3 A MESSAGE FROM THE PRESIDENT Kwang-Hae (Kane) Kim Kwang-Hae (Kane) Kim KSEA 34 rd President Dear KSEA members, The 34th administration of KSEA started quietly on July 1 with the understanding of the following pressing challenges facing us: (1) How to turn around the declining membership trend that started sometime in 1990's? (2) How to conduct young-generation (YG) activities in meaningful forms and a YG membership drive in a sustainable form? (3) How to facilitate high-quality interactions between members of KSEA and the talented scientists and engineers in Korea? (4) How to increase the number of warm-hearted volunteers in KSEA? How to create a situation where more people are willing to run for the positions of the president, the VP, councilors, executive committee members, etc? I had a hard time forming the Executive Committee (EC). It was not easy to find people willing to serve. It was another clear indication of the current weak status of KSEA. Eventually my earnest arm-twisting resulted in the 34th EC which consists of soft-hearted but best qualified people. I am proud of the results. In this issue, you will see brief profiles of the EC members. Please give me advices on how to reward and motivate EC members better. If KSEA is a withered organization, it is a loss to you. Can you imagine that a new organization which can supersede KSEA can be easily created? If not, then? Without KSEA, which organization has a better potential for helping young Korean-American scientists and engineers engage in win-win interactions with the talents in Korea? So, you have to contribute to strengthening the vitality of KSEA. If you'd like to contribute but feels running into an obstacle, please let me and members of the Executive Committee (EC) hear it. We believe that if the general membership learns the real status of KSEA, many righteous members will come forward to help restoring the health of KSEA which was mighty strong once upon a time. KSEA got hurt badly by occasional outbursts of unusual internal disputes in the past 15 years, too. We need to emphasize the harmony and openness in this organization. When I mentioned last winter to an officer in one of our steady sponsors that we had about 2,000 active members in KSEA, she sounded surprised, "Haven't you been claiming 5,000 members?". My answer was that I had no interests in exaggerating about the current status of KSEA. KSEA Letters, Vol. 34, No. 1 (November 2005) 3

4 If something nice happens to you, your Korean-American colleagues at work or in town, or children of the members in your town, please kindly spare time informing us (especially, Publication Director Hee-Koo Moon) of the news. 5 SUMMARY OF UKC2005 The 2005 US-Korea Conference on Science, Technology, and Entrepreneurship (UKC 2005) was successfully held at the campus of the University of California, Irvine, from August 11 through 13, 2005, under the auspices of Korean-American Scientists and Engineers Association (KSEA) and the Korean Federation of Science and Technology Societies (KOFST). The three-day conference attracted 580 registered participants who attended over two hundred fifty technical papers and presentations covering active research areas in science and engineering as well as various topics of interest to scientific community in USA and Korea. This year's conference was the seventh in the annual series of US-Korea Conferences (UKC) devoted to fostering cooperation between the two countries in advancing science and technology toward enhancing the welfare of both countries, with an expanded purpose of providing a forum in which leading researchers in selected science and technology areas can present their research findings and discuss new R&D directions that are relevant to economic development of the world. Over the years, UKC has evolved into an active forum where scientists, engineers, entrepreneurs, educators, and other leaders from both countries can gather to discuss the latest scientific results as well as to establish professional networks in the process. UKC 2005 was organized by the 34th KSEA President, Dr. Kwang-Hae Kane Kim, and KOFST President Dr. Yung Bog Chae, who served as Conference Co-Chairs. Also, two former Korean ministers, Dr. Wan-Kyoo Cho and Dr. Si-Joong Kim served as this year's Honorary Conference Co-Chairs along with Dr. Ki-Uck Lee, Dr. Young-Bae Kim, and Dr. Sang-Il Choi from the USA side. The spirit of the conference, as expressed by KSEA President Kim, was: "Let best talents in both countries gather in the same place." While all branches of science and engineering were included, the areas of information technology, biotechnology, and nanotechnology were highlighted in this year's conference with most number of technical sessions. UKC2005 featured many world-class scientists in the frontiers of the research. Also, many well-known educators, government officials, and industry leaders were invited to participate in plenary sessions and luncheon speeches. Welcoming remarks were given by the UC Irvine Chancellor, Dr. Michael Drake, as well as the Conference Co-Chairs, Dr. Kim and Dr. Chae. Technical keynote speeches were given by a worldrecognized stem-cell research pioneer, Dr. Woo-Suk Hwang of Seoul National University, a Nobel Laureate, Dr. F. Sherwood Rowland of UC Irvine, and Dr. Zang-Hee Cho of Gachon Medical School, Korea and UC Irvine. Banquet speeches were given by Dr. Hak-Kyu Sohn, Governor of Gyeong-Gi Province (Korea), Dr. Sang-Kee Suh, National Assemblyman (Korea), and the City of Irvine Mayor pro tem, Sukhee Kang. Other keynote speeches were provided by Dr. Chan Mo Park, President of Pohang University of Science and Technology, Dr. Kie-young Park, Presidential Advisor of Science, Technology, and Information (Korea), Dr. Unna Huh, President of Information & Communication University (Korea), Dr. Young-Hwa Cho, President of Korea Institute of Science & Technology Information, Dr. Key-Hyup Kim, President of Korea Institute of Industrial Technology, Dr. Kwyro Lee, President of LG Electronics Research Center, Dr. Chu-Hwan Yim, President of Electronics & Telecommunications Research Institute, Dr. Jun-Ho Oh of KAIST, Dr. Yoon-Ha Jeong of Postech, Dr. Youngjoon Gil of Samsung Info Systems America, Dr. Sung-Mook Lee of the Korea- U.S. Science Cooperation Center, and Dr. Gye-Won Han of KWISE. In all, UKC2005 was organized into nine symposia in the Basic Research Program and three forums in the Industrial Advances Program. There were a total of six plenary sessions and fifty technical sessions that were arranged into eight parallel sessions during three full days of the conference. The technical sessions were accommodated in the following symposia and forums: - Aerospace Science & Technology (AST) KSEA Letters, Vol. 34, No. 1 (November 2005) 5

