2 Modern Day Ethics: Guns, Social Media and Clinical Dilemmas November 5, 2018 UPMC Herberman Conference Center 5150 Centre Ave. Pittsburgh, PA Introduction Social and cultural issues can shift quickly: pressing concerns today may have been all but unheard of days or months ago. Applying ethical tools and standards to new dilemmas can be challenging because the codes and rules evolve slowly. This presentation will address two issues that are timely, evolving, and challenging: talking to patients about firearms and managing boundaries and access in an era of social media. The Gun Talk: Assessing access to firearms is an essential part of any clinical assessment of suicide and violence risk yet it is a topic where most mental health professionals lack formal training. Built on the premise that firearm safety discussions can best be seen as a cross-cultural problem with a motivational interviewing solution, The Gun Talk provides a basic framework for firearm safety counseling. It is particularly tailored to recognize and adapt to possible differences in the values between professionals and patients and how to navigate those potential conflicts. Risky Connections: Since inception, the internet has provided capacity for near-complete anonymity contrasted with incredibly intimate and detailed collections of personal information either accumulated by data mining systems or willingly shared through social media. Each extreme and the clinical territory in between creates a set of risks and opportunities for the connected clinician. From the managing boundaries in a digital age, to the perils of HIPAA breaches, to the use and misuse of clinical data, to the complexities of personal and professional presence and privacy in social media, the modern clinician must be aware of the risks and opportunities of connected care. Who Should Attend The conference is designed to disseminate information to a wide audience: psychiatrists and other mental health clinicians, including nurses, social workers, psychologists, service coordinators, mental health policy administrators and others. Learning Objectives At the completion of this program, participants will be able to: 1. Effectively assess access to firearms, storage and handling habits including exploring guns and violence risk 2. Apply effective -- and avoid ineffective -- techniques for counseling about gun safety using motivational interviewing and cross-cultural models 3. Identify opportunities and risks of using clinical and nonclinical databases to guide patient care 4. Identify opportunities and risks of having a professional or personal social media presence 5. Recognize potential security concerns for mental health professionals from publicly available information

3 Course Director John Jack Rozel, MD, MSL Medical Director, resolve Crisis Services Western Psychiatric Institute and Clinic of UPMC Associate Professor of Psychiatry, Adjunct Professor of Law, and Affiliate Faculty of the Center for Bioethics and Health Law At the University of Pittsburgh Dr. Rozel has been working in emergency mental health for over 25 years and has been the medical director of resolve Crisis Services since He is the President-Elect of the American Association for Emergency Psychiatry, the leading national organization dedicated to the improvement of compassionate, evidence based care for people with psychiatric emergencies. As the medical director of resolve Crisis Services, he leads a team of 150 crisis professionals who deliver over 130,000 services every year to the residents of Allegheny County through phone, mobile, walk-in and overnight programs delivered through a person centered, recovery oriented model. Dr. Rozel trains and consults with teams across UPMC and the country on projects related to violence and threat management, staff injury prevention, and firearm injury prevention. He is board certified in general, child and forensic psychiatry. Dr. Rozel is a Fellow of the American Psychiatric Association and a 2018 recipient of the Exemplary Psychiatrist award from the National Alliance on Mental Illness. Dr. Rozel regularly provides clinical and didactic training to medical students, residents and fellows at the University of Pittsburgh School of Medicine; mentors graduate students through the Center for Bioethics and Health Law; co-teaches the Mental Health Law course at the School of Law; and teaches regional law enforcement professionals through the Crisis Intervention Team training program. He is the creator of the Clinical Homicide and Aggression Management Practices for Inpatient, Outpatient and Nontraditional Settings (CHAMPIONS) training. Dr. Rozel earned a Bachelor s degree in Biomedical Ethics and his MD at Brown University. He received a Master of Studies in Law from the University of Pittsburgh. He completed his general psychiatry residency and child and forensic psychiatry fellowships at Western Psychiatric Institute and Clinic of UPMC. Dr. Rozel is a member of the Mental Health and Justice Advisory Committee for the Pennsylvania Commission on Crime and Delinquency and previously chaired the Legislative Affairs Subcommittee. Dr. Rozel, along with his colleague Dr. Layla Soliman, runs feed on Twitter, providing short summaries of new violence research.

