Original Issue, dated Revision 1, dated Apr 01/15 Propeller assemblies that have previously complied with the terminating action in the previous revision of this Service Bulletin are not affected. Changes are shown by a change bar in the left margin of the revised pages. Revision 1 is issued to change the following in the Service Bulletin: - Revised Figure 1, "Visual Inspection" that shows where the secondary windings stop - This revision provides accomplishment instructions for blades with secondary windings that stop between blade station 6 and blade station 7. This Service Bulletin is reissued in its entirety.

Effectivity (1) All Hartzell Propeller Inc. composite blade models ( )7690( ) and ( )7890( ) are affected by this Service Bulletin. warning: do not use obsolete or outdated information. perform all inspections or work in accordance with the most recent revision of this service BULLETIN. information contained in this service BULLETIN may be significantly changed from earlier revisions. failure to comply with this service BULLETIN or the use of obsolete information may create an unsafe condition that may result in death, serious bodily injury, and/or substantial property damage. Refer to the Service BULLETIN Index for the most recent revision level of this Service BULLETIN. B. Concurrent Requirements (1) Additional service documents may apply to the components/propellers affected by this Service Bulletin. Compliance with additional service documents may be necessary in conjunction with the completion of the Accomplishment Instructions in this Service Bulletin. Refer to the Hartzell Propeller Inc. website at for a cross-reference of service documents. C. Reason (1) Because of manufacturing variances, the secondary retention windings on the affected blades may not meet type design specifications. (a) Windings that were applied incorrectly stop (approximately) at blade station 6 instead of blade station 7. (b) This condition does not affect the safety of flight. (2) Regulatory action is not expected. D. Description (1) This Service Bulletin provides Instructions for Continued Airworthiness (ICA). (2) This Service Bulletin provides instructions for a visual inspection of the secondary retention windings on the affected blades. (3) This Service Bulletin provides instructions for returning affected blades that do not meet type design specifications to Hartzell Propeller Inc. for factory repair. 4 E. Compliance (1) Visual Inspection (a) At next propeller overhaul, perform a visual inspection of the affected blades in accordance with the Accomplishment Instructions in this Service Bulletin. NOTE: Next overhaul is defined in accordance with Hartzell Propeller Inc. Service Letter HC-SL-61-61Y. (2) Terminating Action (a) If the visual inspection indicates that the blade meets type design specifications: 1 Complete the Compliance Form in the Appendix section of this Service Bulletin and send it to the Product Support Department at Hartzell Propeller Inc. (b) 2 Make an entry in the propeller logbook indicating that the visual inspection was performed in accordance with this Service Bulletin and that the blade meets type design specifications. a A propeller logbook entry indicating that the blade meets type design specifications is terminating action for this Service Bulletin. If the visual inspection indicates that the blade does not meet type design specifications: 1 Return the affected blade to Hartzell Propeller Inc. in accordance with the Accomplishment Instructions section in this Service Bulletin. 2 Factory repair of the secondary retention windings by Hartzell Propeller Inc. is terminating action for this Service Bulletin. F. Approval (1) FAA acceptance has been obtained on technical data in this publication that affects type design. G. Manpower (1) No additional man-hours are required when performed at overhaul. H. Accomplishment Instructions caution: instructions and procedures in this service bulletin involve propeller critical parts. refer to the applicable propeller overhaul or owner's manual for information about propeller critical parts. A. Removal and Disassembly (1) Remove the propeller from the aircraft in accordance with Hartzell Propeller Inc. Owner's Manual 145 ( ). (2) Propeller disassembly, inspection, and assembly of the propeller and propeller hub must be performed by a certified propeller repair station with the appropriate rating. (a) Disassemble the propeller and remove the blades in accordance with Hartzell Propeller Inc. Compact and Lightweight Compact Non-Feathering (-1) and Aerobatic (-4) Propeller Overhaul and Maintenance Manual 113B ( ). Revision 1, dated Apr 01/15 Page 3 of 8
