1 COMNAVRESFOR INSTRUCTION D DEPARTMENT OF THE NAVY COMMANDER NAVAL RESERVE FORCE NEW ORLEANS, LOUISIANA COMNAVRESFORINST D N313 Subj : NAVY EMERGENCY PREPAREDNESS LIAISON OFFICER (NEPLO) PROGRAM Ref: (a) OPNAVINST C (b) COMNAVRESFORINST B (c) OPNAVINST D Encl : (1) NEPLO Application and Selection Procedures. (2) NEPLO Billets and Drill Locations 1. Purpose. To provide management guidance and define the duties, responsibilities, and command relationships of Naval Reserve officers assigned as liaison officers to military and civil headquarters in support of the Navy Civil Emergency Management Program; to outline the concept, organizational structure, and program responsibilities for the NEPLOs; and to institute procedures to be used in selecting NEPLOs. 2. Cancellation. COMNAVRESFORINST C 3. Background and Discussion a. It is National policy to aid civil authorities in coping with civil disasters that exceed the capability of state and local governments to respond or recover on their own. In compliance with this policy, the Secretary of Defense has directed military components assist civil authorities in various disaster contingencies including civil emergencies/ land defense of the Continental United States, key asset protection and civil disturbances under the National Security Emergency Preparedness (NSEP) and Military Support to Civil Authorities (MSCA) Programs. b. Reference (a) establishes Navy policies, organizational structure, and responsibilities for providing support to civil authorities in civil disaster contingencies. It assigns Navy planning, coordination, and execution responsibilities to two Naval commanders designated as Principal Planning Agents. Commander-in-Chiefs, U.S. Atlantic and Pacific Fleets are assigned the Eastern and Western areas of the United States respectively. Additional Navy commanders, designated Regional Planning Agents (RPAs), have been assigned within the Principal Planning Agent s areas of responsibility to assist the RPAs in implementing their NSEP and MSCA responsibilities.
2 COMNAVRESFORINST D c. NEPLOs are assigned in support of Navy Planning Agents to foster the exchange of information, promote cooperation, and coordinate the planning and implementation of NSEP and MSCA contingency plans. d. Commander, Naval Reserve Force (COMNAVRESFO is responsible, in coordination with the Navy Planning Agents, for selecting and assigning NEPLOs. NEPLOs are assigned to the Department of Defense, Director of Military Support, Forces Command, Continental U.S. Army (CONUSA); State Adjutants General/State Area Commander, and Federal Emergency Management Agency (FEMA) staffs. 4. Tasks and Responsibilities A) a. COMNAVRESFOR (N3/7) will: (1) Coordinate with the various Department of Defense, Joint Commanders, Navy, other service, federal, state, and local planning authorities to accomplish COMNAVRESFOR responsibilities under the Navy program. (2) Provide oversight and management of the NEPLO program and coordinate with Navy Planning Agents in advertising billet vacancies, assigning, selecting, and ensuring the accomplishment of training requirements. (3) Issue Inactive Duty Training orders assigning individuals to NEPLO billets. (4) Provide and administer Inactive Duty Training Travel (IDTT) support to NEPLOs. (5) Appoint individuals to fill billet vacancies that may occur during the year. b. Commander, Naval Surface Reserve Force shall provide administrative support for NEPLOs and NEPLO detachments through appointed echelon IV and V commands. c. Echelon IV commanders shall advertise billet vacancies using the procedures contained in enclosure (1). Enclosure (2) lists NEPLO billets and drill sites. d. Echelon IV and V commanders assigned NEPLO support responsibilities shall: (1) Provide for administrative support for NEPLOs assigned including inactive duty training period accounting. (2) Input annual training and active duty training requests for NEPLOs into the Reserve Financial Management System. 2
3 (3) Issue IDTT orders for approved training/contribu- (R tory support. e. NEPLOs will: (1) Function as the Navy Planning Agent s representative to the assigned military/civil headquarters on all matters pertaining to Navy support in civil disaster contingencies and be responsible to the Navy Planning Agent(s) for: (a) Advising assigned command/agency on Navy policies that affect civil disaster support matters. (b) Advising Navy Planning Agents on civil disaster contingency planning requiring Navy support in civil disaster contingencies. (c) Advising assigned command/agency of Navy capabilities, limitations, and priorities for providing support to civil authorities. (d) Advising assigned command/agency of assistance, and civil resources that Navy commanders/installations may require in various disaster contingencies. (e) Advising and aiding assigned command/agency headquarters in the development, maintenance, and coordination of civil disaster plans as they apply to Navy participation in civil disaster contingencies. (f) If assigned, ensuring enlisted assistant NEPLO receives appropriate support and training. (R Agent. (g) Performing other duties as assigned by Navy Planning (2) Submit projected fiscal year active duty training and IDTT travel requirements to COMNAVRESFOR (N313), with a copy to appropriate Navy Planning Agent and supporting REDCOM by 1 March each year (report COMNAVRESFOR refers). 5. Execution a. Command (1) Premobilization. NEPLOs will be under the operational command, and function in direct support, of the Navy Planning Agent having NSEP and MSCA planning and execution responsibilities over the state/region to which assigned. The Navy Planning Agent is the NEPLO S reporting senior. 3
