5 MONITORING and REVIEW The Management of Police Estate During Slippery or Icy Weather Conditions Procedure document will be monitored and reviewed annually by the Head of Facilities and Estate and Health and Safety Manager. The procedure will also be reviewed in light of legislative change, change in technology or best practice. The Force Occupational Health and Safety Committee will be responsible for approval and monitoring the procedure document and its implementation on a regular basis. Legal Requirements The Health and Safety at Work Act 1974 requires every employer, so far as is reasonably practicable, to ensure the health, safety and welfare at work of their employees and anyone else affected by their undertakings. The Management of Health and Safety at Work Regulations 1999 require the employer to make a suitable and sufficient assessment of the risks to the health and safety of his employees to which they are exposed whilst they are at work; and the risks to the health and safety of persons not in his employment arising out of or in connection with the conduct by him of his undertakings. 2. Procedure Overview The responsbilites section of this procedure details Wiltshire Police s arrangements for the Management of Police Estate during Slippery or Icy Weather Conditions. The intention is to inform staff of the limitations of proactive precautions and to communicate to staff their responsbility to exercise due diligence and extreme caution at all time during slippery or icy weather conditions. On behalf of the Police and Crime Commissioner, the Chief Finance Officer is the responsible owner of the Wiltshire Police Estate Property Portfolio. The Head of Facilities and Estate is responsible for the management of the estate property portfolio to deliver premises and facilities that meet the Values and Behaviours of the Force in accordance with Force priority and financial availability. This management is in accordance with the key principals of the Estate Strategy. Sector Inspectors have a responsibility to keep the Head of Facilities and Estate informed of issues in connection with the estate. Responsibility for strategic issues rests with the Chief Constable. 6 The Head of Facilities and Estate works in conjunction with the Force Health and Safety Manager and Force Occupational Health and Safety Committee members to manage risk associated with the use of Police Estate. 3. Responsibilities The following section outlines the responsibilities of all staff within the organisation and ensures that mechanisms are in place through which they can be accountable. Head of Facilities and Estate Head of Facilities and Estate is responsible for management and regular review of this procedure in conjunction with the Health and Safety Manager. This includes responsibility for: Regular review of the procedure and mechanisms supporting the Procedure; Regular consultation with the Force Health and Safety Manager regarding the content of the Procedure; Procurement of materials via the Grounds Maintenance Contract; Reporting of recommended changes or foreseeable hazards to the Force Occupational Health and Safety Committee; Implementation of changes required by the Force Occupational Health and Safety Committee; Communicating this Procedure; Communicating to staff the limitations of proactive precautions and the responsbility on staff to exercise due diligence and extreme caution at all time during slippery or icy weather conditions. Facilities Support Officers (formerly known as Caretakers) Sites where a permanent Facilities Support Officer is in occupation, resource is available to receive gritting to areas such as main visitor and staff pedestrian and vehicle routes and areas of the site reported as problematic within the limitations of staff working hours and materials available on site. At the HQ site and Melksham Police Stations, the level of grit within the grit bin will be monitored by the Facilities Support Officers who will report low levels to the Facilities Department (facilities@wiltshire.police.uk) The Facilities Department will provide for the provision of strategically placed grit bins at Police sites. Any issues with the location, quality or quantity of grit bins should be reported by site staff to the Facilities Department helpdesk using facilities@wiltshire.police.uk. Site staff are responsible for ensuring the availability of appropriate tools to distribute grit. Any issues with the location, quality or quantity of tools should be reported to the Facilities Department using facilities@wiltshire.police.uk. Page 6 of 7
7 As guidance grit bins should be replenished when levels reduce to reduce to 25% full with replenishing being a proactive arrangement rather than awaiting the onset of inclement weather. Sector Inspector/Responsible Owner of Services Occupying a site with no Permanent Based Facilities Support Officer (formerly known as Caretaker) Sites where a permanent Facilities Support Officer is not available will require local management and gritting by Staff based at the site at the direction of the senior site based staff or Officer in Charge at the site. Site staff should use due diligence and site knowledge to grit areas such as the main visitor and staff pedestrian and vehicle routes and areas of the site reported as problematic within the limitations of staff availability and materials available on site. The Facilities Department will provide for the provision of strategically placed grit bins at Police sites. All police Officers, Special Constables and Police Staff All staff are informed of the limitations of proactive precautions and the responsbility to exercise due diligence and extreme caution at all time during slippery or icy weather conditions. All staff are responsible for taking reasonable care of their own health and safety and that of other people who may be affected by their activities at work. This includes the wearing appropriate footwear and clothing for the specific weather conditions. The transit and parking of privately owned vehicles at police premises is done so at the owner s risk, this includes during adverse weather conditions. Wiltshire Police will not be liable for any loss or damage to vehicles during transit at or parked on police estate. All staff must also co-operate with employer to enable Wiltshire Police to comply with their health and safety duties. This includes co-operating with employers in relation to controls introduced to either eliminate or reduce the likelihood of slip, trip and fall accidents in icy conditions. Page 7 of 7