6 Blade Stations If the secondary retention windings stop at, or before blade station 6 as shown in Example A, the blade does not meet type design specifications. Example A Secondary Retention Windings If the secondary retention windings stop at, or beyond blade station 7 as shown in Example B, the blade does meet type design specifications. 7 B. Visual Inspection - Refer to Figure 1 (1) Using a pencil, make a mark at the 6 inch and 7 inch blade station locations. Refer to Figure 1 for blade station locations. (2) Visually examine the secondary retention windings on the blade. (3) Determine where the secondary retention windings stop. (a) If the windings stop at or before blade station 6 as shown in Example A of Figure 1, the blade does not meet type design specifications. 1 Return the blade(s) to Hartzell Propeller Inc. in accordance with section 3.C. of the Accomplishment Instructions in this Service Bulletin. (b) If the windings stop at or beyond blade station 7 as shown in Example B of Figure 1, the blade meets type design specifications. 1 Complete the Compliance Form in the Appendix section of this Service Bulletin and send it to the Product Support Department at Hartzell Propeller Inc. 2 Complete the blade overhaul procedure in accordance with Hartzell Propeller Inc. Composite Propeller Blade Maintenance Manual 135F ( ). (c) If the windings stop between blade station 6 and blade station 7, contact the Product Support Department at Hartzell Propeller Inc. 1 The Hartzell Propeller Inc. Product Support Department will evaluate the length of the windings and determine the appropriate action. Revision 1, dated Apr 01/15 Page 5 of 8
8 C. Returning Blades to Hartzell Propeller Inc. for Factory Repair (1) Contact Hartzell Propeller Inc. Product Support for a return material authorization (RMA) number and instructions for returning the affected blade(s). (a) Warranty reimbursement for shipping costs requires preapproval from Hartzell Propeller Inc. (2) Complete the Compliance Form in the Appendix section of this Service Bulletin and send it to the Product Support Department at Hartzell Propeller Inc. (3) Hartzell Propeller Inc. will repair the secondary retention windings on the affected blades to meet the type design specifications and return the blades to the certified propeller repair station authorized to complete the overhaul. (4) The certified propeller repair station will complete the overhaul in accordance with the steps below: (a) Complete the blade overhaul procedure in accordance with Hartzell Propeller Inc. Composite Propeller Blade Maintenance Manual 135F ( ). (b) Complete the propeller overhaul procedure in accordance with Hartzell Propeller Inc. Compact and Lightweight Compact Non-Feathering (-1) and Aerobatic (-4) Propeller Overhaul and Maintenance Manual 113B ( ). (c) Make an entry in the propeller logbook indicating factory repair of the secondary retention windings by Hartzell Propeller Inc. as terminating action for this Service Bulletin. D. Recommended Service Facilities (1) Hartzell Propeller Inc. has a worldwide network of Recommended Service Facilities for overhaul and repair of our products. (2) Each service facility must meet standard FAA requirements and additional Hartzell Propeller requirements before being recommended by Hartzell Propeller Inc. Each service facility is audited by Hartzell Propeller Inc. to verify the continuation of the standards. (3) Hartzell Propeller Inc. recommends that you use one of these service facilities when having your propeller overhauled or repaired. (4) For a current list of Hartzell Propeller Inc. Hartzell Propeller Inc. has a worldwide network of Recommended Service Facilities for overhaul and repair of our products. B. Each service facility must meet standard FAA requirements and additional Hartzell Propeller Inc. requirements before being recommended by Hartzell Propeller Inc. Factory Repair (1) Hartzell Propeller Inc. will warrant the standard shipping costs to return affected blades that do not meet the type design specifications to Hartzell Propeller Inc. for factory repair. (a) Warranty reimbursement for shipping costs requires preapproval from Hartzell Propeller Inc. in accordance with the Accomplishment Instructions in this Service Bulletin. (b) Complete and sign the Compliance Form in this Service Bulletin. 1 Send the completed and signed form, and the invoice for shipping charges to the Product Support Department at Hartzell Propeller Inc. (c) Hartzell Propeller Inc. will authorize payment for the allowable shipping charges. (2) Factory repair of affected blades that do not meet the type design specifications will be provided by Hartzell Propeller Inc. at no charge (including the return shipping costs). C.