4 (2) Mobilization. Upon recall or when directed by appropriate authority, NEPLOs will come under the military and administrative command of the appropriate Navy Planning Agent and will function as the liaison officer on the staff of their assigned civil/military headquarters. NEPLOs shall be recalled by the command maintaining the NEPLOs service record. b. Administration A) A) A) (1) NEPLO will be cross-assigned-in to individual billets located at the Naval Reserve NEPLO Headquarters Unit located in New Orleans, Louisiana from NEPLO detachments located at various Naval Reserve Readiness Commands (REDCOMs). The supporting REDCOMs may assign the officers pay, service, and medical records for maintenance to the Naval Reserve center or appropriate personnel support detachment closest to the NEPLOs home. (2) Drill attendance will be reported and recorded per reference (b) and the procedures of the REDCOM providing administrative support to the NEPLO. (3) Reporting seniors are responsible for NEPLOs participation in the physical readiness test program per reference (c). Individual NEPLO will ensure the supporting REDCOM is provided a copy of their physical readiness test. (4) Once assigned to an NEPLO billet, members shall not be assigned to other billets or responsibilities without permission of COMNAVRESFOR (N3/7). (5) NEPLO billet tenure will be for a maximum of 3 years. (6) NEPLOs will perform monthly drills at their assigned civil/military headquarters, or as directed by the appropriate Navy Planning Agent, or COMNAVRESFOR (N3). (7) Annual training will be performed at the assigned headquarters, Navy Planning Agent headquarters, appropriate training courses, or such other duty as may be deemed relevant by the Navy Planning Agent. (8) Upon assumption of duties, the NEPLO will report by letter to the cognizant Navy Planning Agent, with a copy to the appropriate CONUSA, State Area Command or FEMA regional director, COMNAVRESFOR (N3/7) and the supporting Naval Reserve activity. 6. Application and Selection Procedures. NEPLO eligibility requirements, application and selection procedures are contained in enclosure (1). 4

The NEPLO Fiscal Year ADT/IDTT Requirements report contained in paragraph 4e(2) above has been assigned report control symbol COMNAVRESFOR This requirement will cancel in 3 years from the date of this directive. 7 NEPLO APPLICATION AND SELECTION PROCEDURES 1. Purpose. To provide selection criteria and establish the (R procedures to be used by Naval Reserve officers in applying for NEPLO billets. 2. General a. The individuals assigned to NEPLO billets function in direct support of the naval commanders responsible for implementing the Navy civil disaster program in both peacetime and wartime contingencies. As the Navy Planning Agent(s) representative(s) assigned to the staff of the military and civil headquarters that have major responsibility for planning, coordinating, and executing the national and Department of Defense NSEP and MSCA programs, they must interface with senior military and civil officials on the national, regional, state and local levels. b. Naval Reserve officers assigned to NEPLO billets are senior officers (06/05) who represent both the Naval Reserve and the Navy. They must possess exceptional communications skills to be effective, representing the Navy at joint military/civilian headquarters. 3. Selection Procedure a. COMNAVRESFOR (N3/7) will advertise NEPLO billet vacancies by 31 January and announce NEPLO selections by 30 May of each year. (R b. COMNAVRESFOR will convene a National Selection Board in (R May each year. The board will be comprised of at least one Selected Reserve flag officer and representatives of each warfare/ staff community that are eligible to submit candidates for NEPLO positions. COMNAVRESFOR will invite each RPA, with billet vacancies, to sit as a voting member on the board to consider their regional vacancies. c. COMNAVRESFOR will issue a message announcing NEPLO selectees upon completion of the selection process. d. COMNAVRESFOR will issue the appointed officer orders to (R an NEPLO detachment for administrative support. 4. Eligibility Naval Reserve officers (06/05) with designators 11X5, 13X5, 163X/5X, 1705, 31X5, 51X5. b. Applicants must have sufficient service time remaining based upon age, years of commissioned service, and date of rank to qualify for a 3 year assignment in the billet. Enclosure (1)
8 c. Individuals applying for the NEPLO billet at Forces Command and the CONUSA Headquarters must perform their inactive drills during the regular work week. A statement to this effect must be attached to their application. d. Individuals applying for the NEPLO billet at the State Adjutants General Headquarters must be a resident of the state. e. Individuals applying for FEMA and CONUSA billets must live within 200 miles of the assigned headquarters and live within the RPAs geographical area. IDTT funding is not authorized for funding regular inactive drill participation. f. To provide maximum opportunity for qualified individuals to serve in NEPLO billets, a 1 year interval must lapse before an incumbent in an NEPLO billet may apply for another billet in the program. An individual may serve no more than two tours as an NEPLO and total time in the program may not exceed 6 years. 5. Application Procedure a. Naval Reserve officers interested in NEPLO billets are to submit application to COMNAVRESFOR (N313) by 1 May. A) b. Individuals interested in applying for NEPLO billets are to use the electronic billet application software available at any Naval Reserve activity. The billet application diskette contains both the billet application software and a listing of NEPLO billet vacancies. The application package is to include the following (additional material is not desired): (1) Printed cover letter (automatically generated by application software). (2) Floppy diskette with your billet application data. (3) Printed billet (4) Copies of last application. three regular fitness reports. (5) Current official photograph. c. To ensure consideration for other pay billet opportunities, individuals who are applying for NEPLO billets should apply for other billets within their REDCOM/local coordinator for air jurisdiction. However, if selected for an NEPLO position, the individual is expected to accept this appointment and will be precluded from selection to other billets. Enclosure (1) 2
