Approval of Agenda Moved by Robert Long that the agenda of Thursday, January 11, 2018 be approved. MOTION CARRIED. 2. Approval of Minutes Moved by Deryl Comeau that the minutes of Thursday, November 9, 2017 be approved. MOTION CARRIED. 3. Presentations 3.1. Nurse Practitioner Overview Tammy Surbey, Nurse Practitioner Tammy Surbey, Nurse Practitioner out of Sundre, presented about the history and role of nurse practitioners in Canada, their benefit and her personal experience as one. Nurse practitioners (NP) are Masters or PhD prepared autonomous health care professionals who provide essential healthcare services grounded in professional, ethical and legal standards. Nurse practitioners have the competence to: provide comprehensive health assessments, diagnose health/illness conditions, treat and manage acute and chronic illness within a holistic model of care, order and interpret screening and diagnostic tests, perform procedures and prescribe medications including controlled substances and able to refer patients to specialists. 2 3.2. Primary Care Overview Andrea Thain Liptak, Executive Director, Public Health, Primary Care, CDM, CRS and Allied Health There are approximately 5000 nurse practitioners in Canada. Nurse practitioners work in different settings: Community care- clinics, physicians offices, patient homes, long term care facilities, hospitals- outpatient clinics, emergency and NP led clinics. The benefits of Nurse Practitioners are cost-effective, patient satisfaction, improve accessibility to health care, better chronic disease management and reduced emergency visits from long term care facilities. A council member asked who would be funding NP services. Tammy replied that Primary Care Networks currently fund NPs but the patient would need the initial refer from his/her family physician. Another council member asked Tammy from her experience if there is push back from doctors and why do NPs not have a union that can lobby to the government for more funding? Tammy responded stating that overall frontline staff is supportive; any push back is usually due to losing funding to NPs. Allan Sinclair, Senior Operating Officer of Central (South) Zone, advised with the new Enhancing Care in the Community funding model, two to three Nurse Practitioners will be hired in Central Zone in the near future. Andrea Thain Liptak, Executive Director, Public Health, Primary Care, CDM, CRS and Allied Health, presented an overview of primary care in Central Zone, with emphasis on areas in David Thompson geography. Primary Care Networks (PCN) are a formal arrangement with a collaborative governance structure between the Alberta Medical Association, Alberta Health and Alberta Health Services. PCNs are funded by Alberta Health and Central Zone has 12 PCNs ; Big Country PCN (Stettler, Castor, Coronation, Consort, Trochu, Three Hills, Drumheller, Hanna), Drayton Valley PCN (Peaks to Prairies PCN Olds, and Sundre), Red Deer PCN, Rocky Mountain House PCN, Wetaskiwin PCN, Wolf Creek PCN (Lacombe, Rimbey, Ponoka, Sylvan Lake and Innisfail). Primary Care Network successes include: joint planning and program implementation, emphasis on team based care, improved communication between AHS and family physicians, maternity models, community engagement and innovative local initiatives/solutions. Andrea advised a newly formed Central Zone PCN committee is seeking public representation and she encouraged members to apply. Some of the work includes working on the PCN service plan. 3 A council member asked if the Primary Care Network will be part of Connect Care? Andrea informed council that the PCN is not part of Connect Care however, patient information is transferred to the necessary specialist and physicians. information about membership to the Central Zone PCN Committee to Sandy, for distribution to council for consideration Dave Price Local (Three Hills) Health Services Advocate 4. Old Business 4.1. Business Arising from the Minutes of November 9, 2017 Andrea Jackson Advisory Council Coordinator Due to the change in delivery mode of the meeting to teleconference, Dave Price requested to postpone his presentation to an in-person meeting in the future. Below are the action items from the minutes of November 9, 2017: Andrea Jackson to query the consultation process of the space design for the new physiotherapist site in Sylvan Lake. Complete. Andrea to inform Kerry Bales that Bob Long and Heather Donald are leads for organizing municipal leader s forum in the spring. Complete. Bob will get the toolkit and pass along to council. In progress. Sandy will resend list of subcommittees to council so people know which one they are on. Complete. Terry to write up a brief to Andrea Jackson re: transportation services in Hanna, and send to Andrea Jackson to add to the work plan. No longer applicable. 4 Andrea will enquire about having HAC invited to annual community meetings. In progress. 5. New Business 5.1. Central Zone Executive Leadership Update Kerry Bales Chief Zone Officer, Central Zone 5.2. Council Member Roundtable & Voices of the Community Good News Stories Kerry Bales was unable to attend today so Allan Sinclair, Senior Operating Officer, Central (South) Zone, provided Central Zone updates as follows: Zone Interventional Cardiac Services Plan all five zones across Alberta will be represented in a working group to discuss comprehensive treatments to be used province wide. Zone HealthCare Plan when the plan was completed at the end of November 2017, it was recognized there is continued need for refinement of the process. We ve learned we ve got a well-developed plan that will move services forward in the next 15 years, and that additional work is required to address a resource (capacity) deficit at the Red Deer site. We will be working with physician and specialty groups to determine what services can be provided and what can be enhanced so as to heighten Red Deer s role as a referral centre. Existing services used in Edmonton and Calgary are being considered when listening to patient feedback in Red Deer. The services and feedback will be informative with the development of the 2018 Capital Plan. Capital Submission the 2017 capital plan came out earlier this week and did not identify projects in Central Zone. This is because projects are focused on shelled-in space, or where we can shift more care to the community. Carole Tkach Residents in the Coronation area are interested in coordinating local workshops about seniors care and mental health. Carole also advised that new management at the Coronation site is going very well and that patients are pleased with the transition. Kim Walton She shared an experience at Red Deer Regional Hospital and said how notable patient centered care was. She also spoke about the Accelerating Primary Care conference she attended in Calgary on November 17-18, Deryl Comeau On December 19 th, Deryl attended the opening of the 20 new medical detox beds at the Safe Harbour Society in Red Deer. The site also offers access to a team of doctors and nurses who provide Kim Walton will share the conference details with Andrea Jackson. Page 4 of 7

