EMPower Training is a CDC/DNPAO-funded quality improvement initiative aimed at improving the capacity of hospital staff to implement evidence-based maternity care practices supportive of optimal infant nutrition. The focus will be on providing materials and resources needed to build a sustainable training plan and ongoing technical assistance to support implementation of the plan. Funded by contract #

Concentration in maternal and child health (MCH), peer-to peer learning networks, and program management. Long history of supporting MCH QI initiatives through collaborative learning networks, provision of training and technical assistance, and evaluation. 7 Carolina Global Breastfeeding Institute The Carolina Global Breastfeeding Institute s vision is a world in which all mothers will be enabled to give every child the best start in life through optimal breastfeeding and related reproductive health including adequate birth spacing and healthy birth practices. Experience in the development and assessment of the impact of the Ten Steps to Successful Breastfeeding. Experience providing evaluation and technical assistance on the Ten Steps and related issues: EMPower Breastfeeding Breastfeeding-Friendly Healthcare (BFHC) Project National Collaborative for Advancing the Ten Steps ENRICH Carolinas Couplet Care Bassinet ROLE: Serve as breastfeeding experts for the EMPower Training initiative. breastfeeding.unc.edu 7
8 Population Health Improvement Partners Population Health Improvement Partners (Improvement Partners) is a national leader in quality improvement (QI) for public health organizations. Collaborate with local, state, and national partners to transform the public health system to foster and support continuous quality improvement. Provide a continuum of basic to advanced QI training programs and technical assistance with a primary focus on developing QI capacity to improve the efficacy and efficiency of programs and services. ROLE: Serve as hospital QI experts for the EMPower Training initiative. 8
9 EMPower Training Approach Develop hospital-specific training plans Includes standardized, skills-based competency training for maternity care staff in alignment with BFHI Guidelines and Criteria (5 hours) Uses Train-the-Trainer (ToT) model implemented at Regional Learning Collaborative Meetings for sustainability Assign coaches to support hospitals via technical assistance throughout the implementation period Share costs with hospitals associated with training Track training progress (Goal= 80% trained)
10 Key Activities 1. RECRUIT: Enroll hospitals to actively participate. 2. TRAIN: Provide materials and resources to create and implement the hospital-specific training plan. 3. SUPPORT: Provide ongoing technical assistance to facilitate the implementation of training plans and safe implementation of practices supportive of optimal infant nutrition. 4. TRACK: Monitor progress towards training goals and other measures for quality improvement purposes.
11 Key Task #1: Recruit Hospitals GOAL: Enroll at least 90 hospitals to actively participate Work collaboratively with partners and stakeholders to identify hospitals, remaining cognizant of complementary efforts Conduct outreach to hospitals through recruitment webinars Review enrollment materials and establish MOUs with selected hospitals
12 Who is eligible for EMPower Training? Hospitals currently pursuing Baby-Friendly designation and for whom this initiative will help to satisfy necessary training requirements, Hospitals not planning to pursue Baby-Friendly designation but have a strong focus on providing the best care for all mothers and their infants, OR Hospitals already designated looking to satisfy training requirements for re-designation or other purposes.
13 Recruitment Timeline Activity Date Recruitment Webinars Hospital Webinars March 1 & 5, 2018, 3pm Hospital Enrollment Process Downloadable Enrollment Materials Available (.pdf) March 1 April 13, 2018 Enrollment Opens March 1, 2018 Enrollment Closes April 13, 2018 This is a competitive enrollment process. ALL enrollment forms must be submitted online.
