She began her career as a physical therapist. After working in a variety of hospital settings, she progressed into management, where she has accumulated over twenty years of hospital management experience. Barbara currently serves as the administrative director for rehabilitation services at UNC Healthcare and is responsible for overseeing physical, occupational, speech, and recreational therapies, as well as child life services and the organization s thirty-bed inpatient rehabilitation facility. 2 JoAnn Arabasz, MS, OTR/L, MBA Director of Business Development and MCR Rehab Unit University of Colorado Health, Medical Center of the Rockies JoAnn Arabasz has over fifteen years of healthcare leadership experience in a variety of levels of care, eight of which have been in inpatient rehabilitation. She has a passion for improving processes and reducing roadblocks so staff members can spend their time providing quality care. 3 Dexanne B. Clohan, MD Vice President Foundation for Physical Medicine and Rehabilitation Dr. Dexanne Clohan is a board-certified specialist in the field of physical medicine and rehabilitation. Both the American Medical Rehabilitation Providers Association and Modern HealthCare have recognized her multiple times for her physician executive leadership. She recently completed a nine-year tenure as chief medical officer of HealthSouth, one of the nation s largest providers of postacute care. Dr. Clohan currently serves as a retained consultant to clients. She focuses primarily on medical rehabilitation and physician executive performance. As vice president of the Foundation for Physical Medicine and Rehabilitation, Dr. Clohan leads research and advocacy efforts related to medical rehabilitation. The Foundation s newly created Americans with Disability Fund is specifically designed to encourage individuals with disabilities, rehabilitation physicians, and other rehabilitation professionals to partner with each other in building a culture in which all can fulfill their potential. Prior to joining HealthSouth, Dr. Clohan acted as a medical director for several wellknown organizations, including Aetna, Inc.; Meridian Health Care Management; and Memorial Independent Practice Association. In addition, she practiced medicine with the Rehabilitation Associates Medical Group and served as director of Congressional affairs for the American Medical Association. She received a bachelor s degree in social sciences, magna cum laude, from the University of Colorado, where she was also a member of Phi Beta Kappa; a master s degree in administration from The George Washington University; and a doctor of medicine from The George Washington University School of Medicine. 4 Nancy Cwiklin Sanders, MS, OTR/L Rehab Team Lead, OT University of Colorado Health, Medical Center of the Rockies Nancy Cwiklin Sanders has been an OT in a variety of settings for sixteen years, eight of which have involved inpatient rehabilitation. She has had a leadership role in therapy services in an IRF setting for the past three years. She has been part of multiple interdisciplinary process improvement projects during this time, including several related to discharge planning, treatment of patients with traumatic brain injuries, team huddles, documentation, and guidelines for falls. She participates in her hospital s fall committee, which reviews evidence-based practice, policies and procedures, current practices, and trends related to falls. 5 Mary Ellen DeBardeleben Associate Director, Quality HealthSouth Corporation Mary Ellen DeBardeleben has worked at the HealthSouth corporate office in various roles in the Quality and Clinical Excellence Department since July HealthSouth is one of the nation s largest providers of postacute healthcare services, offering both facility- and home-based postacute services in thirty-three states and Puerto Rico through its network of inpatient rehabilitation hospitals, home health agencies, and hospice agencies. As the associate director of quality and works, Mary Ellen works to identify, recommend, and implement improvements in HealthSouth s capacity for establishing and using performance metrics to improve patient outcomes, regulatory compliance, and patients experience. She also works to increase the effectiveness of HealthSouth s quality programs while reducing the burden on individuals, regional staff, and corporate staff. Most recently, Mary Ellen developed HealthSouth s strategic program for reporting IRF Quality Reporting Program measures, including training all employees, developing standardized processes, and designing internal and external data analysis programs. Mary Ellen received her BS in neuroscience from Vanderbilt University in Nashville, Tennessee. 