5 immediate assistance to patients. Deryl also participated in Mental Health First Aid training and she encourages fellow members to attend this informative course. On December 6, 2017 Deryl attended a meeting with Canadian Supportive Care Experts to discuss Supportive Care for Patients and Families dealing with Cancer in Alberta. "Supportive Care" describes the services required by patients and families to help them cope with the diagnosis, treatment and transitions involved in an experience with cancer. Terry Johnston She finds that despite the number of physicians being down at the medical clinic in Hanna, wait times have been impressively short. Bob Long He also attended the opening of the 20 new medical detox beds in Red Deer. He participated in a fundraiser in Three Hills that raised $64,000 for the hospital. Bob expressed that he would like to see more education and awareness for mental health. Jean Barclay She shared that the Primary Care Network in Innisfail will be holding their first meeting on February 12, 2018 with the various health partners. A mental health support group is being formed in Innisfail by the Family and Community Support Services (FCSS). It is a support group for families who are caring for family members with mental health issues. Jean also attended the first of four workshops hosted but the Seniors Strategic Clinical Network, a Diagnosing Dementia conference in December. Janice Lockhart She attended the Wetaskiwin Health Foundation 10th annual Country Christmas Barn Dance and funds raised go to the Capital Campaign. Janice also presented to Wetaskiwin County Council on December 19 with Sandy Doze. They provided an update to the County Council on the work David Thompson HAC has been involved in the past year, and the work it s planning for the months ahead. Melanie Hassett Started a research program called the Commitment to Care program. The program includes Kits for Kids and gives children in the emergency department a distraction kit filled with toys and puzzles. Charts are then audited, looking at those who received the kits verse those who have not received the kit and comparing their relation to the pain expressed. Melanie is now implementing this initiative at the Stettler Hospital. Page 5 of 7

6 5.3. Report from Council Chair Sandy Doze 6. Advisory Council Officer Report Marie Cornelson (provided by Andrea Jackson) Drayton Valley now has a walk-in clinic located at the Shale Medical Centre. The clinic is open to those who are without a family physician. It is anticipated the clinic will relieve pressure from the emergency room at the hospital. Sandy provided the following highlights: Sandy attended the Council of Chairs meeting in Edmonton in December. Member evaluations from the fall forum demonstrated positive feedback overall. Chairs hope to see presentations altered slightly to be more in-depth in their topics. Sandy suggested that if anyone has any topic ideas to please bring them forward to her. Sandy gave an update on Wisdom Council. AHS is committed to doing more work Truth and Reconciliation. Council to consider strategies to recruit an Indigenous member to council. Sandy sits on an Integrated Health Housing Committee that is looking at the effects of health and housing in relation to each other and how the two have an effect on an individual. Housing will be a combination of seniors, infrastructure and health. Sandy shared that she attended a meeting with Rural Health Professions Action Plan (RhPAP) in Wetaskiwin, where a new attraction and retention committee is being formed. The subject of discussion was how to retain physicians in rural communities. The HAC and local PCN will connect to look at ways the community can be involved in showcasing its attributes. Kim Walton added someone from Sundre can speak to the working group. Terry Johnston shared there is research out of a medical school in Thunder Bay, ON where it offers clinical learning placements in community-based settings for their Family Medicine Residents. It was found that after graduation, these Family Medicine physicians stayed in the communities in which they received training. This could be a good idea for Alberta, especially for rural communities and remote areas. These learning experiences prepare residents to practice with confidence and distinction anywhere. Andrea Jackson provided the following update: Budget the balance of councils Community Engagement budget is $4,651.10; Colleen Lindholm will send Andrea Jackson information from a 2016 RhPAP conference re: Northern Ontario School of Medicine, to share with council. 7 Andrea Jackson 7. Work Plan Progress Update Advisory Council Satisfaction Survey - Alberta Health Services is interested in learning more about council members experience, role and perspectives. A survey will come out in January; Advisory Council Fall Forum expenses there has been some delay in processing some of these payments; Advisory Council Fall Forum Report - a full report back to members will be sent in January; and, Open Houses/Municipal Forums - the AHS Board and Senior Leadership look forward to hearing more from health advisory council s engagement events. This will help support awareness of your council and engagement with your communities. It is also an opportunity to share the Health Plan and Business Plan with community stakeholders. Moved by Terry Johnston to approve 2018/19 meeting dates, locations and times as discussed. MOTION CARRIED. Work Plan: Working on identifying the role of navigators ongoing Gather My Health Link and My Mental Health information to share with the public. Ask members interested in joining PCN to come forth. More than a half day mental day presentation is needed. Planning with Carole Tkach to have half day session in Red Deer on Continuing Care. Maya will send a meeting request to members for a one-hour teleconference meeting during off-meeting months. 8.