14 Key Task #2: Train Hospital Staff Develop an individualized training plan Train participating hospital teams to implement a standardized, skill-based competency training Supplement training plan with additional breastfeeding and quality improvement trainings, as needed
15 Competency Training Content Five hour (5) curriculum that addresses skill competencies outlined in BFHI Guidelines and Criteria. The competencies will include the following: Communicating with pregnant and postpartum women about infant feeding Observing, assessing, and assisting with breastfeeding Teaching hand expression and safe storage of milk Teaching safe formula preparation and feeding Safety considerations when implementing the Ten Steps to Successful Breastfeeding
16 Key Task #3: Support Hospitals GOAL: Provide ongoing technical assistance to facilitate the implementation of training plans and practices supportive of optimal infant nutrition. Breastfeeding and Quality Improvement coaches assigned to each hospital In-person regional Learning Collaborative Meeting Bi-monthly webinars, monthly cohort calls, and regular office hours EMPower platform access to tools, materials, and resources; peer to peer learning opportunities Cost-sharing for implementation
17 Key Task #4: Monitor Progress GOAL: Track and monitor hospital progress Technical assistance provided by breastfeeding and quality improvement coaches Development of individualized training plans (Goal = 100%) Completion of training (Goal > 80% maternity staff trained) Ongoing measurement of metrics related to the Ten Steps for quality improvement purposes
18 Benefits to EMPower Training Hospitals In-person, skill-based train-the-trainer sessions at regional meetings to learn competency training Access to the EMPower platform which includes o o A variety of breastfeeding and quality improvement materials Opportunity to network with other hospitals Assignment of a breastfeeding and quality improvement coach to provide support Access to additional breastfeeding and quality improvement training courses available online at no additional cost Documentation tools to support accreditation Tools and training to sustain change over time through quality improvement methods that include monitoring and tracking key metrics
19 Benefits to EMPower Training Hospitals Site stipend to offset a portion of the costs associated with planning and implementing training activities ($2,000 per hospital) Certificate of completion of training goals Press release template to help publicize accomplishments/certification
20 Costs to EMPower Training Hospitals Travel and per diem for 3 individuals to attend a 2- day regional Learning Collaborative Meeting (Summer 2018). Commitment to train at least 80% of maternity care staff using a 5-hour competency curriculum within a 12-month period (August 2019). Tracking completion of training goals. Participating in regular webinars and cohort calls
21 Complementary programs and initiatives The EMPower Training initiative is designed to complement: Baby-Friendly USA designation/re-designation processes as hospitals seek to complete/update training-related requirements; any state programs that recognize progress toward achievement of the Ten Steps Hospitals that are enrolled in BFUSA designation process or a state-level initiative are eligible and encouraged to participate in EMPower Training.
22 How to Apply? A.pdf version of the application will be available today on the website for planning purposes. The primary contact for each hospital will need to create an ID and password to access the online application. Users will be allowed to save and return to their application as needed up until the deadline or until the application has been submitted. All applications must be submitted online at: Application period opens on March 1, Applications are due before April 13, 5:00pm EST.
23 If my hospital is part of larger system, can one application be submitted for the entire system? Each hospital in a system will need to submit an individual application. Multiple hospitals within the same system are encouraged to apply.
24 What information does the application request? The online application requests: Contact information Aggregate hospital demographic information Statement of interest (300 words or less) Letter of commitment from hospital leadership mpinc scores (2015 or 2013, as available)
25 How will I know if my enrollment form has been received? Applicants will receive an auto-generated response when the enrollment form has been successfully submitted.
26 How will hospitals be selected? Hospitals will be selected through a competitive enrollment and review process. Hospitals must complete and submit the full enrollment form to be considered for selection. A committee of breastfeeding and quality improvement experts will review all enrollment forms. Through this process, at least 90 hospitals will be selected to participate.
27 What happens after my hospital has been accepted into EMPower Training? Complete a Memorandum of Understanding (MOU) within 1 week of notification Attend introductory call with the EMPower Coaches shortly after selection Register for a regional Learning Collaborative Meeting by May 31, 2018.
28 How long will hospitals participate in EMPower Training? Onboarding: May-June 2018 Train the Trainer/LCM: June-August 2018 Training Completion Date: August 2019
