1 Vetting and Credentialing Individuals Seeking Access to Fort Leavenworth United States Army Garrison 8 Jan 2015

2 Summary Sherman Gate is closing normal inbound and outbound traffic on or about 4 February to get repurposed as the visitors entrance All unescorted, non-credentialed personnel must complete and pass a NCIC-III check prior to admission to FTLVN Phase 1 Conduct NCIC-III checks on visitors lanes Phase II Day Pass: personnel will be processed for NCIC-III checks and given day pass. Temporary Pass: personnel will be processed for NCIC-III checks and given temporary pass (normally 2-30 days). Locall Approved Credential (LAC): personnel must have already completed a LAC Application and have endorsement of a valid Government Sponsor to initiate NCIC-III checks. Once cleared, the individual will have their photo taken and be issued a LAC. The Government Sponsor, not the Uncleared Contractor or visitor will be notified of failed background checks and the waiver process. (Application on Garrison Website) Anticipate a tasking for BMM. Last week of January. Foreign Visitors will follow the foreign visit request SOP in place now. The SOP for the above processes is at JAG Special Events and Ceremonies will be excepted There is an Appeals Process for rejected NCIC-III failures

5 Access Control Program History 5 Prior to 9-11 Ft Leavenworth was an open post Homeland Security Presidential Directive (HSPD) 12 implemented a policy for common ID standards for Federal Employees and Contractors FY 2008 NDAA required SECDEF to develop access control standards for all military installations Directive Type Memorandum (DTM) provided interim policy guidance for DoD access control AR , Chapter 8 codifies Army Access Control Policy Army Directive provided implementation policy for CAC credentialing and installation access for uncleared contractors DAIG and AAA Inspection of multiple Installations for uncleared contractor access control systems GOMO 17 October 14 SC and supporting GC will not grant unescorted installation access without the required identify proofing and vetting using the NCIC-III IAW AR IMCOM OPORD provides guidance on implementing access control procedures at IMCOM installations

6 CSA General Officer Announcement, dtd 17 Oct 14 Seven Directives/Requirements: 1. SCs will not grant unescorted access without NCIC-III vetting. 2. Other than for short term access, once favorably vetted, ensure installation access badges are utilized for credentialing IAW AR Personnel not affiliated with DoD or not vetted against NCIC III will be escorted while on the installation. 4. SC review processes to ensure vetting and adjudication is completed prior to CAC issuance IAW Army Directive Cdrs will not authorize issue of CACs to those otherwise ineligible for the credential in lieu of complying with access control policy and NCIC-III vetting requirements. 6. Adhere to DoDM for determining eligibility for CAC issue. Ensure processes are also in place to retrieve and revoke CACs when access is no longer required. 7. SCs should also ensure the Trusted Agent program is operating effectively.

9 Phase I Immediate Actions days Increase NCIC-III checks in visitor lanes. What is needed: Increased staffing at current Access Control office Building 194 (with additional equipment/workstations). BMM/ Overhires Authorize DASG dispatch positions in e911 center to handle increased NCIC requirements and ACP radio traffic. Command emphasis to ensure population compliance with requirements. Support from CPAC to streamline hiring process for DASGs. Still not in compliance with EXORD , AR190-13, AD

11 Phase II Hasty VCC (Trailer at MTC-LVN) All credentialed vehicles to Grant and Hancock Gates Hancock Gate hours may change to meet increased demand MTC-LVN Area becomes VCC (hours of operation subject to available staffing) Trailer VCC will be set up in small parking lot by current Guard Shack Power, Heat, Commo (NIPR, Commercial internet and phones), lights, portable latrines, chairs, desks, computers, printers, server, appointment Kiosk like DHR Personnel park vehicle and report to the VCC to be NCIC-III cleared: As they enter, there are divided into three categories Day Pass: personnel will be processed for NCIC-III checks and given day pass. If rejected they will be sent off post with rejection notice and appeal procedures Temporary Pass: personnel will be processed for NCIC-III checks and given temporary pass (normally 2-30 days). If rejected they will be sent off post with rejection notice and appeal procedures LAC: personnel must have already completed a LAC Application and have endorsement of a valid Government Sponsor to initiate NCIC-III checks. Once cleared, the individual will have their photo taken and be issued a LAC. The Government Sponsor, not the Uncleared Contractor or visitor will be notified of failed background checks and the waiver process. Once positively cleared by VCC personnel, the individual will move to Grant gate to access Installation

