1 Job Description and Person Specification Chief Nursing Officer / Director of Infection Prevention and Control RESPONSIBLE TO: ACCOUNTABLE TO: LIAISES WITH: Chief Executive Chief Executive Executive and Non-Executive Directors, Associate Medical Directors, Heads of Nursing, Matrons, Clinical Directors, Hospital Directors, NTDA, CCGs, CQC and other external stakeholders JOB SUMMARY Executive and voting Director of the Trust Board and member of Trust Board sub-committees as designated. With Board members, FT Governors and members, staff and external partners, ensure the delivery of local, timely and safe high quality patient care. Act as Director for Infection Prevention and Control. KEY CORPORATE RESPONSIBILITIES 1. Leadership and Management Style To provide strong and visible leadership to the workforce and wider community and promote openness and involvement of stakeholders (staff, patients, FT Governors and Members, the wider community and partner organisations) in all areas of the Trust s activities. To contribute fully to the corporate management and strategic development of the Trust, deputise for the CEO and represent the Trust as appropriate. 2. Patient Safety and Experience To monitor, review and improve systems and practices to deliver safe high quality patient care and to meet legal and NHS requirements. To promote services that are at the forefront of modern thinking and the patient experience is of the highest quality. Pursue a progressive and inclusive approach to patient safety and clinical governance. To promote an environment in which staff are encouraged to review and improve performance, practice and services to patients through training and development, audit, appraisal and peer review. To work in close co-operation with the designated DIPC to manage performance against the duties contained within the Hygiene code, and ensure the provision of a safe, clean patient care environment. To accept personal responsibility and accountability for Infection Prevention and Control practice within your sphere of responsibility. To ensure you are familiar with, and comply with, all relevant Infection Prevention and Control policies for minimising the risk of avoidable Health Care Associated Infection and undertake annual mandatory updates in Infection Control.
2 3. Infection Prevention and Control To provide clear communication links executively and being a clear champion of the infection prevention and control agenda. To ensure that nurses/midwives and allied healthcare professionals know what is expected of them with regard to infection prevention and control and ensure that they fulfil their responsibilities as part of their duty of care. The post holder will ensure IP&C will feature in all job plans and appraisals. To work in close co-operation with the Associate DIPC will manage performance against the criterion contained within the Hygiene Code, and ensure the provision of a safe, clean patient care environment. To accept personal responsibility and accountability for Infection Prevention and Control practice within your sphere of responsibility. To ensure you are familiar with, and comply with, all relevant Infection Prevention and Control policies for minimizing the risk of avoidable Healthcare Associated Infection and undertake annual mandatory updates in Infection control. 4. Clinical Governance To develop and promote an agreed and explicit strategy for clinical governance. Ensure systems and structures are in place to monitor, review and improve patient and staff safety and meet legal and NHS requirements, including our duties under health and safety legislation. To lead the complaints function and ensure the effective management of complaints across the Trust. To lead the work to achieve compliance with the NHSLA standards, improving patient safety and the patient experience. 5. Use of Resources and Performance Management To manage staff and designated resources in line with Trust policies. This includes ensuring effective two way communications and continuous staff development through the Trust s Personal Development Review process. To ensure resources are effectively and efficiently deployed and provide support to Divisions on the planning and management of services. To monitor Trust and Divisional performance against activity plans, standards, targets and budgets and intervene and take corrective action where appropriate. To put in place and review plans for managing peaks in demand e.g. during winter and major incidents. 6. Internal and External Communication To practice and promote effective two way communication and involve FT Governors and Members, and staff in the planning and review of new services. 7. Business Conduct To comply with statutory requirements, NHS regulations and Trust standards. This includes meeting health and safety regulations standards, business standards e.g. SFIs, working towards eliminating clinical and corporate risks, and reducing HCAIs.

