3 Summary This report and grades represent our assessment of the quality of the areas of performance which were examined during this inspection. Grades for this care service may change after this inspection following other regulatory activity. For example, if we have to take enforcement action to make the service improve, or if we investigate and agree with a complaint someone makes about the service. We gave the service these grades Quality of Care and Support 5 Very Good Quality of Environment 4 Good Quality of Staffing 5 Very Good Quality of Management and Leadership 4 Good What the service does well The service was committed to involving parents and children in assessing and developing the quality of the service. We saw that the children attended a varied programme of activities over the Easter break to suit their individual needs. The service had made significant improvements to the quality of care and support. What the service could do better The service should continue to improve the facilities including the door entry system and the fabric of the building. We have made two recommendations in relation to this. The service should also continue to develop and improve the quality assurance systems. What the service has done since the last inspection The service has made significant progress to the quality of care and support. It has met all requirements from the previous inspection and worked hard to improve the overall quality. Conclusion We saw that the service was progressing. 5 1 About the service we inspected The Care Inspectorate regulates care services in Scotland. Information about all care services is available on our website at This service was previously registered with the Care Commission and transferred its registration to the Care Inspectorate on 1 April Requirements and Recommendations If we are concerned about some aspect of a service, or think it could do more to improve, we may make a recommendation or requirement. - A recommendation is a statement that sets out actions the care service provider should take to improve or develop the quality of the service but where failure to do so will not directly result in enforcement. Recommendations are based on the National Care Standards, relevant codes of practice and recognised good practice. - A requirement is a statement which sets out what is required of a care service to comply with the Public Services Reforms (Scotland) Act 2010 and Regulations or Orders made under the Act or a condition of registration. Where there are breaches of the Regulations, Orders or conditions, a requirement must be made. Requirements are legally enforceable at the discretion of the Care Inspectorate. Buddies Out of School Care operates from the Budhill Family Learning Centre in the Budhill area of Glasgow. The service caters for a maximum of 42 children attending primary school. The after school care operates between 3pm to 6pm, Monday to Friday, term time. From August to October, for Primary 1 children, the service operates from 12pm to 6pm. The service also operates a holiday club during school holidays between 8am to 6pm. The service has use of various areas in the centre including general purpose rooms one and two. It also has regular access to the gym hall and its own designated outdoor play area. During school holidays the service makes use of amenities in and around Glasgow. The service aims and objectives include: 'Buddies will strive to provide a high quality, affordable out of school care service to assist children in their social and educational development which allows parents/ guardians to take up employment /training opportunities knowing that their children are well cared for.' 7 2 How we inspected this service The level of inspection we carried out In this service we carried out a low intensity inspection. We carry out these inspections when we are satisfied that services are working hard to provide consistently high standards of care. What we did during the inspection We wrote this report after an unannounced inspection. The inspection was carried out by Inspector Karen Irvine, for the Care Inspectorate. The inspection took place over two days - Thursday 17 and Wednesday 23 April As part of the inspection, we took account of the completed annual return and self assessment forms that we asked the provider to complete and submit to us. We sent 15 care standards questionnaires to the manager to distribute to parents. Nine questionnaires were returned to us before the inspection. At this inspection we gathered evidence from various sources including: - parental questionnaire - participation information - children's files - notice board - wall displays - training files and certificates - activity plans - accident and incident reports - risk assessment information - cleaning records - personnel files - quality assurance. 8 We also considered the environment and observed staff at work. Grading the service against quality themes and statements We inspect and grade elements of care that we call 'quality themes'. For example, one of the quality themes we might look at is 'Quality of care and support'. Under each quality theme are 'quality statements' which describe what a service should be doing well for that theme. We grade how the service performs against the quality themes and statements. Details of what we found are in Section 3: The inspection Inspection Focus Areas (IFAs) In any year we may decide on specific aspects of care to focus on during our inspections. These are extra checks we make on top of all the normal ones we make during inspection. We do this to gather information about the quality of these aspects of care on a national basis. Where we have examined an inspection focus area we will clearly identify it under the relevant quality statement. Fire safety issues We do not regulate fire safety. Local fire and rescue services are responsible for checking services. However, where significant fire safety issues become apparent, we will alert the relevant fire and rescue services so they may consider what action to take. The service provider must develop formal administration of medication procedures taking into account best practice guidance and ensure that these procedures are shared with staff and parents. This is to comply with The Social Care and Social Work Improvement Scotland (Requirements for Care