1 MID-EAST CAREER AND TECHNOLOGY CENTERS ADULT EDUCATION ADDENDUM FOR PUBLIC SAFETY PROGRAMS AND CURRICULUM Paramedic The following addendum is applicable to students in the Mid-East Career and Technology Centers Adult Education Public Safety programs. This information supplements the Adult Education Student Handbook. In the case of any differences or discrepancies, the most restrictive rules and policy apply. Tuition The cost of the course is $7, The tuition includes all books, materials, and one NREMT certification exams. This course is considered full-time and is eligible for Federal Financial Aid. Admission Requirements and Procedures Current Ohio EMT certification Valid CPR card Admission Application including $75.00 Application Fee High School Transcript or GED BCI/FBI Background Check Immunization Records Hepatitis B Record or Signed Release Current Negative Single Step TB Test Flu Shot Complete General Assessment Complete Entrance Exam Work keys Assessment NIMS 100 & 700 Students who have acknowledged or are known to have committed felonies or misdemeanors of moral turpitude may enroll in the Public Safety programs but may not be eligible for Ohio Division of EMS State Certification. Seating priority will be given to those students who are eligible for state certification. Program Hours The Paramedic program hours are 1000 clock hours. 1

2 Program Admission Status Students are eligible to add or withdraw the Paramedic course until 4:30 pm on September 29, On that date, students are considered as fully admitted to the program. Students that leave prior to that date are considered withdrawn, after that date the student will be recorded as a fail. A withdraw from the course must be submitted in writing. Didactic The curriculum for the course is the National Standard Training Curriculum devised by the U.S. Department of Transportation and OAC It is divided into the 10 modules listed below. It is expected that students review the material before it is presented in class. Module 1 Anatomy and Physiology Module 2 Preparatory Module 3 Communication and Documentation Module 4 Pharmacy Module 5 Airway Module 6 Trauma Module 7 Cardiac Module 8 Medical Module 9 Special Populations Module 10 Operations Students must also pass ACLS, PALS, ASLS and any other scheduled certification course within the curriculum to successfully complete the Paramedic program. Students will not be permitted to sit for the National Registry Certification exam until successful completion of above requirements. Laboratory Requirements Paramedic students must complete a minimum of 100 hours of laboratory experience. Laboratory time will be completed based on the current class schedule. Clinical Experience Paramedic students are required to satisfactorily complete a minimum of 250 hours of hospital and a minimum of 250 hours of ambulance (vehicle) clinical experience. Hospital and vehicle clinical sites must be approved by Mid-East Career and Technology Centers. A minimum of three (3) students must be present at a hospital clinical site in order for the clinical to be conducted unless specific hospital restrictions would apply. 2

3 A total of 500 clinical hours and all associated supporting documentation including preceptor signatures and all evaluations are required to be completed between the dates of October 11, 2017 and May 29, No clinical time will be permitted prior to or after those dates. Clinical time will be completed based on the following schedule. If a student fails to complete the required clinical hours during each phase they will be dismissed from the program. October 11, November 6, hrs hospital clinical / 30 hrs ambulance clinical due (19/wk) November 7, February 1, hrs hospital clinical / 60 hrs ambulance clinical due (15/wk) February 2, April 11, hrs hospital clinical / 60 hrs ambulance clinical due (15/wk) April 12, 2018 May 29, hrs ambulance w/ 20 team leads due (15 ALS minimum) (15/wk) Students are not permitted to perform technical skills in any clinical area (hospital or vehicle) until they have passed the written and practical exam on that material and the procedure is signed off. Never administer any medication via any route in which you have not been trained. Hospital Clinical Experience Each student will complete 250 hours (minimum) of hospital clinical. Within those hours, the following requirements must be met: 50 general adult assessments 30 geriatric assessments 25 pediatric assessments (5 per sub group) (Newborn/Infant, Toddler, Pre-Schooler, School age, Adolescent) 20 Cardiac Assessments Within the above assessments, the following complaints must be included: 15 Shortness of breath complaints 15 Abdominal pain complaints 15 Altered mental status complaints 25 Trauma complaints 5 Psychiatric complaints 5 Obstetric complaints 5 CVA/Stroke 2 Cardiac Arrests to include documentation of effective CPR Vehicle Clinical Experience Each student will complete 250 hours (minimum) vehicle time on an ambulance. There must be a signed clinical agreement with any department on which the student wishes to acquire vehicle experience. The students will be partnered with experienced paramedics only. Family members, spouses, and/or significant others will not be permitted to sign off on vehicle experience. 3

