3 Summary This report and grades represent our assessment of the quality of the areas of performance which were examined during this inspection. Grades for this care service may change after this inspection following other regulatory activity. For example, if we have to take enforcement action to make the service improve, or if we investigate and agree with a complaint someone makes about the service. We gave the service these grades Quality of Care and Support 4 Good Quality of Environment 4 Good Quality of Staffing 5 Very Good Quality of Management and Leadership 4 Good What the service does well South Morningside After School Care Club (SMASCC) provides a stimulating and fun environment for children. The staff are enthusiastic about the service they provide. The staff continue to consult with children, parents and carers to provide a good quality service. What the service could do better SMASCC had met the one requirement and three of the four recommendations made at the last inspection. We have carried the recommendation not met forward in this report under Theme 3 Statement 3. SMASCC should now work to meet the requirement and recommendations made at this inspection. 5 1 About the service we inspected The Care Inspectorate (CI) regulates care services in Scotland. Prior to 1 April 2011, this function was carried our by the Care Commission. Information in relation to all care services is available on our website at This service was previously registered with the care Commission and transferred its registration to the Care Inspectorate on 1 April Requirements and recommendations If we are concerned about some aspect of a service, or think it could do more to improve its service, we may make a recommendation or requirement. A recommendation is a statement that sets out actions the care service provider should take to improve or develop the quality of the service but where failure to do so will not directly result in enforcement. A requirement is a statement which sets out what is required of a care service to comply with the Public Services Reform (Scotland) Act 2010 ("the Act") and Regulations or Orders made under the Act, or a condition of registration. Where there are breaches of the Regulations, Orders or conditions, a requirement must be made. Requirements are legally enforceable at the discretion of the Care Inspectorate. SMASCC is registered to care for up to 176 primary school aged children overall with a maximum of 76, at South Morningside Primary School, a maximum of 55, at Cluny Parish Church Centre and a maximum of 45 at Morningside Parish Church. SMASCC operates the main club from basement premises located at South Morningside Primary School. A component of the service is a Breakfast Club provision which operates each weekday morning during the school term. SMASCC also operate two annexe services one from premises at Cluny Parish Church Centre and another at Morningside Parish Church. The stated aims and objectives are to: "Provide appropriate play types and materials to meet the needs of all children Assessing the play needs of the children and meeting the different needs as they occur Provide support to individual children when required Provide support to groups of children when required" South Morningside After School Care Club, page 5 of 30

7 2 How we inspected this service The level of inspection we carried out In this service we carried out a low intensity inspection. We carry out these inspections when we are satisfied that services are working hard to provide consistently high standards of care. What we did during the inspection We wrote this report following two unannounced inspection visits. The first visit took place on Wednesday 6 February 2013 between the hours of 4.30 and 6.00pm. We went back to the main club environment on Friday 15 February 2013 between the hours of 10.30am and 6.00pm. We gave feedback to the service on Wednesday 27 March The inspection was carried out by Care Inspectorate (CI) Inspector, Nancy Wyse. As requested by us, the service completed an electronic annual return and self assessment form. We sent twenty five Care Standard questionnaires to the service to give to parents and carers who use the service. Seventeen completed questionnaires were returned to us before the inspection took place. In this inspection we gathered evidence from a various sources, including relevant sections of policies, procedures, records and other documentation, including: Accident and incident records Activity programme Aims and Objectives Certificate of Public Liability Insurance Evidence from the services most recent Annual Return and Self Assessment documents Feedback given by children through questionnaires Feedback from parents and carers in questionnaires Fire safety plans Information on notice boards Managers report November 2012 and January 2013 Medication records Members booklet Minutes of staff and management committee meetings Newsletters South Morningside After School Care Club, page 7 of 30

Grading the service against quality themes and statements We inspect and grade elements of care that we call 'quality themes'. For example, one of the quality themes we might look at is 'Quality of care and support'. Under each quality theme are 'quality statements' which describe what a service should be doing well for that theme. We grade how the service performs against the quality themes and statements. Details of what we found are in Section 3: The inspection Inspection Focus Areas (IFAs) In any year we may decide on specific aspects of care to focus on during our inspections. These are extra checks we make on top of all the normal ones we make during inspection. We do this to gather information about the quality of these aspects of care on a national basis. Where we have examined an inspection focus area we will clearly identify it under the relevant quality statement. Fire safety issues We do not regulate fire safety. Local fire and rescue services are responsible for checking services. However, where significant fire safety issues become apparent, we will alert the relevant fire and rescue services so they may consider what action to take. 9 What the service has done to meet any requirements