6 Laura Edsberg, PhD Director, Center for Wound Healing Research Associate Professor, Daemen College Dr. Laura Edsberg is director of the Natural and Health Sciences Research Center and the Center for Wound Healing Research at Daemen College in Amherst, New York, as well as an associate professor in the Natural Sciences Department. Dr. Edsberg is a past president of the National Pressure Ulcer Advisory Panel. She has written numerous articles and chapters about the microstructural and mechanical properties of pressure ulcer tissue and is an internationally recognized expert in the field. Dr. Edsberg s research is focused on the proteome of healing and nonhealing wounds. Her research group is currently working to identify biomarkers associated with healing in wounds. 7 Aloma (Cookie) Gender, RN, MSN, CRRN Administrator/CNO CHRISTUS St. Michael Rehabilitation Hospital Cookie Gender has over thirty years of rehabilitation nursing and management experience. She has lectured nationally and internationally on various rehabilitation nursing and leadership topics. She has published numerous articles and written chapters for three rehabilitation nursing textbooks and has been a contributing writer to three editions of Rehabilitation Nursing Concepts and Practice: A Core Curriculum, published by the Association of Rehabilitation Nurses. Cookie served as the president of ARN in 1992 and Prior to that, she served as the chair of the Rehabilitation Nursing Certification Board. She also was on the Editorial Board of the Rehabilitation Nursing Journal and the Board of Trustees for CARF. 8 Brigid Greenberg, PT, MHS Manager of Appeals, Business Development Manager UDSmr Brigid Greenberg is the manager of postdischarge services and appeals and the business development advisor for UDSmr. She has twenty-five years of experience in neurological rehabilitation, therapy services, and department and hospital management. She served as an area director of therapy for two freestanding hospitals in Fort Worth, Texas, before she moved to a corporate position as vice president of rehabilitation services at a Dallas-based rehabilitation organization. Her responsibilities included ensuring compliance with Medicare standards for IRFs, utilization management, and FIM compliance at four freestanding hospitals. She served as CEO for the Fort Worth hospital and was a member of an executive team managing an LTAC facility. 9 Carol Harper, COTA/L Manger of Education, Training, and Consultation UDSmr Carol Harper is manager of the Education, Training, and Consultation (ETC) Department at in Buffalo, New York. At UDSmr, Carol oversees the development of education and training presentations, documentation, and teaching tools for UDSmr s subscribers. She interacts with clinicians, IRF coordinators, medical record coders, physicians, and upper management, explaining how to use the FIM instrument and how to accurately complete the IRF PAI. Carol has provided chart audit reviews to inpatient rehabilitation units and facilities since 2002, focusing on accurate completion of the IRF-PAI and documentation that supports both the IRF s compliance with the Medicare Benefit Policy Manual and proper reimbursement. In addition, she provides on-site training and consultation to facilitate better understanding of IRF issues, and she has developed and presented workshops and seminars to subscribers and state associations alike. Carol was a member of the initial UDS-PRO Doc team, which developed a clinically focused electronic documentation system specifically for inpatient rehabilitation. 10 Jason M. Healy Principal The Law Offices of Jason M. Healy PLLC Before forming this law office in 2011, Jason Healy was a partner in the Life Sciences & Health Industry practice group at the Washington, DC, office of Reed Smith LLP. Jason has represented hospitals, skilled nursing facilities, home health agencies, hospices, institutional pharmacies, medical device manufacturers, durable medical equipment suppliers, health care trade associations, and medical educators. His practice encompasses a wide range of regulatory, litigation, legislative, corporate, and contractual matters for health care clients. Jason concentrates in counseling long-term acute care hospitals (LTCHs) and other hospital providers on many issues, including legislative, regulatory, reimbursement, compliance, and development issues. He served as general counsel to the Acute Long Term Hospital Association (ALTHA), a leading LTCH trade association with over three hundred member hospitals. In this capacity, Jason advised ALTHA on legislative, rulemaking, and other legal matters affecting its membership. Over the past fifteen years, Jason has represented hundreds of providers before the Provider Reimbursement Review Board, the HHS Departmental Appeals Board, state and federal courts, and other administrative tribunals in Medicare and Medicaid reimbursement appeals, coverage appeals, enrollment appeals, and termination appeals. He has significant experience and success with large group cases, complex reimbursement, statistical sampling, and medical necessity cases. Jason has defended health care clients in government enforcement actions, including audits, investigations, qui tam False Claims Act cases, and other administrative and litigation matters. 