1 Health and Safety Policy Health and safety at Work (NI) Order 1978 Revised January 2012

2 This is the Health and Safety Policy Statement of Patient & Client Council (PCC) Our statement of general policy is: Health and Safety at work is important for us all and must be treated seriously by management and staff alike. The PCC will comply with the requirement of the Health and Safety at work (NI) Order 1978 and all other relevant health and safety legislation and codes of practice. The PCC is committed to ensuring so far as is reasonably practicable the health, safety and welfare of its employees and of others who maybe affected by its operations. The PCC will: Provide adequate control of the health and safety risks arising from our work activities; Consult with our employees on matters affecting their health and safety; Provide and maintain safe plant and equipment; Ensure safe handling and use of substances; Provide information, instruction and supervision for employees; Ensure all employees are competent to do their tasks, and to give them adequate training; Prevent accidents and cases of work-related ill health; Maintain safe and healthy working conditions; and Review and revise this policy as necessary at regular intervals. 2

3 Responsibilities Overall and final responsibility for health and safety is that of The Chief Executive Day-to-day responsibility for ensuring this policy is put into practice is delegated to the Head of Development and Corporate Services. To ensure health and safety standards are maintained/improved, the following staff have responsibility in the following areas: Position Head of Development and Corporate Services Responsibility Lead reporting to Board on Health & Safety issues Line Managers/supervisors Take lead in assessing risks, reporting faults, organizing training etc. in their area of work. Evacuation /Fire Officers Monitor safety and assist evacuation of buildings in emergency First Aiders Provide first response care in the event of accident/work related illness All Staff Co-operate on Health & Safety matters Refrain from interfering with anything provided to safeguard health and safety Report health and safety concerns Take reasonable care of themselves 3

4 The organisational structure for Health & Safety is Board Senior Management Team Local Area Managers The Senior Management Team is responsible for commissioning, monitoring and reviewing a programme of Health & Safety Risk Assessments throughout the organisation. On the basis of the assessment outcomes, the Senior Management Team devises and implements an Action Plan aimed at mitigating or reducing risks which have been identified. Health & Safety matters are reported at Board level through the Senior Management Team. Arrangements to mitigate health and safety risks arising from our work activities Risk Assessment Integral to compliance with Health & Safety legislation is the provision (so far as is reasonably practicable) of: o safe equipment and systems of work; o information, instruction, training and supervision; o safe place of work with safe access and egress; o safe working environment with adequate welfare facilities. The primary way of determining what is reasonably practicable in relation to the above is by Risk Assessment. Risk Assessment is also an absolute requirement for the PCC under the Management of Health and Safety at Work Regulations. 4

5 Consultation with employees The PCC shall establish a Staff Forum as a means of consultation with the workforce on health and safety issues. Safe plant and equipment The Head of Development and Corporate Services will be responsible for identifying all equipment/plant needing maintenance, and for ensuring that all identified maintenance is implemented. The Head of Development and Corporate Services will be responsible for ensuring effective maintenance procedures are drawn up. Any problems found with plant/equipment are reported to the Head of Development and Corporate Services Officer or the most senior manager in all other locations In the first instance, Line Managers in the respective departments or locations will check that new plant and equipment meets health and safety standards before it is purchased. 5 Safe handling and use of substances Integral to the provision of a safe working environment is the Control of Substances Hazardous to health (COSHH) in the workplace. The legislation requires employers to undertake a COSHH Assessment and maintain/review records, make suitable and adequate arrangements to minimise risks, and provide information regarding the safe use of substances. The PCC s arrangements for the Control of Substances Hazardous to Health will conform to all COSHH regulations Information, instruction and supervision The Health and Safety Law poster along with the Policy Statement will be displayed on notice boards in all premises at every location. The poster and policy are issued by the Regional Office. 5

6 Health and safety advice is available from: o Training module available to staff on HSC Leadership Centre e- learning portal o Staff Induction o Occupational Health department o Line Managers o Health & safety representatives o Trade Unions o Health & Safety Executive (Northern Ireland) website The Head of Development and Corporate Services is responsible for ensuring that our employees working at locations under the control of other employers, are given relevant health and safety information. Competency for tasks and training Induction training including Health & Safety in the workplace will be provided for all employees by the Head of Development and Corporate Services in collaboration with the HSC Leadership Centre. This may be supplemented in due course by a clearing process and job-specific training will be provided by Line Managers. The PCC has arrangements in place for the identification, provision and recording of Health & Safety-related training Accidents, first aid and work-related ill health Anyone can report accidents and cases of work-related ill health by o contacting their Line Manager o completing an Accident/Adverse Incident Form o informing the Regional Office All accidents and cases of work-related ill health are to be reported to the Regional Offfice The Head of Development and Corporate Services is responsible for reporting accidents, diseases and dangerous occurrences to the Health & Safety Executive and ensuring that the regional procedure for the reporting, investigation and follow-up of serious adverse incidents is followed. The PCC has arrangements in place for the provision of Occupational Health services by the Belfast Trust 6

7 Monitoring To check our working conditions, and ensure our safe working practices are being followed, we will:- devise and implement an Annual Programme of Health & Safety Monitor and report complaints and adverse incidents to the board on an annual basis recording corrective action required Investigate and report accidents and incidents of work relatedillness Inspections will be undertaken using a form designed to capture the relevant information and training will be provided in its use. Lead investigators and teams appointed by the Head of Development and Corporate Services are responsible for investigating accidents. The Head of and Corporate Services is responsible for investigating workrelated causes of sickness absences. The Senior Management Team is responsible for reporting and acting on investigation findings to prevent a recurrence. Emergency procedures fire and evacuation In order to ensure a safe place of work with safe access and egress, legislation requires employers to take measures to mitigate specific risks associated with fire. All PCC staff must adhere to the local arrangements of the respective landlords for Fire Safety and Buildings Evacuation. Home working Under Health and Safety at Work Act, employers have a duty to protect the health, safety and welfare of their employees, including home workers (those employed to work at home). Most of the Regulations apply to home workers as well as to employees working at an employer's workplace. 7
