Here you will have an opportunity to work with an outstanding team of professionals that provide the New York Metropolitan Area with the most skilled air traffic services available. Your knowledge, abilities and positive attitude made you a highly regarded addition to our team, and I am certain that you will help contribute to the future success of the air traffic profession. The official name of the New York TRACON is the Charles A. Lindbergh Federal Building, because it occupies a historic location. In 1927, Charles A. Lindbergh, aboard the Spirit of St. Louis, broke ground barely clearing the very tree tops at this site to begin his epic flight across the Atlantic Ocean to Paris, France. From this ambitious start, the history of Long Island, New York, is filled with advancements in aviation. By joining the workforce of New York TRACON you will become part of this prestigious history. All of us want to make your tenure at this facility as enjoyable and rewarding as possible. 5 New York TRACON Leadership Team Mark A. Guiod, Air Traffic Manager, New York TRACON, (516) Originally from Boston Massachusetts, Mark started flying at age 12, soloed at age 16, and has been a licensed pilot since age 19. He served in the United States Army, attended Embry Riddle Aeronautical University for his undergraduate studies and graduated from the FAA's Senior Leadership Development Program in 2009 including completion of the Senior Executive Fellows program at Harvard University's John F Kennedy School of Government. He has 32 years of service with the Federal Aviation Administration, including operational assignments at Boston ARTCC (ZBW), Boston ATCT (BOS), and Boston TRACON (A90). Other positions he has held include Flight Data Specialist, Air Traffic Controller, Traffic Management Coordinator, Quality Assurance Specialist, Operations Supervisor, Regional Office Specialist, Headquarters Branch Manager and Quality Through Partnership Coordinator. He has served as the Air Traffic Manager at Worcester ATCT (ORH), Bradley ATCT (BDL), and Yankee TRACON (Y90). Mark was the ATO Executive Lead on three national NATCA contract negotiations teams (Staff Support, Multi Unit and the current Consolidated NATCA Contract). He previously managed the ATO's Office of Labor Technical Support at FAA Headquarters Jim Hayden, Staff Manager, New York TRACON, (516) Jim began his FAA career in 1984 as a Cooperative Education student and was assigned to the New York Automated Flight Service Station located at Long Island MacArthur Airport after graduating college in His entire FAA career has been spent in the New York Area, joining the New York TRACON in His previous positions included Assistant Air Traffic Manager at LaGuardia Tower, and Air Traffic Manager at Islip and Farmingdale ATCTs. In addition to his extensive field experience, Jim worked as a specialist in the Resource Management Branch of the Eastern Region Air Traffic Division formerly located in Jamaica, NY 5

6 Steve Kelley, Support Manager for Administration, New York TRACON (516) Steve started his career with the FAA in 1982 where he certified as an air traffic controller in the Newark sector. He then moved on to become an airspace and procedure specialist and was involved as a team member for the Expanded East Coast Plan (EECP). He served as a First Line supervisor in both the Newark and Kennedy Areas and was involved in the Agency s Quality Through Partnership (QTP) program as a regional coordinator. He has served as both a facility, regional and national officer in the FAA s supervisory committee (SUPCOM). He returned to the NY TRACON in 2013 after working several years on the New York, New Jersey, Philadelphia Airspace Redesign Plan as well as serving as the Operational Lead for the New York Integrated Control Facility Project (NYICF) with the Future Facilities Program Office (FFPO). Michael Porcello, Traffic Management Officer, New York TRACON (516) Michael Porcello originally from Brooklyn, New York, began his FAA career in 1989, as an Air Traffic Controller at LGA ATCT. His previous positions include Frontline Manager at Farmindgale ATCT in 1996, Air Traffic Manager at Farmingdale ATCT in He arrived at the New York Tracon in 1998 as a Frontline manager in the Islip Area and later in the JFK area. He went on to become Operations Manager in the JFK, EWR and LGA areas. Before becoming the Traffic Management Officer he was working as the Support Manager for the Airspace and Procedures office. 6

