAW AFI , the Wing/CC is the approval authority for Tier-3 (T-3) compliance items. (T-1) Note: The Wing/CC may delegate this authority no lower than a Group/CC A group commander may temporarily suspend, in writing (e.g. Memorandum for Record), any activity or process prescribed by this guidance, when compliance with that activity or process is deemed unsafe and there is a clear and present danger to personnel or damage to equipment. Note: If the condition is expected to continue for an extended period (more than 72 hours), then a waiver is required Requests for waiver. IAW AFI , special consideration will be given to waive mandatory requirements to published guidance when (1) the cost of compliance creates an unacceptable risk to a higher priority task, when (2) the cost of compliance outweighs the benefits, or when (3) personnel cannot comply with the requirement due to a lack of resources Waiver requests must come from the commander (or civilian equivalent) of the unit seeking relief Waiver requests must be routed through the functional chain of command (Squadron, Group, and/or Wing commander) to the approval authority for final disposition.

5 By concurring with the request, each higher echelon commander (or civilian equivalent) acknowledges and concurs with the requesting commander s inability to comply with published guidance The approval authority may approve or disapprove a request in its entirety or modify the risk mitigation measures Submit waiver requests for non-compliance using an AF Form 679, Air Force Publication Compliance Item Waiver Request/Approval. Exception: If the form is not available, an endorsement memorandum may be used, however the memorandum must include: Reference: Identify the specific policy reference(s), publication number, paragraph number, and specific text to be waived Rationale: Explain which of the three reasons listed in para apply in terms of training, funds, equipment, facilities, guidance, or personnel and describe, in detail, why you are unable or should not be required to comply with this instruction Duration: Time period or circumstance for which the waiver will be required Risk mitigation. Identify the measures the requesting commander will implement during the waiver period Impact. Describe negative impact if waiver is disapproved Continuous process improvement IAW AFI , Continuous Process Improvement (CPI), commanders and directors at all levels will promote CPI methodologies to fulfill requirements in AFI 1-2, Commander s Responsibilities, and AFI , The Air Force Inspection System. (T-2) All personnel should use the practical problem solving method (PPSM) to address strategic or key performance indicator gaps and self-assessment or inspection findings. Use PPSM to define the problem, determine the root cause, develop countermeasures, and implement countermeasures to close performance gaps discovered through selfassessments, inspections, quality controls, measures, and metrics. AETC personnel should use the results of CPI efforts when requesting changes and waivers to this publication.

6 Roles and Responsibilities 2.1. AETC Faculty, Staff, and Base Support Personnel will: Set the example through a steadfast commitment to Air Force standards IAW AFI 1-1, Air Force Standards and adhere to AF standards at all times Perform assigned duties effectively and efficiently to ensure individuals attending technical training graduate on-time and depart for follow-on-training, first-duty assignment, or home station on-schedule HQ AETC (A-Staff and Special Staff) AETC/A1 will: Establish MAJCOM-level directive publications and/or non-directive publications IAW AFI , to identify roles/responsibilities, programs, processes and procedures for managing the manpower requirements determination process. This includes systematically identifying manpower required for the most effective and economical accomplishment of the technical training mission Develop manpower standards and variances related to technical training Validate, coordinate, and certify results of new or revised command unique manpower standards and variances Evaluate, review, coordinate, and assess manpower impacts related to training for efficient and effective use of Air Force resources Perform instructor pricing: develop and disseminate instructor pricing timelines and procedures for technical training courses Serve as the focal point for the interservice training review organization (ITRO) program on matters related to manpower, IAW AFI (I), Interservice Training Activate certified and approved courses in Training Planning System (TPS) AETC/A3P will: Establish MAJCOM-level directive publications and/or non-directive publications IAW AFI , to identify roles/responsibilities, programs, processes and procedures for the administration, delivery, evaluation, management, and support of technical training Coordinate and evaluate supplements and other publications related to this memorandum Coordinate and evaluate recommended changes to this memorandum Coordinate and evaluate waiver requests to this memorandum Develop and distribute the Programmed Technical Training (PTT) document.

