Duties and functions of Director Land Records/ Inspector General of Registration are defined under Para 207 of the Punjab land Administration Manual and para 1.1 to 1.8 Chapter-l of land records Manual 2. The powers and duties of the officers and employees are defined under Para 1.1 to 1.8 chapter-i ofh.p. Land records Manual 3. All the decisions are taken by this department in accordance with the provision of the Act & Rule/ Bye laws. 4. The Head of Department prescribes the duties of employees of the Directorate and supervises their performance and fixes accountability ofthe staff. 5. (i) The construction! repair work of PatwarkhanaiKanungo buildings through field agencies (ii)conducting of departmental examination of kanungos & document writers(ii) Inspection of Registrar and Sub-Registrar's office in Himachal Pradesh. 6. All the documents related to the revenue records are maintained in the record rooms under the control of Distt./Sub-Diviison Collectors. 7. Policy 8. The following Committees have been constituted and their meetings are being held in regular intervals (i) State Level Committee to review the progress of the Computerization of Land Records,(ii)State level Committee for assessment of staff in Sub-Divisional, Tehsil & Sub-Tehsil Level, Departmental Recruitment and Promotional Committee,(iii)Tender Evaluation Committee for E-Dharti Project.(NLRMP 9. 3 . Powers and Duties orits officers and. Employees:- POWERS DIRECTOR LAND RECORDS-CUM-INSPECTOR GENERAL OF REGISTRATION:_ (i) Head ofthe Deportment (ii) Director Land Record is also the Head of Department of the p~ & Kanungo Agency. He ma.y issue direction to the Diitt. Collectors in the maintenance of record of rights and revenue registers, He advises the Financial Commissioner and the Govt. on revenue matters. (iii) The Director Land Records has been appointed as ex-officio Inspector General of Registration under the regiarationact, He exercise control and supervision on the working of Registrars and Sub-Regiarera in the Pradesh. (iv) The Director land Records has also been appointed as Director Consolidation ofholdings in Addition to his own duties. (v) The Director of Land Record; has also been appointed as Registrar, Chit (vi) (vii) (i) (ii) (iii) funds under the chit funds Act, lhe Director of Land Record is Head. ofdepartment as regerds income from:- Mutation Fees, Copying and inspection fees of'pawarisrecords; Copying fee for the preparation of produce statements and five yearly abstracts of yield. All expenditure ofestablislunent and contingencies connected with the Kanungo and Patwari establishment and the revenue records. (iv) To conduct Departmental Kanungo examination.. DUTIES:- " (a) Land Records, the Kanungo & Patwsri establiahment; Patwarl Revenue Training school and establishment. His duties with regerd to settlements are as follows».. (1) The position of the Director of Land ' Record jn regard to map correction and revision of records in settlement is defined in land Administration ManuaL He will and the settlement officer with his advice, but on matters requiring orders he will report to the Financial Commissioner who will Issue his orders to the Settlement Officerthrough the Commissioner ofthe Division. (2) The quarterly business returns in districts under settlement, the statements Iv & V in duplicae OI'e forwarded by Settlement Officer with his comments to the Director Land Records his remarks and forwards them to the Commissioner who forwards them to the Financial Commissioner, (b) Farm Harvest prices, weather reports, return ofwages, distribution of Kisan Pass Books, returns of agricultural statistics, Crop Cutting Experiments, Cattle Census, Agricultural Census, Minor' Irrigation Census, Crop Estimation Survey on Fruits, Vegetables and Minor Crops. (c) Rain gauges

