2 SOLANO COUNTY FIRE CHIEFS ASSOCIATION GUIDELINES Statement #1 Subject: Radio Frequency Utilization Purpose: The purpose of this policy is to provide Solano County Fire Agencies with guidelines for the use of radio frequencies during emergency incidents. Solano County Agencies will utilize this policy to facilitate coordination of communication frequencies during emergency incidents. It is recognized that agencies dispatched outside of Solano County Dispatch may vary in protocols when using their radio frequencies up to a third alarm. Once an incident reaches a third alarm Solano County Dispatch will be the central coordination center for resources and communication frequencies. Implementation: All communications shall be clear text per California Firescope. All dispatch centers will have the ability to issue Tactical and Command Frequencies. Once an incident reaches a third alarm, the Incident Commander shall develop a communications plan for the incident that will accommodate mutual aid resources. Any additional frequencies needed for the incident will be requested from Solano County Dispatch. SECA interoperability frequencies should be used when possible for coordination between VHF, UHF and 800 users. Solano County Dispatch Center For consistency purposes, it is recommended that the agencies dispatched by Solano County Dispatch utilize the list attached as the first seven programmed frequencies in mobiles and portables for consistency. The remaining channels can be programmed as the agency deems necessary. Solano County Dispatch will assign an Incident Name and Tactical Channel to all First Alarm Assignments and all Vegetation Fires in the State Responsibility and Unincorporated Area. Other agencies are encouraged to practice the same procedures. If CAL Fire receives the call first, they will designate the Incident Name and frequencies to be used. This information shall be relayed to the responding units from Solano Dispatch. 2

Solano County Dispatch will be the central coordination point for tracking VHF Tactical Frequencies in Solano County. 4 SOLANO COUNTY FIRE CHIEFS ASSOCIATION GUIDELINES Statement #1 EMS air to Ground Frequency CALCORD CS CS W EMS air to ground EMS air to ground FREQUENCY USE: Dispatch Channel: Command Channel: Tactical Channel: Channel utilized for dispatching resources to emergency incidents. Channel utilized to communicate between the Incident Commander, Dispatch and Command Staff. Additional Command Channels may be requested depending on the complexity of the incident and staffing of dispatchers. Channel utilized on the fire ground by specific units and functions to allow for on-scene communications and coordination of tactical operations. Tactical Channels are assigned to incidents in order to remove unit to unit tactical communications from the Dispatch Channel. Mutual Aid Incident Communication Protocol for Multiple Alarm Incidents within Solano County: All Fire Resources responding mutual aid to a third alarm incident or greater in Solano County will notify Solano County Dispatch on Solano Fire 1. Units will remain on this frequency until they reach the incident. Solano County Dispatch will advise responding resources the assigned Command and Tactical Frequencies, Incident name and Staging Location. Resources arriving at the incident should check in at Staging unless otherwise directed. Use face-to-face communications whenever possible to reduce radio traffic. All Dispatch Centers in Solano County shall notify resources responding to a mutual/auto aid incident any known hazards such as power lines down. Units responding on strike teams will utilize the CESRS channel for communications during travel. The following lists of frequencies are used in or by Solano County resources and are recommended for portables and mobile radios. 4

Incident size up, updates and resource needs should be relayed. The primary dispatch agency or Solano County Dispatch should be informed of any resource requests made through CAL Fire. Refer to CALEMA OPERATIONS BULLETIN #28 for details on narrow banding requirements and clarification on the usage of the V Fire and White 1 frequency. Additional Frequencies used by surrounding Departments. Agencies should verify frequencies prior to programming radios for currency. 7 SOLANO COUNTY FIRE CHIEFS ASSOCIATION GUIDELINES Statement #2 Subject: Hazardous Materials Training There are five (5) levels of training that outline actions to be taken on hazardous material incidents: Initial Observer, First Responder, Emergency Responder, Hazardous Material Response Team, and Hazardous Materials Management Team. The minimum level of training for all Solano County fire service personnel shall be First Responder. Selected individuals will receive train-the-trainer instruction and will then provide assistance to departments needing First Responder training. Source: SCFCA 10/07/88 02/01/91 7

