4 SETA PROVINCIAL ACTIVITIES Key Achievements Projects SSP The SSP review identified an acute shortage of skills in engineering and municipal technical services. The LGSETA response to this has been to initiate a bursary scheme for municipal employees, currently in possession of a national technical diploma in engineering who wish to upgrade their qualification to a B Tech degree in any of the engineering fields linked to municipal functions. Preference was given to historically disadvantaged individuals from smaller municipalities. The bursary scheme worth approximately R p.a is administered by the SA Institution for Civil Engineers on behalf of the LGSETA. The bursary scheme currently has 20 beneficiaries. Internships Provision has been made for 90 recently graduated civil engineering interns to be supported by means of internship grants given to municipalities keen to receive such students. Placement is being done by the SA Institution for Civil Engineers in conjunction with the Municipal Infrastructure directorate at DPLG. Intensive Construction: EPWP The LGSETA, in support of the Expanded Public Works Programme led by the Dept of Public Works and implemented through the Municipal Infrastructure Grants, is training some 2100 senior technical officials within municipalities in the design and implementation of labour intensive construction processes. The labour intensive construction unit standards have been registered by the Construction SETA which is assuming responsibility for the quality assurance of the training and the certification of the successful learners. It is an 18 month project with a value of approximately R 9, 6 million. Approximately learners have been trained on this programme to date. on and Public Enterprises 4

7 PROGRESS REPORT PER PROVINCE ABET The table below illustrates the number of learners employed within the local government sector, engaged in ABET programmes funded by the LGSETA discretionary grants. 8 PROGRESS REPORT PER PROVINCE 2.1. Community Development Workers The LGSETA proposal for funding from the National Skills Fund (NSF) for the amount of R70, 1 million to fund the implementation of the Community Development Workers Learnership was approved by the National Skills Authority in November Of the total amount of R70,1 million, R41,7 million (59%) has been utilized of which R24.5M (35%) was spent on leaner allowance, and R 17.2 million (24%)on provider costs (see chart below). The programme is still running and the available balance of R28,4 million will be utilized in the next financial year Progress and Graduations As at 31 March 2006, out of the total of learners recruited and trained by the LGSETA,, 762 successfully completed training towards the end of November 2005 and graduated at various institutions. All 762 learners were permanently employed in four provinces as listed below: Northern Cape learners Western Cape learners Eastern Cape learners Gauteng 198 learners The Programme is well on track with more graduations planned in the following provinces: Mpumalanga April learners North West May learners Limpopo May learners Gauteng July learners Kwa-Zulu Nata August learners Western Cape September 250 learners on and Public Enterprises 8
9 PROGRESS REPORT PER PROVINCE Municipal Finance With the advent of the Municipal Finance Management Act, the demand of the Municipal Finance Management Learnership has acutely increased, with the National Treasury signing a MoU with the LGSETA to implement the Level 6 Learnership. The LGSETA has developed and registered an NQF Level 5 two year National Diploma and a Level 4 qualification have gone on public comment phase. There are 291 learners currently in the Basic Finance Level 5 Learnership in three Provinces nationwide. Western Cape, Municipalities in the Eden District has about 114 learners, Gauteng has a total of 117 and Mpumalanga has 60 learners. The Learnership in question started in 2004 and is at its final stages at this point. It is important to note that the Basic Municipal Finance Learnership is scheduled for 18 months. The LGSETA has invested R5, 7m in development and implementation of the Basic Municipal Finance Learnership, which is aimed at lower level of municipal employees. on and Public Enterprises 9
10 Progress Report Provinces North West Province Trained 300 youth in the Community Development Worker Learnership. 295 learners are in gainful employment in the Department of Local Government. Of the 295, 166 or 56% are women, 3 or 1% are people living with disability and are all blacks. Trained 23 unemployed youth and 10 employed in the Wastewater purification process operator Learnership, Recruited and placed 127 young people in the Municipal Finance Management L4 Learnership. 57 unemployed. Recruited and trained 34 young people in the LED L4 Learnership.19 of these learners are unemployed. Put 14 interns in the Municipal Finance Management L6 qualification. on and Public Enterprises 10
11 Gauteng Province Progress Report Provinces Recruited and trained a total of 485 young people in the Community Development Worker Learnership. 204 learners completed training in May 2005 and are in gainful employment in the Department of Local Government in the Province. 281 is still on training, however, of the 281, 148 or 53% are women. Recruited and placed 60 young people in the Municipal Finance Management L4 Learnership. Recruited and trained 20 young people in the LED L4 Learnership. Basic Municipal Finance NQF Level 4Traffic Law Enforcement Emergency Fire & Rescue Assist in the provincial Learnership 1000 target of creating 40,000 learning opportunities
13 Progress Report Provinces including PSDF Participation Learnership 1000 (part of the EPWP) Learning opportunities has been created for 800 unemployed youth to access learnerships in some areas of the Local Government s scope of coverage e.g LED, construction, road works etc. This initiative was launched by the Western Cape Premier and MEC for Transport and Public Works on the 14th June The recruitment has completed and the municipalities will be involved with the placing of these learners. Municipal Finance and Admin learnership is being implemented by Eastern Cape Technikon. Workshops have been held with different FETs AND HETs in trying to bring them on board of current training trends.assistance was also given for the establishment of learnership units on and Public Enterprises 21
