2 2 Since the foundation of the organization in 1986, we have been providing international cooperation as a leading Japanese agency by dispatching experts to technical cooperation projects, training healthcare personnel inside and outside of country, and conducting global health research in coordination with the Ministry of Health, Labour and Welfare, the Ministry of Foreign Affairs, Japan International Cooperation Agency (JICA) and World Health Organization (WHO). We are providing a wide range of technical assistance to lead to comprehensive solution finding from policy formulation on the global level to improvement of community healthcare services. We dispatch dozens of experts abroad, comprised of doctors, nurses, midwives, public health nurses, pharmacists and laboratory technicians. Technical assistance and emergency disaster relief operation We dispatch experts to provide technical assistance through JICA, WHO, or other organizations in the field of health systems strengthening, maternal, neonatal, and child's health, and infectious disease control. We also send experts for international or domestic disaster relief operation. Global health policy formulation We contribute policy formulation processes at global levels by attending international meetings, such as World Health Assembly, and sharing our field experiences as well as research outputs. ACTIVITIES & MISSION MISSION Aiming to realize the world where all the people can equally lead healthy lives, the supports developing countries to improve their healthcare using our expertise and contributes to healthier lives of Japanese people by bringing these experiences back to Japan. Human resources development We provide variety of learning opportunities to personnels in both Japan and developing countries to develop global health human resources by holding lecture series, conducting trainings, and having field works. Global health researches We carry out field researches in the areas of health systems strengthening, maternal, neonatal, and child's health, and infectious disease control. In response to the requests from JICA or other organizations, we conduct monitoring and evaluation researches for project activities. Networks We build global health networks with international organizations, public and private sectors, and academic societies to conduct joint researches, personnel trainings, and other activities. TECHNICAL COOPERATION We dispatch experts such as doctors, nurses, midwives, laboratory scientists and pharmacists to technical cooperation projects in each country in order to solve health-related problems based on agreements between the Japanese government and governments of developing countries. The projects have a diverse range of objectives such as the strengthening of health systems, the construction of systems that provide training for healthcare personnel such as doctors, nurses and midwives, and dissemination of prevention measures for infectious diseases. The experts determine the issues that need to be prioritized on the national level in collaboration with the administration and healthcare facilities of the host country, set up countermeasures together and work on the improvement of healthcare in coordination with the Japanese head office. These operations are carried out by respecting the autonomy (ownership) of the host country so that the results of technical cooperation would firmly take root in the developing countries even after the projects have been completed. 3 H U M A N RESOURCES The number of trainees by region We are providing abundant opportunities of training for healthcare personnel all over the world in order to deal with various global health issues.public health officers and healthcare workers from various countries have participated in our training courses. The overall goals of these trainings include the improvement of healthcare services and reinforcement of health systems in each country. We aim to train personnel who learn specialized knowledge and skills through the trainings and will be able to improve the circumstances on the field in their own country. RESEARCH We are conducting research necessary for the better policy and practice by taking advantage of abundant fields of activity and a high degree of expertise in developing countries. NCGM has our own research budget for global heath that is utilized for three main areas; health system strengthening, maternal, neonatal and child's health and infectious disease control. The findings of these research have contributed to implementing better healthcare services and developing better policy at the national and local levels. Moreover, we are also paying attention through our research activities to the reinforcement of systems that enables the effective and efficient creation of global knowledge and the establishment of research methodologies that emphasize balance between scientific precision of research contents and flexibility to respond to the circumstances in the fields of activity. Training for hospital-acquired infection specialists We are offering opportunities for healthcare workers and public health officers of developing countries to learn knowledge and skills necessary for the prevention of hospital-acquired infections. Field studies are also conducted in Japanese hospitals and health centers where there have been cases of hospital-acquired infections. The objective of this training is to be able to read just their national and regional planning of MCH services including activity, human resources and budget plans in order to proper care services in accordance with each country's circumstances. by 5S-KAIZEN-TQM We are implementing training for public health officers from various countries in Africa to plan on improving the functions of healthcare facilities, quality of healthcare services and safety standards, by using the methods based on 5S-KAIZENTotal Quality Management.