8 SOLANO COUNTY FIRE CHIEFS ASSOCIATION GUIDELINES Statement #3 Subject: Performance Standards for Out-of-County Strike Teams The policy of the Solano County Fire Chiefs Association will be to assure minimum performance standards for safety and proper preparation for Solano County firefighters who may respond as mutual aid out-of-county strike team members. The performance standards are as follows: All Personnel (Basic Wildland Course) 1. Identify your department s procedure for response to OES out-of-county strike team requests. 2. Identify the major organizational components and the chain of command, including terminology, within the Operations Section as described by NIIMS/ICS. 3. Identify the terminology utilized to describe the components of a working wildland fire. 4. Identify the basic safety considerations for operating in a wildland suppression effort. 5. Identify the fire factors identified as common denominators in fatal and near fatal wildland fires. 6. Describe the potential dangers of an air drop and identify the fire safety precautions to take if caught in an air drop. 7. Demonstrate the ability to properly deploy a tent shelter. 8. Describe the actions necessary when a vehicle is to be engulfed in a fire. 9. Identify the procedures necessary to protect a structure during an urban/wildland interface fire. 10. Demonstrate the ability to make a progressive hose lay. 11. Identify the elements of fire behavior in relation to weather conditions, topography, and fuel conditions. Engine Company Leader 1. Complete the Basic Wildland Course with a minimum score of 75%. 2. Complete the ICS 220 training course (general familiarization of the Incident Command System). 3. Describe the state and local area SOP s for the activation of an out-of-county strike team. 4. Describe the major organizational components and the chain of command, including terminology, within the Operations Section as described by NIIMS/ICS. 8

9 Statement #3, Continued 5. Describe the ten Standard Firefighting Orders and identify the considerations for each. 6. Describe the 18 Watch Out Fire Situations. 7. Describe the tactics and methods employed to provide structure protection in wildland fire suppression operations. 8. Describe the strategy and tactics utilized in basic wildland fire attack methods. 9. Describe fire behavior in relation to weather conditions, topography, and fuel conditions. Strike Team Leader 1. Completion of Basic Wildland Course with a minimum score of 85% 2. Completion of Engine Company Leader Course with a minimum score of 85%. 3. Completion of ICS 334 (Strike Team Leader engine). 4. Completion of a biannual ICS 334 refresher course. Each agency will take the responsibility for instructing and certifying their personnel in the Basic Wildland Course and the Engine Company Leader Course. ICS 334 will be provided through the California Fire Service and Training System and will be offered as needed. Strike Team leaders, paid or volunteer, must hold the position of Captain or above, preferably a Chief Officer. To be placed on the Strike Team Leaders list, used by the OES Area Fire and Rescue Coordinator, the Fire Chief of each agency will nominate their personnel meeting the performance standard and rank requirements through a letter. The letter should be addressed to the OES Area Fire and Rescue Coordinator and should include copies of certificates indicating completion of ICS 334 training/ refresher course for each person nominated. Certificates must be current for the year. By arrangement with the County Fire Training Officers Association, the OES Area Fire and Rescue Coordinator will submit, to the Training Officers, all nominations and certificates. The Training Officers will return to the Area Coordinator a completed list of names, by department, of those individuals qualifying as Strike Team Leaders for the current fire season. When unified command must be established, it will be established at one designated command post. The command post will be designated by an orange flag clearly visible above the command post location. 11 SOLANO COUNTY FIRE CHIEFS ASSOCIATION GUIDELINES Statement #5 Subject: Out of County Strike Teams Strike Team members responding from Solano County fire agencies to incidents outside the boundaries of the County of Solano shall have at a minimum: 1. All Members: Completed the Solano County Basic Wildland Fire Fighting course (I). 2. Company Officers: Completed the Solano County Basic Wildland Fire Fighting course (I). Completed the Solano County Engine Company Leader course (II). 3. Strike Team Leaders: Completed the Solano County Basic Wildland Fire Fighting course (I). Completed the Solano County Engine Company Leader course (II). Completed the ICS 220 course (III). Completed the ICS 334 course, subsequent to 1986 (IV). Departments will not send or allow any person to respond as a Strike Team member, in any capacity, without assuring that the individual meets the minimum requirements for the position he/she is to fill. Departments will assure that their personnel are equipped with the required Personal Protective Clothing and Equipment for Firefighters, for structure and wildland firefighting operations before they respond to the Strike Team s rendezvous point. The Strike Team Leader will use CCR Title 8, GISO, Article 10.1, Sections 3401 through 3411 inclusive, as the guide when reviewing Strike Team members at the rendezvous point. Due to fire ground safety requirements, it is expected that the Strike Team Leader will return all members to their home department if they do not meet the aforementioned requirements. 12 SOLANO COUNTY FIRE CHIEFS ASSOCIATION GUIDELINES Statement #6 Subject: Fire Conditions and Response Potential Responding to questions from the media regarding fire conditions, response capabilities, and ongoing fire/rescue activities, concerning cities, fire districts, or ongoing mutual aid efforts, is the responsibility of each individual agency. The policy of this Association regarding press releases or inquires shall be to direct the media to the department or agency affected. Generalized questions regarding overall county readiness for fire, rescue, mutual aid, and other fire response capabilities will be directed to the Area Fire and Rescue Coordinator. However, the Area Fire and Rescue Coordinator will not answer specific inquiries concerning individual agencies. Source: Various SCFCA meetings 02/20/91 12