7 Provide strategic oversight for enlisted and officer initial skills training (IST) production Analyze programmed guidance requirements to actual and projected technical training performance using AETC Decision Support System (ADSS) Prepare, approve, and/or adjust programmed elimination rates (PER) for technical training courses and pipelines Identify data integrity inaccuracies within Technical Training Management System (TTMS) and Oracle Training Administration (OTA) affecting technical training management decisions Provide functional management oversight for technical training (TT) information systems (e.g. Education and Training Course Announcements (ETCA), TTMS, TPS, and ADSS) in support of the AETC TT mission In partnership with AF/A1PT, co-chair the annual training flow management working group (TFM-WG). Note: METC representatives should attend the TFM-WG to support 59 TRG personnel and clarify constraints within the METC In coordination with AF/A1PT, evaluate enlisted initial skills (EIS) instructional system capacities when determining out-year training requirements AETC/A3T will: Provide strategic oversight of initial skills, advanced, and supplemental training requirements during specialty training requirements team (STRT), utilization and training workshop (U&TW) processes Ensure all initial skills, advanced, and supplemental training requirements are codified through development of a CFETP training standard, Specialty Training Standard (STS), and/or Course Training Standard (CTS) Provide primary coordination over all aspects of the establishment and maintenance of Inter-Service Training (consolidated and collocated training) through ITRO processes Certify training plans and notify AETC/A1 to activate 59 TRG courses in TPS, when facilities, manpower, and other resources are available to accomplish the technical training mission AETC/A3-OAD will: Collect, analyze, and update job data concerning AF specialties and civilian occupational series Upon request, provide analysis briefings or reports to AETC/A3T and Air Force Career Field Managers (AFCFM) in support of STRTs and U&TWs AETC/FM will:

8 Prepare the AETC Temporary Duty (TDY)-to-School Budget submission in coordination with AETC/SG for Execution Plans, Initial Distribution, Operating Budget Review Committee, and Program Objective Memorandum (POM) Cycle. Price out and compute the cost per quota, to include lodging rates and per diem rates for all training activities and apply against applicable program guidance letter (PGL) Provide TDY-to-School Program management oversight AETC/SG will: In collaboration with AF/MAJCOM Surgeon Generals (SG), provide inputs to the strategic oversight in the management, support, administration, delivery, and evaluation of technical training for AF medical and dental specialties Coordinate with AF Medical Service higher headquarters and field operation agencies to ensure manpower and other resources are secured to accomplish medical and dental technical training programs In partnership with the 59MDW/CC, develop and manage MOAs, MOUs, and/or TAAs for technical training conducted at non-air Force medical and dental facilities Air University (AU) Commandant will Establish directive publications and/or non-directive publications IAW AFI , to identify roles/responsibilities, programs, processes and procedures for the ISD functions and phases related to Career Development Courses (CDC) and Specialized Courses (SC). Note: Publications associated with this instruction must be coordinated with AETC/A3P Establish directive and/or non-directive publications IAW AFI , to identify roles/responsibilities, programs, processes and procedures for the Community College of the Air Force (CCAF) affiliation requirements. Note: Publications associated with this instruction must be coordinated with AETC/A3P Second Air Force (2 AF) Commander will Establish directive publications and/or non-directive publications IAW AFI and/or supplement this and other applicable instructions to establish technical training operations center (TTOC)-specific guidance required to meet the technical training mission. Note: Publications associated with this instruction must be coordinated with AETC/A3P Provide TTOC functions to the 59 MDW in support of their technical training and military standards training missions Develop, modify, and distribute scheduling guidance and task the 59 MDW to build course schedules in TPS Validate 59 MDW course schedules to ensure they meet PTT entry and graduation requirements.

