1 STATEMENT OF POLICY This policy describes the process for escorting inmates outside of the perimeter of the correctional centre. AUTHORITIES Corrections Act 2009: sections 13, 30, 31, 32 DEFINITIONS Medical escorts: refers to escorts of inmates to community hospitals or other health care facilities for assessment, treatment or in-patient care. Program escorts: refers to escorts of inmates to community events or programs. Bereavement leaves: refers to escorts into the community for the purpose of attending the funeral of a member of the inmate s immediate or extended family. Funerals in this context may include other activities, such as a potlatch. PROVISIONS 1. As per Section 13 of the Corrections Act, a street, highway or place, public or private, along or across which an inmate may pass, and every other place where an inmate may be under Section 30, must, while so used by an inmate, be considered a portion of a correctional centre. 2. As per Section 30(1) of the Corrections Act the person in charge may authorize an inmate to be absent from a correctional centre with or without escort, subject to any conditions that the person in charge considers appropriate if in the opinion of the person in charge the absence is necessary or desirable for medical or humanitarian reasons. 3. As per section 30(4) of the Corrections Act during the period of temporary absence authorized under section 30(1) of the Act the inmate is subject to the rules, Regulations and discipline of the correctional centre, as applicable, and must obey all instructions given to them by the person in charge. General 4. Correctional Officers must retain custody and control of an inmate during all escorts into the community.

3 14. Other than in exceptional cases authorized by the Person-In-Charge, escorting staff will wear uniform issue including outerwear bearing Corrections insignia. Escorted Medical Absences If an inmate requires in-patient care at the hospital 19. All escorted inmates, regardless of security level, 20. The escort officer will 21. For emergency transfers of an inmate to hospital where circumstances have prevented the advanced risk assessment of the inmate, 23. All provisions of Whitehorse Correctional Centre Policy C1.1 Inmate Visits apply to Inmate Visits at Whitehorse General Hospital with the following conditions: 25.1 All visitors must abide by the rules of Whitehorse General Hospital; 25.2 All personal visits will be made by appointment only by contacting Whitehorse Correctional Centre between the hours of 8:00 and 4:00 p.m. on the previous day. If the visit is occurring on a weekend the appointment will be made on the Friday preceding the visit. Visits will only be allowed between the hours of 5:00 p.m. and 7:00 p.m. unless permission is given by the Person in Charge or Manager on Call for visits outside of those hours; 25.3 Appointments with professionals, other than Hospital Staff, will be booked directly with Whitehorse Correctional Centre during business hours.. Any appointments outside of business hours will be preapproved by a Deputy Superintendent or the Officer in Charge; 25.4 All inmates with life threatening injuries or illness will be permitted liberal visits with family members. Medical Professionals will make the decision about whether an inmate has a life threatening illness; 25.5 Visits to an inmate admitted to the Intensive Care Unit will have to be preapproved by the Nurse in Charge of that Unit; 25.6 With the exception of privileged and professional visits, all visits will be supervised All visitors, including professionals other than Whitehorse General Hospital staff, must provide identification; 25.9 The visitors will not be allowed to drop off any items unless pre-approved by the officer in charge; As with WCC visits, no cell phone, camera or recording device use is allowed; Inmates whose condition merits hospital admission must remain within the hospital building; Like WCC, WGH is a smoke-free environment. Smoking is prohibited. 26. A visit may be terminated at any time if the inmate or visitor acts inappropriately or if the officer is of the opinion that to continue the visit would jeopardize the safety of the inmate, corrections officers, visitor or others, or that the visit may disturb any other individual at Whitehorse General Hospital. **NOTE: Highlighted sections on this page are redactions. 5 27. Inmates admitted to Whitehorse Correctional Centre will not be able to receive any incoming telephone calls during their admission in the hospital. Where there is an existing telephone in the assigned room, an inmate may be permitted to make outgoing calls with the consent of the officer on duty. 28. Inmates found violating WCC visiting or telephone policies may be subject to discipline and/or further restrictions. 29. Visitors who violate rules or fail to comply with WCC staff may be subject to further restrictions up to and including a visiting ban by the Deputy Superintendent. Other Escorted Absences, including Spiritual Events or Funerals 30. The Officer in Charge and staff who plan to escort an inmate to a spiritual event, funeral or other event, will consult in advance with elders or other spiritual advisors with respect to arranging security precautions in a manner that balances the dignity of the inmate and the need for public safety. 31. The Officer in Charge, with advice from a Deputy Superintendent or Manager on Call, shall identify on the Escort Form the level of restraints to be used for the duration of an escorted attendance at a spiritual event, funeral or other event.