we made at our last inspection The requirement The provider must obtain two references for all appointments, one of which is from an immediate previous employer. This is to comply with SSI 2202/113 Regulation 13 and SSI 2002/114 Regulation 9 (1) Fitness of employees Timescale for implementation: within immediate effect from receipt of this report. What the service did to meet the requirement We looked at a new employee's file and found two references had been obtained. The requirement is: Met What the service has done to meet any recommendations we made at our last inspection SMASCC had met three of the four recommendations made at the last inspection. We have carried the recommendation not met forward in this report under Theme 3 Statement 3. The annual return Every year all care services must complete an 'annual return' form to make sure the information we hold is up to date. We also use annual returns to decide how we will inspect the service. Annual Return Received: Yes - Electronic Comments on Self Assessment Every year all care services must complete a 'self assessment' form telling us how their service is performing. We check to make sure this assessment is accurate. We received an electronic self assessment document from the service. We were satisfied with the way they had completed this and with the relevant information they had given us for each of the headings we grade the service under. 10 Taking the views of people using the care service into account We visited the service during the holiday club and spoke with many of the children present. They were confident in speaking with us and gave us their views on the service. We have noted our interactions and their comments in this report. Taking carers' views into account Before the inspection took place we sent out twenty five Care Standards satisfaction questionnaires to the service to give to parents and carers. We received seventeen completed questionnaires before the inspection took place. Comments are included in this report. South Morningside After School Care Club, page 10 of 30

11 3 The inspection We looked at how the service performs against the following quality themes and statements. Here are the details of what we found. Quality Theme 1: Quality of Care and Support Grade awarded for this theme: 4 - Good Statement 1 We ensure that service users and carers participate in assessing and improving the quality of the care and support provided by the service. Service strengths We found that SMASCC had very good standards in the areas covered by this statement: We concluded this after we: Spoke with the manager and staff * Spoke with children who were confident in talking with us * Spoke with three parents during our inspection visit * Examined relevant policies and procedures * Looked at feedback from childrens and parents questionnaires * Looked at feedback from our questionnaires. * Examined letters and flyers to families using the club * Looked at minutes from the parents management committee * Observed the interaction and communication between children and staff * Looked at the parents information book Getting parents and children involved in the decision making was important to the SMASCC as outlined in their 'Participation Strategy' Statement. Staff encouraged and valued the views of parents and children and used their feedback to influence decision making and service improvement. We saw feedback from parent/carer and children's questionnaires and found this to be positive about the staff and service provided. Parents and carers took an active interest in the running of the club. For example there was a management committee that comprised of elected parents and carers of the children. Parents and carers not on the committee were invited to attend committee meetings and the annual general meeting (AGM). The manager told us the South Morningside After School Care Club, page 11 of 30

12 club was well supported by the Management Committee. We could see this was a true refection of the committee. We viewed a sample of letters and newsletters sent to parents and carers. These were informative and supported good communication informing parent's of the Annual General Meeting, Board of Trustees, Staff changes, Lost property, and items wanted for the club. In addition, and SMASCC website was used for two way communication with parents and carers. Children whom we spoke with during our visit told us: " I think it is a good place where we communicate and have fun together. When I was not comfortable, when I came here at first the helpers helped settle me in. They always help." We found the service was performing very well in the areas covered by this statement. Areas for improvement SMASCC should continue to monitor and maintain the very good standards of quality care and support provided to children and their families. The manager and staff should ensure they continue to identify areas for improvement and implement action plans to address these. The service identified the following area for improvement in relation to this quality Statement: "Although I feel we do well in this area we could continue to keep looking at ways of improving, for example, welcoming everyone to our club making sure all are happy with what we provide. Newsletters are always a challenge to do, but we will continue to improve with them." We agree that these areas of improvement would further enhance the very good practice carried out in relation to this Quality Statement. Grade awarded for this statement: 5 - Very Good Number of requirements: 0 Number of recommendations: 0 Statement 3 We ensure that service users' health and wellbeing needs are met. Service strengths Inspection report continued We sampled a range of evidence and found the performance of the service was good. Examples of evidence and outcomes for service users supported this and included: The service had developed systems for obtaining information regarding the care of the children. Registration forms were used to obtain key information on children South Morningside After School Care Club, page 12 of 30

