It is the intent of Olds College that breach of College policies or procedures shall result in disciplinary measures up to and including suspension or termination. This applies to all College staff and representatives. CATEGORY: A. General SUBJECT: Transport of Injured or Ill Persons POLICY NUMBER: A40 CROSS REFERENCE: NEW \ REVISED Administrative Services Committee POLICY STATEMENT September 19, 2016 C15 Occupational Health & Safety - Accident Reporting C23 College Vehicles D40 Student Trips Alberta Occupational Health and Safety Code Alberta Workers Compensation Act Academic Council Olds College values the health and safety of all individuals who work at or visit their campuses. In the case of an emergency, Olds College will work to ensure that the individual is transported to a medical facility by ambulance. In non-emergency situations, individuals are responsible for their own transportation. DEFINITIONS Injury: Wound or trauma. Usually applied to damage inflicted on the body by external force. Illness: A disease or period of sickness affecting the body or mind. Emergency: An acute injury or illness that poses an immediate risk to a person s life or long term health. Non-emergency: An injury or illness that does not pose immediate risk to a person s life or long term health, but requires medical evaluation and possible treatment. Crisis: A time of intense danger or difficulty including but not limited to extreme weather events such as tornados or on campus shooters. SCOPE This policy and accompanying procedures cover any individual (staff, faculty, student, visitor and/or contractor) who is subject to an emergency due to injury or illness while on an Olds College campus. Employees of a Licensee who have signed an Olds College Facility Rental Contract are the responsibility of the Licensee. Transportation costs for any ill or injured persons will be paid
by the Licensee as they are the employer. It is an expectation that the guidelines of this policy will be followed by the Licensees if an incident is to occur on Olds College property. For transportation issues related to student trips and field work, see Olds College Policy D40 Student Trips. For transportation issues related to international travel, see Olds College Policy D41 International Trips. Campus Security will contact the Olds High School Principal at for any incident or injury involving an Olds High School student immediately upon knowledge of the incident. All programs and departments are required to have at least 1 first aider with current training. Human Resources, Occupational Health and Safety is responsible for organizing first aid training and maintaining and communicating a list of first aiders campus wide. SPECIFIC GUIDELINES The method of transportation of injured or ill persons depends on the seriousness of the injury or illness. The first person on the scene makes the judgement call as to whether the injury or illness constitutes an emergency. Individuals are encouraged to err on the side of caution. Emergencies Phone 911. Then phone Campus Security: Olds Campus Security: 8225 or Bow Valley Campus Security: Individuals not transported by ambulance are considered to be non-emergencies. Non-emergencies If non-emergency medical treatment is required, individuals are encouraged to make their own transportation arrangements for medical treatment. Any person utilizing their personal vehicle to transport an injured or ill individual from an Olds College campus will be assuming personal liability and is taking sole responsibility for their passenger s safety. COST OF TRANSPORTATION Olds College will comply with Section 87(1) of the Alberta Workers Compensation Act, regarding costs incurred which states:
Where a worker suffers an accident and is in need of medical aid, his employer shall, if the worker is in need of transportation, furnish at the employer s expense immediate transportation for the worker to a hospital or other treatment agency, to a physician or to any other place that is appropriate for the treatment of the worker s condition. Students who are injured or become acutely ill while performing curricular activities or while in a practical experience related to their studies and who are enrolled in an academic or vocational program at Olds College may be reimbursed for transportation costs by Alberta Advanced Education, who, under the Workers Compensation Act, is considered to be the employer. CRISIS In the event of a crisis, the Olds College Emergency Response Plan takes precedent over this procedure. RECORDING All medical incidences must be documented on an Incident Report Form available online. IMPLEMENTATION AND ADMINISTRATIVE RESPONSIBILITY, Student and Support Services in conjunction with the Registrar. The policy will be reviewed every five (5) years.
OLDS COLLEGE PROCEDURES Olds College recognizes the need for Policies and Procedures, and the need for staff and students to be familiar with and follow such policies and procedures. It is the intent of Olds College that breach of College policies or procedures shall result in disciplinary measures up to and including suspension or termination. This applies to all College staff and representatives. SUBJECT AND POLICY NUMBER A40 Transport of Ill or Injured Persons NEW \ REVISED Student and Support Services Academic and Research September 19, 2016 DETERMINING THE METHOD OF TRANSPORTATION Advancement When an injury or illness is discovered, the first individual on the scene will make a judgment call as to whether the situation constitutes an emergency. Individuals are encouraged to err on the side of caution. Olds College Campus Emergencies In all emergency circumstances: Call 911 first. Then call Campus Security at 8225 from any campus phone or Inform Campus Security of your name and the nature and location of the incident. Campus Security is available 24 hours a day, 7 days a week. Assist the victim, provide comfort and provide first aid if properly trained. Once phoned, Campus Security will coordinate campus efforts, including calling the nurse ( ) and\ or program or department First Aider to assist. If the above is unavailable, Campus Security will call any trained First Aider. Campus Security will go on site and assist as soon as possible. Non-emergencies If the situation requires only basic first aid, the Olds College Nurse or a First Aider will attend to the situation during the regular work week. If medical treatment beyond basic first aid is required, individuals are encouraged to make their own transportation arrangements for medical treatment.
If required (depending on the seriousness of the situation), Campus Security, First Aider or College Nurse will assist the individual in making the above transportation arrangements. Any person utilizing their personal vehicle to transport an injured or ill individual from an Olds College campus will be assuming personal liability and is taking sole responsibility for their passenger s safety. Campus Security does not transport individuals to medical treatment. Calgary Campus Calgary Campus follows Bow Valley College Emergency Procedures which is provided at each desk location. Employees requiring the procedures are requested to contact the Manager, Calgary Campus. All medical incidences must be documented on an Incident Report Form available online. Direct Field Study (DFS) and Work Experience It is the responsibility of the employer of where the DFS or work experience is taking place, to arrange for emergency transport for a student experiencing an injury or acute illness during a Direct Field Study (DFS) or work experience related to requirements of an Olds College credential.