7 Maritza Miranda, District Staff Advisor, New York TRACON, (516) Maritza Miranda began her FAA career in 1991, after having graduated college in 1989, as a section secretary for the Airway Facilities Resource Management Branch. Her entire 24 year FAA career has been spent in the New York area, joining the N90 team in 2009, after spending the previous 20 years at the Eastern Regional Office in Jamaica, NY. At the Eastern Regional Office, she held various positions, which include Assistant Division Secretary for the Airway Facilities Division, Division Secretary for the Air Traffic Division, Administrative Management Specialist for the Air Traffic Division, Regional Training Specialist for the Air Traffic Division, Financial Analyst for Enroute Platform for the Technical Operations Division and N90 Air Traffic Training Specialist. 7

8 Policies The section below represents a sampling of policies and procedures for New York TRACON: Reporting for Duty On your first day of work, you should arrive at the facility at 8:00 a.m and report to the Administrative office located in Room 115. When you first report to the facility for orientation and classroom/simulation training you will work what is referred to as an administrative shift. The duration of these shifts is 8-½ hours with a one-half hour unpaid lunch break. While on an administrative schedule your regular days off (RDOs) will be weekends. In the event you have any anticipated delays in your initial arrival, or need more information regarding the training program, please contact Arlenne E. Gonzalez, Acting Support Manager for Training at or Arlenne.E.Gonzalez@faa.gov. Hours of Duty Once your classroom/simulation training has been completed, you will be assigned to the operational floor. Once assigned to On-the-Job training (OJT) you will work an 8-hour shift. Controller s work a permanent day off schedule and, typically rotate between day and night shifts week to week. The facility has a break room on the second floor and a cafeteria on the first floor with a cook-to-order grill, vending machines and microwave ovens. The cafeteria is open Monday through Friday from 6:00 a.m. until 3:00 p.m. (grill operates from 7:00 a.m. till 2:30 p.m.), excluding Federal holidays. There is 24/7 access to the vending machines and microwaves. Some controllers choose to bring their own food to work; therefore refrigerators are available on the operational floor and in the cafeteria. Parking The facility has a large parking lot with access controlled by security personnel. Upon reporting to the facility on your first day you will be required to have a photo ID to present to the guards for entry. As part of your in-processing at the facility, you will receive an employee parking decal. The decal should be placed on the rear view mirror, clearly visible to security personnel at the guard gate as you proceed onto the premises. 8

9 Building Access Facility access is controlled with your Personal Identity Verification (PIV) card which will be activated upon your arrival your first day. The Security guards will notify the staff of your arrival on your first day. You will be greeted at the main door by one of our attentive staff members. FAA ID Cards Your PIV card shall be clearly displayed at all times while on FAA property and must be worn on the outer clothing, on the front of your person, above the waist and below the neck. Guests and Visitors Guests and Visitors are welcome depending on the security level in place at the time. Prior coordination must be made with the Air Traffic Manager s office. Please do not show up at the gate with unannounced visitors, as they will not be permitted to enter. Cell Phones Cellular telephones are permitted in most areas of the building. However, use of cellular telephones in the operational areas are strictly prohibited. 9

10 Local Area Information Long Island Profile The New York TRACON is located approximately 25 miles from midtown Manhattan, in Westbury, Long Island. The facility is located within an area renowned for its superlatives of domestic and international scope. Our location in the New York Metropolitan Area, the nation s largest and most populous metropolitan area, offers all of the cosmopolitan flair and conveniences one would expect from a truly international city, as well as easy accessibility to some of the most beautiful natural resources in the country. Since George Washington took the oath of office in 1789 in what was the United States first capital, New York City, and the surrounding area have long been recognized as the Gateway to the United States of America. In addition to our location within the nation s largest metropolitan area, we are part of the largest and most complex airspace in the United States. Our area is served by three major airports (LGA, EWR, JFK), two top business jet airports (HPN & TEB) and 44 smaller airports. The TRACON is readily accessible by all major highways and within commuting distance from Connecticut, New Jersey, and lower New York State. Whether your preference is the excitement of the Big Apple, the recreational opportunities afforded by Long Island Sound or Great South Bay and Atlantic Ocean, or the proximity to New England or the Hudson River Valley, New York TRACON s location is ideally suited to satisfy a variety of interests. 10