13 Path to Compliance Phase III (Temporary VCC) (~ 12 months Target) Put a modular VCC north of parking area just inside the fence line on Sherman Avenue West of Building 1951 (MTC-LEAV) Pave/Light parking lot Look at creating truck/vehicle entrance tied to new VCC Mid-year TDA adjustment by HQ IMCOM or authorized over-hire positions to completely staff VCC (16). All Visitors, Contractors, Construction personnel to be processed through temporary VCC (full NCIC-III checks and LAC or day-pass issuance) Gets us compliant with Army Directive Not Compliant with the Army Design Standard for Access Control Points

18 How to Get a LAC 18 1) Obtain application forms on Garrison Webpage under New Comers and Visitors then Gate Information Visitors/Gate-Information.aspx). If unable to obtain the forms online, Directorate of Emergency Services (DES) Dispatch Center located at 410 McPherson Ave, or the DES Vehicle/Weapons Registration office located at 881 McClellan Ave. 2) Applicant will complete two forms, the Access Credential Application and the Credential Acknowledgement Statement. The applicant will then present these forms to their Government sponsor. 3) A Sponsor is defined below: 1) Be in possession of a valid DoD ID card, be 18 years of age or older and fall into one of the following categories: Soldier, Family Member, retiree or spouse, Civilian Employee or a contractor who possesses a DoD ID card. 2) Be willing to accept responsibility for all actions of their sponsored guests/workers while they are on Fort Leavenworth. 3) For Official Military/Installation Business, Commanders/Directors will appoint in writing individual/s authorized to serve as Sponsors for Uncleared Contractors and Official Visitors. For example, Commissary baggers would be sponsored by the Commissary Manager and AFFES vendors would be sponsored by the AAFES Manager or their designated representative.

19 How to Get a LAC (cont) 19 4) Sponsors will review the applicant s forms to ensure they are complete and accurate. Sponsors will then complete blocks 1 thru 5 on the Request for a Fort Leavenworth Installation Access Credential form. Block 1 is the applicant s information. Block 2 is the applicant status and dates needed for access, or contract dates. Block 3 is the justification for access. Blocks 4 & 5 are the sponsor s information and signature of verification. 5) Completed forms will be delivered to the DES Dispatch Center which is open 24hrs/7days a week until a Visitor Control Center is established. 6) Upon receipt, a background check to determine fitness of character is conducted. Once completed, applications are reviewed for approval by DES Physical Security personnel. 7) Sponsors, not the applicant, are notified of approved or disapproved applications. Approved applicants may then proceed to the Vehicle/Weapons Registration office where they will receive their LAC. Applicants will require a valid picture ID to receive the LAC. 8) When a Visitor Control Center is established and operational at the Northwest corner of 4th Street/Metropolitan Ave, LACs will be issued at that location.