** Training for health human resources management for healthcare services in Francophone West Africa We organize the trainings for public health officers who work for the technical cooperation projects between our organization and each country's ministry. The programs focus on resolving issues raised within the projects. We are implementing training for public health officers in various countries of Francophone West Africa to learn about human resource management in healthcare services as a policy, in order to explore for solutions to the problems in developing countries where there is a shortage or inappropriate allocation of healthcare personnel. * Initiative to continuously offer healthcare services covering pregnancy, childbirth ** Japanese-style quality management system centering on the following five and post-birth childrearing depending on lifestyle on different levels such as elements: (Seiri/Sort) (Seiton/Set) (Seisou/Shine) (Seiketsu/Standardize) (Shitsuke/ household and community to clinics and hospitals Sustain) Counterpart training 4 Regional training: Quality improvement of health services 5

4 G L O B A L NETWORK Countries of our international cooperation activities International conferences WHO Collaborating Centre WHO collaborating centers are bases designated to internationally carry out the activity programs of World Health Organization (WHO), and more than 800 research institutions and universities in approximately 80 countries are accredited as such. We have been designated as a collaborating centre concerning the strengthening of health systems since 2009 and has been cooperating in the promotion of WHO s policies and strategies through activities such as research, survey and training of personnel. Also, we have undertaken surveys on how healthcare solutions already introduced in developing countries would affect the health systems of those countries and participated in cooperative talks for the planning of research activities, contributing from the specialists perspectives. We have been participating in international conferences concerning global health and international cooperation held all over the world, with a view to contributing to the global community towards the improvement of health and healthcare. We have also been taking part in WHO General Assemblies that take place annually in Geneva, Switzerland as part of the Japanese delegation, and have been reporting many findings obtained from our activities in developing countries. A network that links health personnel in developing countries The Network of Nursing and Midwifery in Southeast Asia We hold workshops to discuss the legal frameworks and legislation, qualification and registration, and continuing education from 2011 to 2013 in Southeast Asian countries. Through this workshop, the network was built to share the experiences of each countries. Health Human Resource Management Network of French-speaking Africa A network that expands through the conclusion of cooperation agreements NCGM has concluded cooperation agreements (MOUs) with governments and institutions around the globe on technical assistance, research, and human resources development. Cambodia National Maternal and Child Health Center (NMCHC) We concluded an agreement with NMCHC on technical assistance, research, personnel exchanges, and training in the fields of obstetric care, neonatal care, and maternal and child health. 6 Bach Mai Hospital We set up an office in 2005 as a base in the Bach Mai Hospital in. We are engaged in training of health personnel and joint research on healthcare associatied infections, HIV/ AIDS, tuberculosis, and noncommunicable diseases. Cho Ray Hospital It is the largest hospital in southern, and one of the leading facilities in the country to provide quality health service and to develop health professionals. We have been conducting collaboration research in infectious diseases and lifestyle related diseases. We have been dispatching medical doctors and JICA project experts, and accepting variety of health workers for training programs in Japan. Lao PDR Laos Pasteur Institute We have started the research collaboration with the Laos Pasteur Institute. It has been conducting joint research on parasitic diseases such as malaria and schistosomiasis mekongi. Nepal Tribhuvan University Institute of Medicine We have enhanced our partnership in such areas as joint researches on infectious diseases and lifestylerelated diseases along with human resources development hoping to contribute to improvement of healthcare in Nepal. Myanmar Joint Research Projects We have been contributing to human resource development and infectious disease control in Myanmar mainly through JICA projects. We have started the research collaboration on variety of health issues with the Ministry of Health since Réseau Vision Tokyo 2010 Since 2012, we have built up a network consisting of people from government healthcare agencies in 11 French-speaking countries in Africa and have been working to solve issues of human resources development in these nations. A network of technical partners in Health The WHO Network for HIV and Health in the Western Pacific Region Established in 2008, the Network provides technical support to Member States for the health sector responses to HIV. NCGM has joined the Network as a technical partner in 2009 and has been collaborating in the area of operational research on HIV and Health. 7
