4 BIOGRAPHY Gordon R. Sullivan, General (Retired) U.S. Army General Sullivan is the President and Chief Executive Officer of the Association of the United States Army, headquartered in Arlington, Virginia. Since assuming his position in 1998, General Sullivan has overseen the transformation of the Association into a dynamic member-based organization that represents Soldiers, families, and the defense industry. His responsibilities encompass both daily business operating and strategy planning for the largest Army-oriented non-profit association. The Association promotes and advocates programs for Soldiers and their families, creates opportunities for Army-Industry and professional dialog; advocates public awareness of Army and national security issues through its educational mission and maintains an outreach program to national leadership on critical issues pertinent to Army readiness. Born in Boston, Massachusetts and raised in Quincy, he was awarded a Bachelor of Arts degree in history from Norwich University and was commissioned a second lieutenant of Armor in General Sullivan retired from the Army on 31 July 1995 after more than 36 years of active service. He culminated his service in uniform as the 32 nd Chief of Staff the senior general officer in the Army and a member of the Joint Chiefs of Staff. General Sullivan currently serves as the Chairman of the Board of Trustees of Norwich University and the Marshall Legacy Institute, as well as a member of the MITRE Army Advisory Board, the MIT Lincoln Labs Advisory Board, and a Life Trustee of the Woods Hole Oceanographic Institute. In addition to his many awards on active duty, he is also the recipient of the West Point Association of Graduates Sylvanus Thayer Award and a member of the Sergeants Major Academy s Hall of Honor. General Sullivan currently resides in Alexandria, VA. He has three children and three grandchildren. He is an avid reader, amateur historian, and active sailor and sport fishing enthusiast.

5 Honorable Katherine Hammack Assistant Secretary of the Army (Installations, Energy & Environment) Office of the Assistant Secretary of the Army Washington, DC The Honorable Katherine Hammack was appointed the Assistant Secretary of the Army for Installations, Energy and Environment (ASA IE&E) by President Obama 28 June She is the primary advisor to the Secretary of the Army and Chief of Staff of the Army on all Army matters related to Installation policy, oversight, and coordination of energy security and management. She is responsible for policy and oversight of sustainability and environmental initiatives; resource management, including design, military construction, operations, and maintenance; base realignment and closure (BRAC); privatization of Army family housing, lodging, real estate, and utilities; and the Army s installations safety and occupational health programs. Among her many accomplishments are the establishment of the Army s Net Zero program, and the creation of the Office of Energy Initiatives (OEI), which is working to streamline large-scale renewable energy projects to achieve 1GW of renewable energy by 2025.

6 Lieutenant General David D. Halverson U.S. Army Assistant Chief of Staff for Installation Management LTG David D. Halverson is the U.S. Army Assistant Chief of Staff for Installation Management. LTG Halverson assumed duties as the Assistant Chief of Staff for Installation Management on April 8, LTG Halverson graduated from the United States Military Academy and was commissioned a second lieutenant in the Field Artillery in June LTG Halverson s first duty assignment was in the 1st Cavalry Division, Fort Hood, Texas, in 1979 where he served as a Battalion Reconnaissance Officer, Battery Fire Direction and Executive Officer and Battalion Adjutant. Since then, LTG Halverson has served in various staff and leadership positions including command at every level from Battery to Post Command. He attended the U.S. Naval Postgraduate School in Monterey, California, where he was awarded a Master of Science degree in Operations Research and Systems Analysis in He was then assigned as the Senior Military Analyst in the Joint Wargaming Division of the U.S. Southern Command in Panama. He provided essential planning for military operations and Army budget development in positions such as the Commander in Chief Team Chief in the Office of the Chief of Staff of the Army, Program, Analysis, and Evaluation Directorate. In June 2001, LTG Halverson became the Central Command J3, Chief of Plans, and planned, coordinated, and executed war plans for OPERATION ENDURING FREEDOM and OPERATION IRAQI FREEDOM. From 2004 until January 2005, he then served as the Deputy Commanding General (Support) for the 4th Infantry Division where he deployed for OIF 5/7. After his deployment in January 2007, he assumed duties as the Director of Operations, Readiness, and Mobilization until May He then served as Director of Force Development, G-8, until August 2009 when he became Commanding General of the U.S. Army Fires Center of Excellence and Fort Sill, Oklahoma, until May LTG Halverson served as the Deputy Commanding General, U.S. Army Training and Doctrine Command, Fort Eustis, Virginia, from May 2012 to April From April 2014 to November 2015, LTG Halverson served as the Commanding General, Installation Management Command. LTG Halverson s military education includes