1 Care of Burns in Scotland (COBIS) Mid-year Report 2015
2 COBIS Mid-year Report 2015 Highlights Data In the first half of this reporting year, Dr ilhooly worked with student Victoria Armour to carry out a review of burns care data at the six burn centres to ensure that accurate data was available to allow a review of mortality levels. This will help to fill a significant number of gaps in data on the network Clinical Audit System (CAS). Education Event The network education event is planned for 12 th November 2015, where a report on the psychosocial training delivered in will be presented. Review of Burns Services Following several years of reviewing patient numbers, and pathways of care, the COBIS Network submitted a proposal for a review of burns services in Scotland to the National Planning Forum (NPF) on 23 rd September This proposal was ratified by the NPF at their meeting, and a review of services was commissioned. COBIS will be required to support the review, providing information and using network pathways to carry out patient surveys. Risks or issues A review of burns services has been initiated by the National Planning Forum. This will involve COBIS members, potentially limiting the time they have to progress the COBIS workplan. The review will also be supported by the COBIS Programme Manager and Programme Support Officer, again potentially limiting the time they have to devote to COBIS business. There is, therefore, a risk overall to successful achievement of the 2015/16 workplan due to conflicting demands on the same staff group. Page 2
3 Workplan COBIS Please develop and update the table below to include the network s designation objectives and related agreed annual objectives. When planning for the year ahead, please consider the standard statements in the guidance section to inform the development of annual network objectives. RA status key RA status RED (R) AMBER (A) REEN () BLUE (B) Description The network is unlikely to achieve the objective/standard within the agreed timescale There is a risk that the network will not achieve the objective/standard within the agreed timescale, however progress has been made The network is on track to achieve the objective/standard within the agreed timescale The network has been successful in achieving the network objective/standard to plan The Institute of Medicine s six dimensions of quality are central to NHS Scotland s approach to systems-based healthcare quality improvement, therefore objectives should be linked to these dimensions: 1. Person-centred: providing care that is responsive to individual personal preferences, needs and values and assuring that patient values guide all clinical decisions; 2. Safe: avoiding injuries to patients from healthcare that is intended to help them; 3. Effective: providing services based on scientific knowledge; 4. Efficient: avoiding waste, including waste of equipment, supplies, ideas, and energy; 5. Equitable: providing care that does not vary in quality because of personal characteristics such as gender, ethnicity, geographic location or socio-economic status; and 6. Timely: reducing waits and sometimes harmful delays for both those who receive care and those who give care. Page 3