11 Troy Hillman Manager of Analytical Services Group UDSmr Troy Hillman is the manager of the Analytical Services Group (ASG) at UDSmr. Troy rejoined UDSmr in September 2013 after spending time in the health insurance and banking industries, where he focused on analytics and business performance improvement. In his prior four-year stay with UDSmr, Troy served as report development coordinator and supervisor of the statistical work group. As the manager of ASG, Troy has an active role in the design, validation, implementation, publication, and interpretation of all UDSmr reports. In conjunction with other departments at UDSmr, Troy and ASG provide data and analytic services to support report interpretation and PEM consultations. Troy also plays an important role in analyzing changes in Medicare PPS policy, including the interpretation and reporting of changes to the 60% rule. 12 Cris Huerta, RN, CRRN, MBA-HCA AVP, Rehab Services Division HCA Corporation Cris Huerta joined HCA s corporate office in 2011 as the assistant vice president of rehab services. Her key responsibilities include overseeing assigned regional vice presidents, developing new clinical programs, providing clinical and physician training, directing physical plant revisions, and monitoring budgetary, regulatory compliance, and quality measurements. Cris has held several positions directing the clinical operations of multi-regional freestanding rehabilitation hospitals and has served as the rehab corporate clinical consultant for numerous organizations Medicare RAC/MAC activities. Cris received her BS in business administration and her MBA in healthcare management in Santa Teresa, New Mexico. 13 Martha Kendrick, JD Partner Akin Gump Strauss Hauer & Feld, LLP Martie Kendrick helps clients navigate the executive branch to solve regulatory problems involving legislative, regulatory, and administrative law for health, education, insurance, municipal, and tax issues. Her work often focuses on medical devices, biomedical and pharmaceutical issues, social services, education, and human services, and her work has emphasized health and hospital law for several years. She also lobbies in the federal appropriations arena. For more than twenty-five years, Martie has represented clients before Congress in virtually every major piece of health, Medicare, and Medicaid legislation. Her clients consist of large corporations; national and state trade associations; state, local, and tribal governments; health providers; universities; and pharmaceutical companies. Martie regularly represents and counsels clients on matters before the Centers for Medicare and Medicaid Services (CMS) relating to Medicare and Medicaid issues, as well as regulatory and funding issues before agencies within the Department of Health and Human Services (HHS), including the National Institutes of Health, the Indian Health Service, the Centers for Disease Control and Prevention (CDC), the Food and Drug Administration (FDA), and the Health Resources and Services Administration (HRSA). 14 Rusty Moore, DO Medical Director, Acute Rehabilitation Unit Dixie Regional Medical Center, Intermountain Healthcare Dr. Rusty Moore has been the medical director of the inpatient rehabilitation unit at Dixie Regional Medical Center for over four years. In this role, he is responsible for providing clinical leadership and program development, screening patients, and leading and directing unit operations. Dr. Moore coordinates with hospital administrators, nurse managers, therapy managers, and compliance officers. He also reviews other physicians documentation to ensure their compliance. Dr. Moore completed his residency at the Mayo Clinic in Rochester, Minnesota. Before moving to St. George, he ran his own rehabilitation clinic in Western New York. 15 Michael W. Murphy Instrumental Music Teacher and Father of a TBI Survivor Buffalo, New York Michael Murphy has been an instrumental music teacher in the Amherst Central School District since He is currently the band director at Windermere Elementary School. He taught the summer band program for grades 4 9 in the Maryvale Central School District from 1997 to 2004, and he taught brass lessons for the Sweet Home School District in previous summers. In addition, he has given beginning to advanced private trumpet lessons at his home for twenty years. He believes that the best part of teaching elementary students is seeing the smile after one of them learns something new, and his advice to students is simple: Don t let people tell you the sky is the limit when people have walked on the moon. Michael enjoys playing for church services and various community groups and events. He recently began studying and playing jazz and Irish folk music. He and his wife, Adria, have three children: Jacob, Jonah, and Jesslyn. Their extended family includes two dogs, a cat, and two horses. Camping, biking, tennis, classic cars, and the many wonderful offerings at Mighty Taco are among Michael s favorite interests outside of music. 