the Field Artillery Basic and Advanced Courses, the Armed Forces Staff College, the Army War College, and the British Higher Command and Staff College. LTG Halverson s awards and decorations include the Distinguished Service Medal with Oak Leaf Cluster, Defense Superior Service Medal with Oak Leaf Cluster, Legion of Merit with four Oak Leaf Clusters, Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal with two Oak Leaf Clusters, Joint Service Commendation Medal, Army Commendation Medal, Army Achievement Medal with Oak Leaf Cluster, Armed Forces Expeditionary Medal, Humanitarian Service Medal, Joint Unit Medal, Korean Defense Service Medal, Global War on Terrorism Service Medal, Army Staff Badge, and the Parachutist Badge. LTG Halverson is married to the former Karen Malloy of Belmont, California. Their children include three daughters: Lindsey and son-in-law Tyler; Anna, who is an ensign in the U.S. Navy; and Ellen. 7 MR. FRED MEURER Mr. Meurer graduated from the United States Military Academy at West Point in He was commissioned as a Corps Engineer Officer. Mr. Meurer received graduate degrees from Stanford University in Water Resources Planning and Civil Engineering in He had overseas assignments in Germany, Viet Nam and Korea. He also served as the Test Director for the operational test of the Apache Helicopter and the Hellfire Missile Systems. His final tour of active duty was as Director of Public Works and Housing at Fort Ord. During his time at Ft. Ord, he pioneered the idea of the Army recapitalizing its family housing inventory through public-private partnerships. His concept was ultimately embraced by all of the Services as a very rapid and cost effective way of providing quality family house for America s warriors. Mr. Meurer retired from the Army as a Colonel in Mr. Meurer was hired by the City of Monterey in 1986 where he served as Public Works Director for five years until his appointment to City Manager in July As City Manager, Mr. Meurer was instrumental in developing working relationships between businesses and residential neighborhoods, as well as with City Hall. He led the development of the City's neighborhood improvement, neighborhood policing, and waterfront acquisition and tourism development programs. He also was the catalyst for creating Intergovernmental Support Agreements and partnership agreements between the Cities on the Monterey Peninsula, Monterey County and the State of California for shared serviced services. He also developed partnerships with the private sector to augment City services and recapitalization of infrastructure needs. Building on the City to City partnerships, Mr. Meurer led the effort to develop cooperative relationships between the City of Monterey and the Department of Defense (DoD) activities in Monterey. This effort focused on further increasing DoD mission effectiveness while reducing their operating costs. His goal was to provide the same high quality municipal services to DoD activities and personnel as the City provides its civilian neighborhoods. He has been successful in obtaining language in several defense authorization bills to demonstrate the viability of Public-Public partnerships. This concept was embraced by the Secretary of Defense as a model for Community- Installation Collaboration and led to legislation in the FY 13 and FY15 National Defense Authorization Act. This legislation authorized Service Secretaries to enter into Intergovernmental Support Agreements (IGSA) with local governments when in the best interest of the services to do so. Mr. Meurer retired from the City of Monterey in December of He now works for the Panetta Institute in Monterey and as an independent consultant to Booz Allen Hamilton. 8 Richard G. Kidd IV Deputy Assistant Secretary of the Army (Energy & Sustainability) Office of the Assistant Secretary of the Army Installations, Energy & Environment Mr. Richard Kidd became the DASA (E&S) on October 25, This is his third assignment as a Senior Executive within the Federal Government. In this position he is responsible for overall program direction, establishment of policies, development and refinement of strategies, and oversight for implementation of all programs and initiatives related to Energy Security and Sustainability within the Army. As the Army's Senior Energy Executive, Mr. Kidd coordinates and integrates both installation (traditional as well as expeditionary) and operational energy programs and strategies. Mr. Kidd graduated from the United States Military Academy in 1986 and served as an Infantry Officer until After receiving a Masters Degree in Public and Private Management from Yale University, he joined the United Nations in 1993 and served in a variety of international assignments, principally in war affected regions of the world. He joined the Department of State's Bureau of Political Military-Affairs in 2001 where he served as Special Assistant, Office Director and Acting Deputy Assistant Secretary. In July of 2008 he joined the Department of Energy's Office of Energy Efficiency and Renewable Energy where he was responsible for leading the Federal Energy Management Program (FEMP). In this position he helped to craft Federal level energy policy and assisted all Federal agencies in meeting statutory energy and sustainability requirements in order to promote energy security and environmental stewardship.

