1 Proposed House and Ground Rules Following is a draft proposal of the ODBC House and Ground Rules dated 10/31/17 to be reviewed for suggestions and comments from the membership at the November GM Meeting
2 PROPOSED HOUSE & GROUND RULES The following is a review of a draft (10/31/17) proposed House and Ground Rules for input and comments Text proposed to be eliminated will have a strikethrough Text proposed to add is in red We will have a final discussion and vote at the December General Membership Meeting on the proposed House and Ground Rules for our new clubhouse to become effective 1/1/18
3 ARTICLE I GENERAL Section 1. The Social Committee has full jurisdiction over the entire property of the Club on all occasions when social functions are in progress. Section 2. A Taproom or Social mixer is defined as a Club activity under the sponsorship of a member(s) for the entire membership and signed-in, invited guests. The purpose of a member-sponsored mixer is to promote friendship and camaraderie. Mixers are not for the purpose of a family rental, outside rental, birthday party, retirement celebration, graduation, wedding, Bar Mitzvah, etc. Mixers shall be presented and approved by the Board of Governors and must be coordinated with the Club Manager and Social Rental Chairman or Bar Manager as required. Mixers shall be advertised for invitation to the entire membership, up to an allowable occupancy limit, for a designated area with pre-approved hours. This may be done through the eblast and/or Newsletter, time permitting, or by signage at the Club. The sponsoring member(s) are responsible for the costs associated for all beer, wine and soft drink beverages which shall be purchased from the Club, unless otherwise approved by the Board of Governors.
4 ARTICLE I GENERAL Liquor may be supplied by the member but must be properly labeled identifying the member/owner. Food may be supplied by the member except in the Tap Room. Member(s) sponsoring the mixer are responsible for security, signing in guests, clean up, and other costs identified by the Club Manager, Social Chairman, or Bar Manager and approved by the Board of Governors. Section 3. Attire for social functions shall be coat and tie, dress turtlenect shirt and coat, unless otherwise indicated. Section 4 3. Proper attire is required on the second floor in the Club building. No member or guest shall be permitted to remain in the Club building auditorium or the Taproom without a shirt, shoes, skirt or dress, trousers or shorts. All baseball caps, At no time are men s hats, ballcaps, men s tank tops, swimsuits, and or bare feet are not considered proper attire. The Bar Manager on duty shall enforce this rule except during social functions. The attire for social functions shall be determined by the Social Chairman and advance notice given to all attendees. The Social Chairman shall enforce the proper dress code at any social function. Section 5 4. Bartenders and other paid employees of the Club are not allowed to drink alcoholic beverages on Club premises while on duty.

All entrances shall be closed and locked. Section 7. At no time shall any member attach, post, tape, staple or affix any notice, decoration, poster, announcement, photograph or other attachment to the Club s interior walls, woodwork, tile, etc. Section 8. If any member or members feel their privileges as a member have been infringed upon by any of the House and Ground Rules, they have the right to appeal to the Board of Governors. Section 8. Access to the ramp at the east end of the Club is prohibited except for designated service use for ingress and egress and shall remain roped off at all times. Section 9. Members may access the Club building from 6 AM until the Tap Room closes.

7 ARTICLE II CHILDREN OF MEMBERS The children of members are welcome at the Club, with the understanding that some social functions are Adults Only events. The safety of children is of prime importance and the concern of every member of the Club. This Article II applies to children under the age of 16 years old. Section 1. Children are not permitted to freely roam about the Club and Club building, outside grounds, Club parking lot, the wharves and floats unless escorted by an adult. or the docks. Children are NEVER permitted on the rooftop deck. Club members are responsible for the children of guests they are entertaining at or in the Club. At no time will children be allowed in the Club building, the Club parking lot, or to play in the docks Club building without a parent or adult personally supervising the activity. At no time will children be allowed to play on the grounds, docks, or the Club parking lot without a parent or adult personally supervising the activity. This section will apply for children 15 years old and under.
8 ARTICLE II CHILDREN OF MEMBERS Section 2. The orderly conduct of children while on Club premises shall be the responsibility of the parents. Club members are responsible for the children of guests they are entertaining at or in the Club. Children will not be allowed to disrupt any activity or function of the Club. At no time shall children under the age of 16 be allowed in the Tap Room after 9:00 PM. Bartenders are instructed that at 9:00 PM each evening, all children must leave the Tap Room. In the event that there are children in the Tap Room after 9:00 PM, the bartender will advise all members present that he or she cannot serve anyone until all children have left the Tap Room. Each member in violation of the rule will also receive a letter from be subject to disciplinary action by the Board.