6 - Architectural, Civil, Environmental, Energy and Transportation (ACET) - Basic Science (BS) - Bio-Science and Technology (BST) - Information and Communication Technology (ICT) - Mechanical Engineering and Robotics (MER) - Nano-Structure Science and Technology (NST-1 and NST-2) - Women in Science Symposium (WiSS) - Science & Technology Society Aspects Forum (SSAF) - Venture Forum: Industrial R&D and Hiring Plan (IRHF) - Young Generation Forum (YGF) The AST Symposium covered six sessions in aerospace sciences, space and aviation technologies, and propulsion/combustion areas. Civil engineering, architecture, environmental engineering, transportation engineering, and energy-related sciences and engineering were included in six sessions of the ACET Symposium. For the BS Symposium, three technical sessions in physics and statistics were presented. The BST Symposium combined four sessions on signal transduction, neuroscience, stem cells research, and biomedical engineering with one exclusive session gathering women bio-scientist presenters. The ICT Symposium featured fourteen technical sessions covering operating systems, real-time/embedded systems, database/web technologies, open-source software, flash memory software, networks, internet/distributed services, wireless networks, sensor networks, neural networks, evolutionary algorithms, artificial intelligence, ubiquitous systems, hardware systems, and bioengineering. The IST Symposium also featured a poster presentation session for young researchers. Mechanical engineering and robotics topics were presented in two sessions of the MER Symposium. Micro/nano-scale enabling technologies as well as novel micro/nano devices in bio-technologies were presented in three sessions of the NST-1 Symposium, while application aspects such as nano-electronics, nano-photonics, nano-material, and nano-processing were featured in three sessions of the NST-2 Symposium. Lastly, the WiSS organized three technical sessions that were integrated into various symposia featuring separate topics in environmental engineering, bio-science, and nano-science, respectively. Much credit goes to the KSEA President, Dr. Kim, who exhibited outstanding leadership and organization skills to make UKC2005 into a great success. Also, the members of the Local Arrangement Committee, the Symposium Program Committee, the Symposium Advisory Committee, the Publication Committee, the KSEA Executive Committee and the KSEA HQ staffs worked closely with Dr. Kang-Won Wayne Lee, the Basic Research Program Co-Chair, to make the event a memorable one. At the conference, paid registrants received a 384-page Book of Abstracts & Biosketches, entitled "Frontiers in Science and Engineering" as well as a CD of Conference Proceedings containing electronic versions of 236 selected full papers and presentations, which were edited by Dr. Hee-Koo Moon and Dr. Sohye Kang. Additional copies of the Proceedings CD and the bound-volume Book of Abstracts & Biosketches may be available for purchase at the KSEA Headquarters. Active members of KSEA can download electronic copies from the web, but they must first obtain the password from the page entitled KSEA e-letters in the KSEA web. 7 conference atmosphere was enthusiastic and cooperative. In the evenings, conference participants were entertained with two dinner banquets and the closing ceremony. 8 YGTLC2006 ANNOUNCEMENT The Korean-American Scientists and Engineers Association (KSEA)'s 2ND YOUNG-GENERATION TECHNICAL and LEADERSHIP CONFERENCE (YGTLC) 2006 We are very pleased to announce that the Korean-American Scientists and Engineers Association (KSEA) s 2nd Young-Generation Technical and Leadership Conference (YGTLC) will be held in Los Angeles, CA, during January 6-8, The conference will bring outstanding Young-Generation Korean-American students and professionals and help them network together. Well-known leaders in business and academia will also be invited to tell inspiring stories to the participants. We are particularly interested in showcasing talented graduate students and young professionals. They will make technical presentations. We hope that they serve as good models for inspiring many undergraduate student participants. Undergraduate students will be given opportunities for making short presentations (3-5 minutes) about their experiences and desires in networking with other YG people. During the conference, Young-Generation participants will also acquire leadership skills through a training workshop and participate in teams preparing and executing skit presentations. We hope that YGTLC become a very positive factor stimulating a majority of the undergraduate students who attend YGTLC to become successful professionals or graduate students majoring in science and technology fields and also become members of KSEA. 9 UKC2006 ANNOUNCEMENT Dear KSEA Members, Colleagues, and Friends: We are excited to announce the Call for Papers for the 2006 US-Korea Conference (UKC). UKC2006 will be held for the first time in the greater New York City area on August 10-13, The local Chapters are committed to arranging a comprehensive and engaging conference for all participants. The UKC2005 held at the University of California, Irvine, this past August was a great success in terms of its record attendance, the spectrum and quality of technical programs, and the total number of papers presented. KSEA is dedicated to improve upon the success of UKC2005. The following initiatives have been implemented in order to enhance the UKC programs and to encourage greater conference participation. UKC2006 initiatives include: New symposiums: Advanced Materials Technology (AMT), Microelectronics Science & Technology (MST), Food Science & Technology (FST), and Manufacturing Technology (MT). A greater emphasis on seminars that review the current status and future prospects of science and technology. Transforming the US-Korea Conference into an international forum by inviting more US speakers and participants. Addressing other current issues of interest through new forums: Education Forum, Entrepreneurship Forum (with venture fair), Women s Forum, and Young Professional Forum. Implementing an online conference management system: conference registration and abstract and paper submissions will be handled by the conference website ( Additionally, the US Air Force Workshops (on Nanostructured Materials and Nanoelectronics) will be incorporated into the UKC2006. Generous sponsorship has already been committed to UKC2006 from many industrial companies and research organizations from US and Korea. The commitment from these organizations signifies the KSEA US-Korea Conference as an important venue to discuss science & technology collaboration across the Pacific. 