9 Dr. E. Sarah Slaughter President and Executive Director Built Environment Coalition Dr. Sarah Slaughter is President and founder of the Built Environment Coalition, a research and education nonprofit (501c3) organization. She is also currently a Visiting Lecturer at MIT in the Department of Urban Studies and Planning, teaching and supervising research related to resilient communities. She was recently the Associate Director for Buildings and Infrastructure in the MIT Energy Initiative (MITEI), coordinating research and curriculum development across MIT focused on improving the built environment. Before her work with MITEI, she was cofounder and faculty head of the Sustainability Initiative in the MIT Sloan School of Management to develop curriculum, research, and industry outreach to enable strategies for sustainable organizations and communities. Previously, Dr. Slaughter was founder and CEO of MOCA Systems, Inc., a construction program management company based on the construction simulation software system from her MIT research. At MIT, she was a professor in the Department of Civil and Environmental Engineering, focusing on innovations for the built environment. Earlier, she was a professor of Civil and Environmental Engineering at Lehigh University and conducted research in the NSF Center for Advanced Technology for Large Structural Systems (ATLSS). Dr. Slaughter serves on the Green Building Advisory Committee for the US General Services Administration (GSA), and is currently a member of the National Academy of Construction, and an Associate Member of the National Academy of Sciences. She was previously on the National Research Council (NRC) Board on Infrastructure and the Constructed Environment (BICE), the National Academies DOD Standing Committee on Materials, Manufacturing, and Infrastructure, and the Vice Chair of the NRC Committee on Sustainable Critical Infrastructure Systems. She also served on the Massachusetts Sustainable Water Management Advisory Board, the Sustainability Committee in the International Facilities Management Association (IFMA), and several national advisory committees and editorial boards of professional publications. She currently serves on the Board of Directors for Retroficiency, Inc., and the Charles River Watershed Association. She received her PhD, SM, and SB from the Massachusetts Institute of Technology.

10 Brigadier General Michael A. Stone Page 1 of 4 5/15/2015 BRIGADIER GENERAL MICHAEL A. STONE Assistant Adjutant General - Army, Michigan National Guard Brigadier General Michael A. Stone is Assistant Adjutant General - Army, Michigan National Guard and serves as Michigan's Dual Status Commander for domestic response situations. He is responsible for Army armories and installations, strategic level cyber, selective service, the Michigan Youth Challenge Academy and National Guard employment initiatives. General Stone was commissioned as a Second Lieutenant in 1989, designated as the Distinguished Military Graduate, through the University of Detroit Reserve Officer Training Corps program. He possesses a Bachelor of Arts degree in History, cum laude, from the University of Detroit, where he attended on a full academic scholarship. He also possesses a Juris Doctorate, cum laude, from the Detroit College of Law (now Michigan State University School of Law) as well as a Master of Science, Strategic Studies from the United States Army War College. He previously commanded the 1776th Military Police Company in Taylor, Michigan, the 1-182nd Field Artillery Battalion in Detroit, Michigan, and he recently served as the Deputy Brigade Commander of the 177th Military Police Brigade in Taylor, Michigan. General Stone has deployed three times as a member of the National Guard; serving as a Military Police Officer in Iraq during Operation Desert Storm, in support of Operation Joint Endeavor and most recently in support of Operation Iraqi Freedom.