4 During the vehicle clinical experience, students must document a total of 35 ALS runs prior to the beginning of the Team Lead capstone. Team Leads will not begin until April 6, During the Team Lead capstone, students must document 20 Team Leads with at least 15 of those being ALS. It is expected that as a capstone requirement that you will be the LEAD provider during the clinical experience. An ALS assessment at a minimum consists of initiating cardiac monitoring and interpretation of the rhythm and initiating IV access. If unsure if an assessment meets the ALS criteria, please see the Lead Instructor or Program Director. Students will always serve as an extra person on the ambulance if being counted as vehicle clinical experience. If a student is a part of a two person crew, it may not be counted as vehicle clinical. Students may not perform any skills beyond their current scope of practice unless they are functioning in a student capacity, as the extra person on the ambulance. An EMT performing any skill outside their scope of practice may face loss of job or EMS certification and will be dismissed from the course. Live Clinical Requirements 60 Successful intravenous access and maintenance 5 Intubations (completed between November 7, 2017 May 29, 2018) 40 Intravenous medication administrations 10 Intramuscular injections 5 Subcutaneous injections (may be live patient or laboratory) 5 Intraosseous injections (may be live patient or laboratory) 5 Bronchodilator administrations 5 Sublingual Medications 5 Oral Medications 5 Manual defibrillations (may be live patient or laboratory) 30 ECG interpretations (3-4 lead) 10 ECG interpretations (12 lead) 6 Drug infusion calculations 25 Medication bolus calculations 10 IV drip rate calculations Clinical Sites See Lead Instructor or Public Safety Coordinator for current list. 4

5 Clinical Requirement All clinical time must be pre-scheduled. Students will not be permitted to schedule any clinical during scheduled classroom or lab course time. Students must submit a Field Shift in the Fisdap Scheduler in order for the hours to be counted towards goal set. Students are responsible to notify the ambulance service/fire department if a scheduled clinical experience must be cancelled or rescheduled. Early arrival times or stay-over times must be approved by the clinical person in charge. Students may not leave clinical areas early without receiving permission from the clinical person in charge. Appropriate clinical attire is required (contact agency for their requirements). Inappropriate attire may be cause of student dismissal from the clinical areas and loss of good standing. Students are to be courteous, neatly groomed, enthusiastic, helpful, and professional at all times. Inappropriate actions may be cause for student dismissal from the clinical areas. Students are responsible for9 taking any necessary clinical assessment and evaluation media (i.e., phones, tablets, laptops, etc.) to the ambulance service/fire department or medical facility each session. All paper forms required to be signed by a preceptor must be signed in red ink only. No other color will be accepted. Student Clinical Evaluation Students will be evaluated by the preceptor. An unsatisfactory evaluation will result in a conference with the Public Safety Coordinator. The Coordinator shall have sole authority to either determine a corrective action plan for the student or to dismiss the student. Appeals of these actions may be made to the Adult Education Director. Attendance and Make-Up Hours Students must maintain a minimum of 22 hours attendance per week. This will be a combination of scheduled classroom time and laboratory and/or clinical time. All clinical and laboratory documentation must be submitted within 72 hours after the clinical/laboratory experience. All clinical and laboratory documentation will automatically lock after 72 hours and will not be accessible by the student until discussed with Lead Paramedic Instructor or Program Director. Students must maintain 100% attendance and have completed any and all mandatory components of the curriculum prior to the last scheduled day of the course. All missed hours will be made up at a cost of $25.00 per hour unless other arrangements have been made at no additional expense to Mid-East CTC. Students are expected to be punctual to scheduled class and clinical. A student is considered tardy if they are more than five minutes late. If a student is tardy three times, it will be considered a four hour absence. 5

6 Students will be permitted no more than 24 hours absent per quarter. This includes both clinical and class time. The student will be dismissed if they exceed the 24 hours. Refer to the Appeals Process (attendance) of the Adult Student Consumer Handbook. Grades Students will be graded by a combination of chapter and section exams. There will be one exam for each chapter, which will be an open book exam. There will be 16 section exams, which will be closed book exams. The student will be allowed to retest one section exam per quarter. The student will also take six comprehensive FISDAP unit exams. The unit exams consist of airway, cardiology, medical, OB/pediatrics, operations, and trauma. The exam will be given at the completion of each subject area. The student must pass each exam by a minimum of 70%, within two attempts, to continue through the program. The student must have an overall class average of 80% by the midpoint of the course. Students who do not have an 80% average by May 18,2018 will not be eligible for the course final exam. Work Keys Testing Each student will be required to complete the Work Keys assessment for reading, writing and locating information. This assessment must be completed the first week of class. The minimum required score is a 4 on each section. A student scoring less than 4 on any or all parts will be required to complete remediation through ABLE and retake those sections to receive a minimum score of 4. Course Completion Requirements To successfully complete the Paramedic program and be eligible to take the National Registry certification exam, students must achieve all of the following: Minimum course average of 80% Minimum FISDAP unit exam and final exam scores of 70% Pass all required skills testing Tuition and fees paid in full Maintain 100% attendance with a minimum off 22 hours per week Minimum score of 4 on all required Work Keys assessments Complete all required clinical time and assessments Pass all required skills assessments Pass all scheduled certification courses 6

