1 Revision No: 1 Page: 1 of PURPOSE 1.1 The purpose of this policy is to outline the responsibilities of the Central Safety Committee (CSC) as per the committee s Terms of Reference. 1.2 The University of Windsor is committed to the protection of its employees, faculty, students, the environment and its physical assets. The University of Windsor will continue to maintain a safe work environment in order to prevent occupational injuries and illnesses. 1.3 All employees are equally responsible for complying with the requirements of the Ontario Occupational Health & Safety Act and its Regulations. 2.0 PURPOSE OF CENTRAL SAFETY COMMITTEE 2.1 The purpose of the CSC is to address occupational health and safety concerns that affect university-wide operations. 2.2 These concerns will normally involve decisions by senior administrative officials or will require changes in procedures that will affect the entire campus or a good portion thereof. 3.0 ROLE OF OFFICE OF OCCUPATIONAL HEALTH AND SAFETY 3.1 The Office of Occupational Health and Safety is responsible for the coordinated administration of the University s health and safety program. The Office of Occupational Health and Safety is the University s representative in official communications with the Occupational Health and Safety Division of the Ministry of Labour, the Workplace Safety and Insurance Board, the Fire Prevention Division of the City of Windsor Fire Department and similar agencies. 3.2 University departments requiring routine contact with external agencies are not precluded from doing so; however University departments are encouraged to maintain a dialogue with the Office of Occupational Health and Safety in matters of mutual interest.

2 Revision No: 1 Page: 2 of COMPOSITION OF THE COMMITTEE 4.1 The Central Safety Committee shall consist of fourteen (14) members, seven (7) shall be selected by the bargaining groups representing faculty and staff. (one representative from each of these bargaining units.) 4.2 The Vice-President, Administration & Finance shall appoint up to seven (7) representatives from among those University employees who exercise management functions to the committee. 4.3 The Occupational Health and Safety Manager shall be a non-voting member of the CSC and shall provide advice to the committee on health and safety matters. 4.4 There shall be two co-chairs of the central committee, one selected by the worker members and one appointed by the Vice- President, Administration & Finance. 4.5 Additional persons, including designated CSC alternates, may attend CSC meetings with the approval of the co-chairs. 5.0 COMMITTEE MEMBER TENURE 5.1 University employees who exercise management functions will be expected to serve a minimum term of three (3) years as a committee member. 5.2 University employees selected by workers to represent them as committee members will be expected to serve a minimum term of 3 years as a committee member, with the exception of the Student Representative. 5.3 CSC Co-chairs will determine the number of approved alternate CSC members and the names of these persons will be posted along with the names and work locations of all regular standing CSC members. 5.4 If a Certified Member or other member resigns or is removed from the CSC, the Certified Member will be replaced as soon as reasonably practicable, and no longer than 60 days from the time the person leaves the CSC.

3 Revision No: 1 Page: 3 of Where required, Certification of the replacement member(s) will coincide with the first available Level I and Level II Certification courses offered by a WSIB recognized training provider. 6.0 FUNCTIONS OF THE COMMITTEE 6.1 The Central Safety Committee will consider health and safety matters of university-wide application, which require actions by either senior administrators or one or more of the employee bargaining units. 6.2 The scope of the Committee shall extend to all locations where employees of the University work. 6.3 Specific items to be addressed by the Central Safety Committee include: 1. reviewing and recommending health and safety training programs applicable jointly to workers and supervisors; 2. promoting occupational health and safety throughout the University by word, deed and by example; 3. reviewing summary accident statistics from the Workplace Safety and Insurance Board and making recommendations to prevent future accidents; 4. reviewing reports of occupational injuries and illnesses reported by faculty and staff and making recommendations to prevent recurrences; 5. recommending programs to address occupational illnesses and injuries; 6. reviewing reports of inspections conducted by worker representatives and department representatives, the Ministry of Labour or other governmental bodies; 7. considering items of University-wide application referred to it by either Senior Administration or by a specific department or individual. 6.4 The CSC shall address health and safety issues related to the building structure, ventilation systems, contractors and general working environment of University buildings which are of a universal nature or which cannot be addressed or resolved at the local level.