11 HEADQUARTERS NEWS Introduction of EC Members 34 th President, Kwang-Hae (Kane) Kim Dr. Kwang-Hae Kim, also nicknamed Kane Kim, is Professor of Computer Engineering and Computer Science at the University of California, Irvine, USA. He received a BS degree from the Electrical Engineering Department of Seoul National University in 1969, an M.A. degree from the Computer Science Department at the University of Texas at Austin in 1972, and a Ph.D. degree from the Computer Science Division at the University of California, Berkeley, in He served as an ROTC officer (1 st Lt.) in Korean Army during Dr. Kim started his academic professional career as an assistant professor in January 1975 and has stayed in academia since then. He has been building up a research laboratory named the DREAM (Distributed Real-Time Ever-Available Microcomputing) Lab during the past nineteen years ( ). A researcher devoted to the fields of real-time distributed object-oriented programming and software engineering, real-time fault-tolerant computing, and distributed and parallel real-time simulation, Dr. Kim is the primary developer of the Time-triggered Message-triggered Object (TMO) methodology for high-level real-time programming and system engineering ( ). The methodology, facilitated by tools such as middleware (TMOSM & ROAFTS), is aimed at inducing a quantum jump in the productivity of programmers and in the reliability of real-time application software, which is important in economic realization of high-quality high-safety ubiquitous computing societies. The methodology and tools have been used in a new undergraduate course on real-time distributed programming. Dr. Kim also originated the DRB technique and other widely applicable basic approaches for cost-effective design of ultra-reliable fault-tolerant, real-time, distributed and parallel computer systems. Dr. Kim is a recipient of the IEEE Computer Society's 1998 Technical Achievement Award and 2004 Kanai Award for his contributions to the scientific foundation of both real-time fault-tolerant computing and realtime object-oriented distributed computing. He also received the 2003 Microsoft Windows Embedded Academic Excellence Award. Microsoft has been giving this award annually since 2002 to researchers and professors who have significantly contributed to the Windows Embedded community through research and curriculum efforts. Dr. Kim is a fellow of IEEE (elected in Fall 1988) and SDPS (elected in 2000), and a member of the IFIP WG 10.4 on Dependable Computing. He served as the Chairman of the IEEE Computer Society's Technical Committee on Distributed Processing during (1,200 members) and hosted several IEEE conferences. He was the main initiator of the IEEE Computer Society's WORDS (Workshop on Object-oriented Real-time Dependable Systems) series and the ISORC (Int'l Symp. on Object-oriented Real-time distributed Computing) KSEA Letters, Vol. 34, No. 1 (November 2005) 11

15 Important milestones in modern neuroscience must include the development of techniques and devices with which one can observe changes in brain chemistry and physiology, such as blood flow and chemical changes. Some of the most recent developments are Positron Emission Tomography (PET) and functional Magnetic Resonance Imaging (fmri). Through these developments, it is now possible to observe cortical changes in the brain due to internal as well as external stimuli such as light flashes and acupuncture as well as the human minds. Professor Cho has been in this area since the inception of the computerized tomography (CT) in He was one who pioneered mathematical algorithms related to CT scanners and developed one of the first 3-D image reconstruction algorithms. Dr. Cho's subsequent work based on 3-D image reconstruction was the first "Ring PET" and its nuclear detector "Bismuth Germanate Oxide (BGO)", both of which revolutionized modern brain-imaging. Today, invariably all PET scanners, both research prototypes and commercial devices, are "Ring" types with "BGO" nuclear scintillation detectors. Today's high resolution PET scanners are a reality, thanks to the introduction of these two key elements, i.e., introduction of the "Ring" concept and "BGO" detector into the field of PET. Since the late 1970's, Dr. Cho has been engaged in MRI research and has developed numerous high-speed imaging techniques and methods essential for today's fmri such as the "Spiral Scan Echo Planar" technique and MRI venography using the magnetic susceptibility effect produced by deoxyhemoglobin. These techniques are the essential components of today's brain functional imaging. More recently, as an application of functional brain imaging, Dr. Cho pioneered Acupuncture - Brain Imaging, a new approach to Oriental medicine by utilizing the latest imaging techniques, such as PET and fmri. This study, for the first time, demonstrated that there is a correlation between acupuncture stimulation and activation of the corresponding brain cortex and opened a new research avenue for the complementary and alternative medicine. Finally, Dr. Cho's life-long contributions to the areas of Computerized Tomography and related imaging physics has changed the course of modern medical imaging and profoundly influenced modern neuroscience research. For these contributions, Dr. Cho was made a Distinguished Medical Imaging Scientist at the Computerized Tomography Symposium held at Asilomar, California in 1982 which recognized Dr. Cho, not only as the inventor of PET and a pioneer of computerized tompgraphy but also as one of the most cited scientists in the field of CT and medical imaging at the time. Lastly among the numerous honors and awards he has received, Dr. Cho was elected members of the US National Academy of Sciences- Institute of Medicine, the National Academy of Sciences, Korea and The Third World Academy of Sciences. Professor Cho is the Editor in Chief of the International Journal of Imaging System and Technology, John Wiley & Sons and also serves as a half dozen of Editorial Board Members of various scientific journals related to imaging. Kim was educated in Seoul National University (B.S. in Physics, 1960; and M.S. in Physics, 1962). After the military service in Korea, he completed his doctoral studies at the University of Michigan (Ph.D. in Physics, 1968). First joined the Lehigh University faculty in 1968, he has been a professor of physics since Also, he had been chairman of the Physics Department from 1984 to He became a naturalized U.S. citizen in He has maintained active research programs in two areas: statistical physics of fluctuations and atomic physics of nonideal plasmas, with support from various federal, state, foundation and industrial sponsors. His original research on the memory effects in Brownian motion, elucidation of laser-produced plasmas as applied to composition and thermophysical property determination of molten metallic alloys, and novel concepts in shock wave generation is widely recognized. He has produced eighteen Ph.D. students in the areas of research mentioned above. He was elected a fellow of the American Physical Society in 1982 for his original research contributions. He served the Korean-American Scientists and Engineers Association as a councilor (physics, ) and auditor ( ), and the Association of Korean Physicists in America as president ( ). Before joining The Aerospace Corp., he was with McDonnell Douglas Corporation and Rockwell International developing hightemperature structural materials for National Aerospace Plane. His current research interest encompasses broad spectrum of advanced materials for space applications including bulk metallic glasses, nano-crystalline aluminum and lead-free solders. He received his Ph.D. degree in Materials Science and Engineering from Massachusetts Institute of Technology in 1988, and M.S. and B.S. degrees from Seoul National University in 1982 and He is currently serving KSEA as the Executive Director Finance Director, James Joo-Suk Song Joo-Suk Song, PhD is bioinformatics scientist with the National Center for Biotechnology Information at the National Institutes of Health (NIH), and his research is focusing on the development of new and comprehensive databases of three-dimensional chemical structures and their biological activities as one of post-genomic projects. 