1 DISASTER PREPAREDNESS, RESPONSE & RECOVERY PLAN MCNEESE STATE UNIVERSITY LAKE CHARLES, LA PART I. DISASTER PREPAREDNESS A. PURPOSE 1. To announce precautionary and protective measures for McNeese State University students, faculty, and staff in the event of a disaster in the Lake Charles area. 2. To prescribe responsibilities of involved McNeese State University personnel for execution of the McNeese Disaster Plan. B. GENERAL 1. The provisions of this plan are, for the most part, general in content and allow for flexibility as required by changing situations. 2. This plan supercedes all previous Natural Disaster Preparedness Plans published by this university. 3. McNeese State University personnel and students should be thoroughly familiar with this plan. 4. Suggestions for modifications of this plan should be submitted to the President of the University at the earliest opportunity. C. RESPONSIBILITIES 1. President, or his designee(s), McNeese State University: a. Provide supervision for the execution of the University Disaster Preparedness Plan. b. Coordinate matters of university and appropriate civil interest during time of a disaster. c. Direct dissemination of information to campus community and general public. d. Determine and contact essential personnel as needed. 2. Vice-President, Academic Affairs: a. Assist the University President as necessary during the execution of this plan. 1

2 b. Communicate with Deans and Department Heads on specifics of preparedness. 2

3 3. Vice-President, Administration & Student Affairs: a. Assist University President during the execution of the plan. b. Designate shelters to be used by McNeese resident students during time of a disaster, except in the event of a mandatory evacuationbsee ANNEX A. c. Insure adequate medical and campus police support are available. d. Coordinate the evacuation of the resident students from university housing. e. Establish communications with, and adequate supervision of, university students throughout the period of the threatening disaster. f. Coordinate with campus dining services for the delivery of food and water to resident students in designated campus shelters. 4. Vice-President, Business Affairs: a. Assist the University President during the execution of the plan. b. Provide for the procurement of necessary supplies, equipment, and contractors during and after the disaster. See ANNEX C. 5. Director of Facilities and Plant Operations a. Provide communication means and other logistical and maintenance support as necessary. b. Direct safety, maintenance, and other personnel for support as required. 6. Faculty, Staff and Students: a. Cooperate with the university personnel during the execution of this plan See ANNEX B. b. Use increased safety precautions during the danger period. c. Exercise extreme caution when leaving the university. Consider weather forecasts, road conditions, and the time involved for travel. d. Faculty should attempt to establish electronic communications with their students. 7. Chief Information Technology Officer a. Assist the University President during the execution of the plan b. Provide for the reestablishment of university electronic operations based on IT specific disaster recovery plan. c. Communicate with Information Technology department heads as necessary. 3

4 D. SHELTERS 1. Resident students will be notified and evacuated to designated shelter sites if appropriate--see ANNEX A. 2. Resident students should gather personal belongings that they will need. Do not forget items such as: a. Eyeglasses, prescription drugs, and other important medications. b. Checkbook and credit cards. c. Drivers license, passports, or other identification. d. Pillows, blankets, bedding, etc. e. Textbooks, class notes, etc. **For a complete list of items to pack with you during an evacuation, see ANNEX D. E. READINESS PREPARATION 1. At 72 hours before predicted landfall of a Hurricane, the President of McNeese State University or his designated representative will direct a meeting of the Crisis Management Team as a starting point to implement the disaster plan. NOTE: Classes will be held and all offices will remain open until officially dismissed by the University President. 2. If the path of the storm indicates the Southwest Louisiana coast line is threatened, all readiness actions will be completed, designated shelters opened, all other buildings will be closed, and all available means will be used to insure that university personnel are as safe as possible. 3. Students will be encouraged to seek shelter in their homes or other safe havens out of the projected path of the storm and be prepared to communicate with their instructors via electronic means. 4. Resident students remaining on campus will be directed to follow evacuation orders. 5. The President of McNeese State University will take action to set up a control command center. Staffing of the center will be drawn from university personnel. 4

5 6. Control and supervision of this plan will be provided by university officials as prescribed in Part I, Section C of this plan. 7. Normal activity will resume at the appropriate time as designated by the President of the University. 5

6 PART II: RESPONSE AND RECOVERY A. PURPOSE: 1. It is the intent of this plan to establish guidelines for the direction, control and coordination of the campus during and following the disaster in order to protect the lives of the campus population and the university=s assets. B. RESPONSE 1. Secure all campus facilities. In case of shelter in place, follow all directives. 2. Limit access to campus to essential personnel. 3. Activate Campus Command Center at University Police station. 4. Establish internal and external communications. 5. Reconvene Crisis Management Team within 48 hours of incident, if possible. C. RECOVERY 1. Conduct preliminary damage assessment for all campus assets and address imminent safety hazards. 2. Implement procedure for mitigation of damages. 3. Develop action plan for reactivation of campus operations (Instruction, student housing and dining, and other essential support functions). This plan will enable McNeese State University to react positively in case of an emergency condition in Southwest Louisiana. Your cooperation will insure we are able to coordinate essential emergency actions to provide the central direction and control for maximum effective use of all available personnel and resources. 8 ANNEX A STUDENT SHELTERS 1. All resident students may be housed and remain in designated shelters until advised otherwise. McNeese State University will not be responsible for loss or damage to personal property of students. The Student Services staff will be responsible for supervision of university students during this period. 2. Adequate medical and campus police support will be available during a disaster. 3 Adequate food services will be available during a disaster. 8

9 ANNEX B FACULTY/STAFF CONTROL 1. After the President officially dismisses classes and closes the university, and when weather bulletins and warnings indicate the necessity, a mandatory evacuation notice will be issued to faculty and staff members. 2. Faculty and staff should take necessary steps to mitigate possible damage to furnishings and equipment that may result from either rising water, wind and/or wind driven rain, to the extent possible. All equipment should be turned off. Computers should be covered with plastic bags or tarps. 3. Faculty and staff should remove all personal items that they feel may be of concern should they not be allowed access to the building for an extended period of time. 4. Books, equipment, and other important documents should be protected to an extent possible, particularly those items that may be needed to continue instruction if located to another building or temporary facility. 5. Be prepared to communicate with your students and department heads by electronic means. 6. All employees should attempt to get in touch with their supervisors within 72 hours after the disaster. 9

10 ANNEX C FOOD, WATER, AND OTHER REQUIRED SUPPLIES 1. The McNeese State University food service will remain on a standby basis during the entire emergency to dispense food and drink as necessary. 2. As soon as the Disaster Plan is implemented, all necessary purchases will be made and stored. All personnel will either continue on the job, if the university remains in session, or will be available if needed to return to work. All students will be fed as well as possible depending on prevailing conditions. The Food Service Manager will be readily available at all times for immediate return to the campus for direction of the food service. 3. Facilities and Plant Operations will procure and keep a well-stored inventory of lanterns, flashlights and batteries, candles, auxiliary water pumps, power generators, transportation, and other maintenance tools or equipment. 4. Necessary purchases of items for protection of buildings and property will be handled by the Purchasing Agent on an emergency basis. 5. University Police will be responsible for the maintenance and supply of communications. 10