20 How to Get a Temporary Pass Current Procedure Go to Garrison Website: applicant and sponsor fill out paperwork Take paperwork to DES MP Desk DES will run NCIC III Inform Sponsor: If Applicant Passed Instructions to obtain Temporary Pass If Applicant Failed Instructions on Waiver Process VCC Procedure Sponsor and Applicant fill out paperwork at VCC or prefill via downloading forms from the Garrison Website When called provide, documentation to Visitor Control Clerk Clerk will run NCIC III Inform Sponsor: If Applicant Passed Instructions to obtain Temporary Pass If Applicant Failed Instructions on Waiver Process

21 How to Get a Day Pass Current Procedure Arrive at Grant Gate Visitor Lane (far right lane) Provide ID Cards/DL to Guard, who identity proofs all vehicle occupants and Logs Vehicle/Visitor information Guard conducts RAM Check or Vehicle Inspection Access Determination is made: Access is equivalent to Day Pass VCC Procedure Applicant arrives at VCC and provides the following to Visitor Control Clerk: DL, Vehicle Registration, Proof of Insurance and Destination/Purpose of Visit Clerk will run NCIC III Upon return of clear criminal history, a Day Pass will be issued (Good for Day, vice one time entry)

22 Derogatory Information Causing Access Denial (Army Directive , enclosure 2) Contains criminal arrest information that causes the Commander to determine that the individual presents a threat to the good order, discipline or health and safety on the Installation Usable to verify the individual s claimed identity based upon the reasonable belief that the individual has submitted fraudulent information in order to gain access Has a current Arrest warrant in NCIC Currently barred from entry or access to a federal installation or facility Has been convicted of crimes encompassing sexual assault, armed robbery, rape, child molestation, production or possession of child pornography, trafficking in humans, drug possession with intent to sell or drug distribution US conviction of espionage, sabotage, treason, terrorism, or murder A registered sex offender A felony conviction in the past 10 years, regardless of offense or violation Convicted of a felony firearms or explosives violation Engaged in acts or activities designed to overthrow the US Government by force Individual identified as known or suspected of being a terrorist or belonging to an organization with known links to terrorism or support of terrorist activity.

23 Appeal Process for Denial of Access Access Denial Waiver Process. In cases where an uncleared contractor is denied access based on derogatory information obtained from an NCIC or NCIC-III check, Senior Commanders will offer the following process only if the individual requests a waiver. Personnel at the access control point or visitor control center will provide the Sponsor or denied individual instructions on how and where to submit a waiver. The instructions will direct the individual to: obtain a certified copy of their complete criminal history, which must include all arrests and convictions. obtain a letter of support from their Government sponsor. The letter must indicate that the sponsor requests that the individual be granted unescorted access to accomplish a specific purpose, as well as the anticipated frequency and duration of such visits. If a contractor employee is terminated, the sponsor must inform the Senior Commander so that unescorted access to the installation is no longer authorized.

24 Appeal Process for Denial of Access (2) complete an Installation Access Control Denial Waiver Application and provide the packet to the Government sponsor, who will be responsible for submitting the waiver application to the Senior Commander. All offenses must be listed, along with an explanation why the conduct should not result in denial of access to the installation. Other factors the sponsor/applicant should address are the: nature and seriousness of the conduct, circumstances (in specific) surrounding the conduct, length of time elapsed since the conduct, age of the individual at the time of the incident or conduct, and proof of efforts toward rehabilitation provide a current physical or address to enable the Senior Commander to transmit a copy of his/her determination on the waiver request. The Government sponsor will review the individual's packet for completeness and determine whether or not to endorse the request for a waiver.

25 Appeal Process for Denial of Access (3) If the sponsor decides to endorse the waiver, he/she must provide a letter of recommendation for the individual that addresses the conduct that caused the denial and indicate why the conduct should not prohibit the individual from being granted unescorted access to the installation. The sponsor will submit the packet and letter to the Senior Commander. The Senior Commander will review the waiver application and render a determination that ensures proper protection of good order, discipline, and health and safety on the installation. The senior commander will provide the individual with a copy of the determination. The results of the Senior Commander's decision will be provided to the installation Director of Emergency Services/Provost Marshal to ensure that applicable access control databases are updated. Individuals who have had a waiver request denied may request reconsideration from the Senior Commander 1 year after the date of the Commander's decision. Individuals may request reconsideration earlier if they can present significant information that was not available at the time of the original request or show that the basis for the original denial was overturned, rescinded or expired.