Safeguarding Adults and Children To have Executive accountability for the delivery of appropriate systems and processes required to safeguard and care for children and vulnerable adults whilst in the Trust. Ensure Board level ownership for the vulnerable adults and children agendas. PROFESSIONAL RESPONSIBILITIES 1. Directly Accountable for: Professional overview, leadership, monitoring, development and modernisation of nursing and midwifery. Clinical Governance including Complaints, PALs and Patient Services. Designated Specialist Nurses and nursing services. Other resources as appropriate. 2. To work closely with the Board, Executive colleagues and Governors: Provide strong and visible leadership to the Nursing and Midwifery workforce. Promote care that is at the forefront of modern thinking and a high quality patient experience. Pursue a progressive and inclusive approach to clinical governance. Develop strong and constructive relationships with patient and voluntary groups, Governors and stakeholders. 3. To monitor nursing and midwifery resources for effective and efficient deployment. 4. To provide support to Divisions and Directorates on the planning and management of N&M services, promoting a consistent approach to developments and standards in practice and service. 5. To promote a professional environment in which nurses and midwives are encouraged to review and improve performance, practice and services to patients through audit, appraisal and peer review. 6. To develop and promote appropriate professional and clinical guidelines, protocols and policies. 7. To develop and publish a clear strategic direction for nursing and midwifery, collaborating with the Clinical Commissioning Groups, University of Worcester and the NTDA as appropriate. 8. To promote the delivery of effective strategies and action for the recruitment and retention of nursing and midwifery staff, management and reduction of sickness absence, continuous professional development and minimisation of agency/nhsp usage. 9. To oversee continued professional development which is clearly focused on meeting patient, employee and the Trust s needs. 10. To oversee the professional performance and standards of nurses/midwives and allied healthcare professionals in the Trust.
4 11. To act as the Executive lead and Director for infection prevention and control, therefore providing clear communication links executively and being a clear champion. 12. To develop links with other Trusts and external bodies e.g., in relation to clinical governance and related NHS requirements. 13. To manage staff and designated resources in line with Trust policies. This includes ensuring effective two way communications and continuous staff development through the Trust s Personal Development Review process. 14. To advise, support and provide information to the Board and senior management teams on the quality and safety of care relating to nursing and midwifery. 15. To lead on registration with the Care Quality Commission ensuring the Trust is registered without conditions. 16. To be the lead Director for the NHSLA. 17. To be the lead Director for patient and carer experience. SUMMARY OF PAY AND TERMS OF EMPLOYMENT The pay and terms of employment are determined by the Remuneration Committee which consists of the Chairman and Non-Executive Directors. Tenure: Salary: Inflationary uplift: Hours of Work: On Call: Holiday: Permanent. As agreed by the Remuneration Committee. As approved by the Remuneration Committee. As necessary for the effective discharge of duties. As per Director On-Call rota. 32 days per annum plus 8 Bank Holidays. The leave year runs from 1 April 31 March each year. Occupational Sick Pay: Pension: In accordance with the Agenda for Change provisions. In accordance with the NHS Pension Scheme. Base: The nature of this post requires the Director to ensure a regular and visible presence on all three sites. As a consequence, regular travel is required and the Director must ensure frequent visits to all Trust premises are undertaken.
5 Notice: Relocation Expenses: 6 months on either side. In accordance with Trust Policy and approved by the Chief Executive. Performance Review & Personal Development: In accordance with Trust Policy. Annual objectives will be agreed with the Chief Executive and reviewed by the Remuneration Committee.
6 Chief Nursing Officer and Director of Infection Prevention and Control Person Specification Essential Desirable Method of Education and Qualifications Degree or Equivalent CV Registered Nurse with Post registration Qualifications CV Masters Degree or equivalent level of expertise gained through experience Evidence of Continuing Professional Development Experience Previous Board experience as a Director of Nursing with a demonstrable track record of success in a medium sized acute Trust for a minimum of 3 years or equivalent as a Deputy Director in a large and complex NHS Trust. In both instances a proven track record of nursing leadership, driving standards of care and delivering change is essential. Record of successful leadership in a large organisation in a strategic capacity Proven experience of organisational development and managing significant change in an organisation CV/ Proven experience and delivery in developing nursing strategy and planning including the delivery of robust Cost Improvement Programmes. Experience of successful partnership working with external agencies Knowledge of clinical governance & risk management. Demonstrable track record of achievement in quality and patient safety. CV/ _