Services) Regulations 2011 (SSI 2011/ 210), Regulation 4(1)(a). Timescale: Within 2 months of publication of this report. What the service did to meet the requirement An administration of medication procedure was developed and signed by the management committee. The service provider must develop formal child protection procedures taking into account relevant legislation and best practice guidance and ensure that these procedures are shared with staff and parents. What the service did to meet the requirement The manager has made a children's checklist for files which includes an update procedure for June and December of every year. What the service did to meet the requirement The manager has risk assessed general purpose room 1 and all other rooms used in the building. Staff have ensured that snack is provided within the gym hall on Wednesday while the general purpose room 2 is occupied by a different group. The requirement is: Met - Within Timescales The requirement 5. The service provider must ensure that risk assessments are carried out on the accommodation used within the centre. These risk assessments must be recorded and reviewed regularly. All children now have a likes and dislikes information sheet in their files and a checklist for future children's files to ensure this is kept up to date. The recommendation is: Met. 2. The service provider should develop an annual programme for monitoring and quality assurance within the service which involves children, parents, staff and stakeholders. 12 Comments on Self Assessment Inspection report continued Every year all care services must complete a 'self assessment' form telling us how their service is performing. We check to make sure this assessment is accurate. We received a fully completed self assessment document from the service provider. We were satisfied with the way the service provider had completed this and with the relevant information they had given us for each of the headings that we grade them under. The service provider identified what they thought they did well, some areas for development and any changes they planned. The service provider told us how the people who used the care service had taken part in the self assessment process. Taking the views of people using the care service into account We spoke with 11 children during the inspection process. Most children said they got to make decisions about the service. Most children also said the adults at the group were either very good or good. Children's comments included: 'They [staff] take us places and do things with us.' 'They help when you're muddled up with stuff.' 'They're good because like if you need help they give you it.' 'Because if we hurt ourselves the staff would help us.' Most children said they wouldn't change a thing about the group. Some children said they could improve the snack. All children said they were either very happy or happy at the group. 'Because it's fun and good.' 'When I am in Buddies I feel very happy because my friends are here.' 'Because we have a lot to do.' 'I am happy but sometimes not it depends what we are doing.' 'Because I get to play with friends at other schools.' Buddies Out of School Care, page 12 of 30

13 Taking carers' views into account We sent out 15 questionnaires to parents/carers and nine were returned before the inspection. Comments included: 'I am very happy with Buddies childcare. During holiday term Buddies do a variety of outings, outdoor activities which I wouldn't be able to do myself. I would recommend Buddies to my friends and family who needed childcare.' 'Buddies out of school care is great can't fault them at all.' Inspection report continued 'I am very happy with the standard of care my son receives at Buddies it has helped him develop.' 'Staff are very helpful and understanding and go way beyond high with their skills and the way they are with the kids. Fantastic team...but could do with another boy working there.' 14 3 The inspection We looked at how the service performs against the following quality themes and statements. Here are the details of what we found. Quality Theme 1: Quality of Care and Support Grade awarded for this theme: 5 - Very Good Statement 1 We ensure that service users and carers participate in assessing and improving the quality of the care and support provided by the service. Service strengths The service had continued to provide very good ways of involving parents and children in assessing and developing the service. Staff continued to have a strong commitment to involving parents and children in assessing and improving the service. The service had a participation strategy and involved parents and children across all aspects of the service. The service was overseen by a voluntary management committee made up of mostly parents. Parents were highly involved in the running of the service and making decisions about future plans. Annual general meetings were highly attended by parents. Parents could also share their views through regular questionnaires and the service had an open door policy where staff were happy to chat to parents about any issues or concerns. We saw that the service took parents' suggestions and feedback forward to develop and improve the quality of the service. We spoke with children who told us they get to make plans and decisions about the service. The children's diary showed regular meetings with groups of children where staff sought their views and opinions. Children were also included in developing the holiday programme and they were consulted on how funds were spent on new toys and equipment. Children told us that they got to choose the trips and outings most of the time. Children also told us that they could choose activities and that they liked having the meetings to make plans. Staff told us that they always consulted children on the service and it was important that the children were involved in making any decisions. Staff said the children enjoyed the activities more when it was their choices. Nine children told us they get to make decisions about the service. Buddies Out of School Care, page 14 of 30

