10 Influential roles of Health Information System at National Priority Setting MDG Acceleration Framework (MAF) - is a methodological framework that offers the government and its partners a systematic way to identify and prioritize bottlenecks to progress on MDG targets that are off-track, as well as acceleration solutions to these bottlenecks.

11 WHY US? Three MDGs are lagging behind % of population living below the Basics Needs Poverty Line increased from 16.2% (2001) to 22.5% (2009). The proportion of female representation in the National Parliament places Tonga at one of the lowest ranking in the world. The overall prevalence of diabetes in Tonga is estimated at 15.1% which is a double of the prevalence rate in 1973.

12 MDGs MAF Primary Focus: MDG Goal 6C (Halted by 2015 and begun to reverse the incidence of NCDs with the consideration of number 1 (Eradicate Extreme Poverty and Hunger) and 3 (Promote Gender Equality and Empower Women)

18 HIS Future Development Integrated remote Health Centres and Hospitals to our Computerized Centralized Information System Advanced the functionality of our Information System to a fully computerized services (Clinical and Public Health) Advanced Operational Research on the Impact of Chronic Diseases

19 Useful experiences HIS is amongst the core crosscutting /not a separate function of Health System and it deserve to be at the Top Priority list Similarity in Pacific setting lead to similarity on HIS difficulties which warrant collaborative effort at the Pacific Communities (PHIN)

20 HIS always requires Clinical Champions/Political Champion and a HIS Champion HIS Political Champion Set HIS Strategic Vision and mission Put HIS at the National Health Priority Areas (e.g. HIS is one of the Ministry s KRA on the MOH Corporate Plan) always access and obtain extra financial resources to meet HIS expensive initiatives

21 HIS Clinical Champions (Impact Players) Persuade those who resist to accept the importance of HIS (e.g. Teach the importance of good documentation, advocate the advantage of appropriately using of technology) Build a more friendlier and closer working relationship between clinician and HIS staff (e.g. Invites HIS staff to Clinician Lunch meeting and other appropriate forum)

22 HIS Champion Continuously ensure that HIS appropriately serve the Health System (e.g. Heavily involve in development of the Corporate Plan, actively involve in Performance Management System Exercise) Be very selective in choosing the position where it will make the greatest impact (e.g. NCD Notifiable Disease Surveillance)