5 Continuing Education Credits Psychologists Western Psychiatric Institute and Clinic is approved by the American Psychological Association to offer continuing education for psychologists. Western Psychiatric Institute and Clinic maintains responsibility for this program and its content. This program is being offered for 3.0 continuing education credits. Certified Alcohol and Drug Counselors/Certified Co-Occurring Disorders Professionals: CADC/CCDP The Office of Education and Regional Programming, Western Psychiatric Institute and Clinic is certified by the Pennsylvania Certification Board (PCB) to provide Certified Alcohol and Drug Counselor (CADC) and Certified Cooccurring Disorders Professional (CCDP) continuing education credits. This program is being offered for 3.0 continuing education credits. Counselors Western Psychiatric Institute and Clinic has been approved by NBCC as an Approved Continuing Education Provider, ACEP No Programs that do not qualify for NBCC credit are clearly identified. Western Psychiatric Institute and Clinic is solely responsible for all aspects of this program. This program is being offered for 3.0 continuing education hours. Licensed/Clinical Social Workers, Licensed Professional Counselors, Licensed Marriage and Family Therapists: LSW/LCSW/LPC/LMFT This program is offered for 3.0 hours of social work continuing education through co-sponsorship of the University of Pittsburgh s School of Social Work, a Council on Social Work Education-accredited school and, therefore, a PA pre-approved provider of social work continuing education. These credit hours satisfy requirements for LSW/LCSW, LPC and LMFT biennial license renewal. For information on social work continuing education call (412) Other Healthcare Professionals Nurses and other health care professionals are awarded.30 Continuing Education Units (CEU's). One CEU is equal to 10 contact hours. Nurses: For attending this program you will receive a Certificate of Attendance confirming.30 hours of continuing education. These hours may be considered eligible for completing the 30 hours of continuing education required for biannual nursing re-licensure in Pennsylvania. Peer Specialists: This program fulfills requirements for Certified Peer Specialist continuing education. We request that all participants complete the online survey. Everyone must sign out at the end of the program. CEU and CADC Certificates will be available once the program has ended. All other certificates will be sent via e- mail to participants once they ve completed the online survey. Please keep your certificate in a safe place once you receive it. 6 Location UPMC Herberman Conference Center 5150 Centre Ave. Pittsburgh, PA From the north (North Hills, Zelienople) Take Interstate 279 South to Exit 8B (Route 28 North). Follow Route 28 North to the 40th Street Bridge. Cross the bridge and continue on 40th Street to Liberty Avenue. Turn left onto Liberty and continue to Centre Avenue. Centre Avenue Parking Garage: At Centre Avenue, turn right, go to the first traffic light, and turn left into the Centre Avenue Parking Garage. From the northeast (Allegheny Valley, Kittanning) Take Route 28 South to the Highland Park Bridge. On the bridge, get into the left lane and follow the Washington Boulevard ramp. As you exit the ramp, stay in the right lane. Just before the traffic light, veer right onto Washington Boulevard, and travel straight through four traffic lights (about two miles). At the fourth traffic light, cross Penn Avenue, continuing straight onto Fifth Avenue. Continue on Fifth to S. Aiken Avenue and turn right. Centre Avenue Parking Garage: Continue on S. Aiken to the third traffic light and turn left onto Centre Avenue. At the first traffic light, turn left into the Centre Avenue Parking Garage. From the east (Monroeville, Greensburg) Take the Parkway East (Interstate 376) to Exit 7 (Edgewood/Swissvale). At the end of the exit ramp, turn right onto S. Braddock Avenue. Go approximately two miles and turn left onto Penn Avenue. At the intersection of Penn and Fifth avenues, turn left onto Fifth Avenue. Continue on Fifth to S. Aiken Avenue and turn right. Centre Avenue Parking Garage: Continue to the third traffic light on S. Aiken and turn left onto Centre Avenue. At the first traffic light, turn left into the Centre Avenue Parking Garage. From the south (South Hills, Washington, Pa.) Take Route 51 North or Route 19 North through the Liberty Tunnels and cross the Liberty Bridge. Take the Bigelow Boulevard exit and continue on Bigelow to Centre Avenue. Turn left onto Centre and continue past Morewood Avenue. Centre Avenue Parking Garage: At the first traffic light past Morewood, turn right into the Centre Avenue Parking Garage. From the west (Route 60, Pittsburgh International Airport) Take Interstate 279 North. Get into the right lane before you pass through the Fort Pitt Tunnels. As you exit the tunnel, take the exit ramp for Interstate 376 East (Monroeville). Follow Interstate 376to Exit 2A (Forbes Avenue/Oakland). Continue on Forbes Avenue through Oakland, and turn left at N. Craig Street (just after the Carnegie Museum of Art). Make a right turn onto Fifth Avenue, continue to S. Aiken Avenue, and turn left. Centre Avenue Parking Garage: Continue on S. Aiken to the third traffic light and turn left onto Centre Avenue. At the first traffic light, turn left into the Centre Avenue Parking Garage.