26 Publication Board Member, Jungho Kim Jungho Kim received his BSME from the University of California, Berkeley (1982), and his MSME (1986) and Ph.D (1990) from the University of Minnesota, all in Mechanical Engineering. Between , he joined Arvin/Calspan Corporation in Buffalo, NY where he performed research in gas turbine heat transfer. Between , he taught at the University of Denver where he started research on gravity effects on boiling heat transfer. He joined the faculty at the University of Maryland in 1998 where he is currently an associate professor. His research interests include phase change heat transfer for electronic cooling, radiation absorption measurements of fuels at high temperatures, emissivity measurements, inverse heat conduction methods, and instrumentation. He is also interested in developing simple, effective technologies that can help improve the lives of those in third world countries. He is a second generation Korean immigrant, having left Korea as a two year old. He joined KSEA in 2001, but remembers his father making his children stuff envelopes with newsletters to send out KSEA members as a child. 31 A proposal for both the E-directory project and the Science and Technology Trend Study project is in preparation and will be submitted to KOFST soon. Former President Seayoung Ahn and Advisor Yong Wook Kim have promised to help the preparation of the proposal. A proposal for YG activities was submitted to KUSCO with the approval of the EC. Katrina Fund ($500) proposed by Pr. Kim is approved by the EC. Pr. Kim will suggest to the president of the Louisiana branch, Dong-Ho Park to spend the relief fund (KSEA fund + donations from members) in the following manners: at least 50% for purchasing of goods and direct distribution of them to Korean-American evacuees, 20% for donation to other American evacuees. The total amount of about $4,000 has been quickly collected as contributions from various members. 2. Presentation by ED Park Various vacancies in committee positions should be filled up soon; PE Kang suggests that ED Park notify the relevant members about the abolishment of the committees according to the KSEA Policy adopted at the recent Council Meeting. ED Park will consult with Nomination Committee Chair Sung Won Lee in filling the vacant slots in Fund Management Committee and the Nomination Committee. Chapter proposals; $500 support to the Central Illinois Chapter was approved subject to the condition that Junghwa Oh could confirm the existence of more than 30 active members in that chapter. Proposals from sister societies: AKPA (Association of Korean Physicists in America) and KSA (Korean Statisticians in America) i. Lecture series by AKPA: AKPA submitted a funding proposal directly to KUSCO shortly after asking KSEA for financial support for the lecture series. Pr Kim suggested that the EC approve a small amount of support for the lecture series as follows. (a) If KUSCO supports 60% or greater percentage of the amount which AKPA requested, i.e., $5,000, then KSEA will not provide any further financial support from KSEA. (b) IF KUSCO s support is below $1,500 and if AKPA has at least 20 members who are also active members of KSEA, then KSEA will provide the support of $750. (c) IF KUSCO s support is between $1,500 and $3,000 or if AKPA does not have 20 members who are also active members of KSEA, then KSEA will provide the support of $500. PE Kang suggested to require at least 30 active members for cases (b) and (c) and Pr Kim agreed. EC approved this modified version of Pr Kim s suggestion. ii. EC asked Junghwa Oh to check the number of KSEA memberships in KSA. KSA asked KSEA to support $900. If KSA has more than 30 active KSEA members, a financial support of $500 will be considered. KASBP (Korean American Society for Biotech & Pharmaceuticals): EC decided to encourage relevant local chapters to cooperate with KASBP as follows: When an existing member of KASBP joins KSEA, the membership fee paid by that member will be returned to a relevant qualified chapter in the form of support fund with KASBP. Such cooperation is warranted, considering the possibility that some people may want to pay only one membership fee, not two separate membership fees to KSEA and KASBP. A statistics organization requested KSEA to provide the support of USD 900. Junghwa Oh will check how many active members of KSEA are in that sister society. 3. 32 HQ copier and fax machine will be up for a lease renewal soon. It would be better in a long term to purchase new machines rather than extending the lease. Purchasing decision will be made by FD, ED and ITD. 4. Publication Board Dr. Hee-Koo Moon will be the Editor-in-Chief and the Publication Director for the 1 st quarter in charge of the KSEA Letter Vol. 34 No.1, with other PB members helping as associate editors. The first letter will be tentatively published in early October (electronic). 5. E-Directory and Web Issues E-directory project was proposed to KOFST during the 33 rd administration with a verbal commitment of $40,000. But this project has not been funded by KOFST as of today. Initial framework (at the cost of $5,000) have been finished. As discussed earlier in the meeting, KOSFT recently requested KSEA to combine this project proposal with that for a Technology Trend Analysis project. A series of issues regarding the database security improvement were discussed between ITD Shim and MD Ryu, especially the timely purging of members credit card information. Currently there isn t any security risk related to credit card handling. MD Ryu suggested to establish web-hosting capability in the Hqs with web spaces provided for local chapters. This matter will be further pursued by ITD Shim and MD Ryu. EC agreed that a major part of the Bulletin Board in the KSEA website should be accessible to the members only. PE Kang suggested to rearrange the position of the UKC 2006 icon and the KWISE icon on the KSEA Homepage. Suggestions to improve the web interface to the members trying to update their profiles were discussed. EC decided to go with Cox Business Internet and install cable broadband internet service with 6.0M/2.0M speed option for the HQ. 6. Presentation by General Affair Director Choi GD Choi discussed the local arrangement for KSEA-Hosted dinner meeting with Deputy Prime Minister Myung Oh to be held in New York on September 13, Other items Issue of KASBP s desire to join the KSEA as a local chapter was discussed. EC came to a consensus that KASBP could not be treated as a local chapter. A compromise approach to treating KASBP as a subgroup of a technology interest group was accepted. 