The NCCPA is incorporated and sponsorship of the profession s certifying examination is transferred to the NCCPA. Time-limited certification is established, and the first certificates are issued. Georgia Association of Physician Assistants GAPA forms liaisons with the Georgia Hospital Association, the Medical Association of Georgia, and the Composite board. The first students join the Board: David Mauch of MCG and William Caypless of Emory. First annual meeting is held in conjunction with an AAPA meeting in Atlanta. Composite Board rules on PAs ability to prescribe. MAG begins a study on Physician Assistants. GAPA issues a statement on training of PAs to MAG committee. Georgia Nurses Association requests a review by the State Attorney General to see whether PAs can write orders in the chart and can issue telephone orders. The opinion by the AG is in favor of PAs. The medical board adopts an exam to be issued to eligible PAs. Rural Health Clinic Services Act provides Medicare reimbursement of PA and Nurse Practitioner services in rural clinics. First GAPA Board of Directors retreat is held in January. House Bill 1636 is passed. This bill exempts those PAs certified under the grandfather clause from having taken the NBME offered by the NCCPA. Individual mailgrams, phone calls, and a letter from Dennis Balsam to many PAs calling for an immediate expression of opposition to HB 1636 is initiated and directed toward Governor Busbee. Governor Busbee vetoes HB 1636 on April 10. MAG House of Delegates votes in favor for a moratorium on the training and certification of new Physician Assistants in Georgia. Journal of Medical Association Georgia- August/1978 Thirty-seven staff physicians of the Medical center of Central Georgia in Macon voted to cancel the PA training program operated by the hospital in conjunction with Emory University. The role of the Physician Assistant in Georgia is examined in May when WXIATV, the ABC affiliate (at that time) in Atlanta reports in a three part series, the apparent conflict between MAG, the withstanding legislation, and training programs concerning PAs in Georgia. Governor Busby gives support and answers questions about PAs, and MAG s position on a local radio talk show. The National Academy of Sciences Institute of Medicine issues a Manpower policy for primary health care. One of their recommendations is that PAs and NPs have an important role to play in the delivery of primary care. MAG targets the Medical Board to regulate supervision rule for PAs. GAPA hires Manning, Salvage and Lee, a public relations firm to help revitalize the association and apply crisis management and public relations techniques in response to the tumult in the PA profession. Marshal Sinback and Joe Sampson go on an eight-city tour of Georgia promoting the profession. This program wins the first AAPA Public education award.
2 1981 Medical Board rewrites rules limiting PA scope of practice. GAPA hires its first Legal counsel, Elizabeth Francisco, to help confront the Medical Board s rulings. Open hearing is held about the Medical board ruling on July 9. Joe Sampson gives his famous testimony about how MAG had recently delivered misconstrued information about PAs to physicians and the public. The board is audited through the Sunset rule. The State Auditor s Department recommends that the Composite Board take measures to increase PAs input in the regulatory process, and consider forming a PA advisory committee. The Composite Board should also take measures to fulfill the legislative intent of the PA Act by increasing the availability of PAs in rural areas. Georgia Association of Physician Assistants Legislation is passed from a compromising bill from MAG to have a PA as an ex-officio on the medical board and a PA advisory committee. Georgia Hospital Association publishes restrictive guidelines for the utilization of PAs in hospitals. The GHA asks the Composite Board for an opinion which ended up at the PAAC. The GHA then amends their rules. GAPA and MAG sponsor joint legislation to require PA Competency exam. GAPA sponsors first Leadership Symposium. AAPA Burroughs Welcome Health Policy Fellowship is created and names Marshal Sinback as first fellow. GAPA hosts first annual AAPA Southeast Regional Hearing. CSBME removes interview requirement for PAs seeking initial certification. CSBME amends rule on prescribing. Impaired PA program is implemented. First conference is held at Jekyll Island.