10 ARTICLE III NON-MEMBERS Section 1. The word spouse partner includes the spouse, girlfriend or significant other boyfriend of a member. The word guest includes all other non-members. Section 2. No member may entertain more than six (6) local (Alexandria and adjacent counties) guests non members per month at the Club, including social activities. Except as set forth below in Section 3, no local guest and the same individual may be entertained more than six (6) times per year and not more than once in any calendar month, including social activities. However, guests will be permitted to accompany members through the Club s premises for the purpose of boarding the member s boat. For purposes of this Article III, local means having a residence within fifty (50) miles of the Club. No first degree relative (children, sibling or parent) of a member will be considered a guest subject to this Section 2.
11 ARTICLE III NON-MEMBERS Section 3. Applicants for membership are permitted access to the Club s facilities Club building during the period their application is posted on the bulletin board or being acted upon by after their interview with the Membership Committee only when accompanied by a member. Section 4. All Guests shall be registered in the guest book by the member host and said member or members shall register their names and member number as host and include the date, name and address of the guest(s) as host. Section 5. Expelled members seeking reinstatement to the Club membership shall not have Club or guest privileges until duly notified by the Secretary of their election to membership. Section 6. All Guests and spouses partners must conduct themselves in an orderly fashion, respect all rules of the Club and vacate the premises when the their host member leaves. The host member or members shall be responsible for the orderly conduct of their partners and guests while on Club property.
12 ARTICLE III NON-MEMBERS Section 7. No guest shall be admitted to the Clubhouse after 12:00 midnight, even though accompanied by a member. Section 8. Unless accompanied by a member, partners or guests shall not be admitted to the Club. At no time will a partner or guest be allowed the use of a Club access card or key fob. Guests and spouses are not permitted in the member s lounge at any time except when necessary in connection with a Club sponsored activity. Section 9. Unless accompanied by a member, spouses or guests shall not be admitted to the Club. At no time will a guest or spouse be allowed the use of a Club card. Section 9. Guests and spouses partners are not permitted in the Clubhouse on the night of the regular monthly meeting between the hours after 6:00 PM. and 6:00AM.

14 ARTICLE IV USE OF THE TAPROOM Section 1. At the request of the Bar Chairman, the Board of Governors has established the following hours of operation of the bar: The Tap Room operating hours are: Sunday 11:00 10:00 AM to 10:00 PM Monday- Thursday Friday 11:00 AM to 11:00 PM* Saturday 11:00 9:00 AM to 1:00 AM** *Except on General Membership meeting nights, Board of Governors meeting nights, Membership Committee meeting nights and Sportsman s Club night meetings. Closing time on these nights will be at the discretion of the Bar Chairman. **On Fridays and Saturdays, the Bar will remain open if the number of members present so justifies.
15 ARTICLE IV USE OF THE TAPROOM Section 2. No Smoking: Smoking is not allowed in the Tap Room / Ice Cream Parlor or on the Ice Cream parlor balcony at any time. Section 2. Tap Room Food Consumption: During normal hours of operation of the Tap Room No individual shall be permitted to bring outside food into the Tap Room. During a period when the bar is operational and the kitchen is not officially open, members may request approval from the President, Bar Chairman, or Club Manager to allow for bringing outside food into the taproom. Members may be permitted to bring cake and ice cream into the Tap Room during normal hours of operation. All members shall receive Club Manager, Bar Manager or Manager on Duty approval prior to proceeding with allowable uses of the taproom involving the aforementioned circumstances. Members are responsible for clean-up of the area used to consume drink and food in the taproom area. Section 4 3. When there is a social function at the Club, the Tap Room, Ballroom, and patios, may be closed by the Social Committee Chairperson when approved by the general membership Board of Governors. An eblast/notification will be sent to all members prior to any closings. Members, spouses partners and guests shall depart from the Tap Room at the discretion of the Chairperson or duly designated member of the Social Committee. Arrangements will be made to accommodate members, spouses and guests not attending the social function in setting up a bar either downstairs or outside.
