3 Introduction Arnwood Nursery School is a Glasgow City Council provision. The service operates from a shared building within Castleton Primary School in the Castlemilk area of Glasgow. The nursery was registered with the Care Commission on 1 April 2002 to provide care and education to a maximum of 80 children from 3 years to those not yet attending primary school. The nursery operates Monday to Friday between the times of 08:30hrs to 16:30hrs. The aims of the nursery are to establish "friendly relationships with parents and children in a safe, happy and stimulating environment. Basis of Report The nursery was inspected after receiving a Regulatory Support Assessment (RSA) to determine what level of support was necessary. The RSA is an assessment undertaken by the CCO which considers: complaints activity, changes in the provision of the nursery, nature of notifications made to the Care Commission by the nursery, action taken upon requirements and other aspects of the service. This service was required to have a low level of support that resulted in an inspection based on the National Care Standards for early education and childcare up to the age of 16 inspection themes and any recommendations and requirements from previous inspections, complaint or other regulatory activity. Prior to the visit the Acting Head Teacher completed her annual return and self-evaluation documents electronically. Both documents contained information relating to the service provided. The unannounced inspection took place on 6 February During the visit the Care Commission Officer spoke with the Acting Head Teacher and 4 staff. Time was spent observing how staff members worked with the children. The Care Commission Officer viewed a range of policies and procedures including the following: Aims & Objectives Complaints Registration Forms Child Protection Staff Records The Care Commission Officer took all the above into account and reported on whether the nursery was meeting the following National Care Standards for Early Education and Childcare: Standard 3 Health and Wellbeing (3.2; 3.3; 3.4; 3.5 ) Standard 12 Confidence in Staff (12.1) In particular the inspection focused on the following themes: Safer recruitment, nutrition, toothbrushing and child protection. 4 Comments on Self-Evaluation The self evaluation form was completed by the Acting Head Teacher; this provided a detailed assessment of the service provided. View of Service Users The children were observed to be relaxed, well motivated and engaged fully with the range of experiences on offer. View of Carers Forty parental questionnaires were issued and seventeen were received by the Care Commission. Parents and carers who responded to the pre-inspection questionnaire were very satisfied with the work of the nursery. 4/7

5 Regulations / Principles Regulation : Strengths Areas for Development National Care Standards National Care Standard Number 3: Early Education and Childcare up to the age of 16 - Health and Wellbeing Strengths The Acting Head Teacher and staff delivered a service which took good account of the health and wellbeing of children. The nursery adhered to Glasgow City Council s child protection policy guidelines. Staff had attended training on child protection and they were clear about their responsibilities in reporting matters of concern. Appropriate records were kept where the service had concerns about the care, welfare or safety of a child. Procedures specifying what the service would do if a child was absent from the nursery without notification had been established. The nursery was actively involved in the promotion of healthy eating and nutrition in consultation with the area catering manager and the health development officer. Staff utilised the nutritional guidance for early years: food choice for children aged 1-5 in early education and childcare settings. Children were provided with healthy snacks which took account of dietary requirements, including food allergies. Fruit was available daily and children had a choice of milk or water to drink. The nursery offered extended daycare for a number of children. Lunches were provided through Glasgow City Council s catering services. Two members of staff had undertaken elementary food hygiene training. Children had opportunities to learn about healthy lifestyles, hygiene and personal safety through daily routines and specific projects such as the Eco-patrol programme. Staff encouraged and supported children to be independent and wash their hands at appropriate times. The nursery participated in an oral health programme and staff were aware of the new Standards for Nursery and School Toothbrushing Programmes Appropriate toothbrushing records were maintained. Risk assessments were in place for the premises and for outings. The nursery had a clear policy on how to deal with emergencies and two staff held current first aid certificates. 6 It would be beneficial for all staff involved in the preparation of food and baking activities to access training in elementary food hygiene. ( see Recommendation 1). National Care Standard Number 12: Early Education and Childcare up to the age of 16 - Confidence in Staff Strengths The nursery had a safe recruitment policy. A staff appraisal system was in place to identify training needs and staff were encouraged and supported in their personal development The management team were aware of the Scottish Social Services Council (SSSC) and its role in registering and regulating staff. Staff had been given a copy of the SSSC Code of Practice and in-house training had taken place to raise awareness of the implications for individuals. Areas for Development An audit of the provider s safer recruitment policies and procedures has been carried out by the Care Commission resulting in the requirements highlighted in this report. The recruitment process should ensure that staff employed have satisfactory references, enhanced disclosure checks and medical information on file. (see Requirement 1) 6/7
