7 Patient Lifting and Handling Practices (HB77/SB846) proposes to require new patient lifting and handling policies and practices developed by hospitals and their employees. Proposed Bill

9 Safe Patient Handling In 2014, a project at JHS, was finally initiated with Arjo Huntleigh to implement the safe patient handling initiative. The project's goals are to improve patient outcomes, improve patient and employee satisfaction, decrease injuries and realize cost savings at the hospital

10 Patient Safe Handling The cost of implementing a comprehensive safe lift policy, including the purchase of equipment, can be recouped in months from savings generated by: Decreased workers compensation costs Decreased patient falls Decreased pressure ulcers Decreased length of stay Improved patient and employee satisfaction.

11 HB 77/SB 486 Safe Patient Handling The Safe Patient Lifting Bill requires Hospitals to develop and implement plans to achieve a safe environment to avoid injuries to employees or patients. Registered nurses and nursing assistants lead the nation in work related back injuries according to the 2013 U.S. Bureau of Labor Statistics data. In the context of a continuing shortage of nurses working at hospital beds, back injuries are cited by 12% of the RNs who leave the profession as the primary reason for leaving, and 46% of the RNs surveyed by the American Nurse Association report they are working with ongoing back pain. RNs manually lift an estimated 1.8 tons or 3,600 pounds per 12 hour shift. The average cost in Florida strains and sprains affecting the back cost is of $8,400 per injury. Florida health care employers paid $23,553,600 in direct costs in the year 2000 alone. Adding estimated indirect costs, the number grows to $94,214,400

12 Financial Sense/Cents The Efficiency Task Force for Jackson Health System, estimated that a Patient Safe Handling program would save JHS approximately ten million dollars a year!!!

13 HB 77/SB 486 Safe Patient Handling Tampa General Hospital, has implemented a lift team approach utilizing mechanical lift equipment and eliminated almost all injuries to patient and to employees since implementation. 32 hospitals (10% of Florida hospitals) have implemented a program since 2000 (2 per year on average) but it s not enough. The bill requires the plans to be evidence based and specifies the various factors, such as mechanical lifting devices, specialized training, etc. that must be considered. 11 states, including Texas and New York, already do this. Any costs to implementing a safe patient handling policy, including the purchase of equipment, can be recouped in months from the workmen's compensation and other related savings

14 Hospital Patient Protection Act (HB 187) proposes to mandate common sense staffing ratios in order to reduce patient mortality, tackle the nursing shortage and lower healthcare costs to medical facilities. Proposed Bill

15 HB 187 Patient Protection Bill provides staffing requirements to ensure a safe staffto-patient ratio. Some examples: Provides that at least 2 direct care nurses be physically present in the emergency department when a patient is present. Direct Care registered nursing staff must be one nurse to one active labor patient Healthcare facilities must annually update staffing plans and acuity systems Requires Florida to approve uniform standards for a standardized acuity tool for nurse staffing requirements.

17 Scope of Practice (SB 152) proposes to allow Nurse Practitioners to prescribe certain classes of medications. Proposed Bill

18 SB 152/HB 946 Scope of Practice This bill expressly authorizes an advanced registered nurse practitioner (ARNP) to order any medication, including a controlled substance, for administration to a patient in a hospital, ambulatory surgical center, or mobile surgical facility within the framework of an established protocol. This authority is comparable to the express authority previously granted by the Legislature to physician assistants (PAs). Florida is the ONLY State that does not allow Nurse Practitioners to prescribe controlled substances, even with the approval of a physician.

19 Infectious Disease Elimination Pilot Program (SB242) Creates a pilot program in Miami Dade County for a needle exchange program to reduce the spread of infectious disease Proposed Bill
