1 The Opportunity POSITION DESCRIPTION PROGRAM OFFICER PERFORMANCE MEASURMENT AND EVALUATION IN PATIENT CARE GORDON AND BETTY MOORE FOUNDATION Palo Alto, CA February 2016 With more than $6.4 billion in assets, the Gordon and Betty Moore Foundation is the ninth largest foundation in the United States. The Patient Care Program accounts for 15 percent of the organization s grantmaking more than $40 million annually. The goal of the Patient Care Program is to improve the experience and outcomes of patient care. New Patient Care Leader. Following a national search, the Gordon and Betty Moore Foundation recently appointed Janet Corrigan, Ph.D., M.B.A., as the new chief program officer to lead its grantmaking program in patient care. With the goal of improving the experience and outcomes of patient care, the Patient Care Program since 2012 has made grants primarily focused on nursing education, redesigning ICU care and promoting patient and family engagement. Dr. Corrigan is adding three new grantmaking positions to reflect the foundation s emerging interest areas based on its experience and learning in patient care one position focused on end of life and complex care, a second focused on performance measurement and evaluation in patient care, and a third on patient safety. Seeking New Program Officer Performance Measurement & Evaluation. This new position will be responsible for two areas: 1) working collaboratively with the Patient Care team and grantees to identify and incorporate ongoing performance measurement strategies into grants and contracts; and 2) oversight of projects that seek to build health sector capacity to capture and use patient reported measures. Measurement and evaluation are a core value for the foundation and are incorporated into all aspects of the foundation s approach to grantmaking. The program officer will also serve as a liaison to the foundations central office on measurement and evaluation. The ideal candidate will have: 1) a Master s degree (required) in a relevant field; 2) extensive expertise and knowledge related to cutting edge research, issues, trends, best practices in performance measurement and evaluation in health care (required), and specifically,

2 patient reported measures (desired); 3) excellent project management experience and skills; 4) knowledge of and/or experience with grantmaking and measurement and evaluation of grants. For more information about the foundation and program, visit: Key Responsibilities Specific responsibilities include: Strategy Build solid knowledge of the field and key emerging trends. Summarize literature and identify implications for the program. Identify, size, and assess potential opportunity areas. Identify and engage subject matter experts and other stakeholders. Set goals at strategy and grant level and measure progress and achievements against those goals. Build and manage relationships with key players in the healthcare field, while managing expectations about the Patient Care Program s future investments. Identify white space in which foundation funding is needed to achieve its aim. Contribute to the ongoing refinement of program strategies. Proactively identify funding opportunities that align with program strategies and can deliver measurable outcomes. Develop strategic and operational plans for sub strategies. Grant Development and Management: Provide expert input to all members of the Patient Care team on how best to incorporate performance measures and strategies into grants. Identify and analyze potential grants for impact and fit within the program strategy related to building health system capacity to collect and use patientreported measures. Complete internal grant summaries and documentation. Manage a portfolio of active grants and make new grants. Coordinate with internal staff to complete grantmaking and monitoring processes. Manage relationships with grantees; identify and make recommendations to resolve issues. Take responsibility for ensuring grant success and mitigating any challenges that arise.

3 Internal and External Communications Periodically communicate both informally and formally about the foundation s activities. Partner with Communications Officer to develop materials for the program. Collaboration Plan convenings, focus groups and other activities as appropriate to enable the field to collaborate towards a common purpose. Program Management Develop and participate in periodic presentations to the board, senior management, and other foundation staff. Contribute to the development and maintenance of processes and tools to enable the Patient Care Program to operate effectively. Serve as a liaison to the foundation s central program evaluation unit. Qualifications Experience and Education An advanced degree in a relevant field (Health Services Research, Statistics, Operations Research, Evaluation, etc.). Extensive expertise and knowledge related to cutting edge research, issues, trends, best practices in evidenced based measurement and evaluation in health care broadly and patient care reported measures specifically. Working knowledge of issues related to clinical registries, health care data repositories, and patient facing health information technology applications. Demonstrated knowledge of issues, organizations, facts, and trends in the healthcare sector more broadly. A background in healthcare (7 10 years) in a research and policy institute, foundation, provider organization, academic research institution, health insurer, strategic consulting firm, and/or healthcare consulting firm. A record of working on complex partnership or multi stakeholder projects, with experience in engaging stakeholders, designing convenings, and fostering collaboration. Competencies Personal motivation and passion for improving the healthcare system. Demonstrated strategic planning skills, with ability to identify and rigorously evaluate new opportunities. Excellent project management skills, with demonstrated ability to manage projects and budgets, set realistic goals and objectives, and balance multiple priorities.

4 Demonstrated strong interpersonal skills, with ability to develop productive relationships with colleagues, grantees, stakeholders, and others. Collegial and energetic working style. A flexible positive approach to problem solving in a collaborative team environment. Comfort with ambiguity and willingness to be flexible and adaptable to changes in the needs of the program. Demonstrated comfort with and experience in public speaking and meeting organization/facilitation. Excellent written and verbal communication skills. Strong business acumen. Ability and interest in traveling at least once a month to out of town grantee meetings, site visits, and national conferences.