16 ARTICLE IV USE OF THE TAPROOM Section 5 4. The Bar Chair or Manager on Duty of the bar has full jurisdiction over the conduct of members, partners and their spouses and guests while they are on the Club premises except in connection with a social function, as noted in the Constitution Article V Sectin V, Paragraph 1. Such and his authority will shall be absolute. recognized and his decisions observed. Section 6 5. All bars in the Club building The Taproom and bar shall remain closed while the regular monthly general membership meeting is in session. All members in the Club building during the regular meeting will must attend that meeting unless excused by the President. Only meeting attendees are entitled to the pre-meeting dinner and post-meeting complimentary beverages.
17 ARTICLE IV USE OF THE TAP ROOM REVIEW OF PROPOSED CHANGES Section 1 Tap Room hours extended Sunday 11:00 10:00 AM to 10:00 PM Monday- Thursday Friday 11:00 AM to 11:00 PM* Saturday 11:00 9:00 AM to 1:00 AM** **On Fridays and Saturdays, the Bar will remain open if the number of members present so justifies. Section 2 - An eblast/notification will be sent to all members prior to any closings of Tap Room, ballroom, patios. Arrangements will be made to accommodate members, spouses and guests not attending the social function in setting up a bar either downstairs or outside. Section 5 - Only meeting attendees are entitled to the pre-meeting dinner and post-meeting complimentary beverages.
18 ARTICLE V GROUNDS Section 1. The gates to the Club south parking lot and docks shall remain closed and locked except when entering or leaving the property. Section 2. The Club south parking lot may be used for parking by members only, except for instances where vendors, repairmen, entertainment providers, or other contractors have received prior approval from the Club Manager or Board of Governors to park temporarily in a designated area. Any exceptions must be approved by the Club Manager or Board of Governors. At no time shall a member have more than one (1) vehicle parked on the Club south parking lot. When not governed by a lease agreement with an outside party, the outside parking spaces opposite the parking lot and adjacent to the Mi Thai are for parking by members only. Only one (1) vehicle of a member may be parked on the south lot or in one of the outside spaces at a time. If outside spaces may at certain times be reserved for vehicles owned by persons performing services at the C;ub. If reserved, the outside spaces may not be used by a member. Any member planning to leave a vehicle in the Club south parking lot for more than forty-eight (48) hours shall notify the Club president or the Club Manager of his/her intent to do so.
19 ARTICLE V GROUNDS Section 2 (con t.) Any member who parks in the Club parking lot so as to block another member s vehicle shall leave the key/ignition fob visible in the vehicle and the vehicle unlocked. This will enable the vehicle to be moved when the blocked member wishes to leave the Club parking lot. Failure to comply can result in having your vehicle towed. Any member who violates this rule will receive a letter from the Board of Governors concerning possible disciplinary action. Any member who parks in the area designated for ingress and egress will automatically be subject to discipline and suspension of parking privileges. Failure to comply with the provisions of this Section 2 may result in the member s vehicle being towed. Any member who parks on the boat lot designated as the riverside of the painted white line shall leave the keys in the ignition and the vehicle unlocked. This prevents blocking boat trailers. Failure to comply can result in have your vehicle towed. Any member in violation of this rule will receive a letter from the Board of Governors oncerning possible disciplinary action.
20 ARTICLE V GROUNDS Section 3. Only members Members only shall be permitted to store kayaks, rowing shells, canoes, boats and paddle boards / trailers on Club premises. Bicycles may be parked on Club premises in bicycle racks for no longer than twenty-four (24) hours. No boat trailers may be parked or stored on Club property. Section 4. All members storing such kayaks, rowing shells, canoes and paddle boards boats and /or trailers on the south lot must register same with the Chairman of the Mooring and Berthing Committee, pay any applicable storage fee. Members not having a berth and who store a boat or boat trailer or any personal property pertaining to boats and / or boat trailers must comply with the Constitution, Article VIII, Section 1(i), Mooring & Berthing Committee. Section 5. Pets are not allowed on the Club property except when being taken to or from a member s boat. Pets are not to run loose at any time. Section 6. All members shall maintain the Club property in an orderly fashion and place all debris in appropriate receptacles.
21 ARTICLE V GROUNDS REVIEW OF PROPOSED CHANGES Section 2.