13 SOLANO COUNTY FIRE CHIEFS ASSOCIATION GUIDELINES Statement #7 Subject: Mutual Aid Considerations All requests for mutual aid units must go through Solano Dispatch. A. Plainfield WPL.. Yolo Dispatch 6. Winters WNT.. Yolo Dispatch Mutual aid requests and dispatching of mutual aid units will be managed in a systematic fashion. A. The request for mutual aid should follow a unified format. 1. State the type and kind of resource needed. 2. State the amount of resources needed (by type and kind). 3. Give specific roadway directions; give the staging location; who to contact when mutual aid units are on-scene; and radio frequency to use. B. The filling of mutual aid requests should follow a unified format. 1. Solano Dispatch will fill the mutual aid request based upon the matrix of resources. (a) If the IC s request deviates from the matrix, Solano Dispatch will request confirmation of the variance. 2. Solano Dispatch will notify the IC when the mutual aid request has been filled. 13

14 Statement #3, Continued 3. Solano Dispatch will notify the Area Fire and Rescue Coordinator of the mutual aid request when two (2) or more units are needed and are dispatched. (a) The coordinator will respond to the EOC if: 1) Requested by the Incident Commander (IC). 2) Requested by the Chief Dispatcher. 3) Potential for the incident to escalate. (b) Alternate Coordinators will respond to the emergency scene, for mutual aid coordination effort, when: 1) Requested by the Incident Commander (IC). 2) Requested by the Area Coordinator. (c) When the Coordinator responds to the E.O.C., he/she shall: 1) Advise the IC via Solano Fire 1 ( ) that the Fire and Rescue Operations Coordination Center is activated. 2) Advise Solano Dispatch to inform County OES. 3) Provide for an Alternate to assist in tabulating resource use and availability. Local resource Strike Teams are pre-designated and cannot include any state owned resources. Staging areas are also pre-designated but may change based upon exigent circumstances. Strike Team leaders must have a current certificate showing completion of the Solano County Fire Chiefs required training (Wildland Fire Control, Engine Leader ICS 220, Strike Team Leader ICS 334 [after 1986]; authorization from their Fire Chief; and a Code-3 vehicle capable of multi-vhf frequencies. The local Area Fire and Rescue Coordinator will be advised whenever any OES engine assigned to the Solano area is used for Mutual Aid, local fire response, and training. 15 SOLANO COUNTY FIRE CHIEFS ASSOCIATION GUIDELINES Statement #8 Subject: Committee Reports All committee reports for the Solano County Fire Chiefs Association meetings will be presented to the Secretary of the Association, typed if possible, at least one week prior to the next Chiefs meeting. 17 SOLANO COUNTY FIRE CHIEFS ASSOCIATION GUIDELINES Statement #10 Subject: Sub-Groups The Solano County Fire Chiefs Association recognizes the benefit of individuals with common interests meeting regularly to enhance their professional expertise. For that reason the Solano County Fire Chiefs Association will support, as the sponsoring agency, sub-groups whose aims are to improve and further the fire service regarding response, suppression, training, prevention, education, investigation, and other areas as they may be developed. Currently, the sponsored sub-groups include: Training Officers, Fire Prevention Officers, and Fire Investigators. Source: SCFCA 02/07/91 02/19/91 17