Director of Land Records is generally confined to the records field and registers maintained, in Tehsil and District Offices, but they are at liberty to inspect such records which are in the custody of the filed staff i.e.patwaris and Kanungos. All reports by the Director of Land Records/AddI./JointlDy.Director of Land Records on their inspection of the land records of any Distt. Or Tehsil shall be submitted by them to the F.e. (Rev.) for his infonnation & orders. AdditionallJoiotIDeputyDirector of Land Records:- 1. Head of the office, and controlling officer in respect of all Heads of Accounts being maintained/operated in this department e.g. Salr..ies, TADA,MR and other allowance, claims ofstaffworking.under him. 2. To assist the Director Land Records in the discharge of his duties. 3. The controlling officer ofdepartment vehicles. 4. The AddI.lJointlDy.Director of Land 'Records shall inspect each District Land Records office once in a yeor. Superintendent Grade-I 1. Supervision of EstablishmenU AccountsIBudgetlStoreiStationer and... other financial matters including cash.. BookIBills/ sanctionsand payments etc. 2. To keep careful waoh on the movement of dak and files between section and higher authorities. 3. To ensure timely submission oftime bound oases/court cases. 4. To ensure that all manuals, Rules, Instructions Guard files and Precedent Registers ifthe section are kept upto date. 5. Departing all class-iv and Class-ill on duties including Drivers and checking up their day to day functions. Superintendent Gmde-n 1. To supervise all the works r-elming to Deptrtmental Kanungo Exam ination, Reg istration, Chit Fund, Construction of Parwarkahnas/Kanungo Bhawan etc. 2. To ensure timely submission oftime bound cases/court cases. 3. To assists the officerslsupdt. Grade-lin atl-wkninistrative matters.

5 Research Ofticers:- 1.In charge of Central Sector PIWl scheme of Agricultural Census,.Input Survey, Rationalizaion of Minor Irrigation Statistics Including Minor Irrigation Census, crop Estimaion Surveys of fruits, Vegetables and other Minor crops, Computerization ofland Records and Annual/Quarterly reports of Agricultural Statistics reports, Printing and supply.of Rainfall daa, agricultural wages, F811Il harvest prices and release of forecast reports of crop grown in HP. 2. Assistant Research OfficerS.Designing and tnidslstion of schedules and instructions in local vernon of aforesaid Censusea/Surveys Printing ofschedules and instruction books, framing to the primary enumerators, checking supervision -of data upto field level, scrutiny/coding ofdata. at StatelDistt level, Tabulstion of Census data, computerization ofland Records, preparaion ofreports of aforesaid censuses! surveys, preparation of annualiqumterly/monthly reports ofagricultural statistical reports. 3. Statbtical Assistants: Collection of agriculture Statistical data from the field, funning the primary enumerators regarding aforesaid censuses, supervision of census!agr. Statistical data, prepantion of Annual/Quarterly/Monthly reports of Agr Statistical reports at Distt. HQs. Installation of rain gouges in the DisttB, collection compilation of rainfall dma, prepaution of forecast reports of various crops, collection of data of Agr, Wages and farm harvest prices, preparation of Village.Directories, correspondence regarding Human censuses andtrs Girdawari. Personal Assi.tant:- To Assist the officer on the following works: (1) Maintaining the day to day meeting index. (2) To attend the telephone calls of officer incharge. (3) Dictation and typing work (4) Other duties assignedby the officer in charge. Senior Assistants:- (1) Opening and maintenance of files, referencing, deal the cases including noting and drafting, recording of files, maintenance and updaiug of various types of daa and maintenance OfVlriOUB registers. (2) Establishment matters including recruitment and promotion rules, maintenance 'of service books. Pension papers, disciplinary matters and personal files,

6 (1) Budget allocation/ Reconciliation of ACCOUNTS/ Settlement of old audit paras including CAO & PAC matters Inspections of Tehsils/ conducting of Departmental Kanungo examination etc. Junior Assistants/ Clerks:- 1. Maintaining casual leave account ofemployees working in the office. 2. Works as storekeeper, dispatcher, diarist and typist. 3. Dealing Assistant of work assigned 10. This Directorate have 80 sanctioned strength and at present pay of 49 employees are being drawn on an average of Rs. 20,60,395/- per month 11.
