2 - 2 - Keith Hillier ADM, Service Delivery (participated part of the day) Bernard Butler Director General, Policy and Research Peter Yendall Director General, Communications (participated part of the day) Colleen Soltermann Director, Outreach, Consultation and Engagement Karen Rose Special Project Coordinator, Outreach, Consultation and Engagement Opening Remarks The Honourable Stephen Blaney, Minister of Veterans Affairs, provided opening remarks and responded to comments and questions from the group. Veterans organizations strongly emphasized that Veterans Affairs Canada should be exempt from the deficit reduction action plan. Overview of Agenda/Review of June 14 th Discussion Notes Suzanne Tining, delivered a welcome message and provided an overview of the agenda with a brief description of the purpose of each item. James Gilbert summarized the discussions from June 14 th and the steps the Department has taken to address the feedback from this planning meeting. Members will be provided with the opportunity to input into the agenda in future meetings. The recommendations from VAC s former advisory committees continue to be relevant. The Committee will begin by reviewing the recommendations from the New Veterans Charter Advisory Group (NVCAG). Benefits Navigator /Plain Language James Gilbert presented the Benefits Navigator project and the work underway in the Department to make the tool available internally to the Department, as well as the work underway to make it available on the VAC external website. Peter Yendall talked about plain language and the clean-up of the web site to remove outdated and redundant information as well as the publications review underway. VAC agreed to consider the recommendation that the Benefits Navigator be broadened to include linkages with other Government Departments such as Canada Revenue Agency, Canada Pension Plan, and Service Canada. VAC will continue the work to review its website with the objective of removing redundant and outdated information and pages, and will continue its efforts to ensure that information is in plain language.
3 - 3 - Cutting Red Tape Presentation - Transformation Agenda Mary Chaput delivered a presentation on the key improvements the department has made in its goal to cut red tape. IT investments are a significant element of VAC s transformation plan with a view to Cutting Red Tape. The Committee will be updated on the progress including measurable results. VAC will explore opportunities and options for promoting the My VAC Account features and will report back to the Committee at the next meeting. VAC will engage the members of the Stakeholder Committee on further enhancement to the My VAC Account. VeteranVoice.info offered to carry out a survey to determine what their membership would consider as priority features for the My VAC Account. Veterans Affairs Canada will follow-up directly with VeteranVoice.info to pursue this offer. Presentation on the Recommendations of New Veterans Charter Advisory Group (NVCAG) and Departmental Response Muriel Westmorland, chair of the former NVCAG, made a presentation on the recommendations of the NVCAG. Bernard Butler responded on behalf of the Department providing an update on actions taken to address the recommendations. VAC will provide Committee participants a document which summarizes the actions taken to address the NVCAG recommendations. Commemoration UN Missions Ron Griffis, National President of the Canadian Association of Veterans in United Nations Peacekeeping requested that this item be added to the agenda. The discussion focused on how best to commemorate and honour peacekeeping Veterans (modernday Veterans). VAC will provide a written overview of its plans for commemorating UN Missions. VAC will continue to engage Committee members on its Remembrance programming and how best to recognize and remember modern-day Veterans.
4 - 4 - Terms of Reference The Terms of Reference were developed based on discussions at the June 14 th planning meeting. They were distributed as part of the meeting package sent on October 14, James Gilbert reviewed the latest version with the group. Terms of reference are to be updated to reflect that the Committee is a forum for twoway discussion, that meeting agendas will be developed in consultation with the membership and that VAC will provide records of decisions. Work Plan As outlined in the Terms of Reference the intent of the work plan is to identify five or six issues to collectively pursue together. Committee felt that it was not ready to proceed with a work plan at this time, however, agreed that a proposed list of issues could be identified which would include the following potential issues: Implementation of all the recommendations in the New Veterans Charter Advisory Group Income/Education/Post Age 65 Benefits Front-line service capacity Policy simplification - use of presumptions Information Technology Mental Health Partnerships Canadian Institute for Health Research Severely injured Long Term Care and Health Services (including dental) Single application for multiple programs This will be further discussed at next meeting. Next Steps VAC has agreed to provide members with updates to its various initiatives on a regular basis. VAC has agreed to extend meetings over 1 ½ - 2 days. The next meeting will be held in four (4) months. Other Colonel Blais agreed to canvas still serving members, from private through to chief, on their opinion of the New Veterans Charter.
5 - 5 - VAC has agreed to explore whether the Independent Assessment Report can be released. Advisors agreed to forward to Committee members any research and seminal work pertaining to Veterans issues that they may be aware of. The Deputy Minister agreed to inform Committee members of the outcomes of Government s deficit reduction action plan as soon as she is authorized to do so.