18 SOLANO COUNTY FIRE CHIEFS ASSOCIATION GUIDELINES Statement #11 Subject: Reporting of Liaison Groups Section representatives shall contact the Solano County Fire Chiefs Association liaison representative if and when Sections need to report to the Association. All Section reports shall be in written form and scheduled on the agenda. Association liaison to Association Sections shall attend Section meetings periodically and shall keep the Association informed on Section activities and operations. 19 SOLANO COUNTY FIRE CHIEFS ASSOCIATION GUIDELINES Statement #12 Subject: MAYDAY Emergency Traffic PURPOSE To establish an operational guideline for communications by firefighting personnel on an incident. This communication plan is intended to be for ALL RISK SITUATIONS. Such incidents may involve, structure fires, vehicle accidents, vegetation fires, technical rescues, etc. The intent of this policy is to identify the different types of communication to be used whether a Firefighter is in need of assistance, important information shared, or an evacuation is needed. RESPONSIBILITY All Solano County Fire Agencies are responsible for understanding and following this guideline. It is the responsibility of all individuals on scene to use this communication plan during an emergency incident. The Supervisor(s) on an incident are directly responsible for monitoring and relaying pertinent radio traffic. All personnel on the incident shall refrain from excessive radio traffic during a MAYDAY or EMERGENCY TRAFFIC broadcast. Survivability will depend on personnel being disciplined in radio traffic during an emergency situation. Pertinent information such as MAYDAY or EMERGENCY TRAFFIC needs to be relayed to the immediate Supervisor immediately. EMERGENCY TRAFFIC The term, EMERGENCY TRAFFIC, will only be used by personnel who need to declare important information. This may include structural integrity issues, potential safety issues on the incident or situations needing immediate assistance. Emergency Traffic should be used to report a Firefighter or civilian injury on the fireground. MAYDAY Firefighters who are in need of emergency assistance should declare a MAYDAY over the assigned channel that they are on at the time of the incident. If you are assigned to a tactical channel and have no success in reaching your immediate Supervisor or Incident Commander, declare a MAYDAY on the command channel or primary dispatch channel. The dispatcher shall contact the Incident Commander and relay the Mayday information. Firefighters should declare a MAYDAY early on so as to allow time for reaction by rescue companies on the incident. 19

20 When a Firefighter is requesting emergency assistance, the individual shall announce MAYDAY, MAYDAY, MAYDAY over the radio. It is important for the individual to stay calm when declaring the emergency so that the immediate Supervisor or Incident Commander has a better chance of hearing the announcement. Additional details can be found in the Rapid Intervention Crew Tactics Plan. Mayday Parameters Mayday shall be broadcasted by any Firefighter involved in any of these situations: FALL and in need of assistance ALARM Any situation which requires you to activate your PASS, such as a low or out of air condition, distress, medical emergency (Always call for help BEFORE activating PASS manually) CAUGHT in an entanglement and cannot self-extricate in the first attempt LOST Disoriented, separated from hoseline, don t know the way out TRAPPED cut off by debris, fire, smoke, and heat STRUCK struck by vehicle BURNOVER entrapped or surrounded by fire The Firefighter broadcasting Mayday will attempt to provide the following information: 1. Name: Name of person needing assistance 2. Unit/ Assignment/ Location: Unit number/ What were you doing/ Where are you? 3. Conditions: Present conditions? 4. Actions: What are you doing? 5. Needs: What is needed? ADDITIONAL CONSIDERATIONS Current conditions (lost, trapped, down firefighter, struck by vehicle, burned over, etc.) If the individual(s) are interior of a structure, identify air supply capacity Size up the situation and assign TWO IN/TWO OUT/Rapid Intervention Crew (RIC) or personnel to effect a firefighter rescue if deemed safe to do so or as soon as possible Locate personnel involved in an incident other than a structure fire and render help or assistance as soon as possible Conduct a Personnel Accountability Report (P.A.R.) 20