9 Provide execution year quota management (QM) for AF provided initial skills courses Coordinate and include the 59 TRG representatives in faculty development working group and executive council Training Wing (TRW) Commander will Establish directive publications and/or non-directive publications IAW AFI to identify roles/responsibilities, programs, processes and procedures for faculty development and ATAF support functions. Note: Publications associated with this instruction must be coordinated with AETC/A3P Provide job preparation and continuation training (faculty development) for AF personnel assigned to the 59 TRG. Note: These personnel include instructors assigned to formal AETC TT courses and those support personnel who develop, manage, and evaluate instructional systems and associated programs within the 59 TRG s TT mission Provide Airman Transition Assistance Flight (ATAF) support for students assigned to the 59 TRG. Note: When 59 TRG airmen are assigned to the ATAF and subsequently results in the MTL to AiT ratio exceeding the current manpower standard, the 37 TRW commander should request manning assistance from the 59 MDW to provide qualified MTLs to support the additional student load Provide international military service office (IMSO) support and services to the 59 TRG Air Base Wing (ABW) and Joint Base San Antonio (JBSA) Commander will Establish directive publications and/or non-directive publications IAW AFI , to identify roles/responsibilities, programs, processes and procedures for standard force/installation support functions related to the TT mission. Note: Publications associated with this instruction must be coordinated with AETC/A3P Provide standard force/installation support (e.g. assignments, classification, finance, security, etc.), installation support (e.g. housing and training facility management), security forces, logistics support, and associated functions/services to the 59 TRG Ensure standard force/installation support functions (e.g. assignments, classification, finance, security, etc.) and their associated in/out processing functions are available to students outside the academic standard training day. (T-3) Medical Wing (MDW) Commander will As a part of the commander s inspection program (CCIP), evaluate compliance with applicable technical training and military standards training publications In partnership with AETC/SG, interface with Air Force Medical Operations Agency (AFMOA), Air Force Medical Support Agency (AFMSA), and other AFMS agencies to secure resources and resolve training operations issues related to technical training and medical readiness training.

10 In partnership with the AETC/SG, develop and manage MOAs, MOUs, and/or TAAs for technical training conducted at non-air Force medical and/or dental facilities Training Group (TRG) Commander will Establish directive publications and/or non-directive publications IAW AFI and/or supplement this and other applicable instructions to establish organization-specific guidance required to meet the technical training or military standards training missions. Note: Publications associated with this instruction must be coordinated with AETC/A3P Ensure AF members possess the institutional (foundational) and occupational (technical) competencies required to meet Air Force Specialty (AFS) and Air Force Medical Service (AFMS) operational needs and requirements specified in published AF Enlisted or Officer Classification Directories and the approved training standard (e.g. STS or CTS) prior to graduation; take timely administrative actions to separate or reclassify those Airmen unable to meet the required standards. Note: Actions taken will be documented using an AETC Form 125a Ensure faculty and staff possess both the institutional and occupational competencies required to meet the operational needs and mission requirements specified in published guidance (e.g. AFECD, AFOCD, CFETP, Air Force Job Qualification Standard (AFJQS), applicable MOAs, Special Duty Catalog (SPECAT), and AFI , Assignments) Ensure only trained and qualified TT instructors (TTI) conduct technical training and associated duties. Exception: TTIs in qualification training or TTIs who have been task de-certified must be under the direct supervision of a qualified trainer or supervisor when interacting with students Take immediate administrative actions IAW AFI , Classifying Military Personnel (Officer and Enlisted) and/or AFI , Air Force Training Program, to either withdraw the instructor prefix or waive mandatory training requirements from any TTI who fails to make positive progress toward meeting and maintaining training, certification, or professional development requirements or who can no longer perform the duties as assigned or listed in the applicable CFETP or AFJQS Develop and conduct medical readiness training at the request of the Manpower and Equipment Force Packaging System (MEFPAK) Responsible Agency (MRA), IAW AFI , Medical Readiness Program Provide qualified MTLs to support ATAF mission, when 37 TRW requests manning assistance. (See paragraph ) TRG Training Director will: Establish a technical training and military standards training evaluation program (TEP) to provide a medium for collecting and evaluating relevant course data that can be used to identify training improvement opportunities. At a minimum, the TEP will consist of internal evaluations, external evaluations, and a training assessment (TA) program.

