About Appletree Appletree opened in 1995 with a mission to help support young children who have experienced trauma, and whose lives have been severely disrupted, to grow socially and emotionally and learn to cope with school and everyday life. We help them wherever possible to return to families and day schools before they reach their teenage years. Appletree are well known throughout the sector for providing residential care focused on transitions back to a family setting before the teenage years. Our success rates with primary age children are exceptional, confirming our status as a leading provider of therapeutic care and education. 2. Main Purpose of Post: To be responsible for shaping and delivering the residential home s Statement of Purpose and managing a team to achieve the same. 3. The expectation of the Registered Manager:! You must ensure children s safety and well-being is appropriately protected at all times (including those who may go missing or may be at risk of harm, including exploitation, neglect, abuse, self-harm, bullying and radicalisation).! The help, care and support that you provide will be of a very high standard.! You are able to inspire and lead a team of staff to deliver high quality care, which will meet the specific needs of each individual child placed in the home as stated in your statement of purpose.! Your leadership and management will result in positive experiences and progress for children.! You will actively promote tolerance, equality and diversity, and challenge any discriminatory behaviours.! You have a good understanding of all aspects of practice that relate to managing a children s home.! You have a good understanding of any relevant, up-to-date practice models, including research and innovative practice, which compliment the ATC model which you will use to underpin the operation of the home.! You have a thorough knowledge of the legislation and guidance that applies to children s homes.! You have a thorough knowledge of Ofsted s policies and procedures, including guidance on the children s homes inspection framework. Appletree Treatment Centre Registered Manager February
2 4. Level of Post The Registered Manager is a vitally important role within Appletree. You will be accountable to the Head of Care, who in turn reports to the Responsible ndividual and Directors. 5. Duties and responsibilities 1. To manage a Residential Home and ensure the efficient operation of the service in accordance with the relevant legislation 1, procedures, policies and the Statement of Purpose for the home. 2. To produce a development plan for the service that ensures the delivery of high quality, clinically informed practice. 3. To work with other managers to ensure that all staff work together and with others towards meeting the emotional and physical needs of the children and planning for positive outcomes. 4. To support staff to achieve the highest standards of care for the children placed within the home. 5. To co-ordinate and monitor casework and administrative functions of the home and evaluate standards of performance, in line with Regulations 44 and To promote appropriate and therapeutic relationships between staff and young people and their families, promoting the children s involvement and participation in the dayto-day life of the Home. 7. To assist in and supervise the continual assessment of the needs of the children and to identify and prepare specific development plans to ensure the most appropriate programs for the children. 8. To be involved in recruitment of staff including vetting, interviewing and inducting new employees. 9. To contribute to a comprehensive staff training and development programme including Appletree Treatment Centre s Diploma to ensure the Appletree team has the necessary skills and levels of expertise to meet the needs of the children. 10. To contribute to the development of appropriate relationships with and between team members, children and other professionals 11. Liaise with the various internal and external multi-disciplinary teams and commissioning authorities to ensure that the care needs of all the children placed at the home are met. 1 The Children s Homes (England) Regulations 2015, Guide to the Children s Homes Regulations including the quality standards April
3 12. To chair meetings, reviews and discussions as necessary To ensure that professional ethics and behaviour are demonstrated by all staff at all times. Actively co-ordinate the service provision and be a focal point for support, advice and coaching to all staff within the Home. 14. To assist in the management, appraisal, supervision and support of all residential staff. 15. To organise duty rotas in order to ensure that the needs of the children are met at all times. 16. To work seamlessly with our on-site education provision to ensure the best possible educational outcomes for children. 17. To ensure that the company's financial and administrative procedures are adhered to and to work within specific set budgets. 18. Ensure all clinical practices and medication processes within the home are conducted in line with legislation. 19. Responsibility for safeguarding and promoting individual rights, and providing good quality care which is free from oppression and where differences are respected and valued. 20. To be accountable and take responsibility for liaising with regulatory organisations in relation to the way the home is managed. 21. Ensure the all necessary documentation required by regulators is completed to a high standard and be available for inspections, checks or interviews as requested. 22. To be part of an On-Call system. 23. Maintain a clean and safe environment; ensure that the physical state of the building is maintained to a high standard and liaise with the Maintenance Manager to ensure that all repair/maintenance problems are dealt with promptly. 24. To participate in a range of management activities as defined by the Directors. 25. Any other such duties as may be required from time to time by the Directors or their authorised representatives. 26. Ensure that safe working practices are employed by all staff at all times in accordance with the Health and Safety at Work legislation. Co-operate with designated personnel exercising their responsibilities in relation to the Health and Safety at Work Act. 2 The Care Planning, Placement and Case Review (England) Regulations
4 Area Criteria How Assessed* Experience 1.1 At least 3 years in depth, recent residential A, childcare experience working with young people with challenging behaviour 1.2 At least two years management experience. A, ideally gained in a residential working environment, including recruitment, training, managing performance, disciplinary interviews etc 1.3 Experience of working with OFSTED, and other A, regulatory bodies, frameworks and assessment standards and undertaking Regulation 44 and 45 reviews 1.4 Experience of handling conflict and managing sensitive issues to achieve positive outcomes, T 1.5 Experience of managing budgets Knowledge 1.6 Experience of working in accordance with established policies and procedures and of developing and implementing new policies, practices and procedures 1.7 Experience of managing health and safety issues, undertaking fire safety and health and safety checks and ensuring compliance with legislation 2.1 Up-to-date knowledge of relevant Child Care, T Legislation, Government Guidance and Best Practice. 2.2 Detailed, working knowledge of Child Protection, T Policies and Procedures. 2.3 Comprehensive understanding of child, T development and strategies for Managing Challenging Behaviour 2.4 Understanding of the complexities of group living Education/ Training / Qualifications Skills & Abilities 3.1 Level 5 Diploma in Leadership for Health and Social Care and Children and Young People s Services (or equivalent if qualified before January 2011) (Essential) 3.2 To have completed the Children s Workforce Development Council s nduction Standards 4.1 Ability to manage the home including allocation of duties and responsibilities, staff deployment, day-today supervision and oversight 4.2 Excellent verbal communication skills with staff, young people, families, the local community and external organisations. 4.3 Ability to manage, monitor and improve performance in order to provide excellent services and to develop effective team performance A, T 4
