2 INTRODUCTION Erasmus+ has demonstrated its great European added value by fostering intercultural exchange, social cohesion and smart European growth. The Dutch knowledge community, united in Neth-ER, underscores the crucial importance to invest further in the European Union s education programme in order to build a strong European knowledge economy. Currently, Europe is confronted with challenges such as increased radicalisation, inequality and the spread of misinformation. Now is the time that we need critical and open-minded thinkers. High quality education equips young people with the skills they need for the jobs of the future, empowers European citizens and contributes to the implementation of the Sustainable Development Goals. Therefore, Erasmus+ s successor programme (hereafter called Erasmus++) should play a crucial role within future EU policy strategies; it should contribute to the improvement of the quality of education in the EU, provide ample opportunities for intercultural experiences for all Europeans and further stimulate innovation in education. We have established three principles for Erasmus++. Furthermore, two conditions must be met in order for Europe to play a leading role as a knowledge-based society. These principles and conditions are thus outlined: Key principles Focus on achieving long-term effects on European education systems and the implementation of the EHEA and Copenhagen Process core objectives Make Erasmus++ more inclusive so as to achieve internationalisation for all Ensure the programme contributes to innovation in education Key conditions Erasmus++ should be simplified and made more user-friendly The budget should be at least 3% of the EU budget
3 KEY PRINCIPLES 1. Foster the quality of European education systems Neth-ER is of the opinion that it is essential that funds from Erasmus++ should continue to be employed to improve European education, education policies and systems as a whole. The programme should contribute to enhancing the quality, relevance and inclusiveness of education. Erasmus++ should not operate in isolation. Rather, to optimise the impact of the programme, it should be properly linked to a coherent EU policy for education, research and innovation and to other EU funding programmes such as the Framework Programme for research and innovation as well as the European Structural and Investment Funds. In addition, the core priorities of the European Higher Education Area (EHEA) and the Copenhagen Process should be fully integrated into Erasmus++ to ensure we exploit all of Europe s potential. Some of the core objectives of the EHEA and the Copenhagen process have not been implemented sufficiently throughout Europe. It is crucial that the standards for ECTS and ECVET, the bachelor-master-phd system and the standards for quality assurance are properly applied throughout all member states. More targeted calls from Erasmus++ can support the implementation of these objectives. Erasmus++ needs to serve as a stimulus for educational institutions to embed internationalisation in the curriculum and should prioritize projects which focus on long-term effects on education systems and institutional internationalisation strategies. 2. Internationalisation for all Erasmus++ should be able to reach beyond the usual suspects in order to contribute to social cohesion on the European continent. Knowledge is indispensable for inclusion; furthermore, inclusion is indispensable for the creation of knowledge. Widening the focus of the programme towards groups that were previously not reached increases the legitimacy of extending European funding for student mobility and enhances its impact on society. Erasmus++ should be a programme for all and not just the lucky few. Neth-ER would also like to see more opportunities for shortterm mobility. Herewith the EU can provide mobility options for people who are unable to go on mobility for a minimum number of months or who desire a shorter mobility period. Furthermore, a combination of physical and virtual mobility in blended learning approaches can increase both the impact and efficiency of the programme. In addition, Erasmus++ should also better support internationalisation at home to give each student the opportunity to benefit from intercultural experiences. 3. Innovation in European education In order for Europe s education to compete with the rest of the world, it needs to be as innovative as possible. Further collaboration between different education sectors could contribute to innovation in education. To stimulate crosssectoral cooperation, separate cross-sectoral cooperation calls are welcomed. To facilitate the exchange of good practices, etwinning should be extended to all education sectors. To ensure students are prepared for the labour market of tomorrow, the Dutch knowledge community would like Erasmus++ to focus more on innovation in education and skills needed for the future labour market, such as entrepreneurship and digital skills, in line with the New Skills Agenda for Europe. In addition, Erasmus++ should contribute to the further linking of education and research, and ensure that educational institutions are drivers of growth and innovation in their regions by focussing on the cooperation between education institutions, industry and the public sector. Therefore, the funding for strategic partnerships and knowledge alliances should be increased.
4 KEY CONDITIONS 1. Make Erasmus++ user friendly In order for Erasmus++ to function optimally and be attractive to a broad range of participants and organisations, the administrative burden needs to be as low as possible and proportionate. New digital and paperless administrative procedures need to be introduced. Erasmus++ can follow an example from the EU research and innovation programme, which has a number of digitalised administrative procedures. In order to maximise the impact of the projects, open access of research outcomes and developed teaching materials should be ensured in, for example, a European Open Education Cloud. In addition, consortia should be able to add new partners to a project during the dissemination phase of a project to achieve more impact. 2. Big ambitions require a bigger budget If Europe is serious about its agenda for growth and jobs as well as its emphasis on smart, sustainable and inclusive growth to build a strong knowledge economy and achieve the Sustainable Development Goals, Erasmus++ requires additional funding. Furthermore, an expanding European social agenda that will cater for everyone and ever increasing ambitions for internationalisation of education necessitates further investments in EU education. Neth-ER argues that, in line with the Barcelona target on investing in knowledge, at least 3% of the EU budget should be allocated to Erasmus++. An absolute amount of at least 30 billion euros for the next programming period is necessary to allow Erasmus++ to realise its full potential and achieve real impact. For small institutions and student organisations that do not have the capacity to run a large project, a light application procedure should be developed so as to apply for funding for small-size projects with opportunities for short-term mobility. The great potential of small organisations may be lost because they do not have the capacity to deal with the administrative burden of participating in the programme.
