2 Select Professional Experience Minnesota Department of Health (MDH), St. Paul, MN 1/2008 5/2011 Division of Infectious Disease, Epidemiology, Prevention and Control Planner, Pandemic Influenza Led the ongoing development, revision, and implementation of the Department of Health pandemic influenza plan. Other responsibilities included: - Acting as liaison to cross-cutting work groups involving a variety of other programs and agencies - Acting as the Department s technical advisor on pandemic influenza exercises - Providing expertise to other state agencies and local public health as requested for their own pandemic influenza planning - Led program planning response during the pandemic and assisted in other public health responses as needed Office of Emergency Preparedness H1N1 Planning Team I was responsible for communicating information with key partners and agency staff surrounding the planning process for Minnesota s novel H1N1 influenza response. Example tasks include: - Coordinating weekly Incident Command meetings, acting alongside the project manager to finalize preparations for the fall response - Convening and planning Minnesota s H1N1 Summit, a kick-off event to update the state on planning progress - Developing guidance for local public health, emergency managers, hospitals, tribal governments and local organizations regarding plan development, documentation and record organization, and other technical response areas Division of Health Policy Health Economics Program Staff In this role, I assisted in the implementation of a comprehensive health care reform package to make significant progress toward achieving quality, affordable, accessible health care for all Minnesotans. - Helped to implement the base structure of Minnesota s 2008 health reform laws - Developed, distributed and organized a related Request for Proposals (RFP) process and structured health reform s lead work group (the Health Care Reform Review Council) - Worked continuously with stakeholders, media and publics to communicate regarding the implementation of health reform through the Department s website Executive Office Legislative Coordinator (legislative sessions) I coordinated budgets and policy bills while working extensively with all divisions in the Department. 3 - Organized and directed fiscal notes and bill reviews through constant communication with legislative and executive staff - Summarized and advised on the Department s activities, including daily monitoring of policy proposals potentially impacting the agency s initiatives - Served as a point-person between agency, legislative and executive staff National Multiple Sclerosis Society, Minnesota Chapter 11/2006 1/2008 Public Affairs Associate I was responsible for maintaining and creating relationships among clients, providers, government officials, opinion leaders, media and publics in order to develop, coordinate and implement health care strategies beneficial to all groups. - Program planning, grant writing, community organizing, public education and outreach, and coordination of communication and publications for Advocacy department - Example tasks: Lobby Day event director, Kingsley Commons Grand Opening coordinator, Support Group recruitment and organizing, Minnesota Consortium for Citizens with Disabilities (MN-CCD) Committee Co-Chair, Secretary of State s Minnesota Commission for Civic Engagement and Education lead member Office of the Minnesota Secretary of State 6/ /2006 Voter Outreach Coordinator In this position, I strategically coordinated voter outreach events across the state of Minnesota to educate and advocate the availability of new electronic voter accessibility equipment. - Assessed and maintained budget associated with federal fund allocation through Help America Vote Act (HAVA) - Collaborated statewide with township, city, county and state officials to educate and inform citizens about federal legislation - Worked with leaders in disability community and government agencies to enhance disability services - Managed, organized and led a team of eight - Communicated updates and event information with the Secretary of State about the status of our efforts, and maintained staff communication via memos, , SOS website and group meetings Emergency Response and Recovery Experience 2010 Planning Unit, Fall Flood 2010 Planning Unit, Nurses Strike (Part 2) 2010 Member, H1N1 After-Action Report Committee 2010 Planning Unit, Spring Flood 2009 Planning Unit, H1N1 Fall Response 2009 Member, H1N1 Summer Planning Committee Jessica K Southwell Page 3
