9 -----ESTABLISHED Plan Commission Minutes April 6, :00 I!!m. Deer Park Vehe Barn W. Cuba Road, Deer Park, Illinois ) Pledge of Allegiance A meeting of the Planning Commission of the Village of Deer Park was held on April 6, 2015, 7:04 p.m. at Vehe Barn, W. Cuba Road, in the Village of Deer Park, in the Counties of Lake and Cook, Illinois. Chairman Heidtke called the meeting to order at 7:00 pm. 2) Roll Call and Determination of a Ouorum Upon Roll Call, the following were present: Chairman Heidtke, Committee members Robert Kellermann, Mitch Wohl, Frank Comber, and Jan Koe. Randy Pinchot and Bill Koutsis were absent. Other Village Officials present included Administrator McAndrews, Clerk Iriarte, Building, Permit Coordinator Doniec, Attorney Cahill and Trustee Sands. 3) Approval of Planning Commission Meeting Minutes of December 1, 2014 Motion: Committee Members Comber moved and Wohl seconded to approve the meeting minutes uf December 1,2014. Upon Roll Call: (5) Ayes / (0) Nays! (2)Absent Motion Carried 5/0 4) Public Hearing: An Ordinance Amending the Village of Deer Park Zoning Code to Establish a Planning and Zoning Commission and Amend the Penalty Section Motion: Committee Members Comber moved and Wold seconded to open the public hearing. Upon Roll Call: (5) Ayes / (0) Nays! (2)Absent Motion Carried 5/0 Attorney Cahill explained the Ordinance. She noted that most of the towns her firm works with have a combined board as it is easier for developers and staff to have planning and zoning issues in front of one board and in some towns it makes it easier to recruit committee members. She went on to explain that the Planning and Zoning Commission needed to be 7 members as Illinois Statute requires zoning issues to be heard by a seven member commission. Cahill also pointed out the other item in the ordinance had to do with collecting legal fees. The Village Board went through the entire Village code and amended penalty sections of the code to recoup attorney' s fees and court costs. Committee member Comber asked ifthe meeting format would be different. The only difference is that this commission will also review variance issues. Committee member Koe asked if the new commission would need additional training as he was coming from the Planning Commission side and not as familiar with Zoning. PC Minutes
10 Minutes Planning Commission April 6, 2015 Page 2 of2 Attorney Cahill noted that staff would layout the issues for the committee and Chairman Heidtke noted that plan commission members had dealt with variances in looking at plans, like putting in a swimming pool that required changes to the set-back for example. Chairman Heidtke asked for comments from the public. There were no comments from the public. Motion: President Kellermann motioned and Committee Member Koe seconded to recommend approval of an Ordinance amending the Village of Deer Park zoning code to establish a Planning and Zoning Commission and amend the penalty section. Upon Roll Call: Ayes: Heidtke, Kellermann, Comber, Wohl and Koe (5) Ayes 1 (0) Nays! (2)Absent Motion Carried 510 Motion: Committee Members Comber motioned and Wohl seconded to adjourn the meeting at 7:15 pm. Upon Roll Call: (5) Ayes 1 (0) Nays!