8. Texas) Jeong Seop Shin (KSEA-NY Metro) Agenda: Election of President DVD Presentation of North Texas Chapter Possible synergy between AKPA and KSEA Activity Report of Local Chapters Miscellaneous Issues Dr. Ho, Yo-Chuol from North Texas was elected as the president of KSEA local chapters. He is currently the vice president of the North Texas chapter and works as an engineer at Texas Instrument. As the president, Dr. Ho will communicate with the headquarters on general issues related to all local chapters. Dr. Ha, Christopher Chul from the Central Illinois chapter was also elected as Chong-Moo (general secretary). All attendees watched a DVD of KSEA-North Texas Chapter picnic. According to the DVD, North Texas chapter looks very healthy and its members are well engaged into KSEA activities Professor Paik, Ho Jung from University of Maryland spoke about possible synergy between KSEA and Association of Korean Physicist in America (AKPA). As a commemoration to centennial of the Einstein year, AKPA is planning public lectures on physics to Korean communities in major U.S. cities including D.C. New York, Chicago, L.A. and San Francisco. The main purpose of this event is three-folds. First, to disseminate physics knowledge and convey the excitement of modern physics research to the Korean communities in the U.S. Second, to stimulate and encourage bright young Korean students to go into basic science and last, to enhance the visibility of the Korean-American physics community. Prof. Paik requested KSEA to co-host the events, particularly at N.Y. and L.A. AKPA is also looking for financial support from either KSEA-HQ or local chapters. KSEA s response to this request is that KSEA will consider possible financial support from the HQ level, but event hosting should be done at the local chapter levels. 34 NY-Metro and New Jersey Chapters organize a math and science competition every year in November/December time period among Korean students in the New York and New Jersey area. Last year, it drew 850 students and more than 1500 people were involved in the event. Note that this is a separate event than National Math Competition (NMC) sponsored by KSEA-HQ. It is a full-day event that requires many college student volunteers. NY-Metro is requesting financial support for the cost related to all volunteers (e.g. dinners, lodging etc). NY-Metro chapter also co-hosts (with New Jersey chapter) the North East Regional Conference (NEC) every May. Other two KSEA annual events are fall picnic and Christmas party. It should be noted that 2006 UKC will be co-hosted by NY-Metro and New Jersey chapters Southwest Chapter: Southwest chapter used to cover all Texas, Louisiana and Arkansas. Now, it only covers the Houston area due to creation of two chapters in Texas and inactive members from Louisiana and Arkansas. With the current status, is the chapter name still appropriate? The chapter has great potential to grow due to a large number of offshore engineers in the Houston area, especially Korean Offshore Engineers Association (KOEA) members, not to mention 700 Korean students at Texas A&M University. What suggestion does the HQ have or what kind of support can the HQ provide in order to bring in these engineers and students into KSEA? The chapter participates in NMC, but when it was local competition, English was included. Is there a plan to include English: HQ s response is No. The English competition should be held locally. The chapter asked some questions related to NMC: How do you determine the difficulty of the questions? Why are the results coming out so late? San Diego Chapter San Diego has many Bio Tech and IT companies and because of this there are many potential KSEA members in San Diego. In order to attract these people, the chapter has a plan to hold a professional seminar related to these two fields. The chapter is requesting the HQ for support. 110 students from San Diego area participated in the last NMC. San Diego chapter hold essay competition in addition to NMC. The chapter received positive responses from parents. Southern California Chapter 350 students from southern California area participated in NMC this year. Joint conference with LG electronics was held in January, KSEA and Korean Aero Science Association (KASA) are planning to hold a two-day event to educate mid-schoolers on aero science. In addition, the chapter annually holds picnic in June and X-mas party in December. North Texas Chapter 850 students / total of 1500 people from north Texas region participated in this year s NMC. The chapter annually gives away two $500 scholarships to two qualified students, one from University of Texas at Dallas and the other University of Texas at Arlington. Scholarship is funded by Samsung and Texas Instrument. Besides these events, the chapters holds two seminars, one in spring and the other in fall, and spring picnic. The chapters asked how they can be more visible. What events can North Texas chapter participate in the national level to more visible? HQ s response: If the chapter is ready, the HQ welcome challenges the chapter is willing to take by participating in the KSEA HQ events. HW also suggested to create YG chapter Central Illinois Chapter The Central Illinois chapter is revived as of July, As of August, 2005 it has more than 30 paid members which is forth among the existing chapters. 35 with some professionals. Because of this, the biggest issue is the employment issue. Therefore, the chapter has a plan to hold job workshops in both academia and industry. The chapter is requesting HQ financial support to hold these events. PA Chapter The Pennsylvania chapter is being revived this year. It is difficult to revive the chapter. The basic question from the potential KSEA members is What s in it for me? More important issue among potential KSEA members is an employment issue. 37 PAST ANNOUNCEMENTS FROM THE PRESIDENT From: KSEA President Sent: Sunday, July 17, :23 PM To: Subject: Greetings from the 34th President of KSEA Dear KSEA Members, The 34 th administration of KSEA started on July 1 st. That is probably a news item of not much interest to many of you. So, let me present some news items which should definitely be of some interests to you. I. UKC2005 (The 2005 US - Korea Conference on Science, Technology, & Entrepreneurship, ) to be held at UCI (Univ. of California, Irvine) during August See the program on the web. There will be about 250 or more paper presentations a great majority of which will be by senior research leaders! See what other international conferences held these days can compete against this UKC2005 in terms of stature and discussion quality. See what percentage of paper presenters are research leaders active in international stages. Is that percentage lower than 90%? About 60% of the papers to be presented are from Korea! This overpowering of Korean-Korean researchers over Korean-American researchers in UKC2005 may be a temporary phenomenon. But one never knows. For the first time in the history of the UKC (7-8 years) and its predecessors run by KSEA, we made a dramatic change. We basically eliminated the full travel support for all Korean-American speakers except for 1.5G and 2G speakers who needed it. Instead, we adopted the policy of providing honorarium to the speakers invited by symposium chairs. The amount of honorarium is of course substantially less than the travel cost in the cases of a great majority of speakers. This plus the use of the university facility allowed us to welcome proposals for symposia covering any science and technology field where substantial Korean-American energies existed, rather than focusing on a few fashionable subject areas and pre-constraining the number of speakers to be small. On the other hand, we expected that it would take a couple of years for many active research leaders to get adjusted to this new situation. Our thought was that only those scientists and engineers who would be willing to travel on their own financial resources would take UKC2005 as a serious venue for acquiring professional benefits rather than recreational benefits. Only those would be able to engage in mutually beneficial interactions with the other party, i.e., Korean-Korean participants, who became highly resourceful in recent years and eager to conquer (?) the science and technology world. Nevertheless, the response from the Korean-American community to our new call was far stronger than our expectation. So, all participants in UKC2005 can be properly called Frontiers in Science and Technology in KSEA Letters, Vol. 34, No. 1 (November 2005)