21 Immediately notify dispatch of the situation Continuously communicate with the personnel who have initiated the MAYDAY if physical contact cannot be made with the individual(s) The Dispatch Center should advise the Incident Commander the elapsed time at each ten minute interval or until the incident is declared under control. This will serve as a reminder to the Incident Commander how long the incident has been in progress. Once a MAYDAY has been declared, the following actions should be taken by the Incident Commander: The Incident Commander shall clear all radio traffic from the radio channel in use by stating, ALL UNITS ON THE INCIDENT HOLD YOUR TRAFFIC The Incident Commander shall acknowledge the MAYDAY by the individual requesting emergency assistance Ascertain the following information from the person(s) calling the MAYDAY by asking the Firefighter the NUCAN assessment Implement the Rapid Intervention Crew Tactical Plan Immediate action shall be taken to render help to the Firefighter(s) requesting the MAYDAY. Care shall be taken to keep fire suppression activities intact during a MAYDAY. EVACUATION SIGNAL This will be used anytime a situation occurs during an incident that requires the immediate evacuation of personnel from a building. Emergency Evacuation Signal On occasion the Incident Commander may need to evacuate the building due to safety concerns or changing from an Offensive to Defensive Operation. The Incident Commander shall initiate radio traffic, ALL PERSONNEL ON THE INCIDENT EMERGENCY TRAFFIC, ALL PERSONNEL NEED TO EVACUATE THE BUILDING. Once radio traffic has been completed, an audible evacuation signal shall be initiated by utilizing the air horn of a fire apparatus. This will consist of three blasts of the air horn for approximately ten seconds each blast. A P.A.R. shall be completed immediately following the signal to evacuate the building for accountability purposes. Adopted 12/1/11 21

22 GUIDELINES Statement #13 Subject: Accountability of Personnel The purpose of these guidelines is: 1. To establish a coordinated system of monitoring and tracking personnel. 2. To enable Incident Command to identify and account for the function and location of all personnel. 3. To facilitate the rapid rescue of trapped, injured, or lost firefighters. General Procedure T-Cards 1. Prior to arriving to mutual aid incidents, each unit will fill out a T-Card with the three-letter agency identifier, radio identifier, and names of personnel assigned. 2. Upon arrival at an emergency incident, the T-Card shall be given to one of the following: a. The Incident Commander b. The Staging Manager/Check In Recorder c. The assigned Division or Group Supervisor d. The Plans Section Chief Accountability Tags 1. Each member shall be issued two Personnel Accountability Tags capable of being attached to an Apparatus Accountability Ring. The tags will be available with personal protective equipment, one for structure and one for wildland, when not in use. Each tag will have the individual s name and agency identified on it. The size of the tag shall be approximately 1 x Each fire apparatus shall be issued one Apparatus Accountability Ring with Apparatus Identification Tag. The Apparatus Identification Tag shall signify agency, by three-letter designator, the radio call identifier. The Apparatus Tag will be of approximately the same size as the Personnel Accountability Tag. The Apparatus Accountability Ring with Tag will be located in the cab of the apparatus/vehicle near the officer s seat. 3. When personnel are assigned to an apparatus they shall remove their Personnel Accountability Tag and place it on the Apparatus Accountability Ring. 22