13 including emergency contact details, medical information including allergies and dietary requirements. We looked at children's records and observed staff practice, and saw that the staff were flexible and responsive to children's individual need. The staff promoted children's physical wellbeing through actively promoting regular physical activities. Children came together socially for their packed lunch during the holiday club. This helped to encourage positive relationships and friendships. SMASCC were supportive in providing healthy snacks and contributing to a Health Promoting environment. We found children were being encouraged by staff to leave sweet items of food to the end of their lunch. Drinks were available throughout the day for children. We found staff supported children to care and respect each other and to form with friendships. SMASCC had rules in place which children were aware of and followed. Policies and procedures were in place for Child Protection, Accidents and Infection Control. We found staff encouraged children to carry out good hygiene procedures. In addition, all staff had undertaken Health and Safety training. We saw staff following good safety procedures while walking children to school from SMASCC premises. They used high visibility vests and controlled children crossing the roads safely. Children were made aware of the Green Cross Code. We concluded that good systems were in place to meet children and young people's health and wellbeing needs. Areas for improvement Inspection report continued We found some information was in place to meet the Public Services Reform (Scotland) Act 2011 requirement under SSI 2011/210 5 (1) & (2) We discussed this in detail with the manager at the inspection. She agreed the service would look at ways to ensure SMASCC would fully meet this requirement. We found there was no clear recording system in place for administrating medication to the children. We made a recommendation about this See recommendation 1 We found there was no clear system in place for recording and monitoring incidents. 15 Quality Theme 2: Quality of Environment Grade awarded for this theme: 4 - Good Statement 1 We ensure that service users and carers participate in assessing and improving the quality of the environment within the service. Service strengths The areas of strength noted in statement one in theme one also applies to this statement. We observed the children choosing from a range of play experiences available. They were confident in asking staff for other resources to extend their play. Questionnaires allowed children to comment on the activities in the club they liked the most and if there were any activities they did not enjoy. In addition, questionnaires allowed children to make suggestions on resources they would like for the club. Out of the seventeen parents and carers who returned our questionnaires, five parents/carers strongly agreed, nine agreed, two disagreed and one strongly agreed with the following statement: * There is enough space for the children to play and get involved in a range of activities. Ten parents strongly agreed, six agreed, and one disagreed with the following statement: the service is safe, secure, hygienic, smoke free, pleasant and a stimulating environment. We concluded that SMASCC were performing very well in this quality statement. Areas for improvement SMASCC should continue to monitor and maintain the very good standards for this Quality Statement. The manager and staff should ensure they continue to identify areas for improvement and implement action plans to address these. The service identified the following area for improvement in relation to this quality Statement: "To make sure all staff greet new children and parents especially new primary 1 children. 16 been doing. Continue to get feedback from all children and parents." We agree that these areas of improvement would further enhance the very good practice carried out in relation to this Quality Statement. Grade awarded for this statement: 5 - Very Good Number of requirements: 0 Number of recommendations: 0 Statement 2 We make sure that the environment is safe and service users are protected. Service strengths SMASCC had adequate standard in the areas covered by this quality statement. SMASCC used two large playrooms available for the children each providing a different range of play experiences supervised by staff. The playrooms were warm, bright and suitably ventilated. This made SMASCC a comfortable place for children, staff and visitors. There was a range of information displayed at the entrance area for families. This included the last inspection report and the service's Registration Certificate and Public Liability Insurance Documents. The janitor carried out a fire alarm check during our visit. Staff and children told us a fire drill had taken place on the Monday of the week we visited. We sampled a range of evidence and found the performance of the service was adequate for this Quality Statement. Areas for improvement Inspection report continued We examined the children's toilets and found there was no soap available in the girls' toilets. We discussed this with the staff. They were able to access soap and placed this in the toilets for children to use. On arrival to the service we found a primary 1 child come out SMASCC premises by them self and were wandering in the playground, back up to where the staff and other children were. There were parked cars and council vans on the site. We made a requirement about this See requirement 1 We found a phone cable was hanging loose in one of the playrooms. 