15 Seven parents commented within our questionnaires that they felt involved in the service and that they and their child were asked for ideas and feedback. The approaches to involvement we have detailed show that the service is committed to involving parents and children across aspects of the service. Areas for improvement The service commented within the self assessment that it is always recruiting for new parents to join the management committee. The service should continue to have a high level of involvement from parents and children to develop and improve the service. 16 Statement 3 We ensure that service users' health and wellbeing needs are met. Service strengths Inspection report continued We considered medication, care plans, health and wellbeing and infection control under this statement. We found that the service had improved in this area substantially to a very good standard and met all requirements and recommendations from the previous inspection. The service had updated its child protection policies and procedures to ensure that it was in line with local guidance. The service had also ensured that all staff were trained in child protection and there were clear procedures that they should follow. A requirement was made at the previous inspection about this and it has now been met. The service had updated its medication policy and procedures for the safe administration of medication, this followed best practice guidance. There were suitable secure storage facilities within the centre for medication. Staff also ensured that, when required, medication would be taken on trips and outings. This helped to ensure that medication was stored and administered safely. A requirement was made at the previous inspection that the service should develop formal medication guidance for staff. This had been completed and staff training had been given. The requirement has now been met. We saw that each child had a file which included registration information, all about me forms and any health care plans. The manager and staff ensured that each child had a personal plan and they were updated a minimum of six monthly or more regularly if required. There had been a requirement about this at the previous inspection as not all children had an all about me form. The service now ensured that each child had an all about me form and that they were reviewed regularly with children and parents. The requirement and recommendation have now been met. Snack was provided by the café and snack menus were developed in line with nutritional guidelines to ensure they are balanced and healthy. Where possible, the café was providing a hot snack however due to staff shifts it was not always possible. There were mixed views from parents and children about the snack, most people said the snack was good and there were healthy choices. Some parents and children told us there wasn't always enough of it and that there wasn't always a choice. We asked the manager to monitor snacks and seek the views of parents and children. Most staff had attended food and hygiene training and infection control training. For staff that hadn't there was a plan in place for them. Buddies Out of School Care, page 16 of 30

17 Staff encouraged children to wash their hands. There were suitable hand washing facilities within the toilets and signs to promote good hand washing. Measures were put in place to ensure children could access this area before and after snacks. There were also measures in place for when they were out on trips. We saw that the service had a prevention of infection and control policy and procedures. Cleaning schedules were in place for the service and they regularly washed toys and equipment. The premises were maintained by a cleaning contractor. This ensured that the premises were maintaining a safe and hygienic environment. Six parents agreed that the service provides a healthy and well-balanced diet which meets their child's dietary requirements. We saw that the service had updated its accident recording to ensure there was a log of parents signing that they have seen their child's accident form. We spoke to the manager about having an audit of accidents and incidents and linking this to risk assessment. The service had worked hard to improve the quality of care and support within the centre. Staff were caring and warm towards children and had the children's best interests as a priority. The updated policies, procedures and training ensured that staff had the right skills to support the children. Areas for improvement The service commented within the self assessment that it will continue to liaise with other agencies when necessary. It also commented that it will continue to do regular risk assessments and staff will continue to promote physical play and healthy eating and lifestyles. The service should continue to keep up to date with the current best practice and policies and procedures should reflect this. 19 Statement 2 We make sure that the environment is safe and service users are protected. Service strengths Inspection report continued We considered the environment and risk assessments as part of the inspection. We found that the service had good practice in this area. The service operated from a wing of Budhill Family Learning Centre. It shared the building with the Budhill Family Centre; there was a drop in café and various other groups used the centre. During times of operation, the service had sole use of two general purpose rooms and various sessions at the gym hall. On a Wednesday a group used one of the general purpose rooms, the out of school care group moved to the gym until the room became available. This was being managed well by the service. During service operation the service had sole use of the toilets and staff monitored this well. The service also had an outdoor play area and made use of the local park. The manager and staff had good links with the nursery that they shared the building with along with the domestic staff within the centre to ensure that areas were clean, safe and well maintained for the children. The service had secured funding to paint the playrooms and we saw that the playrooms were bright and freshly painted. Children's pictures were displayed around the walls. Equipment was well maintained and janitorial staff were available throughout the day to ensure the rooms were clean and tidy. The service had risk assessments in place for all areas that were accessed within the centre. Staff also ensured that they had comprehensive risk assessments for school pick ups, local outings and activities. We spoke with staff who ensured us the safety of the children was their priority. Staff had attended training in first aid and when outside they ensured that child to adult ratios suited the activity and the group of children attending. Nine parents said that the service is a safe, secure, hygienic, smoke free, pleasant and stimulating environment. The service had met two requirements from the previous inspection. 