Personnel entering atmospheres immediately dangerous to life and health, I.D.L.H., will give the Apparatus Accountability Ring with Personnel Tags to the individual responsible for I.D.L.H. accountability. 26 GUIDELINES Statement #14 Subject: Response Procedure for Strike Teams/Task Forces/Individual Resources Resource request for Strike Teams will come from the Region II Dispatch Center. As soon as the necessary information is received from Region II Dispatch Center, Solano Dispatch will complete the Strike Team / Task Force Dispatch Work Sheet with the information provided and the On-Duty OES Fire & Rescue Area Coordinator will be notified via pager, phone, or radio. After the request is reviewed and approved by the On-Duty Area Coordinator, the dispatcher will request a Strike Team Leader (STL), STL Trainee, and Strike Team. The STL and STL Trainee will be selected using the Strike Team Leader Selection procedure described below. The engines that will make up the strike team will be selected using the Engine Selection procedure described below. Solano Dispatch will request the needed resources through the Duty Chief of those agencies serviced by Solano and the dispatch center (PSAP) for all other agencies. A pre-determined list of Rendezvous Point Locations has been provided as a guideline for the STL. Engine Selection Request for engine strike teams can be divided into two categories, OES (state owned) engines or local government engines. Request for OES (State Owned) Engines At the time of notification, the regional dispatch center will specify which OES Engines will be included in the makeup of the strike team. Generally, Strike Team 2801 would consist of OES 237 (Suisun FPD), OES 252 (Napa FD), OES 245 (Benicia FD), OES 244 (Vacaville FPD), OES 250 (Santa Rosa), and OES 209 (Valley of the Moon). Request for Local Government Engines Upon determining the type of local government engines being requested, the dispatcher will refer to the Pre-Designated Strike Team list(s) for the type of strike team being requested. Solano Dispatch will request the needed resources through the Duty Chief of those agencies serviced by Solano and the dispatch center (PSAP) for all other agencies. When it is determined that an agency can fill the request, the Strike Team / Task Force Dispatch Work Sheet will be faxed to the agency. Request for Local Government Task Forces or Individual Resources When Solano Dispatch receives a request for a Task Force or Individual Overhead Resources, the On-Duty Area Coordinator must be contacted immediately to coordinate this special request. 26

27 Rendezvous Point Selection Unless there are unusual circumstances, the following list of pre-determined Rendezvous Point locations shall be used. These locations are determined by the direction of travel out of Solano County. The Strike Team Leader can change the rendezvous based on the response or special circumstances: Destinations that travel North on Highway 101, West on Interstate 80, or West on Highway 12 will rendezvous at Solano County Fairgrounds in Vallejo. Destinations that travel North on Interstate 505 will rendezvous at Home Depot in Vacaville. Destinations that travel South on Interstate 680 will rendezvous at I-680 Lake Herman Road Off Ramp at the Vista Point in Benicia. Destinations that travel East on Highway 12 will rendezvous at Station 55 in Rio Vista. Destinations on I-80 East of I-505 will rendezvous at the Wal-Mart in Dixon. Initial Attack, Code Three: This mode of response is for counties adjoining Solano County only. Responding units will be directed to rendezvous at the incident only after the On-Duty Fire & Rescue Area Coordinator and responding STL have been notified. Strike Team Leader / Trainee Selection The Area Coordinator will provide Solano Dispatch with a matrix that pre-assigns the rotating responsibility of providing STL & STL Trainees by department on a weekly basis. If an agency determines that they will not be able to fill the position of a STL or STL Trainee during the specified time period, they shall contact Solano Dispatch as soon as possible and request they be replaced on the list. The dispatcher will fill the vacancy by contacting the next agency(s) on the list in order (downward direction) until the position is filled. The dispatcher will notify the On-Duty Fire & Rescue Area Coordinator whenever this adjustment is made. Pre-Designated Local Government Strike Team Selection The Area Coordinator will provide Solano Dispatch with a matrix that pre-assigns the monthly rotating responsibility of Pre-designated Local Government Strike Teams by department. In the event an agency determines that they will not be able to meet their commitment, they shall contact Solano Dispatch as soon as possible and request they be replaced on the list. Solano Dispatch will contact the alternates in prioritized order to fill the vacancy. 27

28 Special Circumstances Requests for a second or third strike team will be determined and filled in the same order, until the request is filled. When the first order for a strike team is filled, at the direction of the On-Duty Fire & Rescue Area Coordinator, the Solano dispatcher will notify the next agencies in line that they are up for a subsequent request. It is understood that on occasion it might be necessary to modify the above procedure in order to get the needed resources to the appropriate destination in a timely fashion. The On-Duty Fire & Rescue Area Coordinator shall approve modifications to the above procedure. Whenever a modification must be made, the Area Coordinator shall report the reasoning for the modification to the Solano County Fire Chiefs Association. Adopted 11/1/07 28

