1 Joining time for Officers on Transfer An officer shall be eligible for joining time on one occasion and not exceeding seven working days exclusive of the number of days spent on travel, to enable him/her (a) to join a new post to which he is appointed while on duty in his old post (OR) (b) to join a new post on return from leave. During the joining time, an officer shall be eligible to draw the emoluments as applicable to the place of transfer. In calculating the joining time admissible to an officer, the day on which he is relieved from his old post shall be excluded, but public holidays following the day of his relief shall not be included in computing the joining time. No joining time shall be admissible to an officer, when the transfer does not involve a posting to a different place. No joining time will be admissible to an officer when his posting is of a temporary nature, irrespective of the fact that the posting is to a place or station other than the one at which he is permanently posted. Travelling Allowance on Transfer In terms of Regulation 42 of the Indian Bank Officers' Service Regulations 1979, an officer who is transferred from one place to another is eligible for travelling allowance as per his entitlement. An officer on transfer and the members of his family will be eligible to travel to the place of posting by the same mode of travel and class of accommodation by the officer, as in the case of travel on tour. When the members of the family travel by road, the entitlement will be the actual or the eligible rail fare for the distance covered whichever is less. Definition of FAMILY: "Family" for the purpose of this regulation will be limited to the spouse as also wholly dependent unmarried children (including step children and legally adopted children), parents, physically challenged brothers/sisters with 40% or more disability ordinarily residing with and wholly dependent on the officer employee. The term Wholly Dependent shall mean such member of the family having a monthly income not exceeding Rs.3500/- pm. If the income of one of the parents exceeds Rs.3500/- pm or the aggregate income of both the parents exceeds Rs.3500/- pm both the parents shall not be considered as wholly dependent on the officer. When shifting of family is done prior to his relief i. An officer who has obtained prior permission from the competent authority to shift his/her family prior to his/her relief can claim travelling allowance as given below as per his/her eligibility:
2 a. For journey by self and family from previous station to new station. b. For journey by officer from new station to the previous station and c. For journey by officer from previous station to the new station. ii. In such cases, the eligible joining time should be availed by the officer immediately on his relief and he will not be allowed to avail joining time later and further, shifting of the family prior to his relief should be done by availing leave by the officer. iii. The above facility shall be allowed, only when the officer does not represent against the transfer or seeks further retention. Officers who have already received their transfer order and who are retained in the same branch due to administrative exigencies may apply to their Head/Zonal Office concerned for obtaining permission to shift their family to the new station in order to arrange residential accommodation and/or secure admission for their children in School/College. While forwarding the request for retention of the officer it should be certified by the Branch Manager/ Department Head. When the family is shifted later after the officer joining the new place i. An Officer who is transferred from one centre to another is eligible for reimbursement of travelling expenses incurred by him/her for the following three trips, if he/she obtains prior permission from Competent Authority to avail joining time at a later date to shift the family: a. From previous station to new station for self. b. From new station to previous station for self and c. From previous station to new station with his family. ii. The period spent on the first trip alone will be treated as on duty and the time spent on the journey for shifting the family will be adjusted in the joining time only. iii. Mode and Class of travel is as applicable to travel on duty (given separately). Payment of Halting Allowance on Transfer i. An Officer transferred to any station shall be eligible to claim Halting Allowance for the period spent on journey at the same rates as in the case of travel on tour. ii. Where no residential accommodation is made available by the Bank to an officer at the new place of posting and where such an officer may incur additional expenses in the process of taking over charge, for reasons beyond his control, the Competent authority may consider on merit, grant of halting allowance to him up to the eligible period/days or till the time the quarters are made available to him, whichever is earlier. Halting Allowance (w.e.f ) Grade / Scales of Officers Major A Class Area I Other Cities (Rs.) (Rs.) Places (Rs.) Officers in Scale IV & above 1000/- 800/- 700/-
3 Officers in Scale I/II/III 800/- 700/- 600/- Provided that in the case of officers in Scale IV and above, halting allowance payable per diem while on outstation work at the four metros, viz. Delhi, Mumbai, Kolkata and Chennai, shall be Rs.1200/-and for officers in Scale I/II/III Rs.1000/-. For the purpose of computing Halting allowance, per diem shall mean each period of 24 hours or any subsequent part thereof, reckoned from the reporting time for departure in the case of air travel and the scheduled time of departure in other cases, to the actual time of arrival. Where the total period of absence is less than 24 hours, per diem shall mean a period of not less than 8 hours. Payment of Halting Allowance during taking over charge i. In case officers taking charge as Branch Managers, halting allowance is payable only for the number of days permitted by the authorities concerned subject to a maximum of 15 days. As per government guidelines, Banks are prohibited from paying any hotel charges to officers while taking over charge. ii. In case of Manager designates of new branches (to be opened), Halting Allowance is payable from the date they report at the new station after their relief from the previous post for doing the Preliminary arrangements for opening the Branch. iii. In the normal course, all other officers on transfer are expected to go through the process of verifying pending documents, bills, correspondence, work-in-arrears etc. of a particular department/section. Treating this process as taking over charge, payment of Halting Allowance is extended to other officers also. iv. The officers in JMG Scale I, MMG Scales II and III and SMG Scale IV who are not holding independent charge of the branches (and are eligible for quarters/leased accomodation at the transferred place) will be entitled for payment of Halting Allowance as provided in the Officer's Service Regulations from the date of joining at the branch/office till such time they are provided with quarters/leased accommodation subject to a maximum of 4 days. Compensation on Transfer Shifting of Household articles on transfer For Officers on transfer from one place to another. Distance in Kilometers Rate per Tonne per Km Upto 1000 Kms R Beyond 1000 Kms R The above rates will apply on slab basis. Full Wagon is eligible, in case of shifting in IBA approved transport operator and Half wagon if unapproved transport operator. Example: If the distance from place of working to place of posting is 1450 kms, Under IBA approved transport operator his/her eligibility will be: Rs. A + B. A = 1000 x 2.80 x 12