38 Two technical keynote speakers are also from Korea! These two people are regarded by many in Korea as the Korean scientists who stand the best chance for obtaining Nobel prizes in some future time. One is Professor Woo-Suk Hwang whose research in stem cells rocked the world in recent years. The other speaker is Professor Zang-Hee Cho, a pioneering researcher in brain imaging. Many other prominent society leaders are scheduled to speak in plenary sessions. The short-term goal of organizing this conference is of course to stimulate better cooperation between active researchers in USA and those in Korea in advancing science and technology toward enhancing the welfare of both countries and the world. However, our bigger hope is to make many 1.5G and 2G Korean-Americans in science and technology fields to become at least curious about, if not interested in, the benefits of interacting with Korean-Korean counterparts. Therefore, if you have such family members or friends who happen to be able to visit Southern California during August 11 13, please encourage them to attend UKC2005. As long as they pay their KSEA membership fee for fiscal year and register fast for UKC2005 along with the submission of an application for registration fee waiver, they will get free registration until available seats run out. The relevant forms are on the web. II. Supporting chapters to host Young-Generation Technical and Leadership Conferences (YGTLCs) YGTLC is a conference where undergraduate students with strong records and leadership quality present their progresses in individual study or research supervised by faculty members. The students would also socialize and discuss about cultural and social issues and career-planning issues. The KSEA Hqs ran a nation-wide YGTLC for the first time in January 2005 in San Francisco with great success (under the coordination of Hosin Lee who was then the YG Committee Chair and is now an auditor). However, we are now working to obtain resources needed to run regional YGTLCs. So, active chapters will be the hosts and the Hqs will provide the needed resources. It appears that quite a few chapters which were once mighty strong are now feeble. We think that the opportunity to run an YGTLC will be valuable to such a chapter for rejuvenating itself. You will hear more about this later. III. Membership directory and vitality of KSEA KSEA has not published its membership directory for 10 years. I know that various administrations made sincere efforts but I suspect that they were afraid of publishing a directory of the quality which is not impressive. However, this situation has damaged the reputation of KSEA tremendously, especially to its sponsors. Also, many members have gotten wrong (?) impressions that KSEA is now a withered and sterile organization, partly because of that. I declared to the newly formed Executive Committee (EC) that even if we could not produce anything but a shameful membership directory this calendar year, we should bite the bullet. We should NOT try to continue to hide our abilities and the realities of KSEA from the general membership. A version of a membership directory will be put on the Web for access by all KSEA members much before the end of this calendar year. If you have not updated your member profile in the Web for a while, please do so this month or next. Please be patient and trust that your update effort this time will be worthwhile. In addition, we intend to put the full contents of the newsletters, including those published last year, on the Web for access by the general membership. Hard-copy newsletters are expensive to produce and no longer effective. We also need to make it easier for members to hear about other members activities. 39 newsletter appears to have become effective in achieving that effect, please allow me, President-Elect Sung Kwon Kang, or one of our Publication Board member to send announcements to you between newsletter publications. In two months, the Web will have a monitored message board where any member can post a legitimate message. If KSEA is a withered organization, it is a loss to you. Can you imagine that a new organization which can supersede KSEA can be easily created? If not, then? You have to contribute to strengthening the vitality of KSEA. So, if you'd like to contribute but feels running into an obstacle, please let me and President-Elect Kang hear it. If any committee or staff appears to be unduly irresponsible or unresponsive, please let P-E Kang and me hear that, too. We believe that if the general membership learns the real status of KSEA, many righteous members will come forward to help restoring the health of KSEA which was mighty strong once upon a time. KSEA got hurt badly by occasional outbursts of unusual internal disputes in the past 15 years, too. We need to emphasize the harmony and openness in this organization. When I mentioned a few months ago to an officer in one of our steady sponsors that we had about 2,000 active members in KSEA, she sounded surprised, Haven't you been claiming 5,000 members?. There are about 300 Korean-American evacuees housed in two churches in Baton Rouge. There are about 5 KSEA members in Baton Rouge. Dr. Park promised to get them involved in cooperating with the churches for execution of the support fund from the KSEA Hqs. He will send me the names of those volunteers. We at the Hqs would like to hear from other chapters if they see Korean-American evacuees in their regions. Until then, 90% of the donations received at the Hqs will be sent to Baton Rouge via Dr. Park. B. UKC2005 UKC2005 ( ) (The 2005 US - Korea Conference on Science, Technology, & Entrepreneurship) took place on the campus of UCI during August 11-13, Since 95% of the local arrangement and operational support during the conference was provided by 57 students and young alumni of UCI plus a few students from nearby universities, there were signs of inexperience here and there. We were initially planning for a 325-people conference. UKC2005 ended up attracting about 570 participants (not including 35+ faculty members of UCI who participated only during