29 GUIDELINES Statement #15 Subject: CA Incident Command Certification System Purpose The Office of State Fire Marshal (OSFM), Office of Emergency Services (OES), and Firescope have developed a California recognized standard certification system for wildland firefighting and Incident Command System (ICS) Positions. The new system is known as The California Incident Command Certification System (CICCS). CICCS was developed to include prerequisites, training standards, experience, physical fitness levels, performance standards (tracked on Position Task Books), and currency requirements. CICCS requires that a peer review committee be established to review ICS Level 300 position qualifications submitted by individuals from its Operational Area. Solano County Fire Chiefs has established a county level Peer Review Committee to review 300 Level positions as required by the CICCS. This guideline is intended to provide information on how to apply for ICS Level 300 positions like Strike Team Leader-Engine, Division Group Supervisor, Task Force Leader, and all other Level 300 Positions outlined in NWCG Criteria All applicants must meet current requirements using the CICCS adopted version of National Wildfire Coordination Group Wildland Prescribed Fire Qualifications Guide Verifying Official MUST verify requirements are true and correct, utilizing the CICCS Application Form. Verifying Official MUST verify experience for the position for which the applicant is applying for, utilizing the CICCS Application Experience page. All applicants MUST record pertinent training courses for the applied for position, utilizing CICCS Application-Training page. Submission Process The purpose of this is to reduce the amount of time it takes to process the application and to assure the applicant meets all of the requirements. The role of the Peer Review Committee is to review and approve or deny applications for Level 300 certifications only. The applicant shall complete a CICCS application packet, available on line at and provide all documentation necessary to their designated department official for review. The designated official will review the application to verify that it is complete prior to submitting to the Operational Area Coordinator. 29

30 Applications submitted to the Peer Review Committee that do not meet the requirements will NOT be processed and will be returned to the individual with a letter stating what is missing. Applicants must submit a separate application packet for each position for which they desire to be approved. CICCS Certification Levels ICS Level 100 and 200 positions The Fire Chief of an organized fire department is authorized to determine that an individual meets the certification requirements for the ICS 100 and 200 level positions listed in NWCG ICS Level 300 positions Individuals shall submit a completed application packet to the Operational Area Coordinator for the review process. ICS Level 400 positions Individuals shall submit their application packet to the OES Regional Coordinator. ICS Level 500 and 600 positions Individuals shall submit their application packet to the PACE V Committee through the OSFM. The submission packet will include the following: A completed CICCS Application. An original letter on Department letterhead signed by the Fire Chief (or designee) with the following information: Identify the applicant s name and department rank. Describe the position the applicant is applying for and verify that the individual meets the certification requirements as set forth in NWCG Identify if the applicant is approved for Trainee Position or has completed the Qualifications from the Task Book for the position requested and is ready to fill the position. That the applicant meets the arduous physical requirement set forth in NWCG as required. Copies of Course Completion Certificates for required training as set forth in NWCG Completed Task Book in its entirety with page number two signed by the Fire Chief (or designee) 30

31 Peer Review Process The Area Operational Coordinator will submit the received CICCS applications to the Peer Review Committee Chair for review. The Peer Review Committee will meet on a regular or as needed basis to review the submitted applications. The Peer Review Committee will make recommendations to the Area Operational Coordinator whether the individual should be approved or denied based on the completeness of the CICCS application, documented experience, and course certification. The Area Operational Coordinator will send a letter to the individual and the Fire Chief advising them whether they were approved or denied and give a short description of reasoning if an individual is denied. Additional Requirements from the Solano County Fire Chiefs Applicants applying for the position of Strike Team Leader must be a minimum of a Captain within the organization that is approving the individual. Applicants must serve in the applied for position as a trainee on a minimum of three separate incidents. Task Books shall reflect three separate incidents prior to approval. Appeals Process Appeals relative to denial of eligibility for certification may be made by utilizing the following procedures: Appeals shall be in writing, directed to the Operational Area Review Committee Chair no later than 30 days after notification of initial review and denial. Appeals must contain (at a minimum) a description of the reason/circumstances leading to the appeal, supporting documentation, and the desired outcome. The Chair shall render his/her decision in writing within 30 days of receipt of appeal. The decision of the Chair shall be final. Approval Once the individual has been approved for the position(s) requested, they will receive a letter stating they have been accepted and their name will be placed on the Solano County Operational Area Personnel Qualifications List. A letter will also be sent to the Fire Chief of the applicant s department for notification. Adopted 11/1/07 31