4 B = 450 x 2.00 x 12 Under un-approved transport operator his/her eligibility will be: Rs. C + D. C = 1000 x 2.80 x 6 D = 450 x 2.00 x 6 Minimum threshold limit of Distance The officers transferred to shorter distance upto 300 kms., the reimbursement may be permitted upto the amount chargeable for 300 kms, i.e. 300 x weight x r Officers who are transferred into and out of hilly terrains, may be reimbursed two times the applicable rate for the distance covered in hilly terrain and the balance distance at normal rates. Lumpsum Amount An Officer on transfer will be eligible to draw a lump sum amount, as indicated below, for expenses connected with packaging, local transportation, insuring the baggage etc. Grade/ Scales of Officers Amount in Rs. Officers in Scale IV and above 12,000/- Officers in Scale I / II / III 9,000/- Transporting of personal vehicle of the officer to the place of transfer According to Indian Bank Officers' Service Regulation, 1979 an officer who owns a car, motor cycle, scooter or any other vehicle will be eligible to claim the cost of transporting it to the place of transfer at goods train rate in the case of car, at goods train rate or the actual lorry charges, in the case of other vehicles. If the vehicle is driven by road, the cost of so taking it shall be reimbursed at the following rates w.e.f : Type of Vehicle Four Wheeler - Engine capacity of 1000cc or more Four Wheeler - Engine Capacity less than 1000cc Motor Cycle & Scooter Mopeds Reimbursement rate per km Rs.9.00 Rs.7.00 Rs.4.50 Rs.3.00 ii. However, where an officer wants to transport his/her vehicle by air, he/she must obtain prior permission from the Zonal Office concerned, by forwarding a true copy of their vehicle Registration Certificate duly attested by the Branch Manager / Higher Authorities. While claiming reimbursement, the initial and final readings of
5 speedometer should be noted on their claim. The above provision is applicable for the journeys performed on duty only. The bill will be passed for the actual transportation cost or the cost of transporting such vehicle by goods train whichever is lower. Mode of Travel on Duty The following provisions shall apply, wherever an officer is required to travel on duty: a. An Officer in Junior Management Grade is entitled to travel by 1st Class or AC 2- tier Sleeper by train. He may, however, travel by air (economy class), if so permitted by the Competent authority, having regard to the exigencies of business or public interest. b. An officer in Middle Management grade is entitled to travel by 1st Class or AC 2- tier Sleeper by train. He/She may, however, travel by air (economy class), if the distance to be traveled is more than 1000 kms. He may, however, travel by air (economy class) even for a shorter distance, if so permitted by the Competent authority, having regard to the exigencies of business or public interest. c. An officer in Senior Management or Top Executive Grade is entitled to travel by AC 1st Class by train or by air (economy class). d. An officer in Senior Management or Top Executive Grade may travel by car between places not connected by air or rail provided that the distance does not exceed 500 kms. However, when a major part of the distance between the two places can be covered by air or rail, only the rest of the distance should normally be covered by car. Payment of Halting Allowance Classification of Areas i. For the purpose of payment of Halting allowance and reimbursement of lodging expenses, places are segregated into Major A Class cities, Area I cities and Other Places. No Halting Allowance/batta is payable for travel within the places falling under an Urban Agglomeration of city/town. ii. Mumbai, Kolkata, Delhi, Chennai, Ahmedabad, Bangalore, Hyderabad are classified as Major A Class cities. Of these cities Mumbai, Kolkata, Delhi, Chennai are also termed as Metro cities. iii. Pune, Nagpur, Kanpur, Surat, Jaipur, Lucknow, Vishakapatnam, Patna, Vadodara, Kochi, Indore, Bhopal, Ludhiana, Coimbatore, Madurai, Agra, Varanasi are classified as cities falling under Area I. iv. All other places not covered by paras (ii) and (iii) above are treated as other places. Advance against TA The employee seeking an advance towards his travel has to submit an application. The request of the employee should be carefully scrutinised by the
6 sanctioning authority and the amount of advance should be arrived at taking into account the eligibility criteria of the staff concerned. The staff members are permitted to claim TA advance 45 days prior to the commencement of onward journey. They should produce the onward journey ticket to the Bank and then claim TA advance for the return journey. While granting advance for return journey, it should be ensured that such advance is only before 45 days prior to the commencement of return journey. Submission of TA Bills The employee should submit his TA bill in the prescribed format immediately on joining duty and in any case within 15 days from the date of rejoining. At the time of submitting the bill, the unutilised portion of the advance taken for the journey should be refunded. Bills submitted after the specified time will not be entertained. In case of default/late submission of TA bill within the stipulated time, interest at 15 percent should be charged for the amount of advance availed from the date of such advance to the date of adjustment. Under no circumstances the advance will be allowed to remain outstanding beyond three months from the date of joining of the employee after his travel. Whenever the proceeds of TA Bill/Medical Bill/LFC Bill are credited to the Savings Bank accounts of the Staff Members on their instructions, stamped receipt for such bills need not be insisted upon. Stamped receipts shall, however, be obtained for all cash payments in excess of Rs.5,000/-. 0o0o0o0