16 Mark Prochazka, OT, MHA Assistant Director, Rehabilitation Services UNC Hospitals Mark Prochazka is the assistant director for rehabilitation therapies at UNC Healthcare. He has enjoyed working as an occupational therapist in several different clinical settings. Since transitioning to management six years ago, he has worked as a lead therapist and a manager and now works as an assistant director at UNC Healthcare. In his role as assistant director, he is responsible for a wide scope of services: the therapy services in the North Carolina Jaycee Burn Center, the UNC Rehabilitation Center, and adult acute care services at the UNC Medical Center. 17 Lindsay Pugmire, MS, PT Supervisor/Physical Therapist Dixie Regional Medical Center Lindsay Pugmire earned his bachelor s degree from Brigham Young University in He then went on to receive his master s degree in physical therapy from the University of Alabama in Lindsay has worked in several different areas, including skilled nursing facilities and home health, and he has most recently worked in inpatient rehabilitation. He has worked as the therapy manager for inpatient rehabilitation at Dixie Regional Hospital for the past ten years. He is NDT-trained and enjoys working with the neurologically impaired population. 18 Sally Strong, RN, APN-CNS, CNRN, CRRN Clinical Nurse Specialist Marianjoy Rehabilitation Hospital Sally Strong is the clinical nurse specialist at Marianjoy Rehabilitation Hospital, an adjunct faculty member at Elmhurst College, and an adjunct faculty member in the Continuing Education Department of the College of DuPage. Her career has included care of patients in neuroscience critical care and rehabilitation settings, as well as consultation for various healthcare agencies. Sally has published multiple textbook chapters and articles in several peer-reviewed journals. She coauthored the Introduction to Rehabilitation Nursing Online Course and the Competency Assessment Tool offered by the Association of Rehabilitation Nurses. She is on the Board of Directors of the Northern Illinois Chapter of the Association of Rehabilitation Nurses and the Continuing Education Approval Committee of the American Association of Neuroscience Nurses. 19 Steven Wallenfels, OTR/L Occupational Therapist Dixie Regional Medical Center Steven Wallenfels has been a practicing occupational therapist for the past nineteen years. During that time, he has worked briefly in outpatient, home health, and inpatient acute settings. For the first eight of these years, Steven worked primarily in skilled nursing; for the last eleven, in acute rehabilitation. Steven was one of the first therapists working on what is now Intermountain Healthcare s Neuro Specialty Rehabilitation Unit at Dixie Regional Medical Center. During his many years of practice, Steven has completed comprehensive continuing education in proprioceptive neuromuscular facilitation and neuro development treatment. He is certified in using Saebo upper extremity training orthoses and Bioness functional electrical stimulation for the upper extremity. Steven has also taken numerous courses in Parkinson s, constraint-induced therapy, driver rehabilitation, and vestibular and balance rehabilitation, to name a few. Steven has developed skills and focused intervention directly to the activities of daily living and mobility skills measured by UDSmr. 20 Pawel Wieczorek Chief Information Officer Pawel Wieczorek has been with UDSmr since In addition to his duties as CIO, Pawel oversees UDSmr s software developers, production department, LAN administration, and internal/external support. He is responsible for software design, development, and implementation, as well as analysis of UDSmr s product lines, including the UDS-PROi software, UDS-PRO Doc System, WeeFIM II software, FIMware software, LIFEware software, and AlphaFIM instrument. Before joining UDSmr, Pawel was a computer technician for the Internal Revenue Service, a network and software developer and program analyst for Frontier Science and Research, and manager of the information technology department of BryLin Hospitals. 21 Gretchen Young-Charles, RHIA Senior Coding Consultant American Hospital Association Gretchen Young-Charles is a senior coding consultant at the AHA Central Office. In this role, she develops articles on official coding advice for publication in AHA Coding Clinic for ICD-9-CM. She also served as the secretary to the Rehab Coding Workgroup, a collaboration between the AHA Central Office and UDSmr. Gretchen has over twenty years experience in the HIM field and has worked in numerous HIM roles, including education, quality, hospital-based outpatient, acute care, and rehabilitation.