11 Biography Department of the Army James B. Balocki Command Executive Officer and Director, Services and Installations US Army Reserve Fort Bragg, NC Mr. James B. Balocki was selected to the Senior Executive Service in July He is currently serving as the Command Executive Officer and Director Services and Installations, U.S. Army Reserve Command, Fort Bragg, NC. He exercises oversight for the command s 12,000 civilian employees and manages acquisition, information technology, installation operations and services, environmental and military construction support for the 215,000-strong command. Previously he served as Command, Interagency and International Services Division, U.S. Army Corps of Engineers, Washington, D.C., where he was responsible for engineering, scientific and technical support to foreign governments; combatant commands and embassies; federal, state and local government agencies; and national and international non-governmental organizations. Before this he served as Director, Joint Programs Integration Office, Headquarters, U.S. Forces Afghanistan in Kabul, responsible for the $14 billion U.S. and NATO construction programs to establish Afghan National Army and Police forces. He also coordinated efforts of the Department of Defense, State Department, U.S. Agency for International Development, and the Government of Afghanistan to achieve strategic security and development goals. In his first senior executive assignment, Mr. Balocki served as the Chief, Environmental Community of Practice, U.S. Army Corps of Engineers, Washington, D.C., where he oversaw $2 billion of environmental programs worldwide supporting the EPA, Army, Air Force and Defense Department. 12 COLONEL DANIEL L. TOWNSEND/BIOGRAPHY 3 November 2014 COL Daniel Townsend was appointed as the ninth Deputy Chief of Staff, Installations, Logistics and Environment Army National Guard Bureau (ARNG G4) on 3 November As the ARNG G4, he oversees, directs and leads the actions of three Divisions made up of Guardsmen, Department of the Army Civilians, and contractors assigned to the National Capital Region (NCR) and to other locations outside the NCR. He is also responsible for providing timely and accurate logistics, installation management and environmental policies, programs and leadership while ensuring operational readiness in support of state, national and global initiatives. COL Townsend s most recent assignments was Deputy Director for the Logistics & Engineering Directorate (J4) of the National Guard Joint Staff where he was responsible to the Chief, National Guard Bureau on engineering, infrastructure and logistical matters and managed the key relationships between DoD, federal, state and nongovernmental agencies. As the ARNG Military Assistant to Deputy Assistant Secretary of the Army for Installations, Housing and Partnership he was responsible for matters involving ARNG military construction, operations and maintenance, real estate, Authorization and Appropriation bills. During his 2012 deployment to Afghanistan he served as the 648th Maneuver Enhancement Brigade Deputy Brigade Commander and Director of Public Works, accountable for Kabul Base Cluster (KBC) Garrison operations and force protection as well as continuous engineering services, master planning, construction operations, LOGCAP contract management for the eight United States bases in the KBC. As the ARNG Deputy G-4 he was responsible for synchronizing staff efforts, assisting in the development and implementation of programs and policies in support of the G4 s Logistics, Installations and Environmental Divisions. An Army brat from Fort Bragg, North Carolina, COL Townsend earned his commission and Bachelor of Science Degree from North Carolina Agricultural and Technical State University in He has also earned a Master of Science in Technology Management and Information System from Mercer University Atlanta, Georgia, Master of Business Administration, Keller Graduate School Atlanta, Georgia, Masters Certificate in Homeland Defense and Homeland Security University of Colorado, Colorado Springs and a Master of Science in National Resource