1 Position Description Central Gippsland Health Service Service: Physiotherapy Service Classification level: Senior Clinician Grade 3 The Service: Central Gippsland Health Service (CGHS) is the major provider of health and residential aged care services in the Wellington Shire with more than 70 acute beds: 180 high and low care residential aged care beds, as well as 15 independent living units. Acute services are situated at Sale (incorporating an Operating Suite, Emergency Department, Critical Care Unit, Obstetrics, Level 2 Nursery and Paediatric services) with some acute beds located at Maffra and Heyfield. CGHS is an integrated health service providing a wide range of primary health and community support services; including Home and Community Care (HACC) throughout the Shire of Wellington with community centres at Maffra, Sale, Heyfield, Rosedale and Loch Sport, and residential services at Sale, Maffra and Heyfield. Approximately 900 staff fill the equivalent of 620 Full Time positions. In total the Allied Health team numbers more than 35 staff providing services that include physiotherapy, dietetics, occupational therapy, speech pathology, social health, allied health assistance, exercise physiology, podiatry and foot care. This occurs in the range of settings including acute, community, home based and residential aged care settings. Position Title: Senior Clinician Physiotherapy Reports to: Manager Occupational Therapy, Physiotherapy and Exercise Physiology The structure: Director Community Services Manager, Occupational Therapy, Physiotherapy and Exercise Physiology Senior Clinician Physiotherapy Physiotherapists Grade 1/2, Exercise Physiologist, Allied Health Assistants Senior Clinician Occupational Therapy Occupational Therapists Grade 1/2, Allied Health Assistants Decision making / delegation This position is at front line management level reporting to the Manager Occupational Therapy, Physiotherapy and Exercise Physiology who holds delegated authority to the level of Department Head/Manager in accordance with CGHS Instrument of Delegation to enable effective administration and management of the service. The Senior Clinician Physiotherapy will contribute to the development and management of cost centre N3050 (Physiotherapy). Page 1 of 7

2 The work context: This position consolidates senior clinical leadership across the physiotherapy and rehabilitation services. This occurs at a time of the continued implementation of CGHS s major change project in relation to care coordination, with the establishment of a centralised intake, the role of care coordinators and the integral role that allied health plays in this multidisciplinary process. This occurs at a time when CGHS implements a management restructure across the occupational therapy, physiotherapy and exercise physiology streams, therefore enables continued clinical leadership in the physiotherapy service. This also occurs at a time where CGHS continues to grow the allied health workforce through the Allied Health Assistant traineeship program and consolidation of our undergraduate student support programs. All of these developments require sound change management and ability to support staff teams through this process in a positive environment. The purpose of the position: Provide professional clinical leadership and expertise to the physiotherapy and rehabilitation services, in an environment of change, and in partnership with the Manager Occupational Therapy, Physiotherapy and Exercise Physiology. This will occur within the principles of care coordination, where patients/clients/residents have access to a highly coordinated health care and community support system. The key responsibilities of the role: Specific Responsibilities Manage a clinical caseload which encompasses the acute, community and residential aged care settings, and at the level of a Senior Clinician. Lead a culture of excellence, ethical conduct and inter-disciplinary collaboration. Provide effective professional leadership and support the day to day management of the service. Balance competing priorities and identify and respond appropriately to critical and urgent clinical needs. Participate in care coordination, encompassing remedial, compensatory, educational and preventative strategies. Provide advocacy for clients/patients in regard to their identified goals. Work collaboratively with all members of the multidisciplinary team to facilitate integrated personcentred care coordination leading to timely and effective client service provision. Participate in team meetings, case conferences and family meetings. Contribute to the establishment and maintenance of strategic relationships with other departments, other professionals and agencies. Provide clear and concise documentation related to service delivery and management. Assist in coordinating and supporting the range of student placements including allied health assistants and undergraduates. Maintain knowledge of current clinical developments and research findings in order to provide evidence based best practice services and provide a clinical leadership to staff. Provide clinical supervision, leadership and mentorship. Participate in the management and supervision of staff. Participate in administrative duties appropriate to the Senior Clinician level, which could include managing the staffing establishment, participating in recruitment activities, supporting budget development, and managing leave entitlements. All this in collaboration with the Manager Occupational Therapy, Physiotherapy and Exercise Physiology. Comply with guidelines and relevant accountability requirements including statistical data collection requirements. Utilise the relevant range of information and communication technologies that support service Page 2 of 7

3 delivery particularly IPM HealthSmart. This may include: o Fire Safety o Manual Handling / Back Care o Minimal/No Lift (As appropriate) o CPR (As appropriate) o Infection Control as it relates to the employees designated work role o Others Typical work schedule: Mondays to Fridays based on 8 hour days typically from 8.00am to 4.30pm. If part time, the days are to be negotiated in consideration of service need. If full time, at 40 hours per week with a rostered day off every four weeks. Qualifications and/or experience in clinical supervision or middle management, or working towards same. Current driver s license.