4 Revision No: 1 Page: 4 of The Central Safety Committee (CSC) has the right to obtain information from the management about: 1. any existing or potential hazards in the workplace (Sec. 9(30) of the Occupational Health & Safety Act), including the right to receive copies of government orders or reports about the workplace (Sec. 57(10)(a)). 2. the health and safety experience and work practices and standards in similar or other industries of which the constructor or employer has knowledge (Sec. 9(18)(d)(ii)). 3. any workplace testing of any equipment, machine, device, article, thing, material or biological, chemical or physical agent in or about the workplace that is being carried out for occupational health and safety purposes (Sec. 9(18)9e)). In addition, the committee has the right to be consulted prior to any workplace testing and have a committee member representing workers present at the beginning of testing to validate the procedures and/or the results (Sec. 9(18)(f) & 9(19)). 6.6 Recommendations of the CSC concerning health and safety matters shall be made in writing to the Vice-President Administration & Finance. The Vice-President Administration & Finance shall provide a written response to these recommendations within twenty-one (21) calendar days. 7.0 INSPECTIONS 7.1 Worker members of the CSC along with representatives from the department being inspected shall conduct the workplace inspections as required by the OHSA. 7.2 The CSC committee shall review the inspection reports and shall take appropriate actions. Such actions may include recommendations to management to take corrective action to eliminate or minimize a hazard and/or recommendations to the department to assist them in their efforts to deal with hazards. 7.3 Members of the CSC may, at the discretion of the Committee, conduct inspections of any work area on campus.

5 Revision No: 1 Page: 5 of COMMITTEE MEETINGS 8.1 The CSC shall meet four times per year unless otherwise agreed to by the co-chairs, provided that the period of time between Committee meetings will not exceed three months. 8.2 Management and worker co-chairs shall chair alternate committee meetings. 8.3 The agenda will be prepared by the co-chairs and distributed to the members at least one week in advance of the meeting. 8.4 The Department of Human Resources will arrange for someone to take the minutes of the meetings. Such minutes will be reviewed and edited by the co-chairs and shall be kept a minimum of three (3) years. The Office of Health and Safety shall be responsible for the retention of such records. 8.5 The Manager of Occupational Health and Safety shall serve as a resource person for the committee. The Manager will advise the committee on all matters pertaining to health and safety legislation and to current trends in loss control and accident prevention. 8.6 Minutes of meetings shall be approved at the subsequent meeting before being distributed to persons other than Committee members. 8.7 Approved minutes of Committee meetings shall be provided to: members of the Central Safety Committee, ex-officio members, Director, Human Resources, Vice-President Finance and Administration Provost and Vice-President Academic. 8.8 Items will remain on the agenda until they are removed by agreement of the Committee members. Such items will also include the date that the issue became an agenda item at the Central Safety Committee.

In the event that consensus is not achieved, it shall be so noted in the minutes A quorum for Committee meetings shall consist of at least one co-chair, at least one worker member, at least one employer member and a total number of members representing at least 50% plus one of the committee members Generally the committee follows Roberts Rules of Order in conducting CSC meetings. 9.0 TRAINING 9.1 In addition to the legislated requirement that at least one worker member and one management member of the CSC receive Certification Training as approved by WSIB, CSC Members should also receive training pertaining to their legislated responsibilities: 1. CSC and Terms of Reference Orientation 2. Critical Injury Accident/Incident Investigation 3. Planned Workplace Inspections & Hazard Recognition 10.0 COMMUNICATION 10.1 Communication will occur between committee members at committee meetings, and telephone Communication of recommendation to the Vice-President Administration & Finance shall be made in writing Communication between the CSC and the university community will be posted on the Occupational Health & Safety website if needed (