17 There was no visitor sign in system in place. We made a recommendation about this See recommendation 1 The service identified the following area for improvement in relation to this quality Statement: "To keep our risk assessments up to date. To continue to provide activities that interest all our age groups. To regularly change our wall displays." We agree that these areas of improvement would further enhance the adequate practice carried out in relation to this Quality Statement. Grade awarded for this statement: 3 - Adequate Number of requirements: 2 Number of recommendations: 1 Requirements 1. It is required that the provider takes action to ensure children's safety by taking action to ensure children do not leave the premises on their own and wander around in the playground unattended. This is in order to comply with The Social Care and Social Work Improvement Scotland (requirements for Care Services) Regulations 2011, SSI 2011/210, regulation 4, (1) (a)- requiring the provider to make proper provision for the health, welfare and safety of service users Timescale: This was required at the time of the inspection 2. It is required that the provider takes action to ensure the phone cable is secure to the wall and children are not at risk from loose cable hanging down. This is in order to comply with The Social Care and Social Work Improvement Scotland (requirements for Care Services) Regulations 2011, SSI 2011/210, regulation 4, (1) (a)- requiring the provider to make proper provision for the health, welfare and safety of service users Timescale: This was required at the time of the inspection Recommendations 1. We recommend that the provider takes action to ensure there is a sign in system in place for visitors to the club, to allow staff to be aware of visitors to the premises and ensure children's safety. 18 Quality Theme 3: Quality of Staffing Grade awarded for this theme: 5 - Very Good Statement 1 We ensure that service users and carers participate in assessing and improving the quality of staffing in the service. Service strengths The areas of strength noted in statement one in theme one also applies to this statement. Through written information, observation and conversation with children present during our visit we found staff had developed positive relationships with parents/ carers, children. The Board of trustees had the opportunity to be involved in the recruitment of any new staff. SMASCC's questionnaires had provided parents and carers with the opportunity to give feedback about the manager and staff team. Comments included: "Good, very helpful and professional. All staff are helpful and approachable. My children really like the staff. Good mix of staff. Good communication, friendly." Families who returned our questionnaires told us they were confident that staff had the skills and experience to care for their children and support their learning and development. Comments included: "The staff at the club made the best of a very difficult situation with the current building work. They should be congratulated on the job that they have done in these difficult months. The staff do a good job in very difficult circumstances, hampered by the poor accommodation they work within. 19 The after school care club is a lively stimulating environment for the children but there is also a quiet corner should they want it. Testament to the staff and the facilities is that I can never get my child to leave!" We found SMASCC provided very good evidence of how they met this Quality Statement. Areas for improvement SMASCC should continue to monitor and maintain the very good standards for this Quality Statement. The manager and staff should ensure they continue to identify areas for improvement and implement action plans to address these. The service identified the following area for improvement in relation to this quality Statement: "All staff are constantly being put through training and undertake Scottish Vocational Qualifications as they come available. Staff register with Scottish Social Services Council (SSSC). Encourage parents to attend our AGM in November and become club trustees. Continue to encourage staff to have personal interests in the club and to keep offering new ideas. Also to keep having good communication with the service users answering any questions they have and giving support as needed." We agree that these areas of improvement would further enhance the very good practice carried out in relation to this Quality Statement. Service strengths We found SMASCC provided very good evidence of how they met this Quality Statement. 20 The manager and some of the staff had worked in the service for a long time. This meant that children were cared for by people they knew well and whom they had developed good relationships with. All staff were registered with the Scottish Social Service Council (SSSC) and knew about their responsibility to follow the codes of practice that aim to raise standards of care and increase the protection of children. The staff confirmed they were given a copy of SMASCC's policies and procedure leaflet. We found from speaking with staff they demonstrated a commitment to their own continued professional development (CPD). Staff told us they had many opportunities to take part in training. We looked at the staff training audit and found recent staff training had included: * Health and Safety * Food Hygiene * Child Protection, * Challenging Behaviour * Epi pen Administration Through conversation and observation during the inspection it was evident that staff relationships were good. We saw how they supported each other during the sessions. We could see staff held the management in high regard. They told us there was an open door policy. Regular staff meetings took place and minutes were kept. Staff confirmed they had undertaken their annual performance review. We saw induction records which confirmed staff carried out induction training with new staff. An employee handbook, which contained SMASCC Child Protection policy, ensured staff were aware of the role and responsibilities. The staff were aware of SMASCC Code of Conduct, records showed the staff had signed to say they had read and understood them. Parents who completed our questionnaires agreed or strongly agreed that: * The staff treated their child fairly with respect. * Their child appeared happy and confident with staff. Inspection report continued Written comments from our questionnaires included: "I am very happy with South Morningside After School Care Club. The staff are very focused on the children's development. The staff at the club have had put up with major disruption to their venue, as a result of the council's at times shambolic handling of the renovation works at the school. The manager and her team are commended for their proactive approach to finding alternative accommodation, planning trips, and keeping parents informed of their South Morningside After School Care Club, page 20 of 30