3 1987 Marshal Sinback is elected AAPA president elect. National PA Day, October 6th, is established, coinciding with the anniversary of the first graduating class of PAs from the Duke University PA Program 20 years earlier, and coincidentally on the birthday of Dr. Eugene Stead, Jr., recognized as the founder of the PA profession. Tom Bauer is hired as legislative consultant. Chip Quammen resigns as president and Henry Heard, Pres- Elect, fills the President position. Georgia Association of Physician Assistants Senate Bill 499, authorizing physicians to utilize PAs in a remote site passes the house 48 yeas to three neas, but unfortunately failed in the House on February 3. The CSBME approves a rule in June authorizing appropriately supervised PAs to serve patients in satellite clinics in medically underserved areas in Georgia. CSBME approves changes in the governing disciplinary actions in July, instituted as a result of infractions of the PA rules and statutes. GAPA holds its first Strategic planning session. CSBME institutes one time registry for PAs. Unified Health Services offers full commission to qualified Physician Assistants in the Commissioned Corp of the PHS. HB 209 is signed into law by Governor Joe Frank Harris. This law allows a physician to delegate to a PA or nurse the authority to order controlled substance in any health care setting. GAPA News is one of three publications to win the AAPA/Lederle laboratories Chapter Newsletter Award. Medicaid Reimbursement is approved for PAs in Georgia. GAPA Policy and Procedures Manual is developed. First MD/PA satellite clinic is approved in the Blue Ridge/ Blairsville area HB 702 passes, requiring both PAs and physicians to obtain 40 hours of Continuing Medical Education (CME) credits during each renewal cycle. GAPA co-sponsors a legislative luncheon with the Georgia Society of Allied Health Professionals. Prescriptive task force goes into effect. State Senate committee studies regulation of PAs. Ed Gail is appointed to this committee. AHEC starts taking students from MCG. SB 468 passes, allowing PAAC members to be reimbursed. Annual conference is held in Savannah. Dempsey Management services is hired to supervise and manage the daily business of the association. DOT allows PAs to perform truck driver physicals. The Drug Enforcement Administration issues a new proposed rule regarding the issuance of DEA numbers to PAs. Election is challenged. Ad hoc committee investigates and is satisfied with results.
4 1993 HB 537 is introduced, allowing physicians to delegate PAs the authority to issue written prescriptions. Georgia Association of Physician Assistants Chuck Dillehay becomes GAPA s new executive director. GAPA Board approves Minority Affairs Committee. Political Action Committee (PAC) is formed - PAs for health care access. GAPA celebrates 20 years. Prescriptive bill is reintroduced as HB 285. Reimbursement task force is developed. HB 285 passes both House and Senate. GAPA hosts the AAPA South East Regional meeting. GAPA establishes a Student Scholarship Fund. GAPA wins AAPA Chapter of the Year Award. HB 238 is passed to change the regulation of PAs to licensure. HB 1132 is introduced, requiring PAs to apply for DEA numbers. HB 1414, repealing of prescriptive privileges, is also introduced. Both HB 1132 and HB 1414 fail this session. RCL Network is reorganized into 16 regional areas.
5 1999 DEA legislation passes. Georgia Association of Physician Assistants GAPA engages Dillehay Management Group as its new association management firm. PEC (public education committee) puts together PA presentation. Reimbursement Guide is put together and issued to the membership. DEA meets with CSBME and decides not to issue numbers to PAs because of conflicting laws. Legislation is introduced that would allow physicians to supervise two PAs at any given time. DEA issues a favorable opinion: PAs are allowed to apply for DEA numbers. HB 383 passes with compromise from MAG allowing a physician to have four PAs licensed to him or her, but only allowing two PAs to be supervised at any one time. Supervisory Accountability Bill passes, defining alternate and primary supervising physician more clearly. PA job description is seriously challenged by CSBME. Senate Bill 458 is introduced, written to define the job description and tie it to the physician scope of practice requiring a written PA job description by the physician, tied to the scope of the practice. SB 458 passes. GAPA creates a philanthropic line item and budget. State Health Benefit High Option Plan to cover PAs. GAPA wins 2001 AAPA constituent Organization Award of Excellence.
6 2005 SB 173 legislation passes, allowing PAs to work in a free clinic. Disaster relief bill is introduced for next year, along with sampling privileges. GAPA for the first time holds two conferences in one year, the second is held at the Galleria in Cobb County in January. CSBME holds public hearing on proposed rule that would make a physician who is hired by a PA whom the physician supervises grounds for disciplinary action. After a large contingent of PAs and physicians testified, the Board decided to vote against the rule. Georgia Association of Physician Assistants GAPA achieves the largest revenue in association s 31-year history - $768,000+. GAPA increases the reserve fund to an all time high of over $546,000. The most successful GAPA summer convention is attended by 538 PAs. The largest membership in GAPA history is sustained. The first membership survey is conducted. HB 832 passes, giving PAs sampling privileges. HB 873 passes, allowing PAs to provide medical assistance in emergency situations. GAPA provides substantial charitable contributions for Hurricane Katrina relief. GAPA hires O Neill Communications to launch major PA public education initiative. GAPA expands PA Week activities and GA governor issues proclamation that October is PA Month. GAPA launches public health literacy campaign by placing health watch public service announcements in the media and on its website. GAPA wins AAPA Constituent Organization Public Education Achievement Award. HB 509 passes, allowing PAs to provide polysomnography services under the supervision of a physician. GAPA enjoys its largest summer conference to date with 750 attendees in Hilton Head Island, SC.