20 Areas for improvement The service had improved the security of the children by using the gym hall on a Wednesday for snack instead of the public café. The public can access the main reception area of Budhill Family Learning Centre, where the café and reception are situated, without a secure door entry. The level of security for the out of school care is that one door is kept locked and there is a small window in the door to allow staff to see who is entering. This is not a secure door entry system. The service should secure its area with a suitable door entry system. (See Recommendation 1) The service commented within the self assessment that it is hoping to replace the carpets in both playrooms. We saw that the carpets in the playrooms were worn and in need of being replaced. Children spent a lot of time playing activities on the carpet area. 22 Statement 3 We have a professional, trained and motivated workforce which operates to National Care Standards, legislation and best practice. Service strengths We found that the service had continued to maintain its very good practice in this area. The service had a range of policies and procedures to ensure staff have the right guidance and support within the service. There had been recent updates on key policies and procedures and staff had carried out training in relation to these. We found that all staff were committed to continuous professional development (CPD) and there was a commitment from management to provide staff with suitable training opportunities and to encourage staff to attend training and development. The manager and most staff were registered with the Scottish Social Services Council (SSSC) and two staff were in the process of registering. The SSSC is responsible for registering people who work in social services and also regulates their education and training. There were regular opportunities for the whole staff team to meet together as a team. There was a programme of staff induction and staff appraisal. We saw records of these being completed. We also saw that appraisals had been used to identify any specific training needs. The manager had an overview of staff training needs. Staff told us that there were regular opportunities to discuss any issues and future goals. Staff also told us that they worked well together as an effective team. Children and parents said that staff had the right skills and experience. Children told us that the adults were always there when they needed them. We saw positive interactions between staff and children. They knew children's needs well and were catering for them individually. Nine parents said that they were confident that the staff have the skills and experience to care for their child and support their learning and development. Areas for improvement Inspection report continued The service commented within the self assessment that it will continue with professional development and celebrate staff achievements by attending graduation ceremonies. The manager had a plan to introduce more formal one to one supervision for staff outwith appraisal time throughout the year; this will be added to the monitoring calendar for the service. Service strengths The service was continuing to develop and improve the ways that it involved parents and children in assessing and developing the service. 25 Statement 4 We use quality assurance systems and processes which involve service users, carers, staff and stakeholders to assess the quality of service we provide Service strengths We found that the service had good quality assurance systems and processes which involved service users, carers, staff and stakeholders. The service had previously completed Aiming High Scotland (AHS), a quality assurance scheme for out of school care groups in Scotland. As stated in the previous report, the group received the highest grade of three in 2012 for the award. Since then the Scottish Out of School Care Network (SOSCN) has been updating the award and the service has not yet been assessed against the new criteria. The service had a commitment to moving forward. There was a clear business plan for the service and staff were working to ensure the project was sustainable and continually improving the provision for children. The monthly evaluation report showed progression and improvements. The service had worked hard to build relationships with stakeholders including parents, the local authority and people they share the building with. There was a high level of parental involvement in the service from the voluntary management committee with good attendance from parents at the annual general meetings. Children told us they were involved in making decisions about the service. We visited the service during the Easter holidays and children were involved in making the programme of activities. There were also daily meetings with children and the children were asked for their views regularly. Nine parents said that they were overall happy with the quality of care their child receives in this service. We saw that the service had met one requirement under this statement from the previous inspection and the service had developed and implemented new infection control procedures. Areas for improvement Inspection report continued We spoke with the manager about quality assurance systems and highlighted the importance of the manager having a clear overview of the service and service improvements. The manager will develop a monitoring calendar which will ensure there is an annual overview of the service. She will also do a yearly breakdown of the business overview and link this to the monitoring calendar. 27 4 Other information Complaints While the complaint is upheld we were satisfied that management were taking appropriate measures to ensure a similar incident does not occur. We therefore made no requirements or recommendations regarding the complaint. Enforcements We have taken no enforcement action against this care service since the last inspection.