21 plans. While not ideal they have found other venues and sought to minimise disruption for parents and children. Thanks must go to them for working in very difficult circumstances. The staff at the club made the best of a very difficult situation with the current building work. They should be congratulated on the job that they have done in these difficult months. The staff do a good job in very difficult circumstances, hampered by the poor accommodation they work within." The children spoke highly of the staff their comments included: "We really like it there are lots for us to do. Everything is planned out. The adults come and play games with us. We like it is really fun. Some times the adults ask us what we would like, so they get the toys and we play with them. They helpers are really good they can communicate with us. They are helpful child helpers. They are good people that work here. They helped me when I was feeling sick, they help you, talk to you and sort anything bad out that happens to you. They are really nice, and they have a lot of toys and stuff for us to do. I think it is good, when a child gets very angry the adults come and talk about it. They sort it out. No bullying here. The adults sort any problems out. I like to play with Kerplunk, games and my friends. I like all the toys and stuff. I like the people who look after us they let us do a lot of stuff." To keep staff up to date with policies and any other activities they need to know. To keep in touch with other clubs and agencies." 23 Quality Theme 4: Quality of Management and Leadership Grade awarded for this theme: 4 - Good Statement 1 We ensure that service users and carers participate in assessing and improving the quality of the management and leadership of the service. Service strengths The areas of strength noted in theme one statement one also applies to this statement. Newsletters and notice boards were used to keep parents and carers informed of any changes taking place in SMASCC including: updates on the facilities, holiday club and future events. The Board of Trustees attend regular meetings to discuss the direction of the service. Minutes were recorded and made available for parents and staff to view. Staff made themselves available to talk with parents as they arrived to pick up their children. Feedback from our questionnaires included: "Excellent care service. Our child has really bonded with the staff. Discipline levels are exactly right. The children always appear to be having fun when I arrive to pick up my child. The manager is very professional; and capable manager and the service has exceeded my expectations. Thanks. We are very happy with the level of support provided at South Morningside. Our child is always excited to go and when my child comes out of class. Communication between staff and parents is excellent. I couldn't be happier with the teachers. The only negative is the location of the school. It is highly inconvenient. The service is temporarily effected by limitations placed on it due to renovation work on the school building. They are providing the best care within these adverse conditions. Overall I am very happy with the service. I would however like to see a little more range of pm snacks provided and more of a mixture of fruit, but that is a minor point. South Morningside After School Care Club, page 23 of 30

24 We feel that our child is very well looked after on every level and we feel confident with all staff members." We found SMASCC provided good evidence of how they met this Quality Statement. Areas for improvement We saw evidence which showed children's questionnaires had not been audited and children and their families' had not received any feedback. National Care Standards Early Education and Childcare up to the age of 16 Standard: 14 Well-managed service Statement 4 We use quality assurance systems and processes which involve service users, carers, staff and stakeholders to assess the quality of service we provide Service strengths Inspection report continued We found SMASCC had good quality assurance systems in place to regularly monitor and evaluate the overall service provided. We found that the manager and staff ensured that children, parents and carers were given opportunities to comment on and influence the quality of the service provided. They were included in Quality Theme one Statement one. We found staff were involved in the assessment and improvement of SMASCC through daily discussions, staff meetings and their individual appraisals. 25 Regular Board of Trustees meetings and Annual General Meeting (AGM) took place and records were minuted. The manager and play leader had presented reports to board. They had given feedback from parents' questionnaires, updates on staffing, reports of the service and statistics of children using the service. The services' members' booklet given to all parents and carers outlined how they could become involved in the running of the club. SMASCC were affiliated to the Scottish Out Of School Network. The network provided support to the service. The majority of parents/carers who responded to our Care Standards questionnaires told us that they were involved in developing the service. Four parents strongly agreed and nine agreed and two disagreed with the following statement, 'The service has involved me and my child in developing the service, for example asking for ideas and feedback.' In addition, one stated they did not know and one parent stated not applicable. The services Complaints Policy was contained the SMASCC's Policy and procedures leaflet. This told parents and carers how to raise concerns and what to do if they were not satisfied with the services response; this included how to contact the Care Inspectorate. Areas for improvement The manager told us the policy and procedures booklet would be updated with the revised policies in March 2013 and would go out to parents/carers in April There was no development/improvement plan in place to support future improvements and delivery of the service. We discussed this with the manager and she agreed a development plan would help to support key areas for improvement.