11 Ensure ISD procedures and guidelines are adhered to in the development and revision of all technical training and medical readiness training to ensure the most effective, efficient, and high quality training is provided to medical and dental personnel Establish metrics to measure the ISD functions and phases for effectiveness, efficiency, and compliance Ensure course schedules comply with 2 AF scheduling guidance Review and approve training plans Ensure procedures are in place to properly initiate and maintain instructor records and supporting documents Ensure the use of TTMS and/or other AETC approved learning management systems for all formal TT related to the instructional system development functions and phases. Exceptions: Instructional systems containing classified material, are managed by another service, DoD agency, or multi-service school, and contractor-developed instructional systems, will have a course shell created to enable student tracking and records management Ensure student records are accurate, complete, and protected in all affected TT information systems IAW AFMAN and AFRIMS RDS Coordinate on major TTMS and TPS software updates, interface releases, business process adjustments, and policy changes Represent the 59 MDW at the TFM-WG and the Faculty Development Executive Council (FDEC) Represent the 59 TRG at the Community College of the Air Force (CCAF) Affiliated Schools Advisory Panel (ASAP).

Academic Day (Standard Training Day) Established time in which a student is expected to be attending academic instruction or completing academic assignments; begins and ends in the course of instruction (classroom or lab) as identified by course control documents. Note: The academic/training day (shift) may vary from course to course and falls within a student s dutyday/hours. Air Force Job Qualification Standard (AFJQS) Record of tasks knowledge, technical references, proficiency codes used to indicate training information and certification for on-thejob training. Career Field Education and Training Plan Comprehensive core training document that identifies life-cycle education and training requirements, training support resources, and minimum core tasks requirements for a specialty. Course Control Documents Documents used to control course content and instruction. They include the training standard, course chart, and plan of instruction. Distance learning Structured learning mediated with technology that does not require an AETC instructor s physical presence. DL models can be used in combination with other forms of instruction or to create wholly virtual classrooms. DL is also known as Type 6 formal technical training, exportable training, and advanced distributed learning (ADL). Faculty and Staff DoD, contract, and international personnel - either military or civilian - who are directly or indirectly involved in formal AETC training or education programs. This category does not include installation support personnel (for example, finance, personnel, contracting). It includes, but is not limited to, Military Training Instructors (TTI); Military Training Leaders (MTL); Technical Training Instructors (TTI); Officer Training School (OTS) instructors; instructor pilots; professional military education (PME) instructors; developmental education instructors, ROTC instructors; contract instructors; other instructors of trainees, cadets, and students; and training support staff. Instructional Systems Design Systematic course development approach based on training needs. Military Training Leader (MTL) An enlisted person with the special duty identifier of 8B100 assigned to a training wing, group, operations group, or site as prescribed in AFI , Classifying Military Personnel (Officer and Enlisted) and the Air Force Enlisted Classification Directory (AFECD). Plan of Instruction Course control document organized by blocks and units in the preferred sequence of instruction, and lists the course objectives, necessary support materials and guidance, and training time allotted for each block, unit, and objective. Standard Training Day (Academic Day) 8 hours of classroom and/or lab time divided into

17 50-minute instruction periods with 10-minute breaks and one hour for mealtime. For a compressed work schedule, the standard training day is an 8-hour training day of 445 instruction minutes with 35 minutes of break time and one hour for mealtime. At least 4,000 instruction minutes must be provided during a 9-day training period. Standards The qualitative and quantitative criteria against which student performance will be measured to determine successful learning. Standards may be expressed by such terms as accuracy, speed, percent/ratio, number of permissible errors, degree of excellence; standards may reference other directives, such as TOs. Student - Members who have completed BMT, OTS, USAFA, or ROTC and are enrolled in initial skills training or follow-on specialized training and have not reported to their first permanent duty station. Training Plan The primary resourcing document for planning, programming, and implementing training based on implementation year training requirements. It contains the proposed course outline, identifies required resources (facilities, equipment, manpower, etc.). The CTP is the justification for using current and future resources and acquiring additional resources necessary to conduct the specified training. It is a refined and accurate statement of resources required to support a course. Training Resource Facilities, equipment, funding, supplies, training spares, supply spares, and manpower (as affected by total programmed entries, student authorization, group size, course length, and MIR) required to develop and conduct approved training.