the presentation of Professor Woo-Suk Hwang, one of the three technical keynote speakers). The nature of UKC is such that the larger the number of participants is the bigger the financial pressure is. This is because KSEA members and paper presenters are given registration fee waivers. The local organizers of UKC2005 were bewildered when it became clear right before the conference start date that the number of participants would be way over 400. Neither the quantity of the program booklets prepared nor the quantity of souvenirs, let alone luncheon seats, were sufficient. In spite of that, all participants were patient and have not complained loud, at least not to my ears. On the other hand, there were many complimentary remarks received by the Hqs, my assistant (Moon-Cheol Kim), and myself from the participants from both USA and Korea including quite a few former presidents and other officers of KSEA. We can safely claim that UKC2005 set a new record in terms of the Brain Power attracted. In fact, at least 300 participants can be regarded as frontiers in scientific and technological movements. In this regard, which conferences with thousands of participants can compete against UKC2005? And there were many leaders of institutions and they provided lots of useful information. We can also claim to have kept the following promises: (1) The 384-page program booklet entitled, "Frontiers in Science and Engineering", was published and distributed at the conference. This is accessible to active members of KSEA (i.e., the members who paid membership fees for the current fiscal year, and kept their member profiles in the KSEA Web up-to-date). This document contains biosketches of the speakers and the abstracts of the presentations. To access the document, they must go through the following steps. (1a) Visit and then log in using their user ID and password. (1b) Click "more" located besides "KSEA e-letters" in the left column in the web page. 43 (1d) Using the user ID and the password from (1c), visit and download the program booklet and the proceedings. (2) The proceedings CD was published and distributed on-site at the conference. This is also accessible to active members of KSEA. It will be sold to others at a price to be determined soon. The web version of the proceedings may be updated in the next 2-3 weeks as presenters wish. (3) The environment and weather were as nice as what had been promised. We do not fully know the quality of the interactions that took place among the participants. But we know that almost everybody was amazed and pleased to discover that so much brain power could be gathered in one place in the summer time of One of the best rewarding results from my point of view was the following from Professor Jung-Ho Kim at the University of Maryland who is a 2nd-generation Korean-American and the son of late Professor Ho-Kil Kim who was the founding president of Pohang University of Science & Technology (Postech) and the founding Executive Director of KSEA. More than half of the fund available for UKC2005 came out of his efforts. Dr. Park has also relentlessly advocated for the important value of KSEA to leaders in all segments of Korean societies, ---. He has been one of a handle number of leaders in Korean societies who have taken such an attitude and served as the most prominent outstanding explicit advocate. --- His support for the young-generation leaders forum sponsored by both KOFST and KSEA was legendary. (2) Outstanding Contribution Award to Dr. Kenneth Yu, Professor at Univ. of Maryland Excerpts from the nomination letter: Prof. Yu has established himself as one of the best models of 1.5G members and leaders of KSEA. He is the only 1.5G member who has ever served as the Executive Director (ED) of KSEA. During his tenure of the ED position, he has demonstrated exemplary performance, covering all important parts of the KSEA operation and setting very high standards of professionalism and work ethics. Equally importantly, he has been a consistent and steady contributor to KSEA over many years unlike many others who pop up suddenly and disappear after making some splashes. His contribution as a Program Co-Chair for UKC2005 has been spectacular, too. He has also maintained the world's top-class scholarship, serving as a leader of research in an important branch of space science and technology and the coordinator of research projects of national importance where multiple universities have participated. 45 Mr. Daniel Park served as the Publicity Director during the 29th administration. He is a second-generation Korean-American who graduated from the U.S. West Point with B.S. in Engineering, served U.S. Army as an Intelligent Officer, went on Law School and became an Intellectual Property lawyer. He currently works for U. S. Dept. of Energy in a site of Argonne National Laboratory. His contributions to KSEA in dealing with regulatory issues related to a non-profit public institution were invaluable. He also made great contribution as a leader of the KSEA Young Generation Conference that was held in Korea in (4) Outstanding Chapter Award to North Carolina Chapter Citation: "In recognition of the chapter activities of outstanding quality and vitality, including symposia organization, hosting of UKC 2004, and others". Efforts are under way in the Hqs to enhance the vitality of KSEA, e.g., enhancing the Web to facilitate better interactions among the members, etc. I hope to be able to report on those in my next newsletter. Whenever you see some active Korean-American scientists and engineers nearby, especially those who discontinued their membership after watching some past actions or inactions of KSEA which they perceive as mistakes, please tell them to obtain or renew their membership since otherwise, they will miss quite a bit of interesting life-signs. It is unwise to try to save membership fees ($35 for regular members and $15 for graduate student members) with the hope that all information become available to non-members as well. The latter hope is a false one since the current administration is determined to make active members feel that it is definitely worth keeping active membership status. 