1 Military to Civilian Roles and Responsibilities

2 Enlisted Personnel Civilian: Crew and Team Members E-4 Specialist Senior Airman E-3 Private First Class Airman First Class Lance Corporal Seaman E-2 Private Airman Private First Class Seaman Apprentice E-1 Private (Recruit) Airman Basic Private Seaman Recruit The bottom 4 ranks of the enlisted corps are deigned for learning and developing a skill. This included basic training, technical school, and on-the-job training in a specific military occupation. Close supervision is provided while military members learn their crafts. Those in the E4 ranks are considered to be highly skilled and are starting to assume higher levels of responsibility and supervision. These ranks equate to line staff to front line supervisors. They generally have less than 4 years experience in the organization with generally a GED or HS Diploma.

3 Enlisted Personnel Civilian: Journeyman, Foreman, Supervisor, Task Leader, Leads E-6 Staff Technical Staff Petty Officer First Class E-5 Staff E-4 Corporal Corporal Petty Officer Second Class Petty Officer Third Class The middle enlisted ranks are those of the working supervisor. Those persons in these ranks hold the responsibilities of shift supervisor or team leader, trainers, and are technical experts in their fields. They represent their offices on cross-functional teams and work closely with managers to see that organizational performance is in compliance with leaderships goals and strategies. They have anywhere from 4-15 years experience and may hold a AA or AT Degree and foundational supervisory training.

4 Senior Enlisted Personnel Civilian: Activity Coordinators, Senior Supervisor, Foreman, Operations Manager, Senior Advisor E-9 Command Major or Major Chief Master Major or Master Gunnery Force/Command Master Chief Petty Officer or Master Chief Petty Officer E-8 First or Master Senior Master First Master Senior Chief Petty Officer E-7 First Class Master Gunnery Chief Petty Officer The middle senior enlisted ranks are those person who have moved from technical worker to coordinating the activities of many. They may hold direct supervisory responsibilities over those who supervise others. They coordinate activities to ensure organizational goals met. They are equivalent to shift or operational managers and have from years experience and may hold a BS degree and advanced leadership training.

5 Warrant Officers Civilian: Technical Manager/Specialists Coast Guard W-5 Master Warrant Officer 5 Chief Warrant Officer 5 Master Warrant Officer W-4 Warrant Officer 4 W-3 Warrant Officer 3 W-2 Warrant Officer 2 Chief Warrant Officer 4 Chief Warrant Officer 3 Chief Warrant Officer 2 Warrant Officer 4 Warrant Officer 3 Warrant Officer 2 W-1 Warrant Officer 1 Warrant Officer Warrant Officer 1 Warrant officers are highly skilled, single-track specialists. They may command aircraft, vessels, or armored vehicles. They provide leadership with unique skills, experience, and consultation. They could be considered equal to internal consultants, quality or performance auditors, other persons with very specialized skills, education, or backgrounds that help the organization move foreword. May hold specialized degrees or certifications.

6 Company or Junior Grand Officers Civilian: First Line Managers, Project Officer/Manager O-3 Captain Captain Captain O-2 1st 1st 1st, Junior Grade O-1 2nd 2nd 2nd Ensign The lower three officer ranks are managers of individual units. They supervise the Senior Enlisted staff and have organizational level responsibilities to include levying punishment. They would be office or unit managers overseeing all functions of management. They would not be union members and represent the organizational leadership. At the 0-1 level they are attending Basic Officer Candidate School and learning the fundamentals of management. Most hold BS degrees.

7 Field Grade Officers: Civilian: Program Director, Program Manager O-6 Colonel Colonel Colonel Captain O-5 Colonel Colonel Colonel O-4 Major Major Major Commander Commander Field grade officers manage larger or multiple units who work closely together. They hold operational positions that insure strategic plans are implemented and provide management counseling to lower level officers and staff. Most will hold graduate degrees and advance leadership training.

8 Officers Civilian: Strategic Planners, Director, Managing Director Coast Guard O-10 Army Chief of Staff Air Force Chief of Staff Commandant of the Marine Corps Chief of Naval Operations Commandant of the Admiral O-9 Vice Admiral O-8 Major Major Major O-7 Brigadier Brigadier Brigadier Rear Admiral (Upper Half) Rear Admiral (Lower Half) The highest levels of management and leadership. Officers develop and implement strategic plans and hold responsibility of divisions with disconnected missions. They may be division managers, directors, or board advisory members.