Strategy from the Dwight D. 13 Colonel Kent D. Menser, USA Ret. Director of the Give Back Program Far Corner Inc. The Give Back Program was developed to generate sustainable revenue streams for installation Non Appropriated Fund Instrumentalities (NAFI) without burdening installation staff resources. Kent Menser served 27 years in the Army as an Armor Officer and Aviator in Germany, Viet Nam, Korea and the United States. His military installation experience includes the following: Commander, USAG, Arlington Hall Station, Arlington, VA (3 years) Commander, USAG, Camp Page, Chun-Chun, ROK (1 year) Commander, Area II, Chun-Chun, ROK (Camps Page, Eagle and Long) (1 year) Deputy Commander, USAG, Fort George G. 18 U.S. Army Contracting Command Major General Theodore Ted C. Harrison Commanding General Maj. Gen. Theodore Ted Harrison III became the Commanding General of the U.S. Army Contracting Command on Oct. 2, 2013, during a ceremony conducted at Redstone Arsenal, AL. Headquartered at Redstone Arsenal, ACC is a major subordinate command of the U.S. Army Materiel Command. GRAHAM is Commander and Division Engineer of the U.S. Army Corps of Engineers, North Atlantic Division. Hagler, II serves as a Special Assistant to the Director of the Army National Guard in Arlington, Virginia. She received her Bachelor of Arts in Sports Science at Ohio Wesleyan University in She earned her Master s Degree in Physical Therapy from the U.S. Army-Baylor University in COL Teyhen completed her Ph.D. in Biomechanics from the University of Texas in 2004, and her Doctoral Degree in Physical Therapy from the Baylor University in COL Teyhen was a distinguished graduate at the U.S. Army War College s Master s Degree in Strategic Studies in Prior to joining the Surgeon General s staff, COL Teyhen was Deputy Director, Telemedicine and Advanced Technology Research Center (TATRC) at the U.S. Army Medical Research and Material Command. As the Commander, Public Health Command Region-South, she led public health efforts over the 11 southeastern states, Puerto Rico, Honduras, and Guantanamo Bay, Cuba. 35 THE HONORABLE JUAN M. GARCIA, Ill Juan M. Garcia, III was confirmed as the assistant secretary of the Navy (Manpower and Reserve Affairs) on Sept. 16, In this capacity, he acts on matters pertaining to manpower and personnel policy within the Department of the Navy including issues affecting active duty and Reserve Sailors, Marines, and Department of the Navy civilians. Garcia is an attorney, a former Texas state representative, and a secondgeneration naval aviator. Garcia, whose family hails from South Texas, was born May 27, He graduated from UCLA in 1988, and gave the student commencement speech. Garcia earned a Juris Doctorate from Harvard Law School and a Master of Arts from Harvard's John F. Kennedy School of Government in After graduation, Garcia reported to Aviation Officer Candidate School and flight training, earning his '"Wings of Gold" at Naval Air Station (NAS) Corpus Christi, Texas. Garcia served in Patrol Squadron 47 out of NAS Barber's Point, Hawaii, and completed deployments to the Persian Gulf and Western Pacific. Garcia also served overseas as flag aide to the deputy commander, U.S. Naval Forces Europe in London, deploying as part of Operation Allied Force during hostilities in Kosovo. From 1999 to 2000, Garcia was selected to be a White House fellow, serving as a special assistant to the Secretary of Education. Garcia then reported for sea duty aboard the aircraft carrier USS Constellation (CV 64), qualifying as officer of the deck (underway). In 2002, Garcia returned to the air as a flight instructor with Training Squadron 27 at NAS Corpus Christi. Garcia left active duty in 2004, and transferred to the Navy Rese rve. He served as the commanding officer of Reserve Training Squadron 28 at Corpus Christi until becoming Assistant Secretary of the Navy (M&RA) in October Garcia practiced law with a Corpus Christi firm beginning in In 2006, he was elected to the Texas House of Representatives, and represented the 32nd District from 2007 to 2009, serving on the Defense and Veteran Affairs Committee.