46 KWISE NEWS KWISE 4th Meeting 1st Year Celebration Meeting Time: November 17 (Thursday) 6-9pm Place: Immunology East Conference Rm (IMM-E), TSRI, La Jolla, CA The fourth KWISE meeting took place on Nov. 17, 2005 at the Immunology East Conference Room (IMM-E) in The Scripps Research Institute (TSRI) to celebrate the first anniversary of the establishment of KWISE. Dr. Kim, Jin-Soo, the president of FAR-TECH, Inc., gave a presentation entitled Working at Your Own Company, as the third talk of Career Development Series. While having delicious korean dinner, more than thirty members as well as honorary guests were introduced to each other. Following that, Dr. Lim, Yeon-Hee reported KWISE membership statistics and Dr. Kim, Hana reported financial status of KWISE. Dr. Han, Gye Won, president of KWISE, introduced new executive officers and future plans for KWISE including Women Symposium at UKC 2006, research seminar series, career development series, job fair, and web improvement and management. After introduction of meeting agenda by Dr. Han, KOSEN award ceremony was held. Dr. Suk, Jiyoung, Dr. Jeon, Meongshin, and Dr. Kim, Hana, received the awards. Letters of Appreciation were given to the KWISE sponsors including LG Electronics and Samsung Electronics. During her presentation, Dr. Kim discussed diverse topics on operating business as a woman scientist, including: 1) history of FAR-TECH, Inc.; 2) pros and cons of owning businesses; 3) how to start your own business; 4) advices for those who have bosses and who are bosses. Question and answer session was followed by the impressive presentation. We greatly appreciate Dr. Kim for her wonderful talk. The meeting ended just before 9pm by Dr. Han s farewell remarks. Once every two weeks starting in Dec 2005 Number of Seminars 18 Place: University of Illinois at Urbana- Champaign Central Illinois Chapter Project Description Background The Central Illinois Chapter ( is mostly composed of students/faculty members at University of Illinois at Urbana-Champaign (UIUC) plus some engineers and scientists who are locally employed in various different companies in Champaign-Urbana Area. It is worthy to note that there is rich pool of technical talents at various disciplines at UIUC, but there is no opportunity for these talents to share their ideas. In addition, Champaign-Urbana is a technology driven city where many small/medium high tech companies are being created. There is a plan to have 30 buildings that are being built in the south side of UIUC campus, and it is called Sough Research Park. Companies like Motorola, INTEL, SAIC, Caterpillar are present at the moment and other companies such as BOEING are evaluating for feasibility. Besides the large companies, there are many mid to small size companies such as MATHEMATICA are present in Champaign. For the KSEA members, KSEA-CI is planning to have technical seminar as well as local company introduction seminar starting from December, 2005 Proposed Activities Technology Seminar and Local Company Seminar. 49 The activities include lecture on rocket science, construction and launch a bottle rocket, experiments on projectile and Newtonian motion, and tours to the Caltech Earthquake Center and Jet Propulsion Laboratory (Mars exploration) at NASA. During the camp we had interviews with KTAN local TV, Radio Korea (for 2 hours) and 2 Korean Newspapers which provided excellent opportunity to publicize KSEA. The event is one of the outreach community services and provides hand-on experiences in physical science for young students. We had good public awareness of KSEA through mass media, and recruited KASA members to join KSEA-SC. 55 Announcement for KSEA Annual Award Background At the 28 th Councilor s Meeting, the KSEA Annual Award has been established to recognize: (1) member(s) who have made outstanding contributions to advances in science and engineering or applications of technology for the general welfare of society, (2) member(s) who have made outstanding contributions in fostering international cooperation especially between the US and Korea, and (3) person(s) who have made outstanding services to the betterment of the KSEA. The 2006 Award Annual Award will be limited to the following two areas: (1) "Entrepreneur of the Year Award" to an individual(s) who has made stellar performance in the area of entrepreneurship, and (2) "Outstanding Contribution to KSEA Award" to an individual(s) who has made an exceptional contribution for the advancement of the KSEA. Nomination We are hereby soliciting nominations, and nominations are welcomed from any KSEA member. Each nomination must be accompanied with a letter of nomination, along with the candidate's curriculum vitae, and three supporting letters. Suite 300 Vienna, VA 22182(Use 12 point) ABSTRACT (11-point Bold) (11 -point Italic) The purpose of this document is to provide authors a set of guidelines to assist in formatting their paper. The full manuscripts must be no more than 8-pages. SCOPE The KSEA Letters is an official publication of the KSEA. It carries two groups of articles: (1) overview science/technology trends and (2) member and chapter news, etc. The papers in the first group are of a fairly broad scope, thereby appealing to an audience of wider spectrum. GENERAL GUIDELINES The paper size should be 8.5 by 11.0 inch. The top and bottom margins are to be set to 1 inch and the left and right margin are to be set to 0.75 inch. The Gutter should be set to 0.25 inch. Use a clear 11- point typeface/font (Times New Roman is preferred). The text should be in two columns with a 0.25-inch spacing, both right and left justified. No headers or footers should be included. No page numbers should be applied. HEADINGS 1. The title should be centered, bold, 14-point font. 2. Authors and associations should be centered, bold, and 12-point. Do not include phone numbers, fax numbers, or web sites in the author section. These contact information, if desired, will be added into biography section. 3. First-order headings should be all capitals and in bold, and left justified. SUBHEADINGS (12-point) 1. Second-order headings should have first letters of words capitalized and in bold, left justified. 2. Third-order headings should have first letters of words capitalized, left justified. SPACING Insert a blank line between paragraphs. Paragraphs should not be indented. Use a single line space in text. CAPTIONS AND NUMBERING Formats for captions and numbering are as follows: 1. Table caption should begin with "Table" followed by an Arabic numeral and appear centered above the table. Tables should be numbered consecutively throughout the text. The caption of the table should begin with a capital letter and end with a period. 2. Figure caption should begin with "Figure" followed by an Arabic numeral and appear centered below the figure. Figures should be numbered consecutively throughout the text. The caption of the figure should begin with capital letter and end with a period. 3. Equations should be numbered, e.g. (34), with the number being right justified. The equation should be centered. REFERENCES Journal and book references should be identified in the text by enclosing in brackets [1] and should be numbered in order. 79 Nomination for the Award of The 2006 Ho-Am Prize The Ho-Am Prize Committee awards the 2006 Ho-Am Prizes to those who have made distinguished contributions to the development of our society through prominent accomplishments in various fields of science, the arts and community service. 1. Awarding Categories Science...Those who have made outstanding achievements in research in the area of basic science. Engineering.Those who have made outstanding achievements in the areas of engineering and technology. Medicine..Those who have made outstanding achievements in the areas of medicine and pharmacy. The Arts.Those who have made outstanding contributions to culture and the arts through creative activities, exhibition and research in relevant areas. Community Service. Those who have made outstanding achievements in the area of social service and thereby contributed to the enhancement of public welfare. -The Prizes in all categories are awarded to people of Korean ethnic origin.