7 Dress Requirements Paramedic students are required to wear a school issued polo shirt. Only white, black, or navy blue undershirts are permitted. Navy blue pants with SOLID BLACK LEATHER hard soled boots or tennis shoes are to be worn at all times. A department issued Job type shirt will be the ONLY allowed supplemental clothing that can be worn during class and/or laboratory education time, this cannot be worn during clinical education time. Hoodies, bulky jackets, and other non uniform apparel will not be permitted to be worn during the class, laboratory, or clinical education times. Any type of baseball cap and/or toboggan type headwear WILL NOT be permitted in the classroom, laboratory, and clinical education setting. Inappropriate attire will be cause of student dismissal from the class or clinical areas and loss of good standing. Cell Phone Policy Cell phones may only be used during class breaks or during organized classroom activities as permitted by the Lead Paramedic Instructor. During class all phones must be out of sight. They are to be placed in a backpack, purse, or on the floor and turned to vibrate or off. If your cell phone is in sight, or you are caught using it, your cell phone will be placed on the Instructor s desk and will not be given back until the end of the class day. Should you have a reason to need to use your cell phone during class, please see the Lead Paramedic Instructor and other arrangements can be made. Cell phones are prohibited in the clinical setting where there is the potential for patient contact. If you are seen with a cell phone you will be dismissed from the clinical site and no credit will be given for that session. Student Health Care Services In the event of an injury at an approved training site or at a clinical location, students must immediately report said injury to the instructor or clinical preceptor. The instructor or clinical preceptor will be responsible to complete a Mid-East Career and Technology Centers Student Accident/Incident Report (Form 5340F1) and deliver it to the Public Safety Coordinator within 24 hours of the accident. If the injury is severe, the instructor or clinical preceptor will make immediate arrangements for medical assistance. The full cost of any medical treatment will be the responsibility of the student. Disciplinary Issues If any disciplinary issues arise with a student who s tuition is being paid by a third party. The funding agency will be notified of the issue. 7

8 Complaints Students are expected to address any/all issues as adults. If a problem occurs between students, or student and staff member, you are expected to attempt resolution with that person. Only if an issue cannot be resolved satisfactorily will the program coordinator become involved. All complaints/issues must be submitted in writing and signed. Grounds for Dismissal The Student Code of Conduct in the Adult Education Student Handbook describes grounds for program dismissal for conduct. Further, students who do not achieve and maintain an 80% grade point average by the midpoint of the course, score below 70% on FISDAP unit exams, or fail to submit clinical documentation by the scheduled due dates will also be grounds for dismissal. Student fails to maintain 22 hours attendance per week, combined classroom, laboratory, and clinical hours. Students will be permitted no more than 24 hours absent per quarter. This includes both clinical and class time. The student will be dismissed if they exceed the 24 hours. Public Safety students are not eligible for probation for grade average deficiencies as described in the Adult Education Student Handbook. Students may also be dismissed based on poor clinical performance at the determination of the Public Safety Coordinator. Patient/Victim Contact The purpose of training in a clinical setting is to recognize, observe, and/or participate in emergency care in acute medical, surgical, pediatric, OB-GYN, and psychiatric situations. These situations include but are not limited to: cardiac/respiratory arrest, acute myocardial infarction, cardiogenic shock, hypovolemia, respiratory distress, multiple injured patients, pulmonary edema, diabetic coma, insulin shock, croup, poisoning, precipitate delivery, vaginal bleeding, drug overdose, delirium tremens, and acute psychotic episode. Students are expected to participate in patient assessment and care procedures. Students will perform selected procedures at the request of a physician, nurse, or other qualified personnel and be under the supervision of a physician, nurse, or other qualified hospital/ems personnel or preceptor. Students are not permitted to substitute for shift personnel while they are on clinical time. 8

9 Please remember that the hospital emergency room and emergency vehicle personnel provide these student experiences as a courtesy to the school district. Please respect this situation and cooperate in every way possible Accreditation of Ohio EMS training programs. (A) (21) (o) Requirements that students are not used to meet the minimum staffing requirements or in substitution for essential personnel in a clinical experience or prehospital internship setting. (A) (21) (p) Requirement that all students are notified of the process for obtaining a certificate to practice under section of the Revised Code and Chapter of the Administrative Code, and that an Ohio certificate to practice may not be granted if the individual fails to meet the qualifications for a certificate to practice set forth in rule of the Administrative Code. 9