32 SOLANO COUNTY FIRE CHIEFS ASSOCIATION GUIDELINES Statement #16 Subject: Rapid Intervention Crew Tactical Plan PURPOSE To establish a Rapid Intervention Crew (RIC) operational guideline that incorporates a proactive approach to increasing firefighter safety and accountability on the fireground. RESPONSIBILITY All Solano County Fire Agencies are responsible for understanding and following this guideline. DEFINITIONS A. Rapid Intervention Crew (RIC) Three to five firefighters are suggested for a RIC to be effective and their primary function on the fireground is to rescue firefighters who become lost, trapped, or in trouble. B. Mayday The radio message Mayday will be reserved only to report that a firefighter is lost, trapped, or in trouble and needs immediate assistance. Any Mayday broadcast will become priority radio traffic and all other fireground radio traffic on that radio channel will cease immediately so that the firefighter broadcasting Mayday can relay vital information. A Mayday will typically be broadcast by one of the following personnel: 1. The firefighter who is lost, trapped, cut off, burned over, injured, or in trouble. 2. The Company Officer who cannot account for an assigned firefighter following a Personnel Accountability Report (PAR). 3. By any firefighter who witnesses or has confirmed that a firefighter is lost, trapped, or in trouble. C. Personnel Accountability Report (PAR) A roll call taken of all personnel operating on the fireground, usually requested by the Incident Commander during active firefighting operations. The purpose of this roll call is to confirm that all personnel are safe and accounted for. D. RIC Identifier Refers to the identifier given to a Company once assigned to the RIC. A RIC may be identified as the apparatus identifier or by a sequential number. When multiple RIC teams are established, they may be identified by apparatus identifier or by sequential order in which they are established (i.e. RIC 1, RIC 2, RIC 3, etc.). 32

33 E. Mayday Parameters A guideline developed to assist firefighters in recognizing potentially life threatening situations in which it is appropriate to broadcast Mayday and call for help. Mayday is intended to be used for all risk situations. F. Personal Alert Safety System (PASS) A personal alarm that is incorporated into the self-contained-breathing-apparatus. This alarm is a one-way communication device that signals that the firefighter is in trouble and needs immediate assistance. The alarm also serves as a beacon to assist rescuers in finding the firefighter by emitting a high pitched squeal and flashing lights. This alarm is activated either manually or automatically when the wearer is motionless for approximately 30 seconds. G. IDLH Immediately Dangerous to Life or Health. An environment likely to cause death, immediate or delayed health effects, or prevent escape from such an environment. H. Two-In/Two-Out Per OSHA Respiratory Protection Standard 29 CFR , when an IDLH atmosphere exists, two appropriately equipped personnel must remain on stand-by outside the hazard area while a team of two appropriately equipped personnel work inside the IDLH atmosphere. The purpose of this stand-by crew is to track personnel operating in the hazard area and provide rescue for those personnel should they become in trouble and need immediate assistance. Per this guideline any structure fire that has progressed beyond the Incipient Stage is considered to be an IDLH atmosphere. The two exceptions to this rule are when there is a Known Rescue or when the fire is still in the Incipient Stage. PROCEDURES A. The RIC must be prepared to rescue firefighters once assigned. Any Company assigned as a RIC will take proactive measures to identify, eliminate, or reduce the hazards present on the fireground. B. The RIC should begin a size-up by developing a mental picture of the structure and where operating companies may be working inside. Utilize your personal knowledge of the type of construction and special hazards that you may encounter in making decisions. C. Once assigned, the RIC will perform a size-up and report any concerns to the immediate Supervisor. (See Appendix B, RIC Officer Tactical Checklist): 1. Perform a 360-degree survey of the exterior of the fire building when possible. 2. Identify the number and location of assigned companies in the fire building. 3. Identify the operational strategy